{"id":59639,"date":"2020-05-28T14:35:07","date_gmt":"2020-05-28T17:35:07","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=59639"},"modified":"2020-07-25T15:44:04","modified_gmt":"2020-07-25T18:44:04","slug":"how-to-talk-about-coronavirus-in-the-favelas-virtual-teach-in-with-favela-organizers-video","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=59639","title":{"rendered":"&#8216;How to Talk About Coronavirus in the Favelas?&#8217; Virtual Teach-In With Favela Organizers [VIDEO]"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><em><a href=\"https:\/\/bit.ly\/2WngdUo\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/em><\/strong><\/p>\n<p><em>This is our latest article on <a href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 and its impacts on favelas<\/a><\/em>\u00a0<em>and in the <a href=\"https:\/\/bit.ly\/TeachInsCovidInFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">series of Teach-Ins on Covid-19 in favelas<\/a><\/em>.<\/p>\n<p><span style=\"font-weight: 400;\">On April 20, <a href=\"http:\/\/bit.ly\/ZsEul3\" target=\"_blank\" rel=\"noopener noreferrer\">Catalytic Communities (CatComm)<\/a>,* through its <a href=\"http:\/\/bit.ly\/2PPjdT4\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Favela Network<\/a> (SFN) and <em>RioOnWatch <\/em>projects, invited five community leaders and communicators\u2014who are <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">successfully confronting the Covid-19<\/a> <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">pandemic in their favelas<\/a> across Rio and S\u00e3o Paulo\u2014to participate <a href=\"https:\/\/bit.ly\/3cXNGdq\" target=\"_blank\" rel=\"noopener noreferrer\">in an interactive live teach-in<\/a>: &#8216;How to Talk about Coronavirus in Favelas?&#8217; In total, 55 favela leaders and allies attended the Zoom session.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The special guests were: communicator <a href=\"https:\/\/bit.ly\/3cHZGzZ\" target=\"_blank\" rel=\"noopener noreferrer\">Gizele Martins<\/a>, representing the <a href=\"https:\/\/bit.ly\/3fDSW8a\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9 Covid-19 Mobilization Front<\/a> in <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9<\/a> in the <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>; environmental agent Geiza de Andrade from <a href=\"http:\/\/bit.ly\/36vuhyb\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Kennedy<\/a>&#8216;s Covid-19 Crisis Cabinet in the <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>; communicator Rafael Oliveira of the <a href=\"https:\/\/bit.ly\/2ULKquh\" target=\"_blank\" rel=\"noopener noreferrer\">Favela Vertical media collective<\/a> in <a href=\"https:\/\/bit.ly\/2zIemAP\" target=\"_blank\" rel=\"noopener noreferrer\">Gard\u00eania Azul<\/a>, West Zone; popular educator Ilaci Oliveira from the <a href=\"http:\/\/bit.ly\/2TxBgSM\" target=\"_blank\" rel=\"noopener noreferrer\">Transvida Cooperative<\/a> waste-picker collective in <a href=\"http:\/\/bit.ly\/2ZSr6QE\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Cruzeiro<\/a>, North Zone; and Gilson Rodrigues, president of the residents&#8217; association of <a href=\"https:\/\/bit.ly\/3fVmbU9\" target=\"_blank\" rel=\"noopener noreferrer\">Parais\u00f3polis<\/a> in S\u00e3o Paulo and coordinator of the <a href=\"https:\/\/bit.ly\/2S80lCD\">G10 Favelas organization<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The event was designed to address the difficulties and demands that have arisen among community organizers in the Sustainable Favela Network in their responses to the coronavirus crisis in their communities. The five speakers talked about strategies that are <a href=\"https:\/\/bit.ly\/2RFcsa9\" target=\"_blank\" rel=\"noopener noreferrer\">working in their favelas<\/a> to <a href=\"https:\/\/bit.ly\/2KEJm6G\" target=\"_blank\" rel=\"noopener noreferrer\">provide information, communicate<\/a>, and <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">organize communities<\/a> in the face of the pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The panel members all share deep experience in social work and local communication and were able to <a href=\"https:\/\/bit.ly\/2WeaD5q\" target=\"_blank\" rel=\"noopener noreferrer\">quickly adapt this knowledge and apply it to realize a community organizing strategy<\/a> in response to Covid-19. Through the crisis, leaders in the areas of culture, communication, education, labor, and the environment, <a href=\"https:\/\/bit.ly\/2zyaFO7\" target=\"_blank\" rel=\"noopener noreferrer\">among others<\/a>, have all redirected their priorities to focus on preventing and mitigating the impacts of Covid-19. In the absence of the State, <a href=\"https:\/\/bit.ly\/7MistakesCovidReporting\" target=\"_blank\" rel=\"noopener noreferrer\">as has been the case for so long<\/a>, it is once again civil society in the favelas that is at the forefront of defending and guaranteeing people\u2019s rights.