This article is part of RioOnWatch\u2019s <a href=\"https:\/\/bit.ly\/2QyzleH\" target=\"_blank\" rel=\"noopener noreferrer\">2020 reporting partnership with The Rio Times<\/a> now focused on the impacts of coronavirus on Rio&#8217;s favelas. For the article as published in The Rio Times click <a href=\"https:\/\/bit.ly\/3dOrJyT\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.<\/em><\/p>\n<p>In Brazil, the coronavirus pandemic is expected to <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">disproportionately affect<\/a> favela communities. The State must never be exempted from its responsibility to provide health services, access to water, sewerage, and social protection, least of all during the pandemic. Meanwhile, reacting to fill the gap in public services, as always, are favela residents. It is not the first time that residents and organizations from the favelas have organized to hold authorities accountable for appropriate, efficient action, or to offer <a href=\"http:\/\/bit.ly\/2WMsOgH\" target=\"_blank\" rel=\"noopener noreferrer\">solutions for their territories<\/a>\u2014not only in leading such solutions, but also in denouncing public authorities&#8217; <a href=\"http:\/\/bit.ly\/2WJj7Qk\" target=\"_blank\" rel=\"noopener noreferrer\">misplaced priorities<\/a> and <a href=\"http:\/\/bit.ly\/2MDm1V9\" target=\"_blank\" rel=\"noopener noreferrer\">necropolitical actions<\/a>, through which the State decides, every day, who lives and who dies in our society.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Members-of-Coletivo-Papo-Reto-holding-one-of-their-banners-with-preventative-information.-Photo-Voz-das-Comunidades.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-58591 size-full\" title=\"Members of Coletivo Papo Reto holding one of their banners with preventative information. Photo - Voz das Comunidades\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/Members-of-Coletivo-Papo-Reto-holding-one-of-their-banners-with-preventative-information.-Photo-Voz-das-Comunidades.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/Members-of-Coletivo-Papo-Reto-holding-one-of-their-banners-with-preventative-information.-Photo-Voz-das-Comunidades-300x128.png 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In past articles, we have shared <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">online actions<\/a>\u2014concentrated foremost in the dissemination of quality information on coronavirus designed specifically for favela residents, united under the hashtag <a href=\"http:\/\/bit.ly\/2x2D8dB\" target=\"_blank\" rel=\"noopener noreferrer\">#COVID19NasFavelas<\/a>\u2014and <a href=\"https:\/\/bit.ly\/DonateCovid19Favelas\" target=\"_blank\" rel=\"noopener noreferrer\">donation campaigns<\/a> in support favela responses to the virus. This article will focus on the resulting tangible actions taking place in the territories themselves.<\/p>\n<h3>Actions on Covid-19 in the Favelas<\/h3>\n<p>In <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a>, in the North Zone, the community NGO Redes da Mar\u00e9 (<a href=\"http:\/\/bit.ly\/2pvZdLB\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9 Development Networks<\/a>) distributed, over last week alone, 530 basic food baskets and 530 hygiene kits, in addition to to-go meals for the homeless. The products that make up the food baskets and meal containers were <a href=\"https:\/\/bit.ly\/2wAvQxx\" target=\"_blank\" rel=\"noopener noreferrer\">purchased within Mar\u00e9<\/a> as a form of strengthening the local economy. The group has also maintained an active <a href=\"https:\/\/bit.ly\/39la0LO\" target=\"_blank\" rel=\"noopener noreferrer\">dialogue with religious leaders<\/a>, raising awareness on the need to avoid large gatherings.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-homeless-woman-receives-a-to-go-meal-container-in-Complexo-da-Mar\u00e9.-Photo-Facebook.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-58589 size-content\" title=\"A homeless woman receives a to-go meal container in Complexo da Mar\u00e9. Photo - Facebook\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-homeless-woman-receives-a-to-go-meal-container-in-Complexo-da-Mar\u00e9.