Food Sovereignty in Favelas During the Pandemic.\u201d The event\u2019s six speakers, all involved in <a href=\"http:\/\/bit.ly\/3246r9X\" target=\"_blank\" rel=\"noopener noreferrer\">food sovereignty<\/a> activism and initiatives in favelas and with movements of small farmers, spoke about the impact of the pandemic in favelas and how, in turn, it affects access to good, healthy food. In total, 110 people participated in the meeting via Zoom, with over 1000 tuning in on Facebook Live.<\/p>\n<p>The special guests were: Regina Tchelly, founder of <a href=\"http:\/\/bit.ly\/2RUAiAK\" target=\"_blank\" rel=\"noopener noreferrer\">Favela Org\u00e2nica<\/a>\u00a0and resident of the favela of <a href=\"http:\/\/bit.ly\/318eRgM\" target=\"_blank\" rel=\"noopener noreferrer\">Babil\u00f4nia<\/a>, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>; Susana Padr\u0101o, nutritionist, president of the <a href=\"https:\/\/bit.ly\/2XcA2hB\" target=\"_blank\" rel=\"noopener noreferrer\">National Council for Food and Nutritional Security<\/a>, and collaborator at the environmental education community space <a href=\"https:\/\/bit.ly\/2M8dyrL\" target=\"_blank\" rel=\"noopener noreferrer\">Espa\u00e7o Formiga Verde<\/a>, in the favela of <a href=\"https:\/\/bit.ly\/36CcCW0\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Formiga<\/a> in Rio\u2019s <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>; Cristina Flores, a member of the <a href=\"https:\/\/bit.ly\/3ewleQQ\" target=\"_blank\" rel=\"noopener noreferrer\">Small Farmers&#8217; Movements<\/a> in Rio de Janeiro; Fernanda Savicki, agronomist and researcher in public health at <a href=\"https:\/\/bit.ly\/2WWkKw0\" target=\"_blank\" rel=\"noopener noreferrer\">Fiocruz<\/a> and vice-president of the <a href=\"https:\/\/bit.ly\/3etfC9L\" target=\"_blank\" rel=\"noopener noreferrer\">Brazilian Agroecology Association<\/a>, from Mato Grosso do Sul; Valdirene Milit\u00e3o, educator and researcher in the Economy of Popular Sectors at the <a href=\"https:\/\/bit.ly\/36Gmiic\" target=\"_blank\" rel=\"noopener noreferrer\">Fiocruz&#8217;s Mata Atl\u00e2ntica Campus<\/a> in <a href=\"http:\/\/bit.ly\/2X7z4jf\" target=\"_blank\" rel=\"noopener noreferrer\">Jacarepagu\u00e1<\/a>, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>, originally from the favela of <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9<\/a>, in the city\u2019s North Zone; and Luis Cassiano, whose green roof initiative, <a href=\"http:\/\/bit.ly\/2qQUVkJ\" target=\"_blank\" rel=\"noopener noreferrer\">Teto Verde Favela<\/a>, involves over fifty species on his rooftop in the North Zone favela of <a href=\"http:\/\/bit.ly\/33uOYrJ\" target=\"_blank\" rel=\"noopener noreferrer\">Parque Arar\u00e1<\/a>.<\/p>\n<p>Regina Tchelly kicked off the roundtable emphasizing the value of self-compassion during these difficult times, encouraging each member of the virtual audience to give themselves a hug: \u201cNot being able to hug, to look into people\u2019s eyes, is proving to be a big challenge,&#8221; said Tchelly. &#8220;We work with the life cycle, taking care from the inside out.\u201d<\/p>\n<p>The exchange was designed to address concerns over favela residents&#8217; access to sound nutrition during the pandemic. With the onset of government-mandated quarantine measures and looming national recession, many have found themselves out of work and <a href=\"https:\/\/bit.ly\/3eaJJUp\" target=\"_blank\" rel=\"noopener noreferrer\">struggling to put food on the table<\/a>.<\/p>\n<p>In the face of these issues, popular initiatives have encouraged the consumption of homegrown crops and the full use of food. Some have even brought agro-ecological foods to the populations of the favelas and urban peripheries. The evening\u2019s speakers discussed these movements in the context of food sovereignty, family farming, and rural-urban interconnectedness, all the while denouncing the agribusiness industry.