Laid out on cardboard and covered with bedsheets, the bodies would sit in the rain until friends and family came to identify them. As families across Brazil shoulder an <a href=\"https:\/\/bit.ly\/UnderreportingCovidFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">accelerating Covid-19 death toll<\/a>, Rio&#8217;s favelas continue to lose lives, not just to the pandemic, but to another, more familiar danger: the &#8220;<a href=\"http:\/\/bit.ly\/2XtUbO2\" target=\"_blank\" rel=\"noopener noreferrer\">war on drugs<\/a>.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The police operation began at 6am as members of Rio&#8217;s SWAT-like special operations battalion (<a href=\"https:\/\/bit.ly\/2y7HPUj\" target=\"_blank\" rel=\"noopener noreferrer\">BOPE<\/a>) and the <a href=\"http:\/\/bit.ly\/2lcYfV1\" target=\"_blank\" rel=\"noopener noreferrer\">Civil Police\u2019s<\/a> special resource team (<a href=\"https:\/\/bit.ly\/365FxBr\" target=\"_blank\" rel=\"noopener noreferrer\">Core<\/a>) roared into the Alem\u00e3o neighborhoods <a href=\"http:\/\/bit.ly\/2mOAnY0\" target=\"_blank\" rel=\"noopener noreferrer\">Fazendinha<\/a>, <a href=\"https:\/\/bit.ly\/2yUZVcC\" target=\"_blank\" rel=\"noopener noreferrer\">Alvorada<\/a>, Loteamento, and Nova Brasilia in armored tanks called <\/span><a href=\"https:\/\/bit.ly\/363Ep1j\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">caveir\u00f5es<\/span><\/i><\/a><span style=\"font-weight: 400;\">, or &#8220;big skulls.&#8221; \u201cWe woke up to the sound of gunshots and grenades,\u201d said one Nova Brasilia resident who asked not to be identified. \u201cThey came in destroying everything. Here in my doorway, a car was hit.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Within minutes, residents would share audio clips of machine gun fire and explosions on WhatsApp, filming police from their windows, sending reports of torture and knife-killings to the local human rights media collective <a href=\"http:\/\/bit.ly\/2ZlARX7\" target=\"_blank\" rel=\"noopener noreferrer\">Coletivo Papo Reto<\/a>\u2014an ever-growing practice among favela residents during police operations, a form of protection from police abuse and human rights violations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The online news site <\/span><a href=\"http:\/\/bit.ly\/2JhMwyE\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">Voz das Comunidades<\/span><\/i><\/a>, also based out of Complexo do Alem\u00e3o,<span style=\"font-weight: 400;\"> would publish resident videos of destroyed cars, torn-apart houses, blown transformers, severed water piping, and perforated water tanks; <\/span><a href=\"https:\/\/bit.ly\/3fVDl4f\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">Voz<\/span><\/i><\/a><span style=\"font-weight: 400;\"> videos shared on Twitter showed more than 80 bullet capsules in a single alleyway. Then came the death toll. By noon, local press had confirmed at least six dead from the operation. The number would soon <a href=\"https:\/\/glo.bo\/3dWatah\" target=\"_blank\" rel=\"noopener noreferrer\">rise to thirteen<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThey pushed forward, shooting into the alleys. Everything is destroyed, all the houses shot up with bullet holes. Everyone was panicking. You can\u2019t put into words what we went through. It was really a war scene. Here, the feeling is that the only reason they don\u2019t shoot a missile at us is that we\u2019re in the middle of a [state] capital city. But that\u2019s the only difference between here and other places [of war],\u201d said another Nova Brasilia resident, also anonymously, sobbing, her voice shaking over the phone.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe war kills many, but the post-firefight leaves irreversible damage, and there is <a href=\"http:\/\/bit.ly\/2htZqfz\" target=\"_blank\" rel=\"noopener noreferrer\">no easy cure for this<\/a>. Panic attacks, PTSD, depression, you can end up dying even without the bullet,\u201d she added. \u201cI\u2019m not kidding around. We\u2019ve been living through this business of [police] <a href=\"https:\/\/glo.bo\/3dVMpE7\" target=\"_blank\" rel=\"noopener noreferrer\">operation followed by operation since 2013<\/a>. It had stopped, but now, in the middle of a pandemic, this massacre comes out of nowhere!