-Photo-Facebook-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Cars fitted with loudspeakers are also <a href=\"https:\/\/bit.ly\/39ruZgd\" target=\"_blank\" rel=\"noopener noreferrer\">circulating throughout Mar\u00e9<\/a>, and banners and signs are being affixed to commercial establishments, residents&#8217; associations, bars, and churches, all containing information on prevention,hygiene, and on the importance of remaining at home. These are part of an initiative of the favela-based communications collectives <a href=\"http:\/\/bit.ly\/2c78Meb\"><span style=\"font-weight: 400;\">Mar\u00e9 Vive<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"http:\/\/bit.ly\/2hLTvmu\"><span style=\"font-weight: 400;\">Mar\u00e9 0800<\/span><\/a>,<span style=\"font-weight: 400;\"> and<\/span> <a href=\"https:\/\/bit.ly\/2QHfPwy\"><span style=\"font-weight: 400;\">Amar\u00c9v\u00ea<\/span><\/a>, undertaken with the orientation of healthcare professionals. Videos and images are also being shared on social networks and in print, accessible <a href=\"https:\/\/bit.ly\/2Jqz3m9\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>. <a href=\"http:\/\/bit.ly\/2YnSENW\" target=\"_blank\" rel=\"noopener noreferrer\">Gizele Martins<\/a>, a communicator and member of Mar\u00e9 0800 said <a href=\"https:\/\/bit.ly\/39r7vrE\" target=\"_blank\" rel=\"noopener noreferrer\">in an interview<\/a> that, faced with the lack of support and importance given to the pandemic by political leaders: &#8220;[we, from the favelas] decided to organize ourselves, as we have always done, and begin making decisions in response to the situation. We aren&#8217;t going to sit around and do nothing. We have never done that.&#8221;<\/p>\n<p>&#8220;What we have managed to achieve is to unite a group of favela communicators to come up with a plan that takes into account the diversities and complexities of Mar\u00e9 in Rio de Janeiro,&#8221; <a href=\"https:\/\/bit.ly\/39r7vrE\" target=\"_blank\" rel=\"noopener noreferrer\">she continued<\/a>. &#8220;There are people that live here that don&#8217;t know how to read and don&#8217;t have access to the Internet or to traditional media outlets. That&#8217;s why the first [action] that we took was to ask healthcare professionals that know our reality to record audio messages with critical recommendations [&#8230;] We also need to be very careful with the people that go out to hang the signs. It is important not to distribute pamphlets by hand, as this increases the risk of spreading the virus,&#8221; she said.<\/p>\n<p>Similarly, in <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>, the coalition <a href=\"https:\/\/bit.ly\/2RcYhsP\" target=\"_blank\" rel=\"noopener noreferrer\">#JuntosPeloComplexodoAlem\u00e3o<\/a>, an existing group reactivated by the institutions that make up the <a href=\"https:\/\/bit.ly\/33V4tL7\" target=\"_blank\" rel=\"noopener noreferrer\">Alem\u00e3o Crisis Task Force<\/a>, is installing informational banners and distributing donations. Among these donations, water is crucial, given that the favelas of Alem\u00e3o have been some of the most affected by the lack of access to water. One of the group&#8217;s banners even requests that those residents with reliable running water at home share it with a neighbor that may not have it.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-action-against-coronavirus-in-Complexo-do-Alem\u00e3o.-Photo-Bento-F\u00e1bio.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58588\" title=\"An action against coronavirus in Complexo do Alem\u00e3o. Photo - Bento F\u00e1bio\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-action-against-coronavirus-in-Complexo-do-Alem\u00e3o.-Photo-Bento-F\u00e1bio.jpg\" alt=\"\" width=\"620\" height=\"413\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-action-against-coronavirus-in-Complexo-do-Alem\u00e3o.-Photo-Bento-F\u00e1bio.jpg 960w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-action-against-coronavirus-in-Complexo-do-Alem\u00e3o.-Photo-Bento-F\u00e1bio-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/An-action-against-coronavirus-in-Complexo-do-Alem\u00e3o.-Photo-Bento-F\u00e1bio-768x512.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Last Friday the group <a href=\"https:\/\/bit.ly\/2vXo9kO\" target=\"_blank\" rel=\"noopener noreferrer\">held a meeting with Guilherme Campos<\/a>, the director of public water utility <a href=\"http:\/\/bit.ly\/2Mqgf9y\" target=\"_blank\" rel=\"noopener noreferrer\">CEDAE<\/a>, together with the community&#8217;s residents&#8217; associations and <em>manobreiros<\/em> (CEDAE employees or resident association representatives responsible for opening and closing water connections as well as directing water flow to different areas of the hills of Alem\u00e3o) to address the problem. As immediate measures for confronting the pandemic, Campos vowed to increase the number of <em>manobreiros<\/em>, send water trucks to serve the community, and inspect the two central pumps that service the favelas. Campos also said he would install a reservoir to make sure there would be no interruption in water flow in case one of the pumps burned out. For the medium term, Campos promised to activate the reservoirs of the Matinha and Alvorada regions and to build a water supply network for the neighborhood of <a href=\"https:\/\/bit.ly\/2UsUr0A\" target=\"_blank\" rel=\"noopener noreferrer\">Fazendinha<\/a>\u2014the favela has no such network and experiences the greatest frequency of water issues in Alem\u00e3o.