<\/span><\/p>\n<h3>Shared Priorities: Inform, Collect Materials, Help<\/h3>\n<p><span style=\"font-weight: 400;\">In the early days of the crisis, the priority was the same: to communicate and disseminate information to residents about the arrival of Covid-19 in Brazil and, consequently, in the favelas. In addition to communicating via community media, social networks, and WhatsApp, the speakers explained that to reach the entire local population, it was necessary to use <a href=\"https:\/\/bit.ly\/2wG3rX9\" target=\"_blank\" rel=\"noopener noreferrer\">cars with megaphones<\/a>, informative banners in the street, and <a href=\"https:\/\/bit.ly\/3el6Qvm\" target=\"_blank\" rel=\"noopener noreferrer\">posters<\/a> in local businesses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the teach-in, <a href=\"https:\/\/bit.ly\/3cHZGzZ\" target=\"_blank\" rel=\"noopener noreferrer\">Gizele Martins<\/a>\u2014from the <a href=\"https:\/\/bit.ly\/2xX597b\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9 Mobilization Front<\/a>, established in early March in response to the crisis\u2014said that for communication to be effective, one must use simple and direct messages. She explained that messages took the following forms: \u201cThe best hospitals that should be used are such-and-such. The number of dead and infected in the community is such-and-such. We recommend that anyone who can stay at home should stay at home. Stay at home, resident! Help your neighbor if you can. Collaborate with soap and water,&#8221; and she added: &#8220;In addition to prevention and hygiene, we also started talking about <a href=\"https:\/\/bit.ly\/7MistakesCovidReporting\" target=\"_blank\" rel=\"noopener noreferrer\">domestic violence<\/a>, because we were seeing an increase due to people living in isolation.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Martins, \u201cthe car with the megaphones was the most effective tool,\u201d despite also being the most expensive communication strategy. The weekly cost is R$600 (US$103). Martins clarified that the decisions of the Mar\u00e9 Mobilization Front follow a very clear logic. &#8220;We decided to use this [form of] communication because we understand what works in our favela,&#8221; she said.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/A-wall-in-Complexo-da-Mar\u00e9-with-daily-infection-and-death-updates.-Photo-Gizele-Martins.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-59649 size-content\" title=\"Graffiti art on a wall in Mar\u00e9 displays infection and death tallies, updated daily. Thus, organizers needed to concentrate efforts on supplying products to meet basic and urgent needs, such as water, food, and cooking gas. In addition, they needed to respond to the specific demands of the pandemic, such as propagating the use of masks and the <a href=\"https:\/\/bit.ly\/2LlvnDb\" target=\"_blank\" rel=\"noopener noreferrer\">installation of hygiene posts<\/a>\u2014with soap and water for people to wash their hands\u2014in strategic locations in the community. Especially because there are homeless families living in areas surrounding Mar\u00e9.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To finance the communication work and distribution of food baskets, many groups <a href=\"https:\/\/bit.ly\/DonateCovid19Favelas\" target=\"_blank\" rel=\"noopener noreferrer\">created online fundraising campaigns<\/a> to raise money. At the same time, groups are also receiving physical donations, but it is a process that requires a high level of organization. Geiza de Andrade, from the <a href=\"https:\/\/bit.ly\/2JjSVaz\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Kennedy Crisis Cabinet<\/a>, explained: \u201cWe have a <a href=\"http:\/\/bit.ly\/2pfMxXK\" target=\"_blank\" rel=\"noopener noreferrer\">community center<\/a> at the entrance where people who are afraid to enter the favela can leave donations outside, and from there we can distribute the donations to other sites.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ilaci Oliveira, from the <a href=\"http:\/\/bit.ly\/2TxBgSM\" target=\"_blank\" rel=\"noopener noreferrer\">Transvida Cooperative<\/a>, which works with waste-pickers in Vila Cruzeiro, in <a href=\"http:\/\/bit.ly\/34AR8ac\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Penha<\/a>, explains that despite their best efforts, the initiative has not been able to meet all the needs of the community. \u201cWe started to register people to receive food baskets\u2026 We have now registered over 1,800 families, but we haven&#8217;t been able to feed them yet.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Oliveira went on to explain that the R$600 in government aid is not enough for many families. \u201cThey are saying: \u2018It is not much. You know you can&#8217;t look after a family with R$600.\u2019\u201d Vila Cruzeiro has 70,000 residents. Martins also lamented the lack of resources for community communicators, and each and every one of the speakers at the teach-in expressed their concerns about their ability to fundraise, collect and distribute support to all families experiencing urgent needs over the long-term.<\/span><\/p>\n<h3>Decentralize to Reach More People<\/h3>\n<p><span style=\"font-weight: 400;\">The Vila Kennedy Crisis Cabinet was created as a solidarity network, but now encompasses almost one hundred volunteers and partners. Geiza de Andrade is one of them. She highlighted how the work is organized in the community: \u201cWe divided Vila Kennedy as if it were a tic-tac-toe game, into nine pieces, with a leader for each part. That&#8217;s because inside Vila Kennedy there are several other smaller favelas.