{"id":60222,"date":"2020-06-18T09:04:32","date_gmt":"2020-06-18T12:04:32","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=60222"},"modified":"2021-07-08T16:02:03","modified_gmt":"2021-07-08T19:02:03","slug":"between-the-virus-hunger-and-bullets-the-daily-chess-game-against-covid-19-in-the-favelas","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=60222","title":{"rendered":"Between the Virus, Hunger, and Bullets: The Daily Chess Game Against Covid-19 in the Favelas"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><em><a href=\"https:\/\/bit.ly\/2USJFjN\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/em><\/strong><\/p>\n<p><i data-stringify-type=\"italic\">This is our latest article on the\u00a0<\/i><i data-stringify-type=\"italic\"><a class=\"c-link\" href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"slack-kit-tooltip\">new coronavirus as it impacts Rio de Janeiro\u2019s favelas<\/a><\/i><i data-stringify-type=\"italic\">\u00a0and part of our\u00a0<\/i><a class=\"c-link\" href=\"https:\/\/bit.ly\/2QyzleH\" target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"slack-kit-tooltip\"><em>partnership with<\/em>\u00a0<em>The Rio Times<\/em><\/a><em>.\u00a0<i data-stringify-type=\"italic\">For the article as published in The Rio Times click\u00a0<a href=\"https:\/\/bit.ly\/2YPx8iv\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.<\/i><\/em><\/p>\n<p>On June 15, the state of Rio de Janeiro exceeded 80,000 confirmed <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19<\/a> cases and nearly 8,000 deaths, according to the <a href=\"https:\/\/bit.ly\/2YGn8rz\" target=\"_blank\" rel=\"noopener noreferrer\">State Health Secretariat<\/a>. 5,090 of these deaths occurred within the state&#8217;s capital city, Rio de Janeiro.<\/p>\n<p>Due to <a href=\"https:\/\/bit.ly\/2zEzJmg\" target=\"_blank\" rel=\"noopener noreferrer\">widespread underreporting<\/a> of the disease, especially in the city&#8217;s favelas, the number is undoubtedly much higher. A survey conducted by <a href=\"https:\/\/bit.ly\/3dMaEFx\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Voz das Comunidades<\/em><\/a> lists 15 areas monitored by the favela-based newspaper through publicly-available data. According to that conservative account, 1,832 residents have been infected with 397 cumulative deaths. Rio de Janeiro has 1018 favelas, according to the city\u2019s <a href=\"https:\/\/bit.ly\/2UKPOPe\" target=\"_blank\" rel=\"noopener noreferrer\">Pereira Passos<\/a> research institute. Very few are being monitored.<\/p>\n<figure id=\"attachment_60116\" aria-describedby=\"caption-attachment-60116\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Clarice-Lissovsky-11.jpg\" target=\"_blank\" rel=\"noopener noreferrer\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-60116 \" title=\"&quot;BLACK AND FAVELA LIVES MATTER&quot; Photo: Clarice Lissovsky\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Clarice-Lissovsky-11.jpg\" alt=\"\" width=\"620\" height=\"413\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Clarice-Lissovsky-11.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Clarice-Lissovsky-11-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Clarice-Lissovsky-11-768x511.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-60116\" class=\"wp-caption-text\">Photo: Clarice Lissovsky<\/figcaption><\/figure>\n<p>Despite facing this scenario of mourning and infection by the virus, black, poor, favela and peripheral residents of Rio occupied the streets for two consecutive Sundays to protest against racism. <a href=\"https:\/\/bit.ly\/3gIMQEc\" target=\"_blank\" rel=\"noopener noreferrer\">On May 31<\/a>, protestors gathered in front of the Pal\u00e1cio da Guanabara, the official residence of the governor, and shouted \u201cBlack Lives Matter!\u201d and \u201cFavela Lives Matter!\u201d<\/p>\n<p><a href=\"https:\/\/bit.ly\/2MNdrlL\" target=\"_blank\" rel=\"noopener noreferrer\">On June 7<\/a>, another antiracist protest organized by the <a href=\"https:\/\/bit.ly\/3dM4GnU\" target=\"_blank\" rel=\"noopener noreferrer\">Favela na Luta Movement<\/a>\u2014with the participation of associations from the peripheries and the black community\u2014again gathered nearly a thousand people to march down the city&#8217;s central Avenida Presidente Vargas. Protestors were forced to the streets by outrage, but also as part of a combination of factors: <a href=\"https:\/\/bit.ly\/2RoXViS\" target=\"_blank\" rel=\"noopener noreferrer\">social vulnerability<\/a> exacerbated by the public health and economic crises caused by the new coronavirus, in addition to <a href=\"https:\/\/bit.ly\/3dbvPA8\" target=\"_blank\" rel=\"noopener noreferrer\">unrelenting police violence in the favelas<\/a>, even amid the pandemic.