The series features both original RioOnWatch publications and those translated from other sources such as this one.<\/em><\/p>\n<hr \/>\n<p><span style=\"font-weight: 400;\">Washing your hands with soap and water or using hand sanitizer. These are simple steps to prevent the spread of coronavirus, yet they are impossible for a low-income portion of the population. Residents from two favelas in Rio de Janeiro, where <a href=\"https:\/\/bit.ly\/2UmEkAu\" target=\"_blank\" rel=\"noopener noreferrer\">open sewage and water shortages<\/a> are part of daily life, spoke to <em>UOL<\/em> about their concerns relating to the spread of Covid-19.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Raull Santiago, 31, founder of <a href=\"http:\/\/bit.ly\/2ZlARX7\" target=\"_blank\" rel=\"noopener noreferrer\">Coletivo Papo Reto<\/a>, from the <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a> favelas in Rio\u2019s <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, unreliable access to clean drinking water is leaving the favelas\u2019 residents \u201cbehind\u201d in the fight against the virus.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEven before the pandemic, we had suffered from a long history of inequality. Many of us have never had daily access to running water and other basic rights. We don\u2019t just save water because of environmental concerns, we save it because we have to. Because we know that if we have water one day we might not have it again for a week,\u201d says Santiago.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He shares a house with five other people, including four children. There, the water only \u201cfalls\u201d (that is, becomes available from the tap) twice a week, and, on some days, the water pressure is very weak.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a pandemic, when we\u2019re constantly told to wash our hands, <a href=\"https:\/\/www.rioonwatch.org\/?p=58359\" target=\"_blank\" rel=\"noopener noreferrer\">how does one avoid getting sick?<\/a> Santiago says that he does whatever he can to prevent infection, but his family is exposed to vectors every day, and because they don\u2019t have the necessary access to water, he is very afraid.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe went to get the measles vaccine and we live at the top of the favela. In order to get down and back up, we had to take a kombi with 16 others\u2014old people, children, adults. We\u2019ve been trying to stay informed, save water, and wash our hands as much as possible. We\u2019re doing all we can to avoid the infection, because if one of us gets it, we all will. But now we have more doubts than certainty in terms of prevention for the family,\u201d he says.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Santiago also points out that it\u2019s difficult to buy hand sanitizer. Not just because of the shortage reported by residents of wealthier areas, but because of the cost.\u00a0<\/span><\/p>\n<h3><b>Prevention in the Favelas<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In his opinion, the city and the state should be obliged to provide advice on preventing the disease, taking into account the plurality of Rio&#8217;s living conditions. \u201cWe need the government and health specialists to think about tips that can be used by people from favelas and peripheries.\u201d<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cAs things are now, we\u2019re being excluded, ignored in the reality of the spread of the virus in Brazil, because they are <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">failing to consider the reality that we live in<\/a>, one of extreme inequality.\u201d \u2014 Raull Santiago, 31, founder of Coletivo Papo Reto<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Edimilson Migowski, an infectious disease specialist and professor at the Federal University of Rio de Janeiro (<a href=\"http:\/\/bit.ly\/2G9KCND\" target=\"_blank\" rel=\"noopener noreferrer\">UFRJ<\/a>), believes that the lack of basic sanitation in the favelas, coupled with the spread of coronavirus, will result in a \u201cvery serious\u201d situation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAccess to clean, drinkable water is fundamental to preventing any infectious disease. When you combine overcrowding, poor ventilation, and a lack of minimal living conditions, the risk of infectious disease increases,\u201d he explains.