\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the favela of Fazendinha, also in Complexo do Alem\u00e3o, another resident, who also requested anonymity, said that police wore full-head masks and operated without wearing official identification. She added that a number of police had searched residents\u2019 cell phones for information related to the operation, checking messages and photos shared to WhatsApp groups.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to other residents, the only reason there weren\u2019t more deaths was that non-essential businesses had closed their doors Thursday (May 14) owing to a <a href=\"https:\/\/bit.ly\/2y47PQe\" target=\"_blank\" rel=\"noopener noreferrer\">municipal decree to combat Covid-19<\/a>. And essential businesses like pharmacies and supermarkets in the area would usually open at 7am, but remained closed once the operation began at 6am.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On top of the deaths, <a href=\"https:\/\/bit.ly\/2Lz2ofi\" target=\"_blank\" rel=\"noopener noreferrer\">according to <em>Voz das Comunidades<\/em><\/a><\/span><span style=\"font-weight: 400;\">, houses were invaded and residents sent messages reporting human rights violations occurring in the favela\u2019s alleys. Later, the major avenues of Itarar\u00e9 and Itaoca were closed for the bodies of the deceased to be removed.<\/span><\/p>\n<h3><strong>\u201cThey Don&#8217;t Even Send the Most Basic Things. Photo by Bruno Itan, <em>Olhar do Complexo<\/em><\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">These were the words of activist and artist <a href=\"http:\/\/bit.ly\/1E6D5uo\" target=\"_blank\" rel=\"noopener noreferrer\">Mariluce Mari\u00e1 de Souza<\/a>, who was infuriated by the police operation. \u201cIn the middle of a pandemic, with people already panicking <a href=\"https:\/\/bit.ly\/3eaJJUp\" target=\"_blank\" rel=\"noopener noreferrer\">for lack of food<\/a> and medical assistance and contact with other people, we get a shootout?\u201d For de Souza, the government should have sent healthcare professionals to improve attendance at the region\u2019s Urgent Care Unit (<a href=\"https:\/\/bit.ly\/2AB7AgD\" target=\"_blank\" rel=\"noopener noreferrer\">UPA<\/a>) and <a href=\"http:\/\/bit.ly\/2NTglXI\" target=\"_blank\" rel=\"noopener noreferrer\">Family Health Clinic<\/a>, masks, and the food parcels that had been promised to the population. Instead, it sent bullets.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThey don&#8217;t even send the most basic things. But the police, they\u2019ll send them. Gunshots get here. The State needs to concern itself with saving lives and not <a href=\"http:\/\/bit.ly\/2MDm1V9\" target=\"_blank\" rel=\"noopener noreferrer\">exposing us to even more death<\/a>,\u201d said Mari\u00e1, founder of the <a href=\"http:\/\/bit.ly\/1E6D5uo\" target=\"_blank\" rel=\"noopener noreferrer\">Favela Art<\/a> project.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to de Souza, people are stressed, living through a process of psychological torture owing to the quantity of information in circulation, both <a href=\"https:\/\/bit.ly\/2zmYDXt\" target=\"_blank\" rel=\"noopener noreferrer\">true<\/a> and <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener noreferrer\">false<\/a>, about Covid-19. \u201cThis confuses people, who don\u2019t know how to act. It\u2019s emotional torture and now this operation happens? This shouldn\u2019t be happening right now. When the State wants to, it arrests higher-up criminals without firing a single shot. Why is it that here in the favela they have to come in shooting in the middle of a pandemic?\u201d she asked.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAn operation to kill 13 people and to apprehend 8 guns? And what of the price of these shots fired?&#8221; de Souza pointed out. &#8220;Were there shots from both sides? Yes. But what matters for us is that we pay our taxes to the State [not the criminals]. It is the State that is supposed to be obligated to fight for our safety.