{"id":59883,"date":"2020-05-27T13:14:08","date_gmt":"2020-05-27T16:14:08","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=59883"},"modified":"2020-06-01T11:04:07","modified_gmt":"2020-06-01T14:04:07","slug":"following-data-blackout-rio-city-governments-updated-covid-19-figures-exclude-1117-deaths","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=59883","title":{"rendered":"Following Data Blackout, Rio City Government&#8217;s &#8216;Updated&#8217; Covid-19 Dashboard Excludes 40% of Deaths"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><em><a href=\"https:\/\/bit.ly\/3erRtQS\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/em><\/strong><\/p>\n<p><em>This is our latest article on the <a href=\"https:\/\/bit.ly\/2WuDWCD\" target=\"_blank\" rel=\"noopener noreferrer\">new coronavirus as it impacts Rio de Janeiro\u2019s favelas<\/a>.<\/em><\/p>\n<p>Covid-19 death figures disappeared from the <a href=\"https:\/\/bit.ly\/2K125cq\" target=\"_blank\" rel=\"noopener noreferrer\">City of Rio&#8217;s official Covid-19 Monitoring Dashboard<\/a> for four days between May 22-26 before returning at a level 40% lower than that calculated by Rio hospitals. The new figure, 1,801, creates a disparity of 1,177 deaths in relation to <a href=\"https:\/\/bit.ly\/2zAejXX\" target=\"_blank\" rel=\"noopener noreferrer\">State Government data<\/a> on its capital city: 2,978.<\/p>\n<p>When the figure first disappeared, <a href=\"https:\/\/glo.bo\/2XsaDzr\" target=\"_blank\" rel=\"noopener noreferrer\">Mayor Marcelo Crivella told a press conference<\/a> that the blackout had occurred due to a shift in death classification methods. &#8220;We are establishing criteria for verifying the cause of death so that [the process] is rigorous,&#8221; said the mayor.<\/p>\n<p>The new criteria, <a href=\"https:\/\/glo.bo\/3goUKT0\" target=\"_blank\" rel=\"noopener noreferrer\">according to\u00a0<em>O Globo<\/em><\/a>, require victims&#8217; death certificates\u2014as collected from Rio cemeteries\u2014to contain tested confirmations of coronavirus infection. Since death certificates are often published before results of Covid-19 tests are made available, families of infected victims will have to take it upon themselves to visit a notary office to rectify the cause of death with the City government. Few are expected to go to the trouble.<\/p>\n<p>The City&#8217;s new reporting methods will also cease to separate the number of Covid-19 deaths by neighborhood, compromising the widespread <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">efforts underway by community-based groups at prevention and mitigation<\/a>.<\/p>\n<h3><strong>In Line with the President<\/strong><\/h3>\n<p>The changes took place after Crivella met with President <a href=\"https:\/\/bit.ly\/34Zkb8A\" target=\"_blank\" rel=\"noopener noreferrer\">Jair Bolsonaro<\/a>, in Brasilia. At the start of the pandemic, the mayor\u2019s office had shown itself to be aligned with Rio Governor <a href=\"http:\/\/bit.ly\/2Y57Azm\" target=\"_blank\" rel=\"noopener noreferrer\">Wilson Witzel<\/a>\u00a0in opting to impose restrictive measures to combat the Covid-19 pandemic in Rio de Janeiro.<\/p>\n<p>However, <a href=\"https:\/\/glo.bo\/2ZvmMpQ\" target=\"_blank\" rel=\"noopener noreferrer\">following the meeting with President Bolsonaro<\/a> on May 21, Crivella <a href=\"https:\/\/glo.bo\/2B3KMGy\" target=\"_blank\" rel=\"noopener noreferrer\">told reporters outside the Presidential Palace<\/a> that he was looking to reopen businesses. \u201cTomorrow I am submitting, to my scientific council, the whole plan that I developed with business executives from all sectors that have been left at a standstill.\u201d On the same day, the Rio Covid-19 Monitoring Dashboard stopped registering deaths from the pandemic in Rio de Janeiro.<\/p>\n<p><em><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-panel-screenshot.