The <a href=\"https:\/\/bit.ly\/2Ej57ZT\" target=\"_blank\" rel=\"noopener noreferrer\">livestreamed concert \u201cElza for Marielle,\u201d<\/a> held on Sunday, July 26, was <a href=\"https:\/\/bit.ly\/3hA5hKW\" target=\"_blank\" rel=\"noopener noreferrer\">broadcast<\/a> on the <a href=\"https:\/\/bit.ly\/30RBGWv\" target=\"_blank\" rel=\"noopener noreferrer\">channel of the Marielle Franco Institute<\/a>, an organization established by the lawmaker\u2019s family to fight for justice, grow her legacy, and preserve her memory.<\/p>\n<p>\u201cWe are leading several campaigns with many black women, because the Institute\u2019s focus, beyond wielding Mari\u2019s name, which is no easy task, is incorporating and inspiring other black women,\u201d explained Anielle Franco, the councilwoman\u2019s sister and executive director of the <a href=\"https:\/\/bit.ly\/2WZLnRs\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco Institute<\/a>. In addition to Anielle, Marielle\u2019s parents Marinete Silva and Ant\u00f4nio Francisco, her daughter Luyara Franco, and two of her nieces participated in the event.<\/p>\n<p>\u201cWho ordered Marielle\u2019s murder? Today is a day for celebrating the life of this great woman, but this question needs an answer: who ordered the murders of Marielle Franco and Anderson Gomes?\u201d asked Elza Soares, who turned 90 last month. Both on- and offstage, the singer is a powerful voice against racism, sexism, and other forms of oppression. Soares and Renegado sung against gender-based violence and the <a href=\"http:\/\/bit.ly\/2N3NY8L\" target=\"_blank\" rel=\"noopener noreferrer\">genocide of black people<\/a>, themes deeply present in Marielle Franco\u2019s fight.<\/p>\n<p>\u201cIt is very sad to see our people\u2019s stories ending so early, so young. Like her, many, so many young people have their lives exterminated before they even begin. It\u2019s a very unfair course of events. Because of this, it is necessary for Brazilians to understand that it isn\u2019t enough to not be racist. It is extremely important and urgent that we be antiracist,\u201d Renegado emphasized.<\/p>\n<p>The show, which had nearly 7,000 people watching at once, was also among the ten <a href=\"https:\/\/bit.ly\/3jQVsub\" target=\"_blank\" rel=\"noopener noreferrer\">most-discussed topics on Brazilian Twitter<\/a>. In addition to celebrating the councilwoman\u2019s life, the show raised funds for the Marielle Franco Institute\u2019s projects.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Elsa-Soares-Justice-for-Marielle.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-60975\" title=\"Elza Soares at the Livestreamed Event Elza por Marielle! Of the four years that democracy guarantees to elected officials, Marielle and the team that composed her collective mandate worked together for 15 months, a little over a year. With Marielle, black women, people from Rio\u2019s peripheries, and the LGBTQI+ community <a href=\"http:\/\/bit.ly\/31rx34Q\" target=\"_blank\" rel=\"noopener noreferrer\">made it<\/a> to the <a href=\"http:\/\/bit.ly\/386fCK6\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro City Council<\/a>, with the power to propose public policies that directly affected the existence of their bodies and their territories.<\/p>\n<p>A little more than two years after the councilwoman\u2019s assassination, the Marielle Franco Institute works to plant new seeds. With the launch of the <a href=\"https:\/\/bit.ly\/2D6mKM2\" target=\"_blank\" rel=\"noopener noreferrer\">Antiracist Electoral Platform (PANE)<\/a> this month, the institution began a series of actions to support the <a href=\"https:\/\/bit.ly\/3fawPVn\" target=\"_blank\" rel=\"noopener noreferrer\">candidacies of black women<\/a> in the next municipal elections, which will be the first following Marielle\u2019s death. In the 2016 elections, black or brown women <a href=\"http:\/\/bit.ly\/2Q7VvTm\" target=\"_blank\" rel=\"noopener noreferrer\">made up only 5% of elected councilmembers<\/a>\u00a0nationwide. Marielle\u2019s victory, with the fifth-most votes in the city, brought the only black woman to the current session of City Council.