\u201d<\/span><\/p>\n<h3><b>The War Machine Continues Despite Pandemic<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Favelas around the city woke to the same chaos. According to the online monitoring platform <a href=\"http:\/\/bit.ly\/2zZ3Jpu\" target=\"_blank\" rel=\"noopener noreferrer\">Fogo Cruzado<\/a>, Rio police conducted operations in at least three other favelas the same morning: Cachoeira Grande, in <a href=\"https:\/\/bit.ly\/2WBikE1\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Lins<\/a>; Morro do Engenho, in <a href=\"http:\/\/bit.ly\/2SgLyo2\" target=\"_blank\" rel=\"noopener noreferrer\">Engenho da Rainha<\/a>; and <a href=\"http:\/\/bit.ly\/36wYNYx\" target=\"_blank\" rel=\"noopener noreferrer\">Morro do S\u00e3o Carlos<\/a>, in <a href=\"http:\/\/bit.ly\/2WHk4ub\" target=\"_blank\" rel=\"noopener noreferrer\">Est\u00e1cio<\/a>, all in the <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>. Police \u201cactions\u201d turned violent in several others, including <a href=\"http:\/\/bit.ly\/2IlGx96\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Marta<\/a>, <a href=\"http:\/\/bit.ly\/2CbTwHO\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Mangueira<\/a>, and <a href=\"http:\/\/bit.ly\/2LNGKW2\" target=\"_blank\" rel=\"noopener noreferrer\">City of God<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEarly this morning around 5:30 or 6:00, the <\/span><i><span style=\"font-weight: 400;\">caveir\u00e3o<\/span><\/i><span style=\"font-weight: 400;\"> had already started rolling through the favela, and the gunfire started,\u201d said community organizer <a href=\"http:\/\/bit.ly\/2onlo8K\" target=\"_blank\" rel=\"noopener noreferrer\">Ingrid Siss<\/a>, resident of City of God, in the city&#8217;s <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Siss, who coordinates the community project <a href=\"http:\/\/bit.ly\/2ITsVD6\" target=\"_blank\" rel=\"noopener noreferrer\">Casa Dona Amelia<\/a>, explained that she had heard news that the government had sent police to try to close local businesses in an effort to reduce the number of people out in the street. Except that&#8217;s not what happened. \u201cWe see that the State [supposedly], in order to reduce deaths by Covid-19, it spills blood through the violent mortality of its actions. Yesterday we had hours of shootouts in different areas of City of God.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a trained psychologist, Siss added that the violence of such police operations can contribute to a <a href=\"https:\/\/bit.ly\/3fXiKw7\" target=\"_blank\" rel=\"noopener noreferrer\">variety of mental health issues<\/a>. Aside from anxiety attacks, depression, and a range of pathological conditions, said Siss, it may also limit residents\u2019 ability to protect themselves from coronavirus. \u201cWhen the State maintains its violent action in these territories, it reinforces the idea that nothing has changed, and that there is no space for the creation of a new routine of protection and care,\u201d she explained.<\/span><\/p>\n<figure id=\"attachment_59678\" aria-describedby=\"caption-attachment-59678\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Caveirao-Carlos-Latuff.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-59678 size-large\" title=\"Policia Militar Caveir\u00e3o armored truck. Photo by Carlos Latuff<\/figcaption><\/figure>\n<h3><b>Police Operations During Quarantine<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In the second half of March, as <\/span><i><span style=\"font-weight: 400;\">RioOnWatch <\/span><\/i><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/2RpFkDi\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a>, Rio de Janeiro saw a steep drop in the number of police operations in line with government-mandated quarantine measures. <a href=\"https:\/\/bit.ly\/355ntao\" target=\"_blank\" rel=\"noopener noreferrer\">As social distancing loosened<\/a>, however, operations rebounded, putting April\u2019s figures on par with January and February 2020. Pablo Nunes, research coordinator at the <a href=\"http:\/\/bit.ly\/2IgX8Lu\" target=\"_blank\" rel=\"noopener noreferrer\">Network of Security Observatories<\/a>, said it was too soon to tell what May would bring, but called the operation in Alem\u00e3o \u201ccompletely abusive, excessive, and above all, violent.\u201d Later, the Network sent out a note on WhatsApp denouncing the operation as \u201ca shocking moment in the history of public security in Rio de Janeiro.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhat we saw today, in Complexo do Alem\u00e3o, is more of the same routine: the Military Police close off entrances, terrorize residents, leave a trail of death and bodies exposed in the alleys,\u201d State Deputy <a href=\"http:\/\/bit.ly\/2DKyQbn\" target=\"_blank\" rel=\"noopener noreferrer\">Dani Monteiro<\/a> wrote to <\/span><i><span style=\"font-weight: 400;\">RioOnWatch<\/span><\/i><span style=\"font-weight: 400;\">. Monteiro, born in the S\u00e3o Carlos favela, recalled the governor\u2019s violent public security policies throughout 2019: \u201cThe <a href=\"http:\/\/bit.ly\/30m69uv\" target=\"_blank\" rel=\"noopener noreferrer\">necropolitics of Wilson Witzel<\/a>, we will not forget. It is that which proclaims that the police should aim at \u2018<a href=\"http:\/\/bit.ly\/2ExITlK\" target=\"_blank\" rel=\"noopener noreferrer\">their stupid little heads<\/a>.