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Migowski emphasizes that there is no short-term solution besides trying to follow the preventative measures as much as possible. \u201cPeople living in high-risk areas, without sanitation, will have to double down their attention, more than anyone else. If it were possible to isolate yourself elsewhere that would be great, but we also know that that\u2019s nearly impossible,\u201d he says.\u00a0<\/span><\/p>\n<h3>Confirmed Cases of Coronavirus (Ministry of Health as of <a href=\"https:\/\/glo.bo\/2U6dSfv\" target=\"_blank\" rel=\"noopener noreferrer\">March 24<\/a>)<\/h3>\n<ul>\n<li>S\u00e3o Paulo &#8211; 745<\/li>\n<li>Rio de Janeiro &#8211; 233<\/li>\n<li>Cear\u00e1 &#8211; 163<\/li>\n<li>Distrito Federal &#8211; 133<\/li>\n<li>Minas Gerais &#8211; 128<\/li>\n<li>Rio Grande do Sul &#8211; 86<\/li>\n<li>Santa Catarina &#8211; 68<\/li>\n<li>Bahia &#8211; 63<\/li>\n<li>Paran\u00e1 &#8211; 56<\/li>\n<li>Pernambuco &#8211; 42<\/li>\n<li>Amazonas &#8211; 32<\/li>\n<li>Esp\u00edrito Santo &#8211; 29<\/li>\n<li>Goi\u00e1s &#8211; 23<\/li>\n<li>Mato Grosso do Sul &#8211; 21<\/li>\n<li>Rio Grando do Norte &#8211; 13<\/li>\n<li>Acre &#8211; 11<\/li>\n<li>Sergipe &#8211; 10<\/li>\n<li>Alagoas &#8211; 7<\/li>\n<li>Piau\u00ed &#8211; 6<\/li>\n<li>Tocant\u00edns &#8211; 5<\/li>\n<li>Par\u00e1 &#8211; 5<\/li>\n<li>Maranh\u00e3o &#8211; 2<\/li>\n<li>Mato Grosso &#8211; 2<\/li>\n<li>Para\u00edba &#8211; 2<\/li>\n<li>Roraima &#8211; 2<\/li>\n<li>Amap\u00e1 &#8211; 1<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The Trata Brazil Institute, which has been analyzing basic sanitation in Brazilian cities for thirteen years, gave the city of Rio de Janeiro a score of 6 out of a possible 10. It ranks 52<\/span><span style=\"font-weight: 400;\">nd<\/span><span style=\"font-weight: 400;\"> in a list of 100 cities. There is no sanitation ranking for different regions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the latest National Basic Sanitation Study by the Brazilian Institute of Geography and Statistics (<a href=\"https:\/\/bit.ly\/3dbpNQJ\" target=\"_blank\" rel=\"noopener noreferrer\">IBGE<\/a>), Rio came in 228<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> out of 5,570 Brazilian cities in a relative index of broad access to adequate sanitation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the <a href=\"http:\/\/bit.ly\/2XW8L4i\" target=\"_blank\" rel=\"noopener noreferrer\">Acari<\/a> favela, in <a href=\"http:\/\/bit.ly\/386ca23\" target=\"_blank\" rel=\"noopener noreferrer\">Rio\u2019s North Zone, residents also live with water shortages<\/a>. In addition to this, they are concerned about their proximity to the <a href=\"https:\/\/bit.ly\/3aj9ZJA\" target=\"_blank\" rel=\"noopener noreferrer\">Ronaldo Gazolla Municipal Hospital<\/a>, which was chosen by the city government as the reference unit for tending to the infected.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Buba Aguiar, from the <a href=\"http:\/\/bit.ly\/2Dx68rd\" target=\"_blank\" rel=\"noopener noreferrer\">Fala Akari<\/a> communications collective, speaks about the current problem for residents, who don\u2019t have reliable access to water.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOn some streets, there are certain times for when you can use the water pumps, and you don\u2019t have water for the full day. Sometimes the water pressure is weak and even the pumps don&#8217;t work. People end up getting ill because of a lack of basic or modern sanitation. Then there\u2019s this worry about whether or not you have hand sanitizer at home. But how could you have the money for hand sanitizer when you <a href=\"http:\/\/bit.ly\/386ca23\" target=\"_blank\" rel=\"noopener noreferrer\">can\u2019t even afford bottled water?<\/a>\u201d she asks.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To help each other, the residents have mobilized. Whenever there\u2019s a new delivery of hand sanitizer somewhere in the favela, an alert gets sent out to WhatsApp groups so that anyone who is able to can buy some.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBut we are emphasizing that it\u2019s enough just to wash your hands, so that people don\u2019t feel they have to spend the extra money,\u201d says Aguiar.