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Residents-and-activists-meet-with-CEDAE-in-Complexo-do-Alem\u00e3o.-Photo-Twitter-Raull-Santiago.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58587 size-content\" title=\"Residents and activists meet with CEDAE in Complexo do Alem\u00e3o. Photo - Twitter, Raull Santiago\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Residents-and-activists-meet-with-CEDAE-in-Complexo-do-Alem\u00e3o.-Photo-Twitter-Raull-Santiago-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>One of the institutions that make up the collaboration, <a href=\"https:\/\/bit.ly\/2y0zyks\" target=\"_blank\" rel=\"noopener noreferrer\">Coletivo Papo Reto<\/a>, launched a funk carioca song on coronavirus prevention as a communication strategy. Similarly, <a href=\"https:\/\/bit.ly\/2UvAXIR\" target=\"_blank\" rel=\"noopener noreferrer\">B.A.S.E.<\/a>, an organization that works with youth in <a href=\"http:\/\/bit.ly\/2ZpIVmg\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Cruz<\/a>, in Rio&#8217;s West Zone, recorded an awareness-raising funk song with MC Tchelinho, of the group <a href=\"https:\/\/bit.ly\/2wLBOvC\" target=\"_blank\" rel=\"noopener noreferrer\">Heavy Baile<\/a>: &#8220;these words are for the favela, for my sisters and brothers [&#8230;], let&#8217;s see if you can dig it: we need to wash our hands, hand sanitizer is the stuff, if you sneeze, cover it with your arm and don&#8217;t touch your face [&#8230;] I&#8217;m not going out to gatherings, to the <em>pagode<\/em> or <em>bail\u00e3o<\/em>, soon enough it will be fine to go back to having a good time.&#8221;<\/p>\n<p><iframe src=\"https:\/\/www.youtube.com\/embed\/NNnT4DkZPR8\" width=\"620\" height=\"349\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The favelas of <a href=\"http:\/\/bit.ly\/2LNGKW2\" target=\"_blank\" rel=\"noopener noreferrer\">City of God<\/a> and <a href=\"http:\/\/bit.ly\/1LhL5ep\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Kennedy<\/a>, also in the West Zone, <a href=\"https:\/\/bit.ly\/2Ugu5i4\" target=\"_blank\" rel=\"noopener noreferrer\">have each<\/a> their own <a href=\"https:\/\/bit.ly\/2JjSVaz\" target=\"_blank\" rel=\"noopener noreferrer\">crisis task force<\/a>, distributing water, foodstuffs, and cleaning materials to the population. In addition to the distribution of donations, they seek to pressure the State to fulfill its obligations, including that of guaranteeing access to water. The entire neighborhood of Brejo, City of God&#8217;s most vulnerable area, <a href=\"https:\/\/bit.ly\/2Ugu5i4\" target=\"_blank\" rel=\"noopener noreferrer\">lacks running water<\/a>, and depends on wells built by residents themselves. The <a href=\"https:\/\/bit.ly\/2ULKquh\" target=\"_blank\" rel=\"noopener noreferrer\">Favela Vertical<\/a> organization, which works with the communities of <a href=\"https:\/\/bit.ly\/2JsUWl2\" target=\"_blank\" rel=\"noopener noreferrer\">Gard\u00eania Azul<\/a>, is sending informational signs to residents with printers to distribute among their neighbors.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Frente-CDD-organization-donations-in-City-of-God.-Photo-Facebook.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58586 size-content\" title=\"Frente CDD organization donations in City of God. Photo - Facebook\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Frente-CDD-organization-donations-in-City-of-God.-Photo-Facebook-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/Frente-CDD-organization-donations-in-City-of-God.-Photo-Facebook-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/Frente-CDD-organization-donations-in-City-of-God.-Photo-Facebook-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Similar initiatives are receiving and distributing donations throughout Greater Rio, as is the case of the <a href=\"https:\/\/bit.ly\/2yjdkuh\" target=\"_blank\" rel=\"noopener noreferrer\">#NaMinhaFavelaN\u00e3o<\/a> (#NotInMyFavela) network made up of four community organizations in <a href=\"http:\/\/bit.ly\/2SVjMhr\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Gon\u00e7alo<\/a>. &#8220;Deliveries will be handled by reduced teams with preventative equipment in order to avoid crowding and possible transmission,&#8221; said Thamiris Santos <a href=\"https:\/\/bit.ly\/2xBJGjm\" target=\"_blank\" rel=\"noopener noreferrer\">in an interview<\/a>. Santos is the founder of <a href=\"https:\/\/bit.ly\/2JCczit\" target=\"_blank\" rel=\"noopener noreferrer\">Por Gentileza<\/a>, one of the member organizations that work in the old Lix\u00e3o de Itaoca area of <a href=\"https:\/\/bit.ly\/2WVQCm0\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Salgueiro<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Thamiris-Santos-distributes-hygiene-products-in-Itaoca-S\u00e3o-Gon\u00e7alo-as-part-of-the-initiative-NaMinhaFavelaN\u00e3o.