{"id":60779,"date":"2020-07-24T10:09:07","date_gmt":"2020-07-24T13:09:07","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=60779"},"modified":"2023-08-23T12:20:08","modified_gmt":"2023-08-23T15:20:08","slug":"city-orders-residents-of-santa-luzia-favela-to-abandon-homes-in-midst-of-pandemic","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=60779","title":{"rendered":"City Orders Residents of Santa Luzia Favela to Abandon Homes in Midst of Pandemic"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/32ShEhs\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<\/em><\/strong><\/a><a href=\"https:\/\/bit.ly\/32ShEhs\"><img decoding=\"async\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" width=\"20\" height=\"20\" \/><\/a><\/p>\n<p><em>This is our most recent article on the\u00a0<a href=\"https:\/\/bit.ly\/2WuDWCD\" target=\"_blank\" rel=\"noopener noreferrer\">new coronavirus and its impact on the favelas<\/a>.<\/em><\/p>\n<p>On June 7, <a href=\"https:\/\/bit.ly\/2CS1tWf\" target=\"_blank\" rel=\"noopener noreferrer\">Rio-\u00c1guas<\/a>, Rio de Janeiro\u2019s municipal agency for water management, issued a notification to residents of the Santa Luzia favela in the <a href=\"https:\/\/bit.ly\/2OGOzx5\" target=\"_blank\" rel=\"noopener noreferrer\">Vargem Pequena<\/a> area of the city&#8217;s <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a> that they must leave their homes within 30 days. As many as 3800 families are affected by this threat, which would leave them all homeless.<\/p>\n<p>According to the <a href=\"http:\/\/bit.ly\/2THMhAY\" target=\"_blank\" rel=\"noopener noreferrer\">Popular Council<\/a> of Rio de Janeiro, a coalition of communities fighting for <a href=\"http:\/\/bit.ly\/2WNJwwu\">housing rights<\/a>\u00a0in Rio\u2019s favelas, residents were told that \u201cif they don\u2019t accept to leave, they will lose everything.\u201d<\/p>\n<p>The <a href=\"https:\/\/glo.bo\/3hBY5Ot\" target=\"_blank\" rel=\"noopener noreferrer\">City justified its threats<\/a> by arguing that the favela <a href=\"https:\/\/bit.ly\/30wKGAd\" target=\"_blank\" rel=\"noopener noreferrer\">sits in an area with a high risk for flooding<\/a>, connected with the lack of sufficient public infrastructure.<\/p>\n<p>The Popular Council counters that, \u201cinstead of carrying out evictions, the government should formalize and integrate the communities to facilitate residents safely remaining in their homes.\u201d The residents of Santa Luzia have been requesting basic sanitation services and formalization since the 1990s.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Santa-Luzia-eviction-notice-Fladimir-Fonseca.jpeg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-60802 size-content\" title=\"Santa Luzia eviction notice\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Santa-Luzia-eviction-notice-Fladimir-Fonseca-620x264.jpeg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/Santa-Luzia-eviction-notice-Fladimir-Fonseca-620x264.jpeg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/Santa-Luzia-eviction-notice-Fladimir-Fonseca-940x400.jpeg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Santa Luzia resident Fladimir Fonseca pointed out that, while it is true that the area floods, the flooding impacts the entire area, including the <a href=\"http:\/\/bit.ly\/2952dpZ\" target=\"_blank\" rel=\"noopener noreferrer\">wealthy condominiums<\/a> of Vargem Pequena, and does not threaten the livelihoods of the residents. \u201cThe canals fill up, but after two days, it goes back down. We don\u2019t lose homes or any [belongings],\u201d he explained.<\/p>\n<p>Fonseca thus asserted, \u201cThey can\u2019t use this as a parameter to remove us.\u201d<\/p>\n<p>Santa Luzia has a long history with this land going back to 1888, when slavery was abolished in Brazil, according to the Popular Council. Upon emancipation, formerly enslaved peoples received these plots of land, where they lived and grew crops. Much of this land has been passed down through generations, and quite a few current residents of Santa Luzia have resided in the community for over 50 years.<\/p>\n<p>The push to evict the residents of Santa Luzia fits within the historical lack of regard for land and housing rights of favelas, which in their case has manifested itself in a decades-long fight. Fonseca traced the government\u2019s interest in the area back to the mayorship of <a href=\"http:\/\/bit.ly\/38ktj7L\" target=\"_blank\" rel=\"noopener noreferrer\">C\u00e9sar Maia<\/a> from 2001 until 2009, when construction in the area greatly increased and nearby neighborhoods Vargem Pequena and <a href=\"https:\/\/bit.ly\/2ZQ0tet\" target=\"_blank\" rel=\"noopener noreferrer\">Recreio dos Bandeirantes<\/a> experienced a population boom.