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-content wp-image-59890\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-panel-screenshot-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-panel-screenshot-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Covid-19-panel-screenshot-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/em><\/p>\n<p>In a <a href=\"https:\/\/bit.ly\/2A8p9V7\" target=\"_blank\" rel=\"noopener noreferrer\">ministerial meeting on April 22<\/a>, of which a video was sent to the press in its entirety with the <a href=\"https:\/\/bit.ly\/3c8nAn7\" target=\"_blank\" rel=\"noopener noreferrer\">approval of Supreme Court Justice Jos\u00e9 Celso de Mello<\/a>, Bolsonaro openly asked ministers and other members of the government to highlight the comorbidities\u2014underlying health conditions\u2014of people dying from Covid-19 as opposed to only counting them as deaths from coronavirus.<\/p>\n<p>For the president, this \u201cdetail\u201d in the disclosure of the information will make a difference in the population\u2019s feelings of safety and fear concerning the coronavirus pandemic, which has already killed more than 24,000 Brazilians. With the decrease in fear, the government would send an image of having control over the health crisis, pressing state and municipal governments to end quarantine measures and resume economic activity.<\/p>\n<p>During the meeting, soon after a brief speech by then-Health Minister <a href=\"https:\/\/bit.ly\/2zsfYyV\" target=\"_blank\" rel=\"noopener noreferrer\">Nelson Teich<\/a>, Bolsonaro spoke of a call he had made to then-Director General of the Federal Highway Police (PRF) Adriano Marcos Furtado, as shown in the meeting&#8217;s transcript (see <a href=\"https:\/\/bit.ly\/2XwGJtE\" target=\"_blank\" rel=\"noopener noreferrer\">report No. 1242\/2020 of the National Institute of Forensics of the Federal Police<\/a>). The following dialogue is from page 33:<\/p>\n<blockquote><p><strong>Bolsonaro:<\/strong> \u201cIt came to my knowledge, a note, which was from him [Director-General of the Federal Highway Police], about the passing away of a patrol officer. And he emphasized that it was Covid-19. I called him. \u2018Please, what more? He was obese, was that it, was it?\u2019 \u2026 Well, he had, whats that thing called?&#8221;<\/p>\n<p><a href=\"https:\/\/bit.ly\/2M2rzHB\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Chief of Staff Walter Braga Netto<\/strong><\/a>, responds: \u201cLike\u2026 Comorbidities.\u201d<\/p>\n<p><strong>Bolsonaro<\/strong>, then, concludes: \u201cComorbidities. But there on his official note was only listed Covid-19. So we are going to alert whoever has the right, the respective ministry, that they can put down Covid-19, but [they should] also put down that they had fibrosis\u2026 loads of things, I don\u2019t understand this business. There were loads of things there, exactly so as not to scare the population. Because we see, an army sergeant died for example. Initially he is a healthy guy, right? A federal policeman, right? Whatever he is, and that there can\u2019t happen. Se we are asking you to take this care with your colleagues, right? Whoever has the right, the respective ministry, which has someone in charge of this, right? To take this due care to not scare the population even more.\u201d<\/p><\/blockquote>\n<p><em><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Text-from-transcript-of-release-cabinet-meeting.jpg\"><img decoding=\"async\" class=\"aligncenter size-content wp-image-59889\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Text-from-transcript-of-release-cabinet-meeting-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/em><\/p>\n<p><a href=\"https:\/\/glo.bo\/2XsaDzr\" target=\"_blank\" rel=\"noopener noreferrer\">According to <em>O Globo<\/em><\/a>, in Mayor Marcello Crivella\u2019s announcement to the press on May 22, the mayor justified the removal of the death count from the Rio de Janeiro Covid-19 Monitoring Dashboard with the example of an elderly patient, being treated for cancer, who contracts coronavirus in the hospital and dies. \u201cThe doctors disagree whether he died with or from Covid-19,\u201d said the mayor.<\/p>\n<p>Rio de Janeiro\u2019s Covid-19 Monitoring Dashboard then began to show only information about confirmed cases of coronavirus infection in the capital. The population thus lost access to data about the spread of deaths from the virus, in each neighborhood and the day on which they were registered.