{"id":60347,"date":"2020-06-29T12:31:50","date_gmt":"2020-06-29T15:31:50","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=60347"},"modified":"2021-11-24T10:46:01","modified_gmt":"2021-11-24T13:46:01","slug":"the-sustainable-favela-networks-solar-working-group-debates-is-solar-energy-in-favelas-possible-video","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=60347","title":{"rendered":"&#8216;Is Solar Energy in Favelas Possible?&#8217; Debated by Rio&#8217;s Sustainable Favela Network [VIDEO]"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><em><a href=\"https:\/\/bit.ly\/3hQLpUN\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/em><\/strong><\/p>\n<p><em>This is our latest article on <a href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 and its impacts on favelas<\/a><\/em>\u00a0<em>and in the <a href=\"https:\/\/bit.ly\/TeachInsCovidInFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">series of Teach-Ins on Covid-19 in favelas<\/a><\/em>.<\/p>\n<p><span style=\"font-weight: 400;\">On June 10,<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">the <a href=\"http:\/\/bit.ly\/2PPjdT4\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Favela Network\u2019s (SFN)<\/a>* Solar Energy Working Group held an online teach-in <a href=\"https:\/\/bit.ly\/2YUFIMG\" target=\"_blank\" rel=\"noopener noreferrer\">&#8220;Is Solar Energy in Favelas Possible?&#8221;<\/a> Nine participants shared their experiences with an online audience of more than 100 people on Zoom, debating everything from technical information for installing solar panels in favelas to direct benefits for residents.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The roundtable discussion featured: Nat\u00e1lia Chaves, environmental scientist and member of the <\/span><span style=\"font-weight: 400;\">Rede Brasileira de Mulheres na Energia Solar <\/span><span style=\"font-weight: 400;\">(<a href=\"https:\/\/bit.ly\/3hGlTl3\" target=\"_blank\" rel=\"noopener noreferrer\">MESoL<\/a>, the <\/span><span style=\"font-weight: 400;\">Brazilian Network of Women in Solar Energy); Hans Rauschmayer, specialist in solar energy from <a href=\"http:\/\/bit.ly\/2Kl3Vp0\" target=\"_blank\" rel=\"noopener noreferrer\">Solarize<\/a>; Ot\u00e1vio Alves Barros, president of the Residents&#8217; Association of <a href=\"http:\/\/bit.ly\/361Rx5p\" target=\"_blank\" rel=\"noopener noreferrer\">Vale Encantado<\/a>, in <a href=\"https:\/\/bit.ly\/2YCX95S\" target=\"_blank\" rel=\"noopener noreferrer\">Alto da Boa Vista<\/a>; Adalberto Almeida, cofounder of <a href=\"http:\/\/bit.ly\/2SfVnB0\" target=\"_blank\" rel=\"noopener noreferrer\">RevoluSolar<\/a> in the communities of <a href=\"http:\/\/bit.ly\/318eRgM\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Babil\u00f4nia<\/a> and <a href=\"http:\/\/bit.ly\/2SJCnNh\" target=\"_blank\" rel=\"noopener noreferrer\">Chap\u00e9u Mangueira<\/a>, in Rio\u2019s <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>; Eduardo Avila, executive director of RevoluSolar; Henrique Drumond, cofounder and CEO of <a href=\"http:\/\/bit.ly\/2KguJqI\" target=\"_blank\" rel=\"noopener noreferrer\">Insolar<\/a>; Ver\u00f4nica Moura, Insolar ambassador in <a href=\"http:\/\/bit.ly\/2IlGx96\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Marta<\/a>, in the South Zone; Elma Maria da Silva de Alleluia, president of the NGO <a href=\"http:\/\/bit.ly\/2rBjmCt\" target=\"_blank\" rel=\"noopener noreferrer\">SER Alzira de Aleluia<\/a>, in <a href=\"http:\/\/bit.ly\/2SxloO8\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a>, also in the South Zone; and Alessandra Bi\u00e1, who leads the <\/span><span style=\"font-weight: 400;\">Escola Libert\u00e1ria de Artes <\/span><span style=\"font-weight: 400;\">(ELA, the <\/span><span style=\"font-weight: 400;\"><a href=\"http:\/\/bit.ly\/2QY5xI6\" target=\"_blank\" rel=\"noopener noreferrer\">Liberatory School of Arts<\/a>) in a traveling minibus that uses a solar panel to generate power, circulating through <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a>, in the <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The speakers had the opportunity to exchange experiences and discuss the main challenges for the adoption of solar energy in Rio\u2019s favelas. They revealed how their initiatives already provide practical examples of successes and how sustainable strategies can be combined and expanded to other communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Chaves mediated the conversation and began her presentation highlighting the importance of energy derived from less environmentally harmful sources, like solar. She added that, to achieve this transition to cleaner energy, \u201cwe must include social responsibility and diversity when we talk about sustainability.