The high number of deaths in relation to the number of confirmed cases of Covid-19 and the <a href=\"https:\/\/bit.ly\/2yJYPQA\" target=\"_blank\" rel=\"noopener noreferrer\">spike in cases of Severe Acute Respiratory Syndrome (SARS)<\/a>, in addition to <a href=\"https:\/\/bit.ly\/2WrLfuk\" target=\"_blank\" rel=\"noopener noreferrer\">expansions in morgue capacity in Rio de Janeiro hospitals<\/a> are all evidence of this phenomenon.<\/p>\n<p>In April, specialists estimated that for each confirmed Covid-19 death, there could be <a href=\"https:\/\/bit.ly\/3bs3JPJ\" target=\"_blank\" rel=\"noopener noreferrer\">at least nine that have gone unreported<\/a>. The actual number of Covid-19 cases in Brazil could be <a href=\"https:\/\/bbc.in\/2AhwTnB\" target=\"_blank\" rel=\"noopener noreferrer\">up to 15 times higher<\/a> than declared. Brazil now has the <a href=\"https:\/\/bit.ly\/2WvtI4z\" target=\"_blank\" rel=\"noopener noreferrer\">highest transmission rate in the world<\/a>. In Rio favelas, underreporting is even worse. The number of deaths in proportion to confirmed cases is <a href=\"https:\/\/bit.ly\/2zmYDXt\" target=\"_blank\" rel=\"noopener noreferrer\">twice that of the rest of the city<\/a>.<\/p>\n<p>If initially the effects of the disease <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">were felt first in the city&#8217;s wealthy<\/a> neighborhoods, coronavirus is now <a href=\"https:\/\/bit.ly\/2Y55MGr\" target=\"_blank\" rel=\"noopener noreferrer\">crushing favelas and peripheries<\/a>. <a href=\"https:\/\/bit.ly\/2K125cq\" target=\"_blank\" rel=\"noopener noreferrer\">Official data<\/a>, however, do not accurately reflect this reality.<\/p>\n<p><iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2Fvozdavilakennedy%2Fposts%2F1578204605660460&amp;width=500\" width=\"500\" height=\"502\" frameborder=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<blockquote><p>Vila Kennedy is one of the Rio neighborhoods leading the ranks of underreporting of Covid-19 deaths.<\/p>\n<p>According to our data survey, 16 deaths in the community have had Covid-19 as cause of death.<\/p>\n<p>According to the official map of @Prefeitura_Rio and @GovRJ, the neighborhood has 1 death due to Covid-19<\/p><\/blockquote>\n<h3>Communities Create Their Own Covid Monitoring Dashboards<\/h3>\n<p>Even in the realm of data collection, <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">favela organizers are left to fill gaps left by the State<\/a>. Community journalists from various favelas are developing their own digital dashboards to accompany the evolution of cases in Rio favelas and provide more realistic data. The online newspaper <em>Voz das Comunidades<\/em>, for example,\u00a0has created the <a href=\"https:\/\/bit.ly\/3dsQQX3\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 Favelas dashboard<\/a>, using public and community data to show the number of confirmed cases and deaths by community and their evolution over time.<\/p>\n<p>On Wednesday, May 13, the portal reported 14 favelas with 362 confirmed cases and a total of 114 deaths. The count is based on City data made available on the <a href=\"https:\/\/bit.ly\/2K125cq\" target=\"_blank\" rel=\"noopener noreferrer\">Rio Covid-19 dashboard<\/a>, and now also incorporates data from the state government, the <a href=\"https:\/\/bit.ly\/2WpRmiR\" target=\"_blank\" rel=\"noopener noreferrer\">Zilda Arns Family Health Clinic<\/a>, the Pav\u00e3o-Pav\u00e3ozinho and Cantagalo Family Health Clinic, the Germano Sinval Faria School Health Center, the Victor Valla Family Health Clinic, the Maria do Socorro Silva e Souza Family Health Clinic, the Rinaldo De Lamare Family Health Clinic, the Dr. Albert Sabin Municipal Health Center, and the SOS Provid\u00eancia committee.