<\/p>\n<p>Renata Trajano of <a href=\"https:\/\/bit.ly\/3fuiyDU\" target=\"_blank\" rel=\"noopener noreferrer\">Coletivo Papo Reto<\/a>\u00a0and the <a href=\"https:\/\/bit.ly\/2MJxAJw\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o Crisis Cabinet<\/a> said there is no such thing as \u201cthe favela not going to the streets\u201d when \u201cthe only certainty is death. We went to the streets because if you don\u2019t knock the system down, it ends up knocking you down.\u201d Rio favelas have experienced an increase, not a decrease, in police violence during the pandemic.<\/p>\n<p>In April, police operations increased by 27.9%, according to a <a href=\"https:\/\/bit.ly\/2XmFY6z\" target=\"_blank\" rel=\"noopener noreferrer\">report by the Security Observatories Network<\/a>. It is within this context of choosing between <a href=\"https:\/\/bit.ly\/2MNdrlL\" target=\"_blank\" rel=\"noopener noreferrer\">death by hunger, the virus, or police rifles<\/a>, that the favelas face an impasse amid the Covid-19 pandemic. <a href=\"https:\/\/bit.ly\/2WNVzNz\" target=\"_blank\" rel=\"noopener noreferrer\">In this equation<\/a> of fear, pain, and mourning, not occupying the streets due to the risk of infection is not an option, said community leaders.<\/p>\n<p>\u201cWhat\u2019s important today is to stay alive so that my favela can have rice and beans, because the State is not here, as usual,&#8221; explained Trajano. &#8220;The only thing that reaches the favela [coming] from the government is police firepower. If we\u2019re not out on the streets telling them to stop killing us, we\u2019ll be carting away bodies every day! Does the pandemic factor in my thinking? It does, but I have to think about how I&#8217;m going to survive first, about staying alive\u2026 so that afterward I can say I survived the pandemic.\u201d<\/p>\n<p>A mother and head of household, a black woman, a human rights activist, and a resident of <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>, in the <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, Trajano feels that \u201cbeing on the frontline of the fight against Covid-19\u201d is gratifying but also \u201cextremely painful.\u201d<\/p>\n<figure id=\"attachment_60163\" aria-describedby=\"caption-attachment-60163\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/voto-renata-trajano.jpeg\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-60163 size-large\" title=\"Renata Trajano during the May 31 protest. Photo: Raull Santiago<\/figcaption><\/figure>\n<p>Trajano leaves her house every day in order to register families for basic food stuffs donated by companies and civil society to the Complexo do Alem\u00e3o Crisis Cabinet. \u201cWe have a State that tells us to stay at home, but doesn\u2019t provide any assistance. And most of my favela is comprised of black women who are heads of households. The State is doing nothing\u2026 and still asks us to carry on <a href=\"https:\/\/bit.ly\/2ASQsTH\" target=\"_blank\" rel=\"noopener noreferrer\">at home while getting shot and killed<\/a>. It is collective negligence.\u201d<\/p>\n<p>On June 9, two days after participating in the antiracism protest in Rio, Trajano was stopped at a police checkpoint just as she was on her way to distribute food baskets in <a href=\"https:\/\/bit.ly\/2N2vVPb\" target=\"_blank\" rel=\"noopener noreferrer\">Morro dos Mineiros<\/a>, one of the favelas of Complexo do Alem\u00e3o.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Estava com minha bolsa portanto minhas armas, m\u00e1scaras, \u00e1lcool, planilhas impressas e canetas, estavamos com a camisa do <a href=\"https:\/\/twitter.com\/gabinetealemao?ref_src=twsrc%5Etfw\">@gabinetealemao<\/a> e devidamente equipados. We waited for the order to step out of the car, and then the police&#8217;s order for everyone to &#8220;have their documents in their hands.&#8221;<\/p>\n<p>I was carrying my purse and therefore my weapons: masks, hand sanitizer, printed spreadsheets, and pens. We were wearing the <a href=\"https:\/\/twitter.com\/gabinetealemao\">@gabinetealemao<\/a> t-shirt and with the correct equipment. I sent our location to the rest of the team, already at our meeting point.<\/p>\n<p>I was visibly irritated with the whole situation, rifles and pistols aimed at us as if we were criminals. Our only crime was leaving the house to do good for our people. After almost 20 minutes of them searching us, we were released.