\u201d Andrade explained that the community&#8217;s topography is another challenge. &#8220;There is a flat area and a hillside area, so we divided it into several areas to better cover the entire territory.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gilson Rodrigues, president of the residents&#8217; association in the <a href=\"https:\/\/bit.ly\/3fVmbU9\" target=\"_blank\" rel=\"noopener noreferrer\">Parais\u00f3polis<\/a> favela, in <a href=\"https:\/\/bit.ly\/2SLdt13\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Paulo<\/a>, and of the national G10 Favelas network, also shared <a href=\"https:\/\/bbc.in\/2JyY2E0\" target=\"_blank\" rel=\"noopener noreferrer\">pioneering strategies<\/a> that have been very effective, garnering his community <a href=\"https:\/\/bit.ly\/3cBVXE2\" target=\"_blank\" rel=\"noopener noreferrer\">worldwide recognition<\/a>. \u201cFor every 50 people, we have a volunteer resident who is the president of the street [<a href=\"https:\/\/bit.ly\/3dkxm6G\" target=\"_blank\" rel=\"noopener noreferrer\">block captain<\/a>] and who coordinates 50 families. This person has some specific responsibilities: the first is to find a VP, because if they are absent, someone needs to replace them and organize everything in this process; the street president also helps to make people aware that they should stay at home, they monitor the 50 families through a WhatsApp group<em>\u2014<\/em>with\u00a0a particular focus on elderly and vulnerable people<em>\u2014<\/em>so that an ambulance can be called when necessary,\u201d said Rodrigues. The street president also distributes basic food baskets. &#8220;Those who are not at home do not receive a basket,&#8221; explained Rodrigues. It is a way to encourage adherence to isolation measures.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Gilson-Rodrigues-favela-leader-in-Parais\u00f3polis-S\u00e3o-Paulo.png\"><img decoding=\"async\" class=\"aligncenter wp-image-59648 size-content\" title=\"Gison Rodrigues, community leader from Parais\u00f3polis in S\u00e3o Paulo\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Gilson-Rodrigues-favela-leader-in-Parais\u00f3polis-S\u00e3o-Paulo-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Gilson-Rodrigues-favela-leader-in-Parais\u00f3polis-S\u00e3o-Paulo-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Gilson-Rodrigues-favela-leader-in-Parais\u00f3polis-S\u00e3o-Paulo-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>Supporting the Sick and the Unemployed<\/h3>\n<p><span style=\"font-weight: 400;\">In addition to dividing up responsibilities in the community, the <a href=\"https:\/\/bit.ly\/3cW1ULV\" target=\"_blank\" rel=\"noopener noreferrer\">Parais\u00f3polis Committee<\/a> also organized to support families with people who are ill, for the most serious cases, and even in the event of death. They created two shelters for quarantining residents suspected of being infected with the coronavirus, but who cannot isolate themselves at home without infecting other family members. The shelters, which operate in two public schools, can house up to 260 people (with mild symptoms). The group also hired three ambulances with a 24-hour emergency team: two doctors, three nurses, and two first responders, who stay in the community and attend patients&#8217; homes when necessary. \u201cBecause ambulances do not [typically] reach the favela, there is no fast support here,\u201d said Rodrigues, adding that every day their ambulance is called into action.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Parais\u00f3polis Committee has even planned for how to remove bodies from the highest parts of the favela with minimal risk. \u201cWe are being very radical here in our preparation. As crazy as it sounds, these are things we have to think about. We are looking to organize ourselves for the worst.\u201d Rodrigues stressed that the biggest difficulties are economic and that they also result from <a href=\"https:\/\/bit.ly\/34xIHxh\" target=\"_blank\" rel=\"noopener noreferrer\">State neglect<\/a>. &#8220;There are <a href=\"https:\/\/bit.ly\/2RoXViS\" target=\"_blank\" rel=\"noopener noreferrer\">two distinct Brazils<\/a>: the Brazil of alcohol in gel, the home office, the quarantine, and the <a href=\"https:\/\/bit.ly\/3eaJJUp\" target=\"_blank\" rel=\"noopener noreferrer\">Brazil that is going hungry<\/a>, that is being left to its own devices, that is being ignored.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The group has developed several methods to financially support parts of the population that are receiving no income, including a campaign called &#8220;Adopt A Housekeeper&#8221; (<a href=\"https:\/\/bit.ly\/2Y7UxwR\">Adote Uma Diarista)<\/a>. The campaign registered 1,280 domestic workers who were laid off due to quarantine restrictions. The campaign managed to financially support 750 of the workers, with the rest receiving a hygiene kit and a basic food basket. Rodrigues has analyzed the possibility of extending this campaign to other professions. He stated that it is necessary to \u201cthink about how society can organize itself to support people with no income, because [if not] they will go hungry.