\u201d Chaves pointed to the <a href=\"https:\/\/bit.ly\/3dBEnzX\" target=\"_blank\" rel=\"noopener noreferrer\">United Nations<\/a>&#8216;\u00a0<a href=\"https:\/\/bit.ly\/2A6Vf3M\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Development Goals<\/a> (SDGs) as guidance for the fulfillment of three important goals: access to affordable and clean energy (SDG #7); inclusive, safe, resilient, and sustainable cities (SDG #11); and the fight against climate change (SDG #13).<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Panels-in-santa-marta.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-60350 size-full\" title=\"Solar panels installed in the favela of Santa Marta. Photo - Amaury Junior\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Panels-in-santa-marta.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Panels-in-santa-marta.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Panels-in-santa-marta-300x128.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<h3><b>Possible Experiences<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Rauschmayer, a pioneer in the promotion of solar energy in the city of Rio de Janeiro, emphasized the importance of the Sustainable Favela Network\u2019s Solar Energy Working Group, which brings together different experiences, reaping benefits from local to federal levels. He explained the technical aspects of constructing solar infrastructure and how these are handled in the processes and partnerships of his business, Solarize, whose main objective is to train specialized <\/span><span style=\"font-weight: 400;\">workforces<\/span><span style=\"font-weight: 400;\">. Rauschmayer pointed to an increase in this sector in Brazil, noting that \u201cwe have more than 300,000 solar installations since 2013, creating more than 100,000 jobs, and we still have more potential.\u201d He cited the example of the <a href=\"http:\/\/bit.ly\/1q7S5Bo\" target=\"_blank\" rel=\"noopener noreferrer\">Galp\u00e3o Bela Mar\u00e9<\/a> exhibition space, in Complexo da Mar\u00e9, which, after installing panels, has begun saving an approximate R$20,000 (US$3,739) per year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the subject of <a href=\"http:\/\/bit.ly\/30JQTZ8\" target=\"_blank\" rel=\"noopener noreferrer\">democratizing solar energy in the favelas<\/a>, Henrique Drumond from Insolar addressed how social businesses can focus on inclusion and facilitating access to this service in conjunction with the provision of environmental benefits. \u201cWhen you let someone generate their own energy, they can save on their energy bill and invest in the wellbeing of their family, in better food, education, etc.\u201d He finished off explaining how the partnerships are collaborative: \u201cwe talk with local leaders, we look to bring the training so that the residents themselves can carry out the installation, giving the maximum opportunity for them to set up their own business and take the technology and the knowledge for themselves.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/santa-marta-solar-panels-visible-from-satellites.png\"><img decoding=\"async\" class=\"aligncenter wp-image-60351 size-content\" title=\"The Santa Marta solar panels installed by InSolar are visible from satellites overhead\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/santa-marta-solar-panels-visible-from-satellites-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/santa-marta-solar-panels-visible-from-satellites-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/santa-marta-solar-panels-visible-from-satellites-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Drumond <a href=\"http:\/\/bit.ly\/2KguJqI\" target=\"_blank\" rel=\"noopener noreferrer\">cited Santa Marta<\/a> to exemplify how collaboration can grow and generate <\/span><span style=\"font-weight: 400;\">scalability<\/span><span style=\"font-weight: 400;\">. \u201cWe started with a pilot project in Santa Marta at the <a href=\"https:\/\/bit.ly\/37Fo43E\" target=\"_blank\" rel=\"noopener noreferrer\">Creche Mundo Infantil daycare center<\/a>,&#8221; said Drumond. &#8220;The second phase is local expansion in partnership with residents, including funding and donations. The last stage is democratization, when it gets to the families.\u201d Moura, an ambassador for Insolar in Santa Marta, emphasized that community leadership is important: \u201cThe residents did the research and the people decided which institutions would participate in the pilot project. We thought about it and built it together; the community is an important part of that renovation. We believe that other favelas can also have access to solar energy.