{"id":60015,"date":"2020-06-17T21:46:40","date_gmt":"2020-06-18T00:46:40","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=60015"},"modified":"2020-07-02T11:58:40","modified_gmt":"2020-07-02T14:58:40","slug":"activists-and-communicators-discuss-police-operations-in-favelas-during-the-pandemic","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=60015","title":{"rendered":"Activists and Communicators Discuss &#8216;Police Operations in Favelas During the Pandemic&#8217;"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><em><a href=\"https:\/\/bit.ly\/3dQyAGJ\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/em><\/strong><\/p>\n<p><em><i data-stringify-type=\"italic\">This is our latest article on the\u00a0<\/i><i data-stringify-type=\"italic\"><a class=\"c-link\" href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"slack-kit-tooltip\">new coronavirus as it impacts Rio de Janeiro\u2019s favelas<\/a>.\u00a0<\/i><\/em><\/p>\n<p><span style=\"font-weight: 400;\">On May 28, Rio de Janeiro&#8217;s branch of Brazil&#8217;s national health institute, <a href=\"http:\/\/bit.ly\/2xkpjBD\" target=\"_blank\" rel=\"noopener noreferrer\">Fiocruz<\/a>, through their new platform <a href=\"https:\/\/bit.ly\/3dECjrS\" target=\"_blank\" rel=\"noopener noreferrer\">Cidades em Movimento: Construindo Territ\u00f3rios Saud\u00e1veis<\/a> (Cities in Motion: Building Healthy Territories), hosted a live YouTube discussion on the topic of \u201c<a href=\"https:\/\/bit.ly\/30k6CQP\" target=\"_blank\" rel=\"noopener noreferrer\">Police Operations During the Pandemic<\/a>.&#8221; The event&#8217;s three speakers expounded on current trends. Just as the <a href=\"https:\/\/bit.ly\/2WuDWCD\" target=\"_blank\" rel=\"noopener noreferrer\">coronavirus pandemic sweeps across Rio&#8217;s favelas<\/a>, a coinciding <\/span><a href=\"https:\/\/bit.ly\/3dbvPA8\" target=\"_blank\" rel=\"noopener noreferrer\">rise in police violence<\/a> unmasks the political structure that ensures that favela residents, primarily low-income and <a href=\"https:\/\/bit.ly\/3gIMQEc\" target=\"_blank\" rel=\"noopener noreferrer\">black<\/a>, are systematically <a href=\"http:\/\/bit.ly\/2TDjXhN\" target=\"_blank\" rel=\"noopener noreferrer\">excluded<\/a> and <a href=\"https:\/\/bit.ly\/2WNVzNz\" target=\"_blank\" rel=\"noopener noreferrer\">eliminated by the government<\/a>.<\/p>\n<p><span style=\"font-weight: 400;\">F\u00e1bio Ara\u00fajo, sociologist and researcher with <a href=\"http:\/\/bit.ly\/2N57tLT\" target=\"_blank\" rel=\"noopener noreferrer\">Fiocruz\u2019s Social Cooperation branch<\/a>, moderated the event, which featured<\/span><span style=\"font-weight: 400;\"> speakers Cec\u00edlia Olliveira, editor of <em><a href=\"http:\/\/bit.ly\/2yYydLk\" target=\"_blank\" rel=\"noopener noreferrer\">The Intercept Brasil<\/a><\/em> and creator of the <a href=\"https:\/\/bit.ly\/2Me0OA1\" target=\"_blank\" rel=\"noopener noreferrer\">Fogo Cruzado<\/a> (Crossfire) shootings monitoring platform; Irene Maestro Guimar\u00e3es, a lawyer and activist with the <a href=\"https:\/\/bit.ly\/2Ubxr5v\" target=\"_blank\" rel=\"noopener noreferrer\">Luta Popular<\/a> (Popular Struggle) housing rights group in <a href=\"http:\/\/bit.ly\/2KVmAZH\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Paulo<\/a>; and Raull Santiago, co-founder of <a href=\"http:\/\/bit.ly\/2ZlARX7\" target=\"_blank\" rel=\"noopener noreferrer\">Coletivo Papo Reto<\/a> (Straight Talk Collective), a human rights and information-exchange network in the favelas of <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo de Alem\u00e3o<\/a> and <a href=\"http:\/\/bit.ly\/34AR8ac\" target=\"_blank\" rel=\"noopener noreferrer\">Penha<\/a> in Rio de Janeiro\u2019s <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>.<\/span><\/p>\n<p>The discussion centered on how <a href=\"https:\/\/bit.ly\/3dbvPA8\" target=\"_blank\" rel=\"noopener noreferrer\">State-sponsored violence has exacerbated favelas&#8217; Covid-19 reality<\/a>, ranging from discussions on the violence of state-level police operations (69 people were killed in Rio de Janeiro police operations <a href=\"https:\/\/bit.ly\/3gRX7xZ\" target=\"_blank\" rel=\"noopener noreferrer\">between March 15 and May 19<\/a>) and its effects on access to healthcare, to national-level politics and their effects on security policies. Participants also highlighted the critical role of <a href=\"https:\/\/bit.ly\/2Xa8fyp\" target=\"_blank\" rel=\"noopener noreferrer\">communication in favelas<\/a>.