<\/p>\n<h3>Access to Healthy Food Exacerbated by Pandemic and Bolsonaro<\/h3>\n<p>Susana Padr\u0101o, president of the National Council for Food and Nutritional Security (<a href=\"https:\/\/bit.ly\/2XcA2hB\" target=\"_blank\" rel=\"noopener noreferrer\">CONSEA<\/a>), spoke about how food security has been threatened since the start of <a href=\"https:\/\/bit.ly\/2XUjE4H\" target=\"_blank\" rel=\"noopener noreferrer\">Jair Bolsonaro<\/a>\u2019s presidency in 2019, long before the coronavirus pandemic hit Brazil: \u201cCONSEA is a the national council for food and nutrition security. It has existed since the beginning of 2003 [Lula] administration but was terminated on the first day of President Bolsonaro\u2019s government. We no longer have a CONSEA here that organizes food security actions in the country.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/veneno2.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-60142 size-content\" title=\"Food Sovereignty Teach-in\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/veneno2-620x264.png\" alt=\"Food Sovereignty Teach-in\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/veneno2-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/veneno2-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Cristina Flores added that Brazil has found itself on the brink of socio-economic crisis, with the &#8220;<a href=\"http:\/\/bit.ly\/2WPM0ue\" target=\"_blank\" rel=\"noopener noreferrer\">intensification of the class struggle<\/a>, not only with Dilma\u2019s coup but with Bolsonaro\u2019s election, whose first measures were the termination of CONSEA and the withdrawal of funds from projects that brought healthy food to the lower classes.\u201d<\/p>\n<p>Both Flores and Padr\u00e3o noted that one way this healthy food had reached the lower classes was through schools and daycare centers. Flores added, however, that state and city governments had never managed to <a href=\"https:\/\/bit.ly\/2M9bWxN\" target=\"_blank\" rel=\"noopener noreferrer\">spend the requisite 30%<\/a> of funds received for school and daycare center meals on items from family farms. This process \u201cbecomes even more difficult in this situation of <a href=\"https:\/\/bit.ly\/2RoXViS\" target=\"_blank\" rel=\"noopener noreferrer\">isolation,<\/a>\u201d said Padr\u00e3o.<\/p>\n<h3>Combating the Harmful Effects of Agribusiness With Family Farms<\/h3>\n<p>Fernanda Savicki addressed another challenge to food sovereignty: \u201cUltra-processed consumption and ready-made foods, they are not real food. They are the fruits of the food and pharmaceutical agro-chemical industry.\u201d<\/p>\n<p>\u201cA kilogram of onions and garlic is more expensive than buying ready-made seasoning that\u2019s full of sodium and coloring. How can we talk about healthy consumption if the industry, agribusiness, produces cheaper products? Agribusiness can only produce cheaply because it has subsidies and many government tax benefits,\u201d said Flores.<\/p>\n<p>To combat the harm of agribusiness, supporting family farming is essential and can even influence <a href=\"https:\/\/bit.ly\/2X7tSzQ\" target=\"_blank\" rel=\"noopener noreferrer\">government policies<\/a>, asserted Savicki: \u201cWhat I put on my plate reflects the types of policies that I want the State to subsidize or strengthen. If I choose to buy food at the supermarket and not at the <em>feira<\/em> [open-air market], I am driving a certain type of consumer policy in Brazil. If I choose to buy at the <em>feira<\/em> food which comes from family farms, locally, without pesticides, agro-ecologically produced, respecting gender and generation issues, which is organized in a network, which has the possibility of bringing together different groups, this has an impact on policies.\u201d<\/p>\n<p>In an effort to strengthen family farming and link the efforts of rural farmers to those of urban workers, Flores stated that the small farmers movement initiative, <a href=\"https:\/\/bit.ly\/3ewleQQ\" target=\"_blank\" rel=\"noopener noreferrer\">Movimento dos Pequenos Agricultores<\/a>, in Rio started \u201ca solidarity network that mobilizes these healthy foods produced by the rural and urban working classes for the favelas.