{"id":57860,"date":"2020-02-19T15:53:08","date_gmt":"2020-02-19T18:53:08","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=57860"},"modified":"2020-02-21T12:00:34","modified_gmt":"2020-02-21T15:00:34","slug":"2019-report-shows-rising-armed-violence-in-complexo-da-mare-continued-state-impunity","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=57860","title":{"rendered":"2019 Report Shows Rising Armed Violence in Complexo da Mar\u00e9, Continued State Impunity"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/37LtfO6\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>The 16 favelas that make up <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a>, in Rio de Janeiro&#8217;s <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, registered 49 deaths resulting from armed violence in 2019, more than double the rate of 2018.<span style=\"font-weight: 400;\"> Of these deaths, 34 occurred at the hands of police and 15 from armed civil groups. Throughout 2019, the group of favelas saw 117 days of shootouts and nearly 300 total hours of police operations. These and other indicators of rising violence in Mar\u00e9 are compiled in the <a href=\"http:\/\/bit.ly\/39J9bx2\" target=\"_blank\" rel=\"noopener noreferrer\">2019 Right to Public Security in Mar\u00e9 Bulletin<\/a>, an annual report produced by the NGO <a href=\"http:\/\/bit.ly\/2JViAZB\" target=\"_blank\" rel=\"noopener noreferrer\">Redes da Mar\u00e9<\/a> (Mar\u00e9 Development Networks) and launched on February 14.<\/span><\/p>\n<p><a href=\"http:\/\/bit.ly\/39J9bx2\" target=\"_blank\" rel=\"noopener noreferrer\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-57888 size-medium\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/02\/boletim-300x262.png\" alt=\"\" width=\"300\" height=\"262\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/boletim-300x262.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/boletim-768x671.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/boletim.png 773w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>The bulletin&#8217;s publication comes as Rio police have engaged in a series of violent operations in Mar\u00e9 over the last several weeks, with police incursions taking place January 29, February 12, and February 18, the third <a href=\"http:\/\/bit.ly\/2SEB8Ax\" target=\"_blank\" rel=\"noopener noreferrer\">lasting over 15 hours.<\/a><\/p>\n<p>For Aline Maia, coordinator of the Right to Life and Public Security Program at the <a href=\"http:\/\/bit.ly\/2StyTyf\" target=\"_blank\" rel=\"noopener noreferrer\">Observat\u00f3rio de Favelas<\/a>, the bulletin goes a long way in explaining the effects of these numbers. &#8220;This isn&#8217;t just a statistical work,&#8221; said Maia, speaking at the launch event. &#8220;There are some data points that are difficult to quantify, that, even so, this bulletin manages to portray with real clarity.&#8221;<\/p>\n<p>In the area of education, for example, Mar\u00e9 schools suffered 24 days of closures due to police operations in 2019\u201412% of the school year. &#8220;And if we want a progression of this accumulation, from 2016 to now, we see that there were 89 days without class [over those four years],&#8221; said Maia. She continues: &#8220;This has a direct effect, especially when it&#8217;s time for us [from the favelas] to compete for entrance to public universities [the best in Brazil]. We&#8217;re talking here about the <a href=\"http:\/\/bit.ly\/2kF8XTF\" target=\"_blank\" rel=\"noopener noreferrer\">right to education<\/a>, which is being denied to 16,000 children.&#8221; Health posts, meanwhile, were forced to close their doors on 25 separate days.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes7.jpeg\"><img decoding=\"async\" class=\"aligncenter wp-image-57866 size-large\" title=\"An armored police truck positioned in Mar\u00e9 during a February 18 police operation. Photo: Redes da Mar\u00e9\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes7-1024x672.jpeg\" alt=\"\" width=\"620\" height=\"407\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes7-1024x672.jpeg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes7-300x197.jpeg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes7-768x504.jpeg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes7.jpeg 1080w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Maia also pointed to the profile of the victims of police violence in Mar\u00e9: 100% of whom were black or brown. &#8220;In these confrontations, not a single white youth died,&#8221; emphasized Maia, &#8220;this is really indicative of the racial cleavages that Brazil is living through today.&#8221; Of the total 49 killed by police as well as armed civil groups, 96% were black or brown, 94% were male, and 85% were between the 15 and 29 years old.<\/p>\n<h3>The Case of Vitor Santiago and State Impunity<\/h3>\n<p>Vitor Santiago Borges was 29 when he was <a href=\"http:\/\/bit.ly\/2SFEMdu\" target=\"_blank\" rel=\"noopener noreferrer\">shot twice by a member of the armed forces<\/a> in Mar\u00e9. The two bullet wounds left him paraplegic with an amputated leg. &#8220;The report shows who the victims are: black, young, male favela residents,&#8221; said Borges, agreeing with Maia. Borges was driving back from watching a soccer game with a group of friends in 2015 when a soldier (stationed in Mar\u00e9 as part of the armed forces&#8217; <a href=\"http:\/\/bit.ly\/2XIts3B\" target=\"_blank\" rel=\"noopener noreferrer\">occupation<\/a> of the favelas in 2014-2015) opened fire on their car, alleging the group had sped through a checkpoint. Speaking for the first time in public after a long hiatus, Borges lamented that those shot and killed by State agents were unable to tell their own stories.