<\/p>\n<p>The <em>Voz<\/em><i> das Comunidades <\/i>dashboard currently includes the favelas of <a href=\"http:\/\/bit.ly\/317A4Hx\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a> (92 confirmed cases), <a href=\"http:\/\/bit.ly\/2Xl9f4y\" target=\"_blank\" rel=\"noopener noreferrer\">Manguinhos<\/a> (42), <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a> (39), <a href=\"http:\/\/bit.ly\/2JpV3OV\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Provid\u00eancia<\/a> (34), <a href=\"http:\/\/bit.ly\/2CbTwHO\" target=\"_blank\" rel=\"noopener noreferrer\">Mangueira<\/a> (28), Jacar\u00e9 (28), <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a> (27), <a href=\"http:\/\/bit.ly\/2LNGKW2\" target=\"_blank\" rel=\"noopener noreferrer\">City of God<\/a> (23), <a href=\"http:\/\/bit.ly\/2XW8L4i\" target=\"_blank\" rel=\"noopener noreferrer\">Acari<\/a> (22), <a href=\"http:\/\/bit.ly\/2SxloO8\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a> (13), <a href=\"https:\/\/bit.ly\/3cwtxLQ\" target=\"_blank\" rel=\"noopener noreferrer\">Pav\u00e3o-Pav\u00e3ozinho<\/a> and <a href=\"http:\/\/bit.ly\/2SpKdvj\" target=\"_blank\" rel=\"noopener noreferrer\">Cantagalo<\/a> (7), <a href=\"http:\/\/bit.ly\/2Mv09Nq\" target=\"_blank\" rel=\"noopener noreferrer\">Jacarezinho<\/a> (5), and <a href=\"http:\/\/bit.ly\/36vuhyb\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Kennedy<\/a> (2).<\/p>\n<p>Until this week, the dashboard only included City data. However, data shared by various <a href=\"http:\/\/bit.ly\/2NTglXI\" target=\"_blank\" rel=\"noopener noreferrer\">Family Health Clinics<\/a>\u2014in Complexo do Alem\u00e3o, Manguinhos, Jacarezinho, Rocinha, Pav\u00e3o-Pav\u00e3ozinho and Cantagalo\u2014revealed that health posts published confirmed case and death figures much more quickly than the City, and that they possessed more accurate coverage of the territory.<\/p>\n<p>For example, the Zilda Arns Family Clinic, which attends to a portion of the Complexo do Alem\u00e3o favelas, created its own <a href=\"https:\/\/bit.ly\/2Vs9jNg\" target=\"_blank\" rel=\"noopener noreferrer\">publicly available dashboard, updated daily<\/a>, to monitor not only confirmed cases and deaths, but also suspected cases with flu-like symptoms, SARS cases, number of interned, and number of recovered. It also contains more specific data by age, sex, symptom, and neighborhood of residence.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-Monitoring-Panel-Zilda-Arns-Family-Clinic.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-59545 size-large\" title=\"Covid-19 monitoring panel created by the Zilda Arns Family Clinic in Complexo do Alem\u00e3o\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-Monitoring-Panel-Zilda-Arns-Family-Clinic-1024x491.jpg\" alt=\"\" width=\"620\" height=\"297\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-Monitoring-Panel-Zilda-Arns-Family-Clinic-1024x491.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-Monitoring-Panel-Zilda-Arns-Family-Clinic-300x144.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-Monitoring-Panel-Zilda-Arns-Family-Clinic-768x368.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-Monitoring-Panel-Zilda-Arns-Family-Clinic.jpg 1905w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The <a href=\"https:\/\/bit.ly\/2Vs9jNg\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 Zilda Arns Family Clinic monitoring dashboard<\/a> allows for a more precise view of the reality of coronavirus spreading in the territory of Alem\u00e3o. On May 12, while the City <a href=\"https:\/\/bit.ly\/2K125cq\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> five cases and zero deaths in Complexo do Alem\u00e3o, Zilda Arns <a href=\"https:\/\/bit.ly\/2Vs9jNg\" target=\"_blank\" rel=\"noopener noreferrer\">had already identified<\/a> 27 confirmed cases, 10 deaths, and 1505 suspected cases.<\/p>\n<p>Two other communities have their own health post monitoring dashboards: Rocinha, which also provides data on the number of tests awaiting results and number of negative test results on its <a href=\"https:\/\/bit.ly\/3floekj\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 Rocinha monitoring dashboard<\/a>; and Manguinhos, which has included a <a href=\"https:\/\/bit.ly\/3fRVKyS\" target=\"_blank\" rel=\"noopener noreferrer\">map<\/a> identifying the origins of confirmed cases and deaths within the neighborhood in its <a href=\"https:\/\/bit.ly\/2YWkQ9F\" target=\"_blank\" rel=\"noopener noreferrer\">Manguinhos\u2014Covid-19 situation dashboard<\/a>.