\u201d<\/p>\n<h3>Leveraging Green Spaces and Community Organizing<\/h3>\n<p>In the face of job and <a href=\"https:\/\/bit.ly\/39o3W5x\" target=\"_blank\" rel=\"noopener noreferrer\">income loss<\/a> due to the pandemic, Luis Cassiano praises the idea of healthy food initiatives but laments that now, \u201cPeople are in a race against hunger.&#8221; Noting families&#8217; urgency in collecting the <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">basic food baskets that local initiatives began distributing<\/a> at the beginning of the pandemic, he added &#8220;it is very sad to see [people] like this.\u201d<\/p>\n<p>Tchelly adds that while the food parcels may help favela residents in the short-term, \u201cit\u2019s necessary to have continuity. I don&#8217;t work to end hunger today; I work to give you the resources for you to continue having healthy food.\u201d Tchelly\u2019s initiative, <a href=\"http:\/\/bit.ly\/2D7aVDm\" target=\"_blank\" rel=\"noopener noreferrer\">Favela Org\u00e2nica<\/a>, seeks to raise residents&#8217; awareness of each stage of the food cycle, thus creating a culture of the full utilization of food to combat hunger and waste.<\/p>\n<p>Several of the speakers discussed the importance of autonomy and of <a href=\"http:\/\/bit.ly\/2WPq6Y2\" target=\"_blank\" rel=\"noopener noreferrer\">community organizing<\/a>, stating that residents of favelas must have the resources to continue providing healthy food for themselves, their families, and their communities. Speakers shared the concrete ways in which their initiatives\u2014most of them active before the pandemic\u2014dealt with the challenges of food justice.<\/p>\n<p>Padr\u00e3o agreed with Tchelly, saying that the question of autonomy was &#8220;very important, so <a href=\"https:\/\/bit.ly\/2XB1HrG\" target=\"_blank\" rel=\"noopener noreferrer\">people are able to produce and cook their own food<\/a>. We encourage that. My job at <a href=\"https:\/\/bit.ly\/36CcCW0\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Formiga<\/a> is to make sure that agro-ecology can be spread and work as a feeding mechanism. Adequate and healthy food is a human right that must be met by the <a href=\"http:\/\/bit.ly\/38STkfm\" target=\"_blank\" rel=\"noopener noreferrer\">State<\/a>. And everyone must have permanent access to food.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Food-Sovereignty-LIVE-shirt-e1590681943827.png\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" class=\"aligncenter wp-image-59916 size-content\" title=\"Food Sovereignty LIVE: shirt- if it comes in a box, it\u2019s not real food\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/05\/Food-Sovereignty-LIVE-shirt-e1590681943827-620x264.png\" alt=\"Food Sovereignty LIVE\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Food-Sovereignty-LIVE-shirt-e1590681943827-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/05\/Food-Sovereignty-LIVE-shirt-e1590681943827-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In line with Flores&#8217; and Padr\u0101o\u2019s comments on agribusiness, Valdirene Milit\u00e3o showed the front of her shirt, which had written on it, \u201cif it comes in a box, it\u2019s not real food.\u201d<\/p>\n<p>\u201cAlthough the biggest difficulty with urban agriculture is the land, we have a project in the field with our group that [works with] the leveraging of these territories. There were people with space that had enormous potential but had no idea that it was possible,\u201d she said.<\/p>\n<p>Cassiano, who founded the green roof project <a href=\"http:\/\/bit.ly\/2qQUVkJ\" target=\"_blank\" rel=\"noopener noreferrer\">Teto Verde<\/a> in 2013, turning his own <a href=\"https:\/\/bit.ly\/2MbAqGJ\" target=\"_blank\" rel=\"noopener noreferrer\"><em>laje<\/em><\/a> (cement rooftop) into a green oasis in the middle of the favela, said he began \u201cbecause of the heat I felt inside the house. But now, I am more concerned with food crops than ornamentals. The roof is not big, but we do what we can to find space. Everyone who plants knows: every bit of space is important.\u201d<\/p>\n<p>Tchelly ended the talk with a call to action, affirming that \u201cthe collective can make a difference. Never before have we needed to come together, to work together.