-Photo-Facebook.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58585 size-content\" title=\"Thamiris Santos distributes hygiene products in Itaoca, S\u00e3o Gon\u00e7alo, as part of the initiative #NaMinhaFavelaN\u00e3o. We were going to do a training on seeds and we decided to talk about the &#8216;seeds of health,&#8217; about preserving health, and our activity was making the masks. It grew so much that now the girls have begun asking their mothers to make them.&#8221; The group is now accepting cloth donations to produce masks for the whole community.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/Donations-being-distributed-by-the-Redes-da-Mar\u00e9-team-in-Complexo-da-Mar\u00e9.-Photo-Facebook.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58584 size-content\" title=\"Donations being distributed by the Redes da Mar\u00e9 team in Complexo da Mar\u00e9. Photo: https:\/\/bbc.in\/2UtAJSm\" width=\"300\" height=\"533\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-card-to-the-Governor-of-Rio-composed-by-the-Rocinha-residents-association.-Photo-Personal-Archive-BBC.jpg 660w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-card-to-the-Governor-of-Rio-composed-by-the-Rocinha-residents-association.-Photo-Personal-Archive-BBC-169x300.jpg 169w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-card-to-the-Governor-of-Rio-composed-by-the-Rocinha-residents-association.-Photo-Personal-Archive-BBC-577x1024.jpg 577w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>The <a href=\"http:\/\/bit.ly\/317A4Hx\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a> Residents&#8217; Association, in partnership with other favelas, <a href=\"https:\/\/bbc.in\/2UtAJSm\" target=\"_blank\" rel=\"noopener noreferrer\">sent a letter<\/a> to Rio de Janeiro Governor <a href=\"http:\/\/bit.ly\/2Y57Azm\" target=\"_blank\" rel=\"noopener noreferrer\">Wilson Witzel<\/a>, with 17 proposals, including: the distribution of basic food baskets and hygiene kits; guaranteed water distribution from CEDAE for all favelas, giving priority to areas without water; a recomposition of Community Health Agents in the favelas where the state government acts in basic healthcare, and guaranteed protection for all healthcare workers in the favela with Personal Protective Equipment (PPE); guaranteed attention to severe cases of Covid-19 among favela residents, increasing the number of hospital beds in the public and private systems as well as renting unused hotels; the immediate suspension of removals and judicial as well as extrajudicial evictions in the favelas plus the prohibition of evictions for delayed rent payments; guaranteed social rent payments and the expansion of the number of recipients; exemption from energy bill payments and the prohibition of cuts to energy, water, and communications; temporary leave for all pregnant and breast-feeding workers and mothers with children below the age of 12 as well as favela residents in at-risk groups that work in the public or private sector, with guaranteed paid leave and continued employment; guaranteed housing support, food support, and basic income for informal workers as well as independent workers, self-employed MEI workers, domestic workers, day workers, and caretakers; the establishment of control mechanisms for the prices of hygiene products and basic foods baskets; and finally, transparency in the sharing of health data on favela populations.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/CoronaNaBaixada.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-58610\" title=\"Corona in the Baixada Fluminense campaign\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/CoronaNaBaixada.jpg\" alt=\"Corona in the Baixada Fluminense campaign\" width=\"300\" height=\"151\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/CoronaNaBaixada.jpg 848w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/CoronaNaBaixada-300x151.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/CoronaNaBaixada-768x388.jpg 768w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>The <a href=\"https:\/\/bit.ly\/2QT2jGg\" target=\"_blank\" rel=\"noopener noreferrer\">Corona in the Baixada<\/a> manifesto, signed by diverse individuals and institutions that act in Greater Rio&#8217;s <a href=\"http:\/\/bit.ly\/2XCwX7z\" target=\"_blank\" rel=\"noopener noreferrer\">Baixada Fluminense<\/a> region, also demands basic income payments for informal workers; the distribution of hygiene materials for residents of favelas, peripheries, and the homeless population; and guaranteed access to water (which is also a chronic problem in various neighborhoods in the region). In addition to these points, it presses for: testing for all patients suspected of being infected with the virus; circulation containment measures; the deep cleaning of streets; the bolstering of the <a