<\/p>\n<p>The <a href=\"https:\/\/bit.ly\/2WntZq6\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9 Mobilization Front<\/a> has also created a <a href=\"https:\/\/bit.ly\/2Y9TWLd\" target=\"_blank\" rel=\"noopener noreferrer\">monitoring dashboard<\/a> as part of the <a href=\"https:\/\/bit.ly\/2JapIij\" target=\"_blank\" rel=\"noopener noreferrer\">#CoronaNasFavelas campaign<\/a>. The dashboard presents the evolution of confirmed cases and deaths in different favelas in Rio, and features a comparative graph on State and Municipal data in Rio de Janeiro as well as international data from the <a href=\"https:\/\/bit.ly\/2yVcmVx\" target=\"_blank\" rel=\"noopener noreferrer\">United States<\/a>, Italy, and China. Their dashboard is based on City data as well, but also includes Covid-19 cases in neighborhoods that <em>Voz das Comunidades<\/em> does not count, including <a href=\"https:\/\/bit.ly\/3bvtsGW\" target=\"_blank\" rel=\"noopener noreferrer\">Vig\u00e1rio Geral<\/a>, <a href=\"https:\/\/bit.ly\/2T3XHym\" target=\"_blank\" rel=\"noopener noreferrer\">Parada de Lucas<\/a>, and <a href=\"https:\/\/bit.ly\/2WrN5eF\" target=\"_blank\" rel=\"noopener noreferrer\">Caju<\/a>. According to the Mar\u00e9 Mobilization Front dashboard, Covid-19 is already present in 16 favelas, with a total of 432 confirmed cases and 135 deaths as of May 13.<\/p>\n<h3>City Data is Ill-suited for Monitoring Favelas<\/h3>\n<p>These disparities in data occur due to questions of which neighborhoods\u2014defined by the City&#8217;s dashboard\u2014are categorized as favelas. This is because the territorial limits of neighborhoods used in the City&#8217;s data collection rarely correspond to those of favelas.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Sendo assim, no painel da prefeitura, os casos acabam sendo divididos nesses bairros, ao inv\u00e9s de aparecerem unificados como Complexo do Alem\u00e3o.<\/p>\n<p>\u2014 Voz das Comunidades (De &#x1f3e1;) (@vozdacomunidade) <a href=\"https:\/\/twitter.com\/vozdacomunidade\/status\/1254234895452422145?ref_src=twsrc%5Etfw\">April 26, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<blockquote><p>Despite Complexo do Alem\u00e3o being recognized as a neighborhood since 1993, the majority of the region&#8217;s CEPs [zip codes] still correspond to the neighborhoods of which Alem\u00e3o is a part, such as Inha\u00fama, Ramos, Bonsucesso, and Olaria.<\/p>\n<p>As such, on the City&#8217;s dashboard, cases end up being divided between these neighborhoods, rather than unified under Complexo do Alem\u00e3o.<\/p><\/blockquote>\n<p>This reveals the scale of the <a href=\"https:\/\/bit.ly\/2RhF8pm\" target=\"_blank\" rel=\"noopener noreferrer\">underreporting<\/a> of cases in Rio favelas. Many favelas are part of larger neighborhoods, and thus their cases may be subsumed rather than cited specifically: they are diluted in the totals of the neighborhoods where they are located.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Anast\u00e1sio Amorim de 89 anos, l\u00edder comunit\u00e1rio da Baixa do Sapateiro, morreu de pneumonia. His death did not enter into statistics of suspected Covid-19 deaths, <span style=\"color: #000000;\">just as many others did not<\/span>, on account of a lack of testing. #COVID19NasFavelas<\/p><\/blockquote>\n<p>For example, the favela of <a href=\"https:\/\/bit.ly\/2WyfG2d\" target=\"_blank\" rel=\"noopener noreferrer\">Rio das Pedras<\/a> is part of the neighborhood of <a href=\"https:\/\/bit.ly\/3cqKqaG\" target=\"_blank\" rel=\"noopener noreferrer\">Jacarepagu\u00e1<\/a> (133 cases) and Itanhang\u00e1 (33 cases). The City does not count the number of confirmed cases in Rio das Pedras, therefore, as belonging to the favela. In the same way, the neighborhoods of <a href=\"https:\/\/bit.ly\/3bwBjnI\" target=\"_blank\" rel=\"noopener noreferrer\">Pavuna<\/a> (70 cases) and <a href=\"https:\/\/bit.ly\/3fOTYhG\" target=\"_blank\" rel=\"noopener noreferrer\">Costa Barros<\/a> (27 cases) contain various favelas that do not receive their own case numbers. Morro da Provid\u00eancia (<a href=\"https:\/\/bit.ly\/2xXBYRe\" target=\"_blank\" rel=\"noopener noreferrer\">10 cases<\/a>), is located inside the neighborhood of Gamboa, in the downtown Centro area. (All data from May 12.)