<\/p>\n<h3><span style=\"font-weight: 400;\"><b>Coronavirus in the Favelas<\/b><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Commenting on the pandemic&#8217;s effects on the favelas, Cec\u00edlia Olliveira led the talk, noting that the crisis &#8220;hits the same people as always, just much harder. People from a certain social class, people of a certain race, who live in certain places, who are always far from the city center, in peripheral neighborhoods or favelas. We are always talking about the deaths of the same people.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Irene Maestro agreed that ultimately coronavirus has not brought anything new to the favelas, <a href=\"http:\/\/bit.ly\/2WPO1Xk\" target=\"_blank\" rel=\"noopener noreferrer\">a portion of the population that has always faced violence<\/a> and the deprivation of basic <a href=\"http:\/\/bit.ly\/2QPEuy2\" target=\"_blank\" rel=\"noopener noreferrer\">rights<\/a>. She pointed out the government\u2019s failure to take responsibility\u00a0and <a href=\"https:\/\/bit.ly\/3drlK1L\" target=\"_blank\" rel=\"noopener noreferrer\">provide adequate health coverage in such vulnerable areas<\/a>, calling this a <a href=\"https:\/\/bit.ly\/2BsQ8et\" target=\"_blank\" rel=\"noopener noreferrer\">genocide<\/a>. In response to the public health recommendation that staying home is the best way to combat the spread of the virus, Maestro argued that this idea presents <\/span>favela residents with <a href=\"https:\/\/bit.ly\/2RoXViS\" target=\"_blank\" rel=\"noopener noreferrer\">a fatal dilemma<\/a>. \u201cPeople are forced to leave their homes in order to not die of <a href=\"https:\/\/bit.ly\/3eaJJUp\" target=\"_blank\" rel=\"noopener noreferrer\">hunger<\/a>,\u201d she said. \u201cIt\u2019s die of hunger at home or die of coronavirus outside. The truth is it isn\u2019t a choice. It&#8217;s pushing people toward death.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-1.png\" target=\"_blank\" rel=\"noopener noreferrer\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-60030 size-content\" title=\"Irene Maestro of Luta Popular, in S\u00e3o Paulo\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-1-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-1-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-1-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Atop these health challenges, violent police operations in the favelas have continued. For Raull Santiago, this amounts to an exclusionary form of <a href=\"http:\/\/bit.ly\/2Lryeg8\" target=\"_blank\" rel=\"noopener noreferrer\">public safety<\/a>. \u201cIt\u2019s a privileged safety, a white safety, which in practice shows that there is nothing public about it.\u201d Regarding the <a href=\"http:\/\/bit.ly\/38STkfm\" target=\"_blank\" rel=\"noopener noreferrer\">historical lack of State support in favelas<\/a>, made even more apparent during the pandemic, the activist added, \u201cWhen [the State] is present, its presence is extremely violent.\u201d<\/span><\/p>\n<h3><b>A New Police State<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Maestro spoke of <\/span><a href=\"https:\/\/glo.bo\/3gVRMWo\" target=\"_blank\" rel=\"noopener noreferrer\">two recent<\/a> particularly violent police operations in S\u00e3o Paulo, <a href=\"https:\/\/bit.ly\/3gVqNKB\" target=\"_blank\" rel=\"noopener noreferrer\">both of which<\/a> lacked evidence against the supposed criminals, and added that the pandemic had changed certain public procedures that could worsen human rights violations. \u201cHere in S\u00e3o Paulo, they have begun to allow the burial of bodies <a href=\"https:\/\/bit.ly\/3cG6OMM\" target=\"_blank\" rel=\"noopener noreferrer\">without death certificates<\/a>,\u201d said Maestro. \u201cThis is a relaxation [of the procedure] that they have created in order to perpetuate genocide without further complications.\u201d<\/p>\n<p><span style=\"font-weight: 400;\">For Olliveira, a key factor is that, with the <a href=\"https:\/\/bit.ly\/3gRgreP\" target=\"_blank\" rel=\"noopener noreferrer\">press busy covering the pandemic<\/a>, the government and the police have been given more leeway. Expressing concern over the fact that the 2018 elections saw a drastic increase in the <a href=\"https:\/\/glo.bo\/2Y0Crv3\" target=\"_blank\" rel=\"noopener noreferrer\">number of military personnel elected to public office<\/a>, Olliveira noted that a number of challenges favelas face right now are the result of the strong military presence in government. \u201cThere isn\u2019t even time to blink,\u201d she lamented.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-2.png\" rel=\"noopener noreferrer\"><img decoding=\"async\" class=\"aligncenter wp-image-60031 size-content\" title=\"Cecilia Olliveira of The Intercept Brasil and Fogo Cruzado\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-2-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-2-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-2-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3><b>Covid-19: A Democratic Virus?