{"id":58638,"date":"2020-04-07T09:00:10","date_gmt":"2020-04-07T12:00:10","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=58638"},"modified":"2020-08-06T13:34:42","modified_gmt":"2020-08-06T16:34:42","slug":"in-the-absence-of-the-state-rocinha-mobilizes-against-covid-19","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=58638","title":{"rendered":"After 2 Deaths and in the Absence of the State, Rio\u2019s Largest and Densest Favela, Rocinha Mobilizes Against Covid-19"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/2yiNczq\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<\/em><\/strong><\/a><a href=\"https:\/\/bit.ly\/3f0YmIU\"><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/p>\n<p><em>This is our latest article on <a href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">the new coronavirus as it impacts Rio de Janeiro\u2019s favelas<\/a>.<\/em><\/p>\n<p>On Monday, March 30, <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, Rio de Janeiro&#8217;s largest favela, located next to the upscale <a href=\"http:\/\/bit.ly\/1rR8uM8\" target=\"_blank\" rel=\"noopener noreferrer\">S\u0101o Conrado<\/a> neighborhood, <a href=\"https:\/\/bit.ly\/2R7GAe6\" target=\"_blank\" rel=\"noopener noreferrer\">registered its second death<\/a> believed to be caused by the novel coronavirus. If the causes of death are confirmed, they will be Rocinha&#8217;s first. Both victims, Maria Luiza Santana do Nascimento and Ant\u00f4nio Edson Mesquita Mariano, had arrived at Rocinha\u2019s Emergency Care Unit presenting Covid-19 symptoms\u2014coughing, high fevers, difficulty breathing\u2014both were sent home. As of Monday, April 6, the favela had registered four confirmed cases of Covid-19; neither Nascimento nor Mariano are included in this number.<\/p>\n<p>During a tense week of mixed messages from several levels of government, many Rocinha residents tentatively returned to work. Following President Jair Bolsonaro\u2019s anti-science comments regarding the virus during a public statement on March 24, in which he <a href=\"https:\/\/bit.ly\/39oFiBP\" target=\"_blank\" rel=\"noopener noreferrer\">referred to<\/a> the virus as nothing more than a &#8220;little flu,&#8221; circulation of residents ticked up. After initially closing on <a href=\"https:\/\/glo.bo\/2xSTkhQ\" target=\"_blank\" rel=\"noopener noreferrer\">recommendations from the State<\/a> government, around half the commercial stores in Rocinha\u2019s busiest commercial areas, Via \u00c1pia and Largo do Boiadeiro, re-opened, with some &#8220;half-opening&#8221; for delivery-only services.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Rocinha-Fl\u00e1vio-Carvalho.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-49712 size-large\" title=\"Rocinha's Via Apia. Photo: Fl\u00e1vio Carvalho \/ Photographing the Rocinha Favela project\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Rocinha-Fl\u00e1vio-Carvalho-1024x678.jpg\" alt=\"\" width=\"620\" height=\"411\" \/><\/a><\/p>\n<p>Across the city\u2014with Rocinha no exception\u2014health clinics find themselves in no condition to deal with a surge in Covid-19 cases. Under Mayor Marcello Crivella&#8217;s administration, <a href=\"https:\/\/bit.ly\/2R3av70\" target=\"_blank\" rel=\"noopener noreferrer\">funds destined for public health have been diverted to other areas<\/a>, and it is the community clinics that have been most affected. In Rocinha, primary health care services have suffered, chiefly owing to <a href=\"http:\/\/bit.ly\/38STkfm\" target=\"_blank\" rel=\"noopener noreferrer\">negligence by City authorities<\/a>, and budget cuts leading to reductions in staff, paralyzed and late salaries. Rocinha\u2019s main family clinic, the Maria do Socorro Silva e Souza Clinic, has <a href=\"https:\/\/bit.ly\/34kB4tN\" target=\"_blank\" rel=\"noopener noreferrer\">been particularly hard hit<\/a>: over the last year, the clinic has lost 11 post staff. Photo: Eraldo Silva\/Fala Ro\u00e7a<\/figcaption><\/figure>\n<p><a href=\"http:\/\/bit.ly\/2fBvBoW\" target=\"_blank\" rel=\"noopener noreferrer\">According to the City of Rio\u2019s website<\/a>, \u201cFamily Clinics are a milestone that represents the reform of Primary Care in the city of Rio de Janeiro. The model aims to focus on prevention, health promotion, and early disease diagnosis.\u201d At the beginning of March, the Rinaldo de Lamare Family Clinic <a href=\"http:\/\/bit.ly\/1JWMh4H\" target=\"_blank\" rel=\"noopener noreferrer\">was without doctors, however<\/a>. Teams have now been recomposed and tents set up outside.