It\u2019s also part of a <a href=\"http:\/\/bit.ly\/2kn0GUj\" target=\"_blank\" rel=\"noopener noreferrer\">series<\/a> created in partnership with the <a href=\"http:\/\/bit.ly\/2zcymI6\" target=\"_blank\" rel=\"noopener noreferrer\">Behner Stiefel Center for Brazilian Studies<\/a> at San Diego State University in California, to produce articles on human rights and socio-environmental justice in the favelas\u00a0for RioOnWatch.<\/em><\/p>\n<p>Human rights and environmental activists have long stressed the importance of promoting sustainable and democratic alternatives to the current agricultural system. In\u00a0<a href=\"https:\/\/bit.ly\/2ZeAfBS\" target=\"_blank\" rel=\"noopener noreferrer\">Brazil, the world&#8217;s largest consumer of pesticides<\/a>, many citizens struggle to access fresh, healthy and organic products. Many poor Brazilians, as is <a href=\"https:\/\/bit.ly\/3fiLkr8\" target=\"_blank\" rel=\"noopener noreferrer\">common in the United States<\/a>, are constrained to consume heavily processed and less healthy food. Though the country\u2019s <a href=\"https:\/\/bit.ly\/3gKc3Nz\" target=\"_blank\" rel=\"noopener noreferrer\">agribusiness sector plays an major role<\/a> in Brazil&#8217;s economy, its <span style=\"font-weight: 400;\">intense focus on profit amid few effective health and environmental regulations <\/span><a href=\"https:\/\/bit.ly\/2OeLLXy\" target=\"_blank\" rel=\"noopener noreferrer\">deprives the population access<\/a> to high-quality products, environmental safety, and health for both consumers and producers.<\/p>\n<p>Now, amid the coronavirus pandemic, local initiatives throughout Rio de Janeiro\u2019s peripheries <a href=\"https:\/\/bit.ly\/370gKiC\" target=\"_blank\" rel=\"noopener noreferrer\">have worked to respond to the needs<\/a> of marginalized, low-income communities, in some cases by promoting food sovereignty and strengthening residents&#8217; access to fresh, healthy, nutritious diets. \u201cThe journey to health starts with what is on your plate, building a resilient immunity starts with the quality of the food you eat, and everyone has the right to healthy, real food,\u201d explains environmental engineer and activist Lorena Portela, of the <a href=\"http:\/\/bit.ly\/2HE9cbG\" target=\"_blank\" rel=\"noopener noreferrer\">Intelligent Garden<\/a> project in the <a href=\"http:\/\/bit.ly\/1jqQCNc\" target=\"_blank\" rel=\"noopener noreferrer\">Provid\u00eancia<\/a> favela.<\/p>\n<p>Rather than resorting to traditional industrial-scale food schemes, several small community-based initiatives in Rio de Janeiro are building sustainable projects to ensure fairer and healthier ways of feeding the most at-risk populations during the pandemic. Here, we\u2019ll take a look at two of them: the <a class=\"c-link\" href=\"https:\/\/bit.ly\/3bvHxV3\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-757\">Serra da Miseric\u00f3rdia Center for Multicultural Education (CEM)<\/a>, a project developed by Ana Santos promoting food sovereignty and agroecology, and <a href=\"http:\/\/bit.ly\/2krzzYw\" target=\"_blank\" rel=\"noopener noreferrer\">Inclusion Project (Projeto Inclus\u00e3o)<\/a>, an educational initiative run by \u00c9lida Nascimento. Both are part of Rio de Janeiro&#8217;s Sustainable Favela Network.*<\/p>\n<h3>Ana Santos: CEM\u2014Serra da Miseric\u00f3rdia Center for Multicultural Education<\/h3>\n<p>Ana Santos is an educator and cook in the favelas of <a href=\"http:\/\/bit.ly\/34AR8ac\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Penha<\/a>, in the <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a> of Rio de Janeiro. She is co-founder of the Serra da Miseric\u00f3rdia Center for Multicultural Education (CEM), which advocates for food sovereignty and security in the area surrounding <a href=\"http:\/\/bit.ly\/33FWAHI\" target=\"_blank\" rel=\"noopener noreferrer\">Serra da Miseric\u00f3rdia<\/a>, the <a href=\"http:\/\/bit.ly\/1JhMKdb\" target=\"_blank\" rel=\"noopener noreferrer\">largest urban forest in Rio de Janeiro&#8217;s intensely developed North Zone<\/a>. The initiative places <a href=\"http:\/\/bit.ly\/2VvBCbM\" target=\"_blank\" rel=\"noopener noreferrer\">agroecology<\/a> and <a href=\"https:\/\/bit.ly\/2W2aF0Y\" target=\"_blank\" rel=\"noopener noreferrer\">urban agriculture<\/a>\u00a0at the heart of the fight against social injustice.