<\/p><\/blockquote>\n<p>Trajano said that surviving the government\u2019s systemic racism <a href=\"https:\/\/bit.ly\/2RoXViS\" target=\"_blank\" rel=\"noopener noreferrer\">doesn\u2019t allow for physical isolation or social distancing<\/a> in the day-to-day lives of favelas. \u201cYou can\u2019t just come here and execute 13 people and then tell me there was a shootout, because all the dead were shot in the back, in the head, or were stabbed to death. We are on the streets because there is a buildup of outrage,\u201d she declared. On May 15, State security forces <a href=\"https:\/\/bit.ly\/2ABSs2w\" target=\"_blank\" rel=\"noopener noreferrer\">killed 13 people<\/a> in Complexo do Alem\u00e3o, in an operation that lasted two hours.<\/p>\n<h3><strong>The Favela\u2019s Fight for Justice is Racial<\/strong><\/h3>\n<p><a href=\"http:\/\/bit.ly\/2YnSENW\" target=\"_blank\" rel=\"noopener noreferrer\">Gizele Martins<\/a>, journalist and member of the <a href=\"https:\/\/bit.ly\/2WntZq6\" target=\"_blank\" rel=\"noopener noreferrer\">Frente de Mobiliza\u00e7\u00e3o da Mar\u00e9<\/a> (Mar\u00e9 Mobilization Front), explained that the favela movement is fighting and protesting against racism, because the Covid-19 pandemic has shown just how little the government cares about the favela population. Their employers prefer that they work instead of protecting their lives at home,\u201d Martins highlighted.<\/p>\n<p>\u201cEven so, the state government with this so-called \u2018security\u2019 policy has not stopped killing our people from shooting towers, from helicopters, from armored vehicles and other weapons of war. This is a <a href=\"http:\/\/bit.ly\/2N3NY8L\" target=\"_blank\" rel=\"noopener noreferrer\">policy of genocide<\/a>: where there is a black body, the gunshots of this racist and fascist State, come to kill,\u201d protested Martins.<\/p>\n<p>She explained that <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">movements combating Covid-19<\/a> in the favelas have not changed their campaign. The <a href=\"https:\/\/bit.ly\/2KEJm6G\" target=\"_blank\" rel=\"noopener noreferrer\">request<\/a> made by leaders, collectives, community communicators, and residents continues to be that people follow the World Health Organization&#8217;s (WHO) recommendations: stay at home, if you can. At the antiracism protests, a committee from the organization, aside from instructing everyone to wear masks and use hand sanitizer, also took care to ensure that protestors kept 1-2 meters apart from each other.<\/p>\n<p><a href=\"https:\/\/bit.ly\/2WNVzNz\" target=\"_blank\" rel=\"noopener noreferrer\">The issue is that<\/a>: \u201cThe police want to kill us! Our population has no medical assistance, no tests, no food, no gas, no supplies, no homes because there\u2019s no money to pay rent. So we ask: How are we going to stay at home if we don\u2019t have one anymore? How are we supposed to wear masks if there are people who don\u2019t have money to buy food? We\u2019re experiencing complete chaos in the favelas and the peripheries. Not going to the streets was not an option. We had to go,\u201d said Martins.<\/p>\n<h3><strong>Black Lives Matter Because Favela Lives Matter<\/strong><\/h3>\n<p>The journalist&#8217;s declaration points to the State&#8217;s management of death, indicative of racism evident in the State&#8217;s <a href=\"http:\/\/bit.ly\/2MDm1V9\" target=\"_blank\" rel=\"noopener noreferrer\">necropolitics<\/a>. According to an analysis by <a href=\"https:\/\/bit.ly\/3dJXUz0\" target=\"_blank\" rel=\"noopener noreferrer\">Professor Silvio Almeida<\/a>, author of the book <a href=\"https:\/\/bit.ly\/37i757g\" target=\"_blank\" rel=\"noopener noreferrer\"><em>What Is Structural Racism?<\/em><\/a>, the pandemic has made visible and revealed to all how <a href=\"https:\/\/bit.ly\/3f3cjGQ\" target=\"_blank\" rel=\"noopener noreferrer\">racism organizes life in society<\/a>. One life is not worth more than another. No one has to die, but they\u2019re dying. These deaths are not in the wealthy buildings, they are mainly in the favelas, where there are black people,\u201d said Naldinho Louren\u00e7o, a photographer and resident of <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9<\/a> in the North Zone. He feels it\u2019s unsustainable for the State to further increase the lack of structure and the inequalities in areas whose existence is already denied.<\/p>\n<p>\u201cDue to the lack of government action even in the face of the pandemic, the favela is <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">creating survival strategies<\/a>: distributing food baskets, masks, and <a href=\"https:\/\/bit.ly\/2LlvnDb\" target=\"_blank\" rel=\"noopener noreferrer\">water to people<\/a>, things that are denied to the favela, because the only right that is given to us [by the State] is the rifle constantly aimed at us. We\u2019re on the streets because we must be, because the biggest complicating factor in the favela\u2019s struggle during the pandemic are these endless police operations,\u201d complained Louren\u00e7o.