href=\"https:\/\/bit.ly\/3bNmJsD\" target=\"_blank\" rel=\"noopener noreferrer\">Maria da Penha patrols<\/a> [police patrols per Brazil&#8217;s anti-domestic violence law] and of actions against violence committed against women and the LGBT+ population during the quarantine; and for a policy of public security based in intelligence, integrating coronavirus prevention measures. In relation to the final point, Justice Minister S\u00e9rgio Moro authorized states and municipalities to shift unused resources in the areas of confronting &#8220;violent crime&#8221; to actions dedicated to public security and social defense in the fight to mitigate the effects of coronavirus. But in these territories, it is feared that such a measure may only reinforce the control of the circulation of black bodies.<\/p>\n<p>In addition, the Federation of Favelas of Rio de Janeiro (FAFERJ) issued a letter manifesting their concern over the situation of water scarcity in Rio de Janeiro in light of the threat of Covid-19, to pressure CEDAE to guarantee a permanent supply of water and quality service. They invite residents&#8217; associations, social projects, cultural groups, churches and civil society organizations that support favelas and peripheries where water supplies are insufficient to sign the letter <a href=\"https:\/\/bit.ly\/3aAuCkL\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-banner-hung-by-the-residents-of-Complexo-do-Alem\u00e3o.-Photo-Facebook.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58592 \" title=\"A banner hung by the residents of Complexo do Alem\u00e3o. Photo - Facebook\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-banner-hung-by-the-residents-of-Complexo-do-Alem\u00e3o.-Photo-Facebook.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-banner-hung-by-the-residents-of-Complexo-do-Alem\u00e3o.-Photo-Facebook.jpg 512w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-banner-hung-by-the-residents-of-Complexo-do-Alem\u00e3o.-Photo-Facebook-300x128.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>Political Victories<\/h3>\n<p>These and other mobilizations are already showing results. <a href=\"https:\/\/bit.ly\/2WSeW8v\" target=\"_blank\" rel=\"noopener noreferrer\">In Rio de Janeiro, at the state level, the government has already sanctioned<\/a> the prohibition of cuts to water, energy, and gas in the case of delayed payment; basic food baskets and support funds for families of students that have had their classes suspended; the inclusion of hygiene products (such as hand sanitizer) in basic food baskets; and a minimum emergency income equivalent to half a minimum monthly salary for low-income economic and cultural entrepreneurs.<\/p>\n<p>At the federal level, hundreds of collectives and organizations were <a href=\"https:\/\/bit.ly\/2wFKunc\" target=\"_blank\" rel=\"noopener noreferrer\">successful in their campaign for a national Basic Emergency Income<\/a> measure benefitting informal and independent workers. The measure, approved in the Chamber of Deputies and Senate, now awaits <a href=\"https:\/\/bit.ly\/3bIlXx0\" target=\"_blank\" rel=\"noopener noreferrer\">presidential approval<\/a>. The <a href=\"https:\/\/bit.ly\/2JwwOxD\" target=\"_blank\" rel=\"noopener noreferrer\">project guarantees<\/a> a monthly payment of R$600 (US$120) per individual adult without formal work and R$1200 (US$240) for single mothers over a period of three months. The organizations have pushed for the payment to be extended to six months and to include formal workers who have had their salaries reduced on account of quarantine measures.<\/p>\n<h3>Support Networks<\/h3>\n<p>Lastly, within these solutions initiatives, we have also identified numerous support networks seeking to help with the psychological impact of the pandemic in favelas, of isolation and confinement, of reduced income, of the risk of losing one&#8217;s job as well as the overload of domestic tasks and of the need to entertain children at home. The initiative <a href=\"https:\/\/bit.ly\/2WRO8VT\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">M\u00e3e de Cria<\/span><\/a>, for example, offers pedagogical help online for mothers with children in the favelas and peripheries, and includes game instructions, educational guidance, stories to tell, and other resources (mothers that find themselves in a position of vulnerability caused or worsened by the pandemic can also register on the <a href=\"https:\/\/bit.ly\/2JqTEae\" target=\"_blank\" rel=\"noopener noreferrer\">Segura a Curva das M\u00e3es<\/a> map to receive assistance).<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/03\/A-plaque-with-prevention-measures-designed-and-placed-by-Favela-Vertical.-Photo-Facebook.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58583 size-full\" title=\"A plaque with prevention measures, designed and placed by Favela Vertical.