<\/p>\n<p>CEM launched their <a href=\"https:\/\/bit.ly\/3eeD1eQ\" target=\"_blank\" rel=\"noopener noreferrer\">Favela sem Corona<\/a> (Favela Without Corona) project a week prior to the quarantine. The project raises funds to buy food directly from organic producers at affordable prices, then distributes to families at no charge. &#8220;There were many doubts and uncertainty around this virus. After all, no one from our community had been infected yet,&#8221; said Santos. &#8220;Still, we saw the need to expand our efforts and our communication strategies, as many people were already losing their income.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/HORTAS-FAV-SEM-CORONA-RFS.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-60687 size-content\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/HORTAS-FAV-SEM-CORONA-RFS-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/HORTAS-FAV-SEM-CORONA-RFS-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/HORTAS-FAV-SEM-CORONA-RFS-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Though <a href=\"https:\/\/bit.ly\/2CmrvRm\" target=\"_blank\" rel=\"noopener noreferrer\">Brazil does not lack fresh organic products<\/a> nor <a href=\"https:\/\/bit.ly\/2OnDzoa\" target=\"_blank\" rel=\"noopener noreferrer\">widespread production on family farms<\/a>, due to high subsidies for agribusiness at the detriment of small-scale production and organic products, organic products are only financially accessible to a small group. Santos acknowledges this reality in her community: \u201cI am not saying that here in the favela <a href=\"https:\/\/bit.ly\/2AKUpdi\" target=\"_blank\" rel=\"noopener noreferrer\">we don\u2019t know what to eat<\/a> [healthfully]. I&#8217;m talking about access. I\u2019m talking about this country\u2019s lack of public policies for healthy food consumption.\u201d<\/p>\n<p>Portela, of <a href=\"http:\/\/bit.ly\/2c2vmRG\" target=\"_blank\" rel=\"noopener noreferrer\">Intelligent Garden<\/a>, explains that agricultural policies in Brazil incentivize a focus on exports. Government subsidies for agribusiness far exceed those given to local producers offering organic products, and cheaper food products generally targeted for lower-income families are usually highly processed.<\/p>\n<p>Santos says that the Favela Without Corona campaign focuses on distributing fresh produce both in order to bring nutritional benefits to residents in need and in order to <a href=\"https:\/\/bit.ly\/3226uWQ\" target=\"_blank\" rel=\"noopener noreferrer\">support local farmers.<\/a>\u00a0&#8220;Many of them lost their institutionalized spaces for commercialization of their products&#8221; in the crisis, she said. &#8220;<a href=\"https:\/\/n.pr\/2X3l0e8\" target=\"_blank\" rel=\"noopener noreferrer\">We helped them generate income by bringing their products to the favela<\/a>.&#8221;<\/p>\n<p>Furthermore, the project&#8217;s linking of small-scale producers and favela consumers reduces costs. Normally, the price of organic products would be far higher due to the <a href=\"https:\/\/bit.ly\/38Lquyj\" target=\"_blank\" rel=\"noopener noreferrer\">role of a middleman<\/a> distributor, which can multiply prices up to ten times their original amount. Amid the crisis, a simpler and cheaper alternative has been revealed. The right public policies can make all the difference in supporting these more accessible prices, explains Portela, especially if they address the longstanding demand for land reform. \u201cGuaranteed health for the whole population cannot be reached without a proper agrarian reform,&#8221; she said, which values &#8220;the small producers or farmers.\u201d<\/p>\n<p>The project gained strength and visibility over just a few months, and favelas from all over Complexo da Penha benefited from it, including <a href=\"https:\/\/bit.ly\/2ObY5bl\" target=\"_blank\" rel=\"noopener noreferrer\">Estradinha<\/a>, <a href=\"http:\/\/bit.ly\/2msKFwE\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Cruzeiro<\/a>, <a href=\"https:\/\/bit.ly\/2ZgHWrt\" target=\"_blank\" rel=\"noopener noreferrer\">Quatro Bicas<\/a>, <a href=\"https:\/\/bit.ly\/38Ij4ff\" target=\"_blank\" rel=\"noopener noreferrer\">Terra Prometida<\/a>, <a href=\"https:\/\/bit.ly\/322Wxbx\" target=\"_blank\" rel=\"noopener noreferrer\">Chatuba<\/a> and <a href=\"https:\/\/bit.ly\/2ZZAP5x\" target=\"_blank\" rel=\"noopener noreferrer\">Grot\u00e3o<\/a>. &#8220;The baskets of basic food supplies were first distributed to those who had registered on a list we communicated,&#8221; said Portela, &#8220;but we also ended up serving those who asked upon arrival.