<\/p>\n<p>The pandemic created a chess game of survival that has left the black, poor residents of the favelas and peripheries with no choice. The <a href=\"https:\/\/bit.ly\/3gIMQEc\" target=\"_blank\" rel=\"noopener noreferrer\">first antiracism march in Rio de Janeiro<\/a> took place after a series of cases of <a href=\"https:\/\/bit.ly\/3dbvPA8\" target=\"_blank\" rel=\"noopener noreferrer\">young black people being killed in police operations<\/a> in the favelas, including: teenager <a href=\"https:\/\/bit.ly\/2Zm573X\" target=\"_blank\" rel=\"noopener noreferrer\">Jo\u00e3o Pedro Pinto Matos<\/a>, age 14, in <a href=\"https:\/\/bit.ly\/2WVQCm0\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Salgueiro<\/a>, <a href=\"http:\/\/bit.ly\/2LUU23h\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Gon\u00e7alo<\/a>; the <a href=\"https:\/\/bit.ly\/2ABSs2w\" target=\"_blank\" rel=\"noopener noreferrer\">massacre in Complexo do Alem\u00e3o<\/a> that left 13 young people dead; the case of <a href=\"https:\/\/glo.bo\/3ecFeI6\" target=\"_blank\" rel=\"noopener noreferrer\">Rodrigo Cerqueira<\/a>, killed during the distribution of basic food baskets in <a href=\"http:\/\/bit.ly\/2JpV3OV\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Provid\u00eancia<\/a>; and the death of another young adult, <a href=\"https:\/\/bit.ly\/2ASQsTH\" target=\"_blank\" rel=\"noopener noreferrer\">Jo\u00e3o Vitor Gomes da Rocha<\/a>, which occurred in a police shootout during another food basket distribution campaign in <a href=\"http:\/\/bit.ly\/2LNGKW2\" target=\"_blank\" rel=\"noopener noreferrer\">City of God<\/a>.<\/p>\n<figure id=\"attachment_60111\" aria-describedby=\"caption-attachment-60111\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Clarice-Lissovsky-5.jpg\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-60111 \" title=\"M\u00f4nica Cunha at the June 7 protest. Photo: Clarice Lissovsky<\/figcaption><\/figure>\n<p>\u201cWe decided to assemble this protest with all the security measures in mind, meeting the WHO\u2019s recommendations and [ensuring it was] peaceful, because what we want is to externalize our indignation with the number of people murdered in the favelas by Covid-19 or by gunshots. During these past few weeks, we\u2019ve seen many people die, even people who were delivering food to our people, delivering basic food baskets. We had to cry out! We had to say enough! And what else could we have done? We needed to be on the street, because the street is still a tool that creates more strength,\u201d said Louren\u00e7o.<\/p>\n<p>M\u00f4nica Cunha, coordinator and founder of <a href=\"http:\/\/on.fb.me\/1LbJlEx\" target=\"_blank\" rel=\"noopener noreferrer\">Movimento Moleque<\/a>, who <a href=\"http:\/\/bit.ly\/2ImU7d0\" target=\"_blank\" rel=\"noopener noreferrer\">lost her son to police violence<\/a>, said that in Brazil, like in the <a href=\"https:\/\/bit.ly\/2yVcmVx\" target=\"_blank\" rel=\"noopener noreferrer\">United States<\/a>, &#8220;black people also can\u2019t breathe,\u201d in reference to the murder of George Floyd. \u201cI can\u2019t breathe\u201d were Floyd\u2019s last words as he begged Minneapolis police officers for his life. She has been participating since the first #BlackLivesMatter antiracism protest on May 31.<\/p>\n<p>\u201cThe situation in the favelas and for black people because of the pandemic alone is total pandemonium in Rio. The case of George Floyd was just a catalyst, because the feeling here is the same: nobody in the favela can breathe because the State does not allow black people to grow and live,\u201d she explained. We went to the streets to scream because we want our black people alive! Despite the visibility and mobilization promoted by networks such as Twitter, the space on the streets must not be abandoned. Social media and the streets need to unite to expand their impact.<\/p>\n<p>\u201cWe tried. We held a virtual protest where we were able to mobilize the entire country, but it wasn\u2019t enough. We were wearing gloves and masks and using hand sanitizer, trying to protect ourselves by staying home, but we were forced to fight for our lives outside our homes to try to save our lives inside our homes, because the bullets and Covid-19 kept coming! For him, the street is the stage for claiming rights and shining the spotlight on the importance of the struggle. \u201cThis is why we went, during the first protest, where the governor lives, or supposedly lives. We had to go there to send a message. To say that we were there, but that we don\u2019t want to die. We live in the favela, but we don\u2019t want to die, man. If the governor doesn\u2019t listen to social media, we\u2019ll go to his doorstep and shout it.