<\/p>\n<p>Such clinics may soon find themselves overloaded as the favela&#8217;s <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">physical characteristics combined with State neglect make it especially vulnerable<\/a> to coronavirus transmission. Rocinha in comparison with other favelas and the city at large is particularly dense, at <a href=\"http:\/\/bit.ly\/37aN6q3\" target=\"_blank\" rel=\"noopener noreferrer\">nine times the citywide average<\/a> and <a href=\"https:\/\/bit.ly\/2UNOjAe\" target=\"_blank\" rel=\"noopener noreferrer\">five times<\/a> that of the built-up <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>, home to the city&#8217;s wealthiest neighborhoods. Some parts of the community are thus already familiar with respiratory illness (in particular Tuberculosis) due to cramped conditions, without adequate ventilation <a href=\"http:\/\/bit.ly\/2c9UKoI\" target=\"_blank\" rel=\"noopener noreferrer\">or quality sanitation<\/a>. <a href=\"https:\/\/bit.ly\/2UTXRIB\" target=\"_blank\" rel=\"noopener noreferrer\">Current water shortages<\/a> in the community <a href=\"http:\/\/bit.ly\/2o7bnKv\" target=\"_blank\" rel=\"noopener noreferrer\">exacerbate the threat<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/02\/Muitas-casas-na-Rocinha-n\u00e3o-possuem-liga\u00e7\u00f5es-com-a-rede-de-esgoto..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-35079 size-full\" title=\"Many homes in Rocinha don't have formal connections to the sewerage network.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/02\/Muitas-casas-na-Rocinha-n\u00e3o-possuem-liga\u00e7\u00f5es-com-a-rede-de-esgoto..jpg\" alt=\"Many homes in Rocinha don't have formal connections to the sewerage network.\" width=\"620\" height=\"414\" \/><\/a><\/p>\n<h3>Community Mobilization, Community Solutions<\/h3>\n<p>Without serious preventative measures and adequate provision of supplies, a large-scale Covid-19 outbreak could devastate the community. Conscious of this threat, <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">local organizations and collectives have sprung into action<\/a>, launching <a href=\"https:\/\/bit.ly\/3dWXEgx\" target=\"_blank\" rel=\"noopener noreferrer\">advocacy<\/a> and <a href=\"https:\/\/bit.ly\/DonateCovid19Favelas\" target=\"_blank\" rel=\"noopener noreferrer\">donation campaigns to strengthen preventative measures<\/a> and support some of the community\u2019s most vulnerable residents.<\/p>\n<p>One such organization is <a href=\"https:\/\/bit.ly\/2xLnfIx\" target=\"_blank\" rel=\"noopener noreferrer\">Vivendo um Sonho<\/a> (Living a Dream), a community surf project initiated by resident and surfer Carlos Belo da Silva. The initiative uses surfing as a socio-educational tool, offering free lessons to youth from the community. Since early March, Vivendo um Sonho has partnered with the NGO <a href=\"https:\/\/bit.ly\/3dY9uqQ\" target=\"_blank\" rel=\"noopener noreferrer\">Grupo Familia na Mesa<\/a> and other local organizations to deliver food and hygiene packages to some of the community\u2019s most vulnerable. Respecting the State&#8217;s decision to close Rio\u2019s beaches, da Silva has stopped instructing. He has instead decided to use his community networks to assist with preventative action in Rocinha. For da Silva, \u201cit\u2019s important to help the community because there are a lot of people without work, elderly people, families with disabled relatives and who are unable to buy food. Seeing as we have a reference, we have knowledge [of the community], we go after it, and people donate to us so we can pass [donations] along to others.&#8221;<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/04\/vivendo-um-sonho-resiste.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58664 size-large\" title=\"Residents receive donations from Vivendo Um Sonho. The group aims to mobilize its community network, using donations received and data collected to work with prevention and treatment for cases of Covid-19. These are services the government should be providing, but as one of the network&#8217;s founders, Magda Gomes, explained: &#8220;The favelas of Rio de Janeiro are different from each other, but they <a href=\"http:\/\/www.bit.ly\/WhatIsFavela\" target=\"_blank\" rel=\"noopener noreferrer\">share common historical deficiencies<\/a> in basic urban infrastructure and provision of public services, which should be everyone&#8217;s rights, but are restricted to the wealthiest areas of the city.&#8221;<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/04\/A-Rocinha-Resiste.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-58661\" title=\"A Rocinha Resiste's call to action\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/04\/A-Rocinha-Resiste.png\" alt=\"\" width=\"620\" height=\"620\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/04\/A-Rocinha-Resiste.png 1000w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/04\/A-Rocinha-Resiste-300x300.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/04\/A-Rocinha-Resiste-768x768.png 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>As Brazil&#8217;s president continues to lead the country towards a health catastrophe, the nation&#8217;s favelas are most vulnerable.