\u201d<\/p>\n<p>The project aims to go further to promote urban agriculture in Complexo da Penha. Portela said it plans to accompany families and help them advance toward food autonomy rather than depend on charity for healthy staples. Santos declares that \u201cWe know the future must be based in agroecology, <span style=\"font-weight: 400;\">a<\/span>s it not only values \u200b\u200blocal knowledge, but also strengthens the production of healthy food in our own backyards, keeping the favela green and strengthening our autonomy.\u201d<\/p>\n<blockquote><p>CEM is one of a number of organizations currently being supported by the fundraising drive <a href=\"https:\/\/bit.ly\/2ZV25Cs\" target=\"_blank\" rel=\"noopener noreferrer\">Field and Favela Holding Hands Against Coronavirus and Hunger<\/a>. She wanted her initiative to show children that the world is larger than their community, and encourage them to reach for whatever goals they set their minds to.<\/p>\n<p>After putting educational activities on hold due to the Covid-19 crisis, the project organized an <a href=\"https:\/\/bit.ly\/2Ae6YNT\" target=\"_blank\" rel=\"noopener noreferrer\">online fundraiser<\/a>, which allowed them to begin distribution of fresh and organic products to families in need in \u00c9den. As Nascimento puts it: \u201cWe managed to distribute some basic foodstuffs and, with the funds raised online, we started including fresh products because there is no denying that this is the best prevention against the virus. Many illnesses seen in the local hospital are caused by malnutrition,&#8221; she said. &#8220;Healthy food and its nutritional value helps <a href=\"https:\/\/bit.ly\/3ehZiYU\" target=\"_blank\" rel=\"noopener noreferrer\">strengthen our immunity<\/a>.\u00a0How else are we going to protect ourselves against this virus, when there is no cure, vaccine or medicine?&#8221;<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Projeto-Inclus\u00e3o.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-60680 size-content\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Projeto-Inclus\u00e3o-620x264.png\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Nascimento says that the project aims to stand in solidarity with those in need, and \u201cthe most vulnerable are the ones lacking access to decent nutritional food.\u201d She\u2019s a firm believer in food sovereignty and advocates for the right for all residents to have autonomy over the choice of what they get to eat.<\/p>\n<p>Nascimento explains that most Brazilians do not have a healthy diet, and that she has observed this directly while working with the community&#8217;s children. The <a href=\"https:\/\/bit.ly\/2W5XTid\" target=\"_blank\" rel=\"noopener noreferrer\">kids weren\u2019t accustomed to eating nutritional food<\/a>, she says, so over the years she has made it a mission of hers to familiarize them with the idea that a fresh and healthy diet brings physical and emotional strength. The project&#8217;s campaign to encourage the purchase of fresh products has born fruit: \u201cWe saw they were familiarizing themselves with the new diets when they started sharing new recipes on a WhatsApp group we use.\u201d<\/p>\n<p>Such initiatives have in fact arisen as a direct response to the government\u2019s inability to provide basic services to its most vulnerable citizens. <a href=\"https:\/\/bit.ly\/2Zl4fMJ\" target=\"_blank\" rel=\"noopener noreferrer\">Brazil&#8217;s failed Covid-19 response<\/a> has revealed the crucial role played by these \u201cinvisible actors\u201d striving to compensate for generations of state negligence. \u201cThere aren\u2019t any governmental actions coming into play, we had to create our own,&#8221; says Nascimento. \u201cThough they are small, they make a difference here in our communities. And the community embraced and has given us its full support.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Projeto-Inclusao.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-60809 size-content\" title=\"Projeto Inclus\u00e3o\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Projeto-Inclusao-620x264.png\" alt=\"Projeto Inclus\u00e3o\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/Projeto-Inclusao-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/Projeto-Inclusao-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>She admits, however, that the journey has not been easy, and as time goes by, the group\u2019s activities have slowed due to financial limitations.
