The series is made possible through a partnership with the Behner Stiefel Center for Brazilian Studies at San Diego State University.<\/em><\/p>\n<h3><strong>Lack of Public Policies and State Neglect<\/strong><\/h3>\n<p>When talking about Rio de Janeiro\u2019s <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>, it is important to note that there are two realities, separated only by a tunnel. The West Zone of <a href=\"http:\/\/bit.ly\/2WN39Vj\" target=\"_blank\" rel=\"noopener noreferrer\">Barra<\/a> and <a href=\"https:\/\/bit.ly\/3apXYl5\" target=\"_blank\" rel=\"noopener noreferrer\">Recreio<\/a>, neighborhoods close to the <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>, live a reality never experienced in West Zone neighborhoods such as <a href=\"http:\/\/bit.ly\/2ZpIVmg\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Cruz<\/a>, one of the last neighborhoods in the municipality, surrounded by favelas which haven\u2019t been the subject of public policies for years, <a href=\"https:\/\/bit.ly\/3ao6WiH\" target=\"_blank\" rel=\"noopener noreferrer\">despite every citizens&#8217; right to them<\/a>.<\/p>\n<p>In the midst of the crisis caused by the arrival of <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19<\/a>, more than ever, the <a href=\"https:\/\/bit.ly\/34gmPGw\" target=\"_blank\" rel=\"noopener noreferrer\">6,000 inhabitants<\/a> of <a href=\"https:\/\/bit.ly\/3bqJy5s\" target=\"_blank\" rel=\"noopener noreferrer\">Favela do A\u00e7o<\/a>, one of the favelas in Santa Cruz, are experiencing state neglect. Open sewage at the front door is a daily reality for residents, along with poor garbage collection, resulting in garbage heaps in different parts of the community where children play and the elderly pass by.<\/p>\n<p>On top of everything, information does not seem to reach the community. Many residents, despite believing in the gravity of the situation, are not following the recommendations for how to take precautions. On the one hand, this is because <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">they don\u2019t have what they need to protect themselves<\/a> from the actual reality; and on the other, it is simply because they don\u2019t know how to follow the recommendations.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/04\/Faulty-or-absent-sanitation-works-leave-Favela-do-A\u00e7o-with-flooded-backstreets.-Photo-Moanan-Couto-and-Rayane-Marques.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-59019 size-medium\" title=\"Faulty or absent sanitation works leave Favela do A\u00e7o with flooded backstreets. However, this right is unrealized in Favela do A\u00e7o. We can see the extent to which the population is denied the right to dignified living conditions. How does one avoid getting ill living next to sources of disease? In addition to improper sanitation, <a href=\"https:\/\/bit.ly\/2UOjN82\" target=\"_blank\" rel=\"noopener noreferrer\">water shortages<\/a> are constant. They last for days on end and prevent people from carrying out their daily activities. How does one keep one\u2019s house and oneself clean like this? Bearing in mind that the main recommendations to prevent the spread of the virus bring up <a href=\"http:\/\/bit.ly\/38STkfm\" target=\"_blank\" rel=\"noopener noreferrer\">issues that have been neglected for years<\/a>, more than ever our attention needs to return to the favelas as a whole.<\/p>\n<h3>Collection Campaigns and Support from Collectives and Volunteers<\/h3>\n<p><a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">Projects that work in the community are at the forefront of organizing efforts<\/a>\u00a0aimed at ensuring that the community faces this challenge with dignity. People are risking their health to help however they can\u2014the <a href=\"https:\/\/bit.ly\/3anygh3\" target=\"_blank\" rel=\"noopener noreferrer\">sense of community belonging<\/a> and the duty to protect one\u2019s own speak louder, especially when people know that possibly nothing will be done by the government to protect this vulnerable population.