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">When F\u00e1bio Ara\u00fajo questioned the supposed &#8220;democratic&#8221; nature of Covid-19, Santiago responded by pointing to fundamental <a href=\"http:\/\/bit.ly\/2WPM0ue\" target=\"_blank\" rel=\"noopener noreferrer\">inequalities<\/a> in Brazilian society. H<\/span>e explained how guidance promoted by the WHO, like hand-washing, cannot always be followed in favelas, where <a href=\"https:\/\/bit.ly\/2UOjN82\" target=\"_blank\" rel=\"noopener noreferrer\">access to running water and other basic services is often unreliable<\/a>.<span style=\"font-weight: 400;\"> \u201cWe are in the same sea, but we aren\u2019t in the same boat,\u201d said the activist.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Santiago explained the challenges that the health system is facing, including <a href=\"http:\/\/bit.ly\/2WOboAg\" target=\"_blank\" rel=\"noopener noreferrer\">stigmatization<\/a> and a lack of State support. \u201cWith or without the pandemic, we were already sick,\u201d he noted. \u201cMinimum health coverage isn\u2019t a guarantee.\u201d This situation is exacerbated by police violence <a href=\"https:\/\/bit.ly\/2XZmUvq\" target=\"_blank\" rel=\"noopener noreferrer\">preventing people from accessing health care<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Olliveira addressed some of the major shortcomings in the government\u2019s response to the pandemic, examining the <a href=\"https:\/\/bit.ly\/3ene3u7\" target=\"_blank\" rel=\"noopener noreferrer\">underreporting of cases<\/a> and the refusal to publish statistics based on race. Still, she said, the virus&#8217; disproportionate effect on black favela residents can be easily verified. Drawing on the link between race and formal education levels in Brazil, Olliveira pointed to a <a href=\"https:\/\/glo.bo\/3dEToC0\" target=\"_blank\" rel=\"noopener noreferrer\">recent study<\/a> conducted by Rio de Janeiro&#8217;s Pontifical Catholic University (PUC-Rio), showing that<\/span> black and brown Brazilians without schooling are nearly four times more likely to die of Covid-19 than whites with a college education. Public data, however, obscures this phenomenon. \u201cAs long as they can make it more complicated, they will,\u201d explained Olliveira.<\/p>\n<h3><b>Importance of Communication Networks<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Santiago,\u00a0<\/span>who works in communication and community journalism through Coletivo Papo Reto, raised the <span style=\"font-weight: 400;\">importance of these tools. Referencing the high levels of inequality that exist throughout Brazil and the donations his organization has received from around the country, Santiago concluded that <\/span><span style=\"font-weight: 400;\">\u201cWe need to incentivize decentralized solidarity.\u201d He also emphasized the need for care in communication: \u201cOur words need to have empathy, they need to be careful, they need to be precise, and they need to be well-thought-out.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-3.png\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-60032 size-content\" title=\"Raull Santiago of Coletivo Papo Reto\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-3-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-3-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Activists-Get-Together-for-LIVE-to-Debate-Police-Operations-in-Favelas-During-the-Pandemic-3-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Olliveira agreed, underscoring the importance of accurate and responsible reporting for such important topics, citing <em>RioOnWatch\u2019s<\/em> article &#8220;<\/span><a href=\"https:\/\/bit.ly\/361lDHQ\" target=\"_blank\" rel=\"noopener noreferrer\">7 Mistakes Made by Journalists Covering Coronavirus in Favelas<\/a>&#8221; <span style=\"font-weight: 400;\">to demonstrate common flaws in mainstream media&#8217;s portrayal of favelas amid the pandemic. The sum of the mistakes cited in the article, said Olliveira, &#8220;reaffirms that local communication is extremely important.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Maestro added to this point by noting that the government\u2019s statements about the virus demonstrate a lack of understanding of the realities in favelas. From what she has seen in S\u00e3o Paulo, the <a href=\"https:\/\/bit.ly\/34xIHxh\" target=\"_blank\" rel=\"noopener noreferrer\">residents always end up providing the services<\/a> that <\/span>should be government&#8217;s responsibility.<\/p>\n<p><span style=\"font-weight: 400;\">In his closing remarks, Santiago put forth a call to action: \u201cIf you are able, if you have food, if you want to try to help someone, look around you.
