{"id":58514,"date":"2020-04-01T10:06:58","date_gmt":"2020-04-01T13:06:58","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=58514"},"modified":"2020-04-07T13:06:05","modified_gmt":"2020-04-07T16:06:05","slug":"without-reliable-running-water-favela-residents-push-for-right-to-wash-hands-amid-coronavirus-pandemic","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=58514","title":{"rendered":"Without Reliable Running Water, Favela Residents Push for Right to Wash Hands Amid Pandemic"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/2UOQlQG\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p><em>This is the sixth article in what will be a spotlighted issue on RioOnWatch for the foreseeable future: the <a href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">new coronavirus as it impacts Rio de Janeiro\u2019s favelas<\/a>.<\/em><\/p>\n<p>Amid the global Covid-19 pandemic, favela residents across Rio de Janeiro are suffering from inconsistent access to running water, according to a recent survey by the state&#8217;s <a href=\"http:\/\/bit.ly\/2LrztMk\" target=\"_blank\" rel=\"noopener noreferrer\">Public Defender&#8217;s Office<\/a>. The governmental body received 475 responses in 5 days from March 18 to 23, with complaints of inadequate water provision spanning 140 different neighborhoods across 14 Rio de Janeiro municipalities. The vast majority of these reports came from favelas in the Rio metropolitan area.<\/p>\n<p>Water troubles are a long-standing problem for favelas, says Renata Trajano of <a href=\"http:\/\/bit.ly\/2ZlARX7\" target=\"_blank\" rel=\"noopener noreferrer\">Coletivo Papo Reto<\/a>, a human rights and communications collective based in the <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a> favelas of <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>. &#8220;The majority of Alem\u00e3o has water problems, but this isn&#8217;t new. It&#8217;s a chronic, constant problem.&#8221; Out of Brazil&#8217;s 100 largest cities, the country&#8217;s second largest city of <a href=\"https:\/\/bit.ly\/347sCy8\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro ranks 52nd<\/a> for water and sewage treatment, according to a <a href=\"https:\/\/bit.ly\/3bS1t51\" target=\"_blank\" rel=\"noopener noreferrer\">2020 study<\/a> by the Trata Brasil Institute, a civil society public interest group.<\/p>\n<p>With the arrival of the new coronavirus, Rio&#8217;s water issues have <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">gained new urgency<\/a>. &#8220;The concern that we have, mainly, is that we are looking at a public health issue,&#8221; Public Defender Ombudsman Guilheme Pimentel told <em>RioOnWatch<\/em>. &#8220;It&#8217;s important that everyone wash their hands and that everyone has access to water so that they can follow the official recommendations of health authorities. If certain people don&#8217;t have the means to do that, we are not going to be able to control this pandemic. This will affect everyone.&#8221;<\/p>\n<p>Favela activists sounded the alarm weeks ago with the social media campaign <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">#COVID19NasFavelas<\/a>, alerting the world that, without water, frequent hand washing would be out of the question. Rene Silva, founder of the community news site <em><a href=\"https:\/\/bit.ly\/3dMaEFx\" target=\"_blank\" rel=\"noopener noreferrer\">Voz das Comunidades<\/a>\u00a0<\/em>and resident of Complexo do Alem\u00e3o, tweeted March 16 that he had received multiple reports of lack of access to water in his neighborhood.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Many residents of Complexo do Alem\u00e3o are complaining that they don\u2019t have a water supply and because of this, they aren\u2019t able to protect themselves against the new coronavirus. There is no hand sanitizer in pharmacies or supermarkets. <a href=\"https:\/\/twitter.com\/hashtag\/COVID19NasFavelas?src=hash&amp;ref_src=twsrc%5Etfw\">#COVID19NasFavelas<\/a><\/p>\n<p>\u2014 Rene Silva (@eurenesilva) <a href=\"https:\/\/twitter.com\/eurenesilva\/status\/1239589537002725378?ref_src=twsrc%5Etfw\">March 16, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<blockquote><p>\u201cMany residents of Complexo do Alem\u00e3o are complaining that they don\u2019t have a water supply and because of this, they aren\u2019t able to protect themselves against the new coronavirus. There is no hand sanitizer in pharmacies or supermarkets.\u201d<\/p><\/blockquote>\n<p>Out of 475 responses, the Defender&#8217;s Office received 397 reports of partial or total water stoppage, with 14 complaints from Alem\u00e3o alone. Some residents noted they have gone between a week and a full month without water. The neighborhood ranked third in the survey, behind the <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a> favelas of <a href=\"http:\/\/bit.ly\/38L9mbb\" target=\"_blank\" rel=\"noopener noreferrer\">Tabajaras<\/a> (93 responses) and <a href=\"http:\/\/bit.ly\/317A4Hx\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a> (27).