The series is made possible through a partnership with the Behner Stiefel Center for Brazilian Studies at San Diego State University.\u00a0<\/i><\/b><\/p>\n<h4><i><span style=\"font-weight: 400;\">Disinformation and insufficient public policies demonstrate the vulnerability of Rio de Janeiro\u2019s favelas amid the Covid-19 pandemic; local NGOs and communicators have mobilized to help families.<\/span><\/i><\/h4>\n<h3><b>The Reality in the Favelas and the Need for Information<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Ever since the Brazilian <a href=\"https:\/\/bit.ly\/3cngmfP\" target=\"_blank\" rel=\"noopener noreferrer\">Ministry of Health<\/a> and the <a href=\"https:\/\/bit.ly\/2RglMRM\" target=\"_blank\" rel=\"noopener noreferrer\">World Health Organization<\/a> (WHO) began issuing recommendations for the entire Brazilian population to shelter at home and respect social isolation so as to prevent the propagation of the <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">new coronavirus<\/a>, residents of favelas and the peripheries found themselves faced with massive challenges. Some of the guidelines failed to take into account the reality of favela and peripheral residents. After all, not all favelas have, for example, a <a href=\"https:\/\/bit.ly\/2UOjN82\" target=\"_blank\" rel=\"noopener noreferrer\">regular supply of water<\/a> to ensure frequent hand-washing<\/span><span style=\"font-weight: 400;\">. Another problem is the issue of crowding, since resident homes are frequently just one or two rooms per family<\/span><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Due to these factors, the scenario in the favelas is one of stark contrast with that of the upper- and middle-class areas of the city of Rio de Janeiro. Whereas in those areas, there is a lower circulation of people, in the favelas of <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a>, in the <a href=\"https:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a> of the city, movement hasn\u2019t stopped.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere are many reasons for this. Children want space, and the streets are <a href=\"http:\/\/bit.ly\/2kF8XTF\" target=\"_blank\" rel=\"noopener noreferrer\">an extension of their homes<\/a>. Others are forced to continue working. The situation is tough, and in times of fear and solitude we become vulnerable. Technology isn\u2019t a replacement for human contact and chats on street corners,\u201d explains <a href=\"https:\/\/bit.ly\/3bQXN3S\" target=\"_blank\" rel=\"noopener noreferrer\">Bira Carvalho<\/a>, a photographer and resident of the Mar\u00e9 favela of <a href=\"http:\/\/bit.ly\/2SoOMWL\" target=\"_blank\" rel=\"noopener noreferrer\">Nova Holanda<\/a> for more than 45 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/2K3SlOu\" target=\"_blank\" rel=\"noopener noreferrer\">Statements by the Brazilian president<\/a>, <a href=\"https:\/\/bit.ly\/34Zkb8A\" target=\"_blank\" rel=\"noopener noreferrer\">Jair Bolsonaro<\/a>, and those of <a href=\"https:\/\/bit.ly\/2K5P7dw\" target=\"_blank\" rel=\"noopener noreferrer\">prominent business owners<\/a>, claiming that people could resume their normal routines, in combination with a flurry of fake news, resulted in an increase in the number of residents on the streets. This further complicated efforts to raise awareness of the seriousness of the pandemic. It was thus that the population began to mistrust <a href=\"https:\/\/bit.ly\/2z1LtPE\" target=\"_blank\" rel=\"noopener noreferrer\">data released by the WHO<\/a> and the Brazilian Ministry of Health, exacerbating the <a href=\"https:\/\/bit.ly\/2Vt1kxZ\" target=\"_blank\" rel=\"noopener noreferrer\">challenges faced by Mar\u00e9 grassroots communicators<\/a> due to this <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">disinformation<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/04\/Awareness-mobilizers-hang-a-banner-in-Mar\u00e9-advising-residents-to-pass-along-reliable-information.