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following the same logic of the favela taking care of its own residents, Rodrigues shared another initiative called the <a href=\"https:\/\/bit.ly\/2W2zr0c\" target=\"_blank\" rel=\"noopener noreferrer\">Home Office of Brazil&#8217;s Favela Seamstresses<\/a>. The project distributes sewing machines to seamstresses who can then start generating income by producing masks. He states that &#8220;the project should produce more than a million masks in the next period to distribute in the favelas.&#8221; The Parais\u00f3polis group also encourages the consumption of commercial products from within the community. \u201cInstead of buying outside the community, we buy inside.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to being a local activist, Rodrigues is also coordinator at <a href=\"https:\/\/bit.ly\/2S80lCD\" target=\"_blank\" rel=\"noopener noreferrer\">G10 Favelas<\/a>, a block of social impact leaders and entrepreneurs from ten of Brazil&#8217;s largest favelas that have joined forces to fight for economic development and protagonism in favelas. \u201cWe have tried to reproduce what we do here [in Parais\u00f3polis], in other parts of Brazil. To <a href=\"https:\/\/bit.ly\/2WyYfyp\" target=\"_blank\" rel=\"noopener noreferrer\">create our own public policies<\/a> since there is no public policy for the country&#8217;s favelas,\u201d explained Rodrigues, going on to conclude: \u201cWe have worked on a variety of solutions that can be adapted to local contexts.\u201d<\/span><\/p>\n<h3>Obstacles: Government, Militias and Some Churches<\/h3>\n<p><span style=\"font-weight: 400;\">The speakers also shared what obstacles are hindering awareness and aid work within favelas. Geiza de Andrade explained that in Vila Kennedy the <a href=\"https:\/\/bit.ly\/3g1KD6y\" target=\"_blank\" rel=\"noopener noreferrer\">influence of the president<\/a> hindered the efforts of the communicators: \u201cOur work was going well, but after our <a href=\"https:\/\/bit.ly\/3dN2GLF\" target=\"_blank\" rel=\"noopener noreferrer\">president&#8217;s declaration<\/a>, we could see a setback in the streets. People who were at home started to feel safer and to go outside.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The same situation was also noticed in Complexo da Mar\u00e9. \u201cWe need to provide counter-information in response to government announcements. It&#8217;s an <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">enormous challenge<\/a>,\u201d added Martins.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to the <a href=\"https:\/\/bit.ly\/355ntao\" target=\"_blank\" rel=\"noopener noreferrer\">negative influence of the federal government<\/a>, Rafael Oliveira, from Favela Vertical in Gard\u00eania Azul, also revealed the militia&#8217;s impacts on the work of communicators in Gard\u00eania Azul. \u201cIn moments like these, everything has to be discussed. It is very complicated to enter into dialogue with this kind of authoritarian power,\u201d explained Oliveira. By order of the paramilitaries, for example, the shops in which the militia&#8217;s wide range of activities take place have been reopened. They also have received reports that the militia has been coercing residents into requesting the government\u2019s emergency aid and then delivering it directly to them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Live-survey-on-what-quesions-participants-would-like-to-have-answered.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-59647 size-full\" title=\"A 'Most Requested Topics' poll reflects interest in the role of religious institutions and alternative prevention methods and tools\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Live-survey-on-what-quesions-participants-would-like-to-have-answered.png\" alt=\"\" width=\"372\" height=\"393\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Live-survey-on-what-quesions-participants-would-like-to-have-answered.png 372w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Live-survey-on-what-quesions-participants-would-like-to-have-answered-284x300.png 284w\" sizes=\"(max-width: 372px) 100vw, 372px\" \/><\/a>Despite these additional barriers, mobilizers in Gard\u00eania Azul have not given up: \u201cWe work with technical problems that are not ours, with political problems that we have to address, and we try to double our impact.\u201d However, Oliveira is realistic about the roots of the crisis that affects favelas and the support that community organizers and communicators have been giving families: \u201cIt is palliative work that heals some wounds, but it does not save the sick.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the questions that most concerned the virtual audience at the forum was: &#8220;How is religion interfering with social isolation?&#8221; Unanimously, all speakers agreed that churches have a huge influence on the community. As experiences were shared, it was clear that religion plays a different role across different communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Mar\u00e9, Martins explained that in the early days, the churches collaborated with the communication work. &#8220;They put their own cars on the street, broadcasting evangelical and Catholic songs, and recommending after the songs and prayers that the population stay home,&#8221; she said.