&#8217; The &#8216;war on drugs&#8217; has been the pretext for which the State operates in this society, and the result is the <a href=\"http:\/\/bit.ly\/2N3NY8L\" target=\"_blank\" rel=\"noopener noreferrer\">genocide of black youth<\/a>.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt is unacceptable that this type of operation takes place during a pandemic, in which the poorest are made even more vulnerable,\u201d said Monteiro, who last week <a href=\"https:\/\/bit.ly\/2AAcWbX\" target=\"_blank\" rel=\"noopener noreferrer\">presented a bill<\/a> to the State Legislative Assembly (<a href=\"http:\/\/bit.ly\/2ZgF5j2\" target=\"_blank\" rel=\"noopener noreferrer\">Alerj<\/a>) proposing the suspension of police operations for the duration of quarantine.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Alerj <a href=\"http:\/\/bit.ly\/2XB6wDl\" target=\"_blank\" rel=\"noopener noreferrer\">Human Rights Commission<\/a>, headed by State Deputy <a href=\"http:\/\/bit.ly\/2QJKTed\" target=\"_blank\" rel=\"noopener noreferrer\">Renata Souza<\/a>, is now in the process of analyzing the audios and videos of violations received from Alem\u00e3o residents. \u201cThe guarantee of human rights of the residents of favelas and peripheries must exist with or without the pandemic,\u201d said Souza, a native of the favelas of <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt is cruel to have to note that there is a <a href=\"https:\/\/bit.ly\/2UOjN82\" target=\"_blank\" rel=\"noopener noreferrer\">lack of water<\/a>, <a href=\"https:\/\/bit.ly\/2RPJx3m\" target=\"_blank\" rel=\"noopener noreferrer\">basic sanitation<\/a>, food, but no lack of police operations of this type. The government should enter [the favelas] with health professionals, food parcels, and potable water for residents,&#8221; said the Deputy. &#8220;This option for a policy of confrontation during a full-blown pandemic is regrettable. But they continue investing in an irrational policy that only creates insecurity and no concrete result for the reduction of violence, unless the true goal is to only to <a href=\"http:\/\/bit.ly\/2XlBQT3\" target=\"_blank\" rel=\"noopener noreferrer\">leave bodies on the ground<\/a>.\u201d<\/span><\/p>\n<h3><b>A History of Massacres in Complexo do Alem\u00e3o<\/b><\/h3>\n<p>Complexo do Alem\u00e3o has experienced other massacres. On October 18, 1994, 13 were killed in a <a href=\"https:\/\/bit.ly\/2z4ScIX\" target=\"_blank\" rel=\"noopener noreferrer\">Civil Police invasion in the favela of Nova Brasilia<\/a>. One month after the massacre, &#8220;<a href=\"https:\/\/bit.ly\/3fVEFUF\" target=\"_blank\" rel=\"noopener noreferrer\">Operation Rio<\/a>&#8221; began, with the entrance of the armed forces as part of the war on drugs. On May 8, 1995, less than a year later, <a href=\"https:\/\/bit.ly\/2WBmjAv\" target=\"_blank\" rel=\"noopener noreferrer\">history repeated itself<\/a>. Again, 13 died in a massacre in Nova Brasilia. The violence <a href=\"http:\/\/bit.ly\/2lfUPQi\" target=\"_blank\" rel=\"noopener noreferrer\">reached a peak during an operation on June 27<\/a>, in which official figures indicate 19 were killed by the police. Each victim was shot an average of four times.<\/p>\n<p>&#8220;We have already been through other situations. I remember the massacre of 2007, the one the people here say was the\u00a0<em>Chacina do Tiro ao Pato<\/em> [target practice massacre], because the police would say &#8216;go ahead, you can pass,&#8217; and then they would shoot. They shot people even if they had given themselves up,&#8221; recalled a resident from the Loteamento area of Complexo do Alem\u00e3o, who, for security concerns, asked not to be identified.<\/p>\n<p>For the resident, the confrontation this May 15 was even worse. &#8220;The scene we saw today, and are still living through, was something <a href=\"https:\/\/bit.ly\/3cD2e2l\" target=\"_blank\" rel=\"noopener noreferrer\">even more terrifying<\/a> than a massacre, because a massacre affects the person that dies and that person&#8217;s family members. We end up isolated. But what happened today shook everyone, because it was so explicit. Many involved in the situation who had nothing to do with it.