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-57867 size-large\" title=\"Vitor Santiago at the Military Tribunal. Photo: Matheus Rodrigues\/G1\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6-1024x768.jpeg\" alt=\"\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6-1024x768.jpeg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6-300x225.jpeg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6-768x576.jpeg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6-174x131.jpeg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6-70x53.jpeg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6-326x245.jpeg 326w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes6.jpeg 1600w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>&#8220;The words &#8216;intelligence&#8217; and &#8216;public security&#8217; don&#8217;t fit in the same sentence,&#8221; said Borges, adding that the State neglects to ask the simple question of why and how youth become involved in drug trafficking.<\/p>\n<p>The final hearing for the soldier that shot Borges took place on the afternoon of February 18, resulting in a <a href=\"http:\/\/bit.ly\/2HFhopS\" target=\"_blank\" rel=\"noopener noreferrer\">unanimous ruling<\/a> to absolve the soldier of all wrongdoing. The Military Public Prosecutor (MPM) cited &#8220;putative legitimate defense,&#8221; a legal tenet that allows for exculpation on account of imagined danger. The soldier in question, said prosecutors, though in no imminent danger, thought Borges&#8217; car posed a threat.<\/p>\n<p>&#8220;This is military corporatism,&#8221; said Irone Santiago, Borges&#8217; mother, following the ruling. &#8220;This should have been judged in a common trial.&#8221; A 2017 law <a href=\"https:\/\/on.wsj.com\/2N2mBun\" target=\"_blank\" rel=\"noopener noreferrer\">signed by former President Michel Temer<\/a> transferred cases involving armed forces members that kill in the line of duty from civilian courts to military tribunals. &#8220;It&#8217;s military judging military, right? We know more or less what&#8217;s going to happen,&#8221; Borges had said prior. &#8220;I think that from now on, this sort of thing will only get worse,&#8221; he said later, worried over the legal precedent.<\/p>\n<p>The Right to Security bulletin offered similarly grim <a href=\"http:\/\/bit.ly\/2HFMNc1\" target=\"_blank\" rel=\"noopener noreferrer\">evidence of impunity<\/a>. Over the entire year, Rio <a href=\"http:\/\/bit.ly\/2lcYfV1\" target=\"_blank\" rel=\"noopener noreferrer\">Civil Police<\/a> conducted crime scene analysis following police operations in Mar\u00e9 only three times. In all three cases, forensics teams arrived only after the Redes team contacted them directly.<\/p>\n<h3>The &#8216;State-ization&#8217; of Homicides<\/h3>\n<p>Speakers at the bulletin&#8217;s launch did not shy away from the fact that 2019, under newly-elected Governor <a href=\"http:\/\/bit.ly\/2Y57Azm\" target=\"_blank\" rel=\"noopener noreferrer\">Wilson Witzel<\/a>, brought unprecedented levels of State-sponsored violence across Rio. Urged on by violent rhetoric (&#8220;the order is to shoot to kill,&#8221; Witzel has said) Rio police killed a record <a href=\"https:\/\/bbc.in\/2Sxhmps\" target=\"_blank\" rel=\"noopener noreferrer\">1810 people<\/a> in 2019, an average of five people per day.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-57870 size-content\" title=\"Pedro Abramovay speaks alongside Camila Barros, Aline Maia, and Vitor Santiago Borges. Photo: Nadine Terasa\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Pedro Abramovay, Open Society Foundations director for Latin America and the Caribbean, noted the importance of not treating 2019 as separate from a <a href=\"http:\/\/bit.ly\/1uRfBVf\" target=\"_blank\" rel=\"noopener noreferrer\">longstanding trend<\/a>. Questions of authoritarianism, misogyny, and racism, said Abramovay, were also solidified during progressive governments. 2019, instead, has <a href=\"http:\/\/bit.ly\/38Lw3vG\" target=\"_blank\" rel=\"noopener noreferrer\">created openings<\/a> for these trends to further entrench themselves.<\/p>\n<p>&#8220;What is happening now is a radicalization of a process that already existed, but at a level that we have never seen before,&#8221; said Abramovay. The <a href=\"http:\/\/bit.ly\/30m69uv\" target=\"_blank\" rel=\"noopener noreferrer\">current scenario<\/a> has also led to what Abramovay called the &#8216;state-ization&#8217; of homicides, resulting from the combination of the government&#8217;s &#8220;clear connection&#8221; to militia groups and increased levels of police killings as a proportion of total lethality. That is: the homicide rate in Rio has fallen, but &#8220;deaths at the hands of the police increased so much, that the rate of violent death is practically stable in Rio de Janeiro.&#8221;<\/p>\n<h3>A Tool for Change<\/h3>\n<p><span style=\"font-weight: 400;\">Faced with these challenges, the bulletin serves as a tool for change. \u201cThe aim of this bulletin is to show evidence of the violence happening in Mar\u00e9, so its residents can reveal and <a href=\"http:\/\/bit.ly\/2LFCxCN\" target=\"_blank\" rel=\"noopener noreferrer\">deconstruct current government policies<\/a>,\u201d explained Camila Barros, coordinator of the Eyes on Mar\u00e9 project leading the bulletin&#8217;s production at Redes. &#8220;It is a tool for disputing these policies.&#8221;<\/span><\/p>\n<p>Event participants agreed that by distributing the report, they might engage the rest of Rio, making violence in the favelas a common concern. After all, &#8220;the favela is part of the city,&#8221; said Maia.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/02\/redes4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-57868\" title=\"Vitor Santiago receives a standing ovation.