<\/p>\n<p>Reports from various areas of the city demonstrate this same phenomenon. Whether it be data from the City or from the community dashboards listed above, all sources address only larger favelas and groupings of favelas. This leaves the large majority of the favelas of Rio de Janeiro without any public data specific to their territories. <em>RioOnWatch<\/em> has learned of cases and deaths, for example, in the small favelas of <a href=\"https:\/\/bit.ly\/3fOc0k7\" target=\"_blank\" rel=\"noopener noreferrer\">Pica-Pau<\/a> in Cordovil, <a href=\"https:\/\/bit.ly\/2yLKSlv\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Parque da Cidade<\/a>, Mata Machado, Tijua\u00e7u, <a href=\"http:\/\/bit.ly\/2sbOHgn\" target=\"_blank\" rel=\"noopener noreferrer\">Asa Branca<\/a>, and <a href=\"https:\/\/bit.ly\/3btUQFj\" target=\"_blank\" rel=\"noopener noreferrer\">Tuiuti<\/a>. Even in larger favelas such as <a href=\"https:\/\/bit.ly\/2Z0zcpn\" target=\"_blank\" rel=\"noopener noreferrer\">Borel<\/a>, <a href=\"http:\/\/bit.ly\/34AR8ac\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Penha<\/a>, and <a href=\"https:\/\/bit.ly\/2JsUWl2\" target=\"_blank\" rel=\"noopener noreferrer\">Gard\u00eania Azul<\/a>, we have news of cases not listed in the lists and dashboards above. And within a number of the communities listed in this article, we have heard of many more deaths than those officially counted on the dashboards. Other media sites have also reported on yet more communities affected, such as <a href=\"https:\/\/glo.bo\/2R8N8ZE\" target=\"_blank\" rel=\"noopener noreferrer\">Vilar Carioca and the favela complexes of S\u00e3o Carlos and Pedreira<\/a>. We can conclude, therefore, that the number of favelas with cases already amounts to a sizable portion of favela territories across the city.<\/p>\n<p>The City&#8217;s <a href=\"https:\/\/bit.ly\/2K125cq\" target=\"_blank\" rel=\"noopener noreferrer\">Rio Covid-19 dashboard<\/a> does not, therefore, attend to the urgent need for monitoring Covid-19 cases specific to the favelas of Rio de Janeiro, because the government uses territorial limitations that do not correspond to those of the favelas. Map by Anouk Aflalo Dor\u00e9<\/figcaption><\/figure>\n<h3>Hiding the Scale of the Crisis in the Favelas Amounts to Necropolitics<\/h3>\n<p>Health post data and community-compiled data demonstrate that the City is unconcerned with monitoring cases in the favelas, even though these territories are at <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">greatest risk from the pandemic<\/a>. According to a <a href=\"https:\/\/bit.ly\/35VEELQ\" target=\"_blank\" rel=\"noopener noreferrer\">post<\/a> from the Facebook page of community media outlet <em><a href=\"https:\/\/bit.ly\/3fHBD6h\" target=\"_blank\" rel=\"noopener noreferrer\">Voz da Vila Kennedy<\/a><\/em>, there have been at least 16 Covid-19 deaths in Vila Kennedy; and according to the Zilda Arns dashboard, there have already been 10 deaths in Complexo do Alem\u00e3o, different from the five counted by the City dashboard. Hiding the scale of the crisis of the pandemic in the favelas encourages popular belief in the <a href=\"https:\/\/bit.ly\/2WtEqbT\" target=\"_blank\" rel=\"noopener noreferrer\">insidious rhetoric of President Jair Bolsonaro<\/a>, resulting in the non-adhesion of exactly Brazil&#8217;s most vulnerable communities\u2014favelas\u2014to preventative measures such as social distancing, on top of the difficulties they already have.<\/p>\n<p>Minimizing the problem also denies the recognition of the need for <a href=\"https:\/\/bit.ly\/3dWXEgx\" target=\"_blank\" rel=\"noopener noreferrer\">concrete and specific public policies directed toward the situation in the favelas<\/a>. At a moment when municipal public health units have confirmed that authorities are not revealing the totality of cases in the favelas, it can be argued that this lack of transparency amounts to a cruel and negligent State policy for the favelas.<\/p>\n<p>This situation does not only apply to Rio. It is difficult to find exact numbers in peripheral areas elsewhere in the country, <a href=\"https:\/\/bit.ly\/2SIeHd9\" target=\"_blank\" rel=\"noopener noreferrer\">such as in S\u00e3o Paulo<\/a>. As a result, it is impossible to know how many cases of coronavirus infection and death truly exist in the favelas of Brazil.<\/p>\n<p>Official data published by the municipal, state, and federal governments are often the only source to which media and the public at large turn to evaluate and analyze the situation, to inform the population about the pandemic in the favelas, and to demand and monitor solutions from public authorities. Without these data, we have no effective basis for the development and implementation of public policies or with which to hold public authorities accountable.<\/p>\n<p>The only reason the scale of the