<\/p>\n<p>As reported by the newspaper <a href=\"https:\/\/glo.bo\/3ggTgdz\"><em>O Globo<\/em><\/a>, the monitoring dashboard had already undergone previous modifications. However, on the other occasions, the alterations were highlighted in a section on the portal, noting \u201crecords of adaptations made on March 30 and 31 and after on April and 15 and May 15,\u201d reporting the basis for each modification made. The exclusion of data about the death count was neither mentioned nor justified.<\/p>\n<p>Crivella said only, in a collective interview reported by <em><a href=\"https:\/\/glo.bo\/2XsaDzr\" target=\"_blank\" rel=\"noopener noreferrer\">G1<\/a><\/em>: \u201cwe are looking for information with other municipal governments and the Ministry for Health in order to update\u201d the dashboard.<\/p>\n<h3><strong>Other Data Sources<\/strong><\/h3>\n<p>Conversely, on May 22, the State Health Secretariat <a href=\"https:\/\/glo.bo\/2TDmd9C\" target=\"_blank\" rel=\"noopener noreferrer\">published a new evaluation<\/a> of the cases and deaths from the new coronavirus in Rio de Janeiro, revealing that the state had a record number of deaths in 24 hours and that the City of Rio had already counted 2,520 on May 19. Days later, on May 26 when the City relaunched its figures, declaring the number of deaths now at 1,801, the State government&#8217;s numbers for Rio had risen to 2,978.<\/p>\n<p>Owing to the <a href=\"https:\/\/bit.ly\/2zEzJmg\" target=\"_blank\" rel=\"noopener noreferrer\">instability of the data<\/a> made available by the municipal government, the favela-based newspaper <a href=\"http:\/\/bit.ly\/2JhMwyE\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Voz das Comunidades<\/em><\/a>, which produces the <a href=\"https:\/\/bit.ly\/3dsQQX3\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 in Favelas Dashboard<\/a>, had already begun cross-checking the records of deaths and confirmed cases. On April 10, the outlet began comparing data from the City Monitoring Dashboard with data from the State Government of Rio de Janeiro and from the <a href=\"http:\/\/bit.ly\/2NTglXI\" target=\"_blank\" rel=\"noopener noreferrer\">Family Health Clinics<\/a> in favelas to which the newspaper has access.<\/p>\n<p>According to the <a href=\"https:\/\/bit.ly\/3dsQQX3\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 in Favelas Dashboard<\/a>, on May 26, 871 infected residents and 203 deaths were registered in Rio de Janeiro\u2019s favelas.\u00a0According to <a href=\"https:\/\/bit.ly\/3er6GC5\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Voz das Comunidades<\/em><\/a>&#8216; survey, 29 new cases were confirmed in Rio de Janeiro\u2019s favelas and there was one death in the last 24 hours. The <a href=\"https:\/\/bit.ly\/3er6GC5\">death they registered<\/a> today comes from Rocinha\u2019s Family Clinic.<\/p>\n<p><a href=\"https:\/\/bit.ly\/2zEzJmg\" target=\"_blank\" rel=\"noopener noreferrer\">In a survey by <em>RioOnWatch<\/em><\/a> on May 13, using the dashboards developed by favela groups, hospitals, and through our own networks, we reported that at least 31 favelas registered Covid-19 cases, many of which had gone unreported by the City&#8217;s Covid-19 Monitoring Dashboard. Since then, we have already confirmed three more communities in Jacarepagu\u00e1 (Monte Castelo, Francisco de Assis, and the community Antiga Creche in Col\u00f4nia Juliano Moreira), for a total of 34 impacted communities.<\/p>\n<p><em><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/May-26-covid-favelas-tracker-voz.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-59893 size-content\" title=\"Panel produced by Voz das Comunidades\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/May-26-covid-favelas-tracker-voz-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/May-26-covid-favelas-tracker-voz-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/May-26-covid-favelas-tracker-voz-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/em><\/p>\n<h3><strong>Relaxation of Preventative Measures in Rio de Janeiro<\/strong><\/h3>\n<p>The mayor announced on May 25 that he will <a href=\"https:\/\/glo.bo\/2XAa5aE\" target=\"_blank\" rel=\"noopener noreferrer\">publish a decree<\/a> establishing measures for the reopening and running of temples and churches.