<\/p>\n<p>Since appealing to the Public Defender&#8217;s Office and organizing their communities\u2014including, in the case of Alem\u00e3o, an in-person <a href=\"https:\/\/bit.ly\/2JwnSIY\" target=\"_blank\" rel=\"noopener noreferrer\">meeting between residents&#8217; associations and Guilherme Campos<\/a>, technical assistant responsible for community support at water utility <a href=\"http:\/\/bit.ly\/2Mqgf9y\" target=\"_blank\" rel=\"noopener noreferrer\">CEDAE<\/a>\u2014all three neighborhoods have reported renewed attention, including water re-supplies and pump repairs. In an email to <em>RioOnWatch<\/em> on March 30, CEDAE noted that it had attended to 682 complaints in the Rio metropolitan area between March 16-27 and has maintained 40 water tank trucks in circulation, dedicated specifically to addressing problems in the favelas.<\/p>\n<p>While some favela residents confirmed repairs and prompt attention, however, others told <em>RioOnWatch <\/em>that CEDAE service was haphazard and insufficient. In <a href=\"http:\/\/bit.ly\/2IlGx96\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Marta<\/a>, a South Zone favela near Tabajaras, community organizer Thiago Firmino said that following CEDAE&#8217;s pump repairs, the same issues returned. &#8220;[How can we have water] some days at the bottom of the favela and some days at the top of the favela during a moment of crisis?&#8221; questioned Firmino, who pointed out that many residents have also been unable to conserve water. &#8220;There are people that don&#8217;t have water tanks at home, people that don&#8217;t have money to buy gallons of water like they&#8217;re asking us.&#8221; Days later, Firmino added that Santa Marta had gone a full 48 hours without water, with regular service returning March 31.<\/p>\n<p>Some residents took matters into their own hands, appealing to the press after continued, failed attempts to resolve the situation with CEDAE. This was the case in <a href=\"http:\/\/bit.ly\/2q5wrnY\" target=\"_blank\" rel=\"noopener noreferrer\">Pedra Lisa<\/a>, a chronically underserved neighborhood of <a href=\"http:\/\/bit.ly\/2JpV3OV\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Provid\u00eancia<\/a>, where local communicator and tour guide Cosme Felippsen produced a series of resident interviews posted to Twitter by <em>The Intercept Brasil<\/em>:<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">In Morro da Provid\u00eancia, in the downtown <a href=\"http:\/\/bit.ly\/2X5DZ4e\" target=\"_blank\" rel=\"noopener noreferrer\">Centro<\/a> area of Rio, a portion of residents do not have water defend themselves from coronavirus, which depends on habits like washing your hands regularly to reduce the risk of infection. In this video, we show how this problem leaves the favela even more vulnerable.&#8221;<\/p><\/blockquote>\n<p>&#8220;The men from CEDAE come and take a look around, and nothing,&#8221; says resident Ana Cl\u00e1udia in the video above. &#8220;How are we supposed to wash our hands all the time if there is no water in Pedra Lisa?&#8221; Residents, in waiting for repairs, depended on support from neighbors, receiving jugs of water carried in, sometimes up a steep hill. CEDAE technicians arrived on March 28, and Felippsen reports that water provision has since returned to normal. &#8220;We don&#8217;t want water just for now,&#8221; added Felippsen in a follow-up video, adding that the neighborhood had suffered longstanding water issues. &#8220;We want water for later too, and for all of these problems to be resolved.&#8221;<\/p>\n<p>Others in the <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West<\/a> and North Zones of the city are yet to receive repairs (CEDAE&#8217;s Twitter feed remains <a href=\"https:\/\/bit.ly\/2JtmMNR\" target=\"_blank\" rel=\"noopener noreferrer\">clogged with complaints<\/a>), and remain unable to abide by healthcare recommendations for Covid-19 prevention. &#8220;Unless every family has access to water, no family is safe,&#8221; cautioned Pimentel. &#8220;Either we have citizenship for everyone, or no one is safe&#8230; this is a problem for all of society.&#8221;<\/p>\n<hr \/>\n<div class=\"entry clearfix\">\n<div class=\"entry clearfix\">\n<h4><b>Support\u00a0<\/b><b><i>RioOnWatch<\/i><\/b><b>\u2019s tireless, critical and cutting-edge hyperlocal journalism. #FundFavelaReporting: <\/b><b><a href=\"http:\/\/bit.ly\/DonateToRioOnWatch\">bit.ly\/DonateToRioOnWatch<\/a><\/b><\/h4>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas This is the sixth article in what will be a spotlighted issue on RioOnWatch for the foreseeable future: the new coronavirus as it impacts Rio de Janeiro\u2019s favelas.