-Photo-Mar\u00e9-0800-Facebook-1.jpeg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-59066 size-content\" title=\"Awareness mobilizers hang a banner in Mar\u00e9, advising residents to pass along reliable information. In other words, it\u2019s not only fake news being circulated at high speeds through WhatsApp groups that needs to be combated, but also this type of content from the mainstream media. Popular communicators and favela residents from Mar\u00e9 realized the enormous challenge they faced and began to contemplate ways to adapt such information to the reality of the favelas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the latter half of March, Mar\u00e9 communicators launched the virtual campaign \u201c<a href=\"https:\/\/bit.ly\/2xuf0Rz\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9 Against Coronavirus<\/a>,\u201d calling not only on Mar\u00e9 residents but also on those from other areas to create a <a href=\"https:\/\/bit.ly\/2Vt1kxZ\" target=\"_blank\" rel=\"noopener noreferrer\">communication plan<\/a> that would take local factors into account. Banners, <a href=\"https:\/\/bit.ly\/2VwIUMP\" target=\"_blank\" rel=\"noopener noreferrer\">images<\/a>, videos, <a href=\"https:\/\/bit.ly\/2wG3rX9\" target=\"_blank\" rel=\"noopener noreferrer\">loudspeaker-equipped cars<\/a>, and <a href=\"https:\/\/bit.ly\/3el6Qvm\" target=\"_blank\" rel=\"noopener noreferrer\">signs<\/a> with messages produced and approved by local health professionals have appeared throughout the streets since the last week of March.<\/span><\/p>\n<p><iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2FMare0800%2Fposts%2F2253014905000849&amp;width=500\" width=\"500\" height=\"912\" frameborder=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<blockquote><p>&#8220;Another day of campaigning at businesses, bars, and churches in the favela of MAR\u00c9!<\/p>\n<p>We can&#8217;t pass out pamphlets, as that could increase the risk of infection. Instead, we are pasting fliers to the walls of areas with of high circulation.<\/p>\n<p>Support community communication in the Favelas!!!!&#8221;<\/p><\/blockquote>\n<h3><b>Public Policies to Guarantee Basic Rights<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The lack of government action to address the more pressing issues prevents Mar\u00e9 residents from caring for their own health. Many of them still need to work to guarantee their jobs. Those who have been unable to maintain their sources of income, such as independent contractors, domestic employees, informal workers, and other groups, are unable to support their families.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After nearly a month of social isolation, the <a href=\"https:\/\/bit.ly\/2VuNOtR\" target=\"_blank\" rel=\"noopener noreferrer\">Emergency Assistance<\/a> promised by Brazil&#8217;s president was first paid to those registered in Brazil&#8217;s Unified Registry <em>(Cadastro \u00danico).<\/em> Other groups began receiving this assistance <a href=\"https:\/\/bit.ly\/3chzhs9\" target=\"_blank\" rel=\"noopener noreferrer\">on April 14<\/a><\/span><span style=\"font-weight: 400;\">. Those who were unable to register online to receive the R$600 (US$108)\u2014which is the case for many favela residents with no Internet access and the homeless\u2014were instructed to visit a Caixa Econ\u00f4mica Federal Bank branch, resulting in a risk to their health due to the agglomerations this is generating.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are constant water shortages and poor living conditions, while cleaning products and supplies are running out for Mar\u00e9 residents, as in many other Rio favelas. Once again, <a href=\"https:\/\/bit.ly\/DonateCovid19Favelas\" target=\"_blank\" rel=\"noopener noreferrer\">communicators and members of local organizations<\/a> are arranging drives for basic food baskets, reporting on the difficult conditions to the mainstream media outlets, and bringing cases to the responsible authorities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/04\/Awareness-mobilizers-hang-a-banner-in-Mar\u00e9-advising-residents-to-share-water-with-those-that-may-need-it.-Photo-Mar\u00e9-0800-Facebook-1.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-59065 size-content\" title=\"Awareness mobilizers hang a banner in Mar\u00e9, advising residents to share water with those that may need it. NGOs and social movements alone are not going to solve housing and sanitation problems, improve the health system, or resolve the financial issues of workers. Nor are these difficulties new to favela and peripheral residents, who have become even more invisible and denied their rights in the midst of the pandemic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/3dWXEgx\" target=\"_blank\" rel=\"noopener noreferrer\">Public policies are needed<\/a> to guarantee minimum rights to the favela population.
