{"id":59602,"date":"2020-05-19T14:32:31","date_gmt":"2020-05-19T17:32:31","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=59602"},"modified":"2020-05-21T11:40:32","modified_gmt":"2020-05-21T14:40:32","slug":"covid-19-provides-12-pieces-of-evidence-of-necropolitics-at-play-in-rio-favelas-voicesfromsocialmedia","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=59602","title":{"rendered":"Covid-19 Exposes 12 Proofs of Necropolitics at Play in Rio Favelas #VoicesFromSocialMedia"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><em><a href=\"https:\/\/bit.ly\/12EvidenciasNecropolitica\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/em><\/strong><\/p>\n<p><em><i data-stringify-type=\"italic\">This is our latest article on the <\/i><i data-stringify-type=\"italic\"><a class=\"c-link\" href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"slack-kit-tooltip\">new coronavirus as it impacts Rio de Janeiro\u2019s favelas<\/a> and is also part of RioOnWatch\u2019s <a href=\"http:\/\/bit.ly\/12mAD0p\" target=\"_blank\" rel=\"noopener noreferrer\">#VoicesFromSocialMedia<\/a>\u00a0series, which compiles perspectives posted on social media by favela residents and activists about events and societal themes that arise.<\/i><\/em><\/p>\n<p>The <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 pandemic<\/a> has cast a bright light on Brazil&#8217;s social inequality. Covid-19 was, at first, spoken of as a disease caused by a &#8220;democratic&#8221; virus, given that, supposedly, it affects all people without discriminating by race, color, social class, age, or sex. <em>RioOnWatch<\/em>&#8216;s monitoring of favela voices on Twitter and Facebook between April 24 and May 8, however, has revealed a <a href=\"https:\/\/bit.ly\/2WkC4dP\" target=\"_blank\" rel=\"noopener noreferrer\">very different reality<\/a>.<\/p>\n<p>Favela residents, raising their voices on social media using the hashtag <a href=\"http:\/\/bit.ly\/2x2D8dB\" target=\"_blank\" rel=\"noopener noreferrer\">#Covid19NasFavelas<\/a>, called attention to inequality in access to basic rights in Brazil, in cities like Rio de Janeiro, and how the coronavirus pandemic has further accelerated the state of exception in the favelas as a State policy of death. This holds true even as Brazil remains <a href=\"https:\/\/bit.ly\/3bunwhy\" target=\"_blank\" rel=\"noopener noreferrer\">the only +100 million population country with a public universal health system<\/a>.<\/p>\n<p>Based on the social media posts cited below, all from favela residents, we highlight twelve pieces of evidence of <a href=\"http:\/\/bit.ly\/2MDm1V9\" target=\"_blank\" rel=\"noopener noreferrer\">necropolitics<\/a> in relation to the increasing number of Covid-19 deaths in the favelas. These twelve truths show how necropolitics, reflected in <a href=\"http:\/\/bit.ly\/2PS4dnw\" target=\"_blank\" rel=\"noopener noreferrer\">policies whereby the state actively chooses who lives and who dies<\/a>, not only robs residents of their <a href=\"https:\/\/bit.ly\/2ABSs2w\" target=\"_blank\" rel=\"noopener noreferrer\">right to life through armed violence<\/a>, but kills and <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">renders even more precarious the act of survival<\/a> in the favelas by denying full access to the right to health care even amidst the Covid-19 pandemic, on top of denying the minimum conditions for living a dignified life.<\/p>\n<h3>1. No Hospital Beds or Ventilators: The Collapse of Public Health<\/h3>\n<p>Journalist and <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a> resident <a href=\"https:\/\/bit.ly\/3fEF39M\" target=\"_blank\" rel=\"noopener noreferrer\">Daiene Mendes<\/a> used social media on April 24 to denounce a lack of hospital beds with ventilators, even for patients in the public health system&#8217;s (SUS) priority list (<a href=\"https:\/\/bit.ly\/2LksOkW\" target=\"_blank\" rel=\"noopener noreferrer\">SISREG<\/a>). She asked for help and reported the collapse, all the while seeking care for her own grandmother. Mendes&#8217; tweets are devastating.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Minha v\u00f3 ta precisando de um leito em hospital que tenha respirador! The health system in Rio de Janeiro has already collapsed. Lack of Access to Tests Leading to Underreporting<\/h3>\n<p>Because of the speed at which the virus is spreading, and <a href=\"https:\/\/bit.ly\/3drlK1L\" target=\"_blank\" rel=\"noopener noreferrer\">due to a context of such severe social inequality as ours<\/a>, Brazil is already <a href=\"https:\/\/bit.ly\/3bCyIsp\" target=\"_blank\" rel=\"noopener noreferrer\">considered a new global epicenter<\/a>. Lack of Accessible Burials<\/h3>\n<p>On the afternoon of April 24, the newspaper <a href=\"http:\/\/bit.ly\/2JhMwyE\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Voz das Communidades<\/em><\/a> told the world that Rodrigues Moura, <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo de Alem\u00e3o&#8217;s<\/a> first photographer, had died with suspected coronavirus.\u00a0<em>Voz<\/em> also reported that the family didn\u2019t have the financial means to pay for the funeral.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">O nosso amigo Rodrigues Moura, primeiro fot\u00f3grafo do Complexo do Alem\u00e3o faleceu nesta noite com suspeita de coronav\u00edrus. Various forms of violence, such as lack of access to medical care, hospital beds with ventilators, diagnostic tests, basic income for the purchase of food, potable water, basic sanitation, and even housing, on top of armed violence, compromise the favelas&#8217; ability to prevent coronavirus infection, not to mention residents&#8217; ability to recover and to treat the infected. The sum of this is more death.