\u201d<\/span><\/p>\n<h3>See featured slides <a href=\"https:\/\/bit.ly\/SolarNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>:<\/h3>\n<p><iframe src=\"https:\/\/docs.google.com\/presentation\/d\/e\/2PACX-1vTHDOetMQMSHVdsj9R3HaLIUon3g5XBgeFTHBXwpGCcO0s_TWM1TqgYWmRXh1yawxkkqzExXl13_GWD\/embed?start=false&amp;loop=false&amp;delayms=3000\" width=\"620\" height=\"377\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h3><b>Challenges &amp; Opportunities<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Almeida, cofounder of RevoluSolar, resident of Babil\u00f4nia, and one of the first to install solar panels in Rio\u2019s favelas, reported some of the problems that residents of favelas face, mainly in terms of <a href=\"http:\/\/bit.ly\/1jddfoq\" target=\"_blank\" rel=\"noopener noreferrer\">neglect from the private electric utility Light<\/a>. \u201cWhen there is a blackout and we call <a href=\"http:\/\/bit.ly\/2Rs7L2t\" target=\"_blank\" rel=\"noopener noreferrer\">Light<\/a>, they take hours and even days to show up. That&#8217;s when residents opt to informally siphon off the power supply, running a great risk of fires and burning out domestic appliances.\u201d He also pointed out the <a href=\"http:\/\/bit.ly\/1jddfoq\" target=\"_blank\" rel=\"noopener noreferrer\">high prices paid by families<\/a> in these communities and the difference in the services provided to residents of favelas compared to other neighborhoods in the city. Almeida asked why: \u201cWe have to wait for hours and days without a response from the energy utility that we pay. Do we only have the right to vote but don\u2019t have consumer rights just because we are favela residents?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Avila, also from RevoluSolar, explained that the charges on electric energy in favelas are high because they are based on estimates and not on real consumption. \u201cIt isn\u2019t just dissatisfaction with the quality of the service and with the price, but there is this feeling of injustice and powerlessness, which is very strong.\u201d Within this panorama, the organization aims to train residents as well as offer awareness-raising workshops for children, events, and research projects. It was through one of these research projects that the group found that Rio&#8217;s hillside favelas enjoy a privileged position for capturing and generating solar energy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Revolusolar-founders-rooftop.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-60352 size-content\" title=\"The founders of RevoluSolar\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Revolusolar-founders-rooftop-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Revolusolar-founders-rooftop-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Revolusolar-founders-rooftop-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today, the group <a href=\"http:\/\/bit.ly\/2HaiUQa\" target=\"_blank\" rel=\"noopener noreferrer\">works in the favelas of Babil\u00f4nia and Chap\u00e9u Mangueira<\/a> and is already preparing for a new initiative: the <a href=\"https:\/\/bit.ly\/2NiwDrE\" target=\"_blank\" rel=\"noopener noreferrer\">first solar energy cooperative<\/a> in Brazil\u2019s favelas. \u201cWe adopted shared generation, which is in harmony with the sense of cooperation and community in favelas. We already have equipment that partners are going to donate, but we are missing some supporters in order to take the next steps in this project.\u201d Avila invited potential partners to look for information and collaborate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The president of the Residents&#8217; Association of Vale Encantado, Alves shared an experience <a href=\"http:\/\/bit.ly\/1JK7H2c\" target=\"_blank\" rel=\"noopener noreferrer\">from his community<\/a> and emphasized how actions for saving energy can be developed little by little. \u201cOne of the initiatives is to start to save with a low-cost solar water heater [see image below]. It makes such a difference for your wallet, but people have no idea. If you are organized, you can save R$120 (US$22) per month on a R$300 (US$55) bill.\u201d For many people who still see solar energy as something expensive and elitist, Alves clarified that residents can start with materials that they have at home if they have the support of specialist groups.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Solar-panels-vale-encantado.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-60353 size-content\" title=\"Solar panels in Vale Encantado\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Solar-panels-vale-encantado-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Solar-panels-vale-encantado-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/Solar-panels-vale-encantado-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<h3><b>New Horizons<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In a minibus equipped with a solar panel, the <a href=\"http:\/\/bit.ly\/2QY5xI6\" target=\"_blank\" rel=\"noopener noreferrer\">ELA Liberatory School of Arts<\/a><\/span><span style=\"font-weight: 400;\"> travels around Complexo da Mar\u00e9, transporting not just culture and education, but also opening horizons and new possibilities for residents. Alessandra Bi\u00e1, the force behind the initiative, said: \u201cI\u2019m still delighted with this methodology and with solar energy coming together with the communities.