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Santa-Luzia.png\"><img decoding=\"async\" class=\"aligncenter wp-image-60791 size-content\" title=\"Santa Luzia, condos encroaching on favela: Google Maps\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Santa-Luzia-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/Santa-Luzia-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/Santa-Luzia-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Construction of condominiums and <a href=\"http:\/\/bit.ly\/2WPM4dk\" target=\"_blank\" rel=\"noopener noreferrer\">real estate speculation<\/a> have continued, and for Fonseca, it is clear that real estate interests are behind the threats of eviction: \u201cWe aren\u2019t in a risk area. Rather, <a href=\"https:\/\/bit.ly\/32FQSbZ\" target=\"_blank\" rel=\"noopener noreferrer\">we\u2019re in a rich area<\/a>.\u201d He says that, for the rich, Santa Luzia serves as \u201cvisual pollution\u201d that needs to be eliminated.<\/p>\n<p>In September 2006, with the pretext of environmental concerns, the police, along with state-level environmental groups, <a href=\"https:\/\/glo.bo\/3fJDZRI\" target=\"_blank\" rel=\"noopener noreferrer\">took part in an operation in Santa Luzia<\/a> with the goal of deterring the growth of the community, which is close to the <a href=\"https:\/\/bit.ly\/3jtvH2w\" target=\"_blank\" rel=\"noopener noreferrer\">Parque Estadual da Pedra Branca<\/a>, one of the world\u2019s largest urban nature reserves.<\/p>\n<p>In spite of the threats of eviction, Santa Luzia was demarcated as an <a href=\"http:\/\/bit.ly\/2RFASRO\" target=\"_blank\" rel=\"noopener noreferrer\">Area of Special Social Interest<\/a> (AEIS), a designation for areas approved for preservation of affordable housing, by Rio\u2019s City Council in 2009.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/WhatsApp-Image-2020-07-16-at-6.05.34-PM.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-60785 size-content\" title=\"Santa Luzia, Area of Special Social Interest\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/WhatsApp-Image-2020-07-16-at-6.05.34-PM-620x264.jpeg\" alt=\"Santa Luzia, Area of Special Social Interest: Fladimir Fonseca\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/WhatsApp-Image-2020-07-16-at-6.05.34-PM-620x264.jpeg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/07\/WhatsApp-Image-2020-07-16-at-6.05.34-PM-940x400.jpeg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Fonseca explained how residents had been fighting for this designation for years, and that with it, \u201cThe community has to get special treatment.\u201d<\/p>\n<p>To compensate residents, the City is offering a R$400 (US$75) monthly rent voucher. However, in 2016, the average rent in Vargem Pequena, the surrounding neighborhood, was <a href=\"https:\/\/bit.ly\/3jk8vUq\" target=\"_blank\" rel=\"noopener noreferrer\">reported to be R$1198<\/a> (US$225).<\/p>\n<p>City officials, without properly identifying themselves or their motives, visited the favela to push forward the threats of eviction and ask residents to fill out a registration form, according to what residents told the <a href=\"https:\/\/bit.ly\/3eUTxB6\" target=\"_blank\" rel=\"noopener noreferrer\">Public Defenders&#8217; Office&#8217;s Land and Housing Nucleus<\/a> (NUTH). However, due to the uncertainty behind the city\u2019s intentions with the registration information, NUTH advised residents on July 7 not to sign anything until the city\u2019s intentions are made known\u2014and this is <a href=\"https:\/\/glo.bo\/2P5wIQJ\" target=\"_blank\" rel=\"noopener noreferrer\">precisely what they have done<\/a>\u2014since the City did not permit residents to photograph documents for legal analysis.<\/p>\n<p><a href=\"https:\/\/glo.bo\/2P5wIQJ\" target=\"_blank\" rel=\"noopener noreferrer\">According<\/a> to public defender Susana Cadore, \u201cWe have requested that they halt the process entirely during the pandemic, since moving forward would require agglomerations. We have also requested access to the administrative process that determined the actions in the community. Since it&#8217;s an Area of Special Social Interest, any interference or eventual relocation must be thoroughly discussed with residents, something that has not taken place. We have also requested the risk reports.&#8221;<\/p>\n<p>Evictions moratoria have been one of the more common public policies issued in response to the Covid-19 pandemic, globally, existing today in over half of states in the <a href=\"https:\/\/bit.ly\/3jLGy8q\" target=\"_blank\" rel=\"noopener noreferrer\">United States, in Europe, Uruguay, Mexico and Australia<\/a>.<\/p>\n<p>The threat of eviction constitutes yet another challenge to the residents of Rio\u2019s favelas, as the city has registered a <a href=\"https:\/\/glo.bo\/2CTgkQo\" target=\"_blank\" rel=\"noopener noreferrer\">mortality rate from Covid-19 that ranks among the highest in the world<\/a>.
