In the first days of March, <a href=\"http:\/\/bit.ly\/2KMosCw\" target=\"_blank\" rel=\"noopener noreferrer\">strong rains devastated<\/a> a considerable part of Greater Rio. The <a href=\"http:\/\/bit.ly\/2XCwX7z\" target=\"_blank\" rel=\"noopener noreferrer\">Baixada Fluminense<\/a> was <a href=\"http:\/\/bit.ly\/2wxTGJV\" target=\"_blank\" rel=\"noopener noreferrer\">particularly affected<\/a>, principally the municipality of Mesquita, where the rains <a href=\"http:\/\/bit.ly\/2Tm8nsz\" target=\"_blank\" rel=\"noopener noreferrer\">opened craters<\/a>, stopped traffic, and caused a landslide which <a href=\"http:\/\/bit.ly\/2TzUJB2\" target=\"_blank\" rel=\"noopener noreferrer\">killed 62-year-old Mizael Xavier<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Rio de Janeiro proper, it was the <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a> that was most impacted, <a href=\"http:\/\/bit.ly\/2TzUJB2\" target=\"_blank\" rel=\"noopener noreferrer\">recording several fatalities<\/a>. Wania Nunes, 75 years old, was electrocuted in <a href=\"http:\/\/bit.ly\/3b4s12d\" target=\"_blank\" rel=\"noopener noreferrer\">Taquara<\/a>, although the cause of the electric discharge remains unknown. In the Tanque neighborhood, Fl\u00e1vio Gon\u00e7alvez, 50 years old, became yet another victim of the rains after a landslide knocked down a wall in his bedroom.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The West Zone has a sad history of being severely punished by <a href=\"http:\/\/bit.ly\/3djT1wS\" target=\"_blank\" rel=\"noopener noreferrer\">rains<\/a>. In <a href=\"http:\/\/bit.ly\/2OYSYuD\" target=\"_blank\" rel=\"noopener noreferrer\">April of 2019<\/a>, strong rains caused <a href=\"https:\/\/glo.bo\/2OZNFed\" target=\"_blank\" rel=\"noopener noreferrer\">destruction and two deaths<\/a> in <a href=\"http:\/\/bit.ly\/2O2QZHf\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Cruz<\/a>, when Rio&#8217;s largest rainfall in 22 years was recorded. At the time, boats even turned into means of transport for residents, as the neighborhood was completely inundated by water.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Videos-of-the-rains-in-Antares-as-captured-by-residents.-Screenshot-from-teaser-of-As-M\u00e1rcias..png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-58281 size-large\" title=\"Residents recorded videos of the rains in Antares. One such leader is 31-year-old Thiago de Jesus, a socio-cultural activist and screenwriter. Since the age of 16, Jesus has been at the forefront of social projects aimed at positively impacting the favelas of Rola and <a href=\"http:\/\/bit.ly\/2QrpDLd\" target=\"_blank\" rel=\"noopener noreferrer\">Antares<\/a> in Santa Cruz\u2014Thiago lives on an avenue that crosses the Rola favela.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Thiago-de-Jesus-gathering-and-delivering-donations-for-those-affected-by-the-floods-in-Antares-and-Rola-in-April-2019.-Photo-Thiago-de-Jesus.jpg\"><img decoding=\"async\" class=\"alignright wp-image-58280\" title=\"Thiago de Jesus, gathering and delivering donations for those affected by the floods in Antares and Rola in April 2019. The mobilization began when we saw the gravity of the situation. I got together with a group of friends and we began to save people, rushing to provide food and clothes for people who had lost everything. From there, the mobilization started to spread via social networks and many people joined us.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The cultural promotor collected mattresses, stoves, sofas, clothes, beds and basic supplies. Demands for State action were made, but residents have now waited nearly a year for a response. \u201cPublic services didn\u2019t help, <a href=\"http:\/\/bit.ly\/2vWeWpu\" target=\"_blank\" rel=\"noopener noreferrer\">bureaucracy and political games got in the way<\/a> and continue to delay even today. There are people who are still living in wooden shacks; they didn\u2019t get social rent subsidies. They are still living in a critical situation,\u201d he says.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-project-by-Thiago-de-Jesus-that-brings-film-and-video-games-to-the-community-in-an-effort-to-support-local-culture-and-entertainment.-Photo-Thiago-de-Jesus.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-58279\" title=\"A project by Thiago de Jesus that brings film and video games to the community in an effort to support local culture and entertainment. And that\u2019s exactly what happened: Jesus decided to write \u201c<em>As M\u00e1rcias<\/em>\u201d (The M\u00e1rcias) with the help of some friends. The film tells the story of two women who not only share the name M\u00e1rcia, but also the desire to help with and promote the development of the communities they live in, in the critically underserved favelas of Rola and Antares.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-image-from-the-film-As-M\u00e1rcias.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58278 size-content\" title=\"An image from the film 'As M\u00e1rcias'\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-image-from-the-film-As-M\u00e1rcias-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-image-from-the-film-As-M\u00e1rcias-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-image-from-the-film-As-M\u00e1rcias-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe idea of producing a film came when I was on the ground helping people and I saw that it wasn\u2019t just me in the fight, I saw that there were many anonymous heroes risking their lives to help the community&#8217;s residents. Like many who lost everything in the rains, the M\u00e1rcias also suffered, but they opened their houses to become welcoming centers for the families living in these communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the heroines in this story is M\u00e1rcia Bezerra, 58 years old, head of a household and resident of the Portelinha neighborhood in Antares. \u201cI, here in Portelinha, am known as the mayor of this place. I have lived in Portelinha for 19 years.\u201d Fortunately, she didn\u2019t lose anything important in the rains, unlike her neighbors, who were unable to rescue practically anything. \u201cI helped a lot of people who lost everything. We were able to find clothes, shoes, and food for all those who were in need. I live in a community and together with the other M\u00e1rcia and Thiago, we ran all over bringing soup to people without hope. He came here to the house and brought various objects to donate, but didn\u2019t know me. We began to talk and I said that I would like to help the next time. Then the other week, Thiago said \u2018Do you want to make a movie?\u2019 And I said yes. I always have had a crazy life, but never imagined that it would get this far. Out of everything that I have experienced and lived, the film has been the most important thing that has happened to me,\u201d says Bezerra.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/M\u00e1rcia-Bezerra-at-the-BRT-stop-delivering-soup-to-those-affected-by-the-floods-of-April-2019.-Photo-M\u00e1rcia-Bezerra-archives.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58275 size-full\" title=\"M\u00e1rcia Bezerra at the BRT stop, delivering soup to those affected by the floods of April 2019. The household head and Antares resident is known for her sensibility and solidarity. \u201cI reached my 58th year through a divine gift. Helping people is something that comes from within. In the 2019 floods, we did what we could for the people here. There is a shortage of everything, but especially in the area of culture, sports, and leisure. Before doing this project, I had no notion about how to do audiovisual work, and the amount of information and available courses is what most frustrated me throughout the process,\u201d he says.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Bezerra, social inclusion programs for young favela residents ought to be prioritized in today\u2019s governments. \u201cI would like young people to be able to occupy themselves in a way that involves culture, education, and leisure. Youth ought to be able to have an occupation with structure so that they don\u2019t think about the wrong things. I would like to say this to the government, that they should pay attention to Santa Cruz.