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/04\/Moanan-Couto-20-and-La\u00eds-Andrade-mother-of-three.-Photo-Moanan-Couto-and-Rayane-Marques.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-59018 size-medium\" title=\"Moanan Couto (20) and La\u00eds Andrade, mother of three. Photo - Moanan Couto and Rayane Marques\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/04\/Moanan-Couto-20-and-La\u00eds-Andrade-mother-of-three.-Photo-Moanan-Couto-and-Rayane-Marques-300x277.png\" alt=\"\" width=\"300\" height=\"277\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/04\/Moanan-Couto-20-and-La\u00eds-Andrade-mother-of-three.-Photo-Moanan-Couto-and-Rayane-Marques-300x277.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/04\/Moanan-Couto-20-and-La\u00eds-Andrade-mother-of-three.-Photo-Moanan-Couto-and-Rayane-Marques.png 547w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>In order to mitigate the impact of coronavirus in the favela, the <a href=\"https:\/\/bit.ly\/39qz6ZO\" target=\"_blank\" rel=\"noopener noreferrer\">collective mobilization<\/a> of Favela do A\u00e7o\/Vila Paci\u00eancia (as the community is also known) started three weeks ago under the initiatives of three projects operating in the area: <a href=\"https:\/\/bit.ly\/2xUxQkE\" target=\"_blank\" rel=\"noopener noreferrer\">Hope for a Child Project<\/a> (PEPUC), CASA Collective, and <a href=\"https:\/\/bit.ly\/2Xc9b5B\" target=\"_blank\" rel=\"noopener noreferrer\">Levante A\u00e7o<\/a> (A\u00e7o Rising). The campaign was put into practice based on the understanding that hunger and <a href=\"http:\/\/bit.ly\/2Gl3KZB\" target=\"_blank\" rel=\"noopener noreferrer\">environmental racism<\/a>, among so many other issues, are part of the reality of residents and will worsen with community contamination, the lack of <a href=\"https:\/\/bit.ly\/2XQrTQM\" target=\"_blank\" rel=\"noopener noreferrer\">environmental justice<\/a> and without local resources to supply the basics.<\/p>\n<p>The mobilization has been trying to fight <a href=\"https:\/\/bbc.in\/3dYJo70\" target=\"_blank\" rel=\"noopener noreferrer\">hunger, which has worsened during this period<\/a> since many residents are informal workers, like street vendors and others who earn their living from odd jobs and are now left without an income. Most houses have six or more people. The extra income from the <a href=\"https:\/\/bit.ly\/3cAgDfu\" target=\"_blank\" rel=\"noopener noreferrer\">Bolsa Fam\u00edlia<\/a> cash transfer program is what saves hundreds of families, but the benefit does not adequately cover anyone\u2019s livelihood.<\/p>\n<p>To map and reach the people who would most need the help to stay at home during the quarantine, the mobilization team focused on the elderly, single mothers, and families with a large number of children per home (in the majority of which, houses have more than four children). The deliveries were made directly to the resident\u2019s homes, avoiding gatherings. There were deliveries of hygiene products, to prioritize the use of soap and emphasize the importance of frequent cleaning. Along with the distribution, work disseminating information is being done.<\/p>\n<p>All of the material that is being delivered comes from donations, whether in the form of food, hygiene products or money. The goal is to have enough supplies until the month of May. She is a co-founder of the <a href=\"https:\/\/bit.ly\/4ix2zpG\">Levante A\u00e7o<\/a> (A\u00e7o Rising) project and a project coordinator at the Besouro Institute. Her research focuses on the right to the city, to the favela, and Rio\u2019s West Zone. Couto holds a deep affection for her city, its favelas and peripheral areas, and for public policies aimed at youth.<\/em><\/p>\n<p><em>Rayane Marques da Silva Gomes, 19, is a resident of Favela do A\u00e7o in the West Zone of Rio. She studies History at the Pontifical Catholic University of Rio (<a href=\"http:\/\/bit.ly\/2YyinSU\" target=\"_blank\" rel=\"noopener noreferrer\">PUC<\/a>-Rio) and works as a mediator with autistic children in public schools.