\u201d She added, on the topic of interaction with residents: \u201cThe moto-taxi drivers are fascinated, and everyone dreams together. Everybody wants to be an electrician. They want to do courses and learn to use [solar energy], and the kids also want to understand how that works, and that&#8217;s really great,\u201d she concluded.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Escola-Libert\u00e1ria-de-Artes.-Foto-Facebook-ELA-264x264.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-60354 size-content\" title=\"The ELA minibus. Photo - Facebook\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/Escola-Libert\u00e1ria-de-Artes.-Foto-Facebook-ELA-264x264-264x264.jpg\" alt=\"\" width=\"264\" height=\"264\" \/><\/a>Silva says that the SFN Solar Energy Working Group was her way into being able to understand and take solar energy to the NGO <\/span><span style=\"font-weight: 400;\">Ser Alzira de Aleluia<\/span><span style=\"font-weight: 400;\"> in Vidigal. \u201cWith solar energy, people can leave behind the practice of siphoning energy off the grid, and trying to hide their consumption, reducing informality. Unity between communities is also very important. We need platforms to increase knowledge and understanding so that everyone can see that it is possible and viable.\u201d Silva thinks this is a moment of urgency and that the current pandemic can be a catalyst for the desire for change in favelas.<\/span><\/p>\n<h3><b>Questions from the Audience<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The online teach-in then opened up to audience members&#8217; questions about the use of solar energy. On the topic of the main bottlenecks for installing solar energy in favelas, Almeida and Avila agreed about the difficulty of financing. The latter pointed to, &#8220;the lack of an institution that is able to make this investment and partnerships to design a way for residents to be able to pay monthly. It\u2019s a question of allocation [of resources] because it is difficult to invest everything at the beginning.\u201d Almeida described how many financial institutions refuse to give a line of credit to those living in favelas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/solar-energy-live-screenshot.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-60355 size-content\" title=\"Participants at the Solar Energy Live\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/06\/solar-energy-live-screenshot-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/solar-energy-live-screenshot-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/06\/solar-energy-live-screenshot-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Chaves, the event&#8217;s moderator, recalled the essential point of community engagement and the need to \u201clook at the reality of the place, so that, yes from there, we can contribute to the initiative.\u201d Moura identified the challenges in Santa Marta. \u201cWe are talking with [other] residents. The communication process needs to show the long-term benefits. This is our greatest difficulty in the community. It is easier with young people and many residents have questions. Will this get me into debt? Am I going to see the benefits? I think that communication and education are fundamental for favela residents, especially for older people.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Drumond observed the importance of finding diverse solutions. \u201cYou need to study the available spaces. Some communities have more space available, others less. I think that the solutions complement each other: if you generate energy on the roofs that are in a condition to receive it, improve the roofs which aren\u2019t ready, or generate energy in greater quantities to distribute, we have various options available.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Offering an example of a successful initiative that combined different environmental actions, including solar energy, Drumond spoke of a case in Santa Marta. \u201cOn top of the samba school and on the residents&#8217; association, we have many panels. We cleared the charges of the headquarters of the association with twelve panels, in a space that also houses a music and dance school. We made roofing with bioconstruction. Because of the accumulation of water from the roof, we built a gutter that collects rainwater and waters a green wall.