<\/p>\n<p>The seeds planted by Marielle blossomed in the 2018 elections, when <a href=\"http:\/\/bit.ly\/2IfYw0I\" target=\"_blank\" rel=\"noopener noreferrer\">three of her former aides were elected<\/a> to the <a href=\"http:\/\/bit.ly\/2OzRxDI\" target=\"_blank\" rel=\"noopener noreferrer\">state legislature<\/a>, where they are now the only three black women. Throughout Brazil, the number of black candidates, especially women, grew, but it remains a long road to changing the typical profile of a legislator. According to the Superior Electoral Court (TSE), in the last elections, black men and women made up <a href=\"https:\/\/bit.ly\/3jJJ9Q9\" target=\"_blank\" rel=\"noopener noreferrer\">only 4% of elected candidates<\/a> across Brazil.<\/p>\n<p>PANE arose with a mission to change the structure of Brazil\u2019s political system, mobilizing society to pressure political parties and the TSE to adopt policies that guarantee greater equity in elections. The platform aims to promote more black women into positions of power, where they can change the structures that historically have kept away and violated black, peripheral, and LGBTQI+ communities. In doing so, they keep Marielle Franco\u2019s <a href=\"https:\/\/bit.ly\/2P5ktDm\" target=\"_blank\" rel=\"noopener noreferrer\">struggle and memory alive<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/07\/Marielle-Speaking-at-Event.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-60976\" title=\"Defense of minorities was Marielle Franco's primary political issue. Marielle began her activism in human rights after enrolling in a community-based college entrance exam preparatory course and losing a friend, victim to a stray bullet during a shootout in Mar\u00e9. Publicly, she <a href=\"http:\/\/bit.ly\/33tjKmd\" target=\"_blank\" rel=\"noopener noreferrer\">positioned herself against police operations in favelas<\/a>.<\/p>\n<p>On the day before she was assassinated, in response to the death of yet another young black person at the hands of the police, she asked on Twitter: \u201cHow many more will need to die for this war to end?\u201d<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Mais um homic\u00eddio de um jovem que pode estar entrando para a conta da PM. Quantos mais v\u00e3o precisar morrer para que essa guerra acabe?<\/p>\n<p>\u2014 Marielle Franco (@mariellefranco) <a href=\"https:\/\/twitter.com\/mariellefranco\/status\/973568966403731456?ref_src=twsrc%5Etfw\">March 13, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>In Brazil, the chances of being a homicide victim are directly related to the color of your skin. Data from the <a href=\"http:\/\/bit.ly\/36hftCk\" target=\"_blank\" rel=\"noopener noreferrer\">Institute of Public Security<\/a> show that police killings in the state of Rio reached a new record in 2019. The <a href=\"https:\/\/bit.ly\/3hLMOLD\" target=\"_blank\" rel=\"noopener noreferrer\">Inequality Map<\/a> produced by <a href=\"http:\/\/bit.ly\/2Z4QfqV\" target=\"_blank\" rel=\"noopener noreferrer\">Casa Fluminense<\/a> revealed that 81% of the people killed by the state were black. This number goes up to 100% in the cities of Petr\u00f3polis, <a href=\"http:\/\/bit.ly\/38J9HLm\" target=\"_blank\" rel=\"noopener noreferrer\">Serop\u00e9dica<\/a>, <a href=\"https:\/\/bit.ly\/2X2Ibog\" target=\"_blank\" rel=\"noopener noreferrer\">Guapimirim<\/a>, <a href=\"https:\/\/bit.ly\/3jNFWPq\" target=\"_blank\" rel=\"noopener noreferrer\">Cachoeiras de Macacu<\/a>, and <a href=\"https:\/\/bit.ly\/30NmlX2\" target=\"_blank\" rel=\"noopener noreferrer\">Rio Bonito<\/a>.<\/p>\n<p>The results of the war on drugs and of increasingly militarized security policies were part of Marielle\u2019s daily life. During the time she worked as an aide to the State government&#8217;s <a href=\"http:\/\/bit.ly\/2XB6wDl\" target=\"_blank\" rel=\"noopener noreferrer\">Human Rights Commission<\/a>, alongside <a href=\"https:\/\/bit.ly\/3f3Q3Mn\" target=\"_blank\" rel=\"noopener noreferrer\">Marcelo Freixo<\/a>, Marielle supported family members of victims of violence, including the relatives of police officers. She criticized the <a href=\"http:\/\/bit.ly\/31b2JeF\" target=\"_blank\" rel=\"noopener noreferrer\">Pacifying Police Unit (UPP)<\/a> program, which was the topic of her <a href=\"https:\/\/bit.ly\/3hNJnEd\" target=\"_blank\" rel=\"noopener noreferrer\">master\u2019s thesis<\/a>.<\/p>\n<p>Among the <a href=\"https:\/\/bit.ly\/3jLkF9c\" target=\"_blank\" rel=\"noopener noreferrer\">bills she proposed to Rio\u2019s City Council<\/a> were proposals to promote and guarantee rights for women, black people, favela residents, and the LGBTQI+ community. In a little over a year, 20 of her bills were presented, some after her assassination.<\/p>\n<p>One of her bills that was approved by the City Council addresses the <a href=\"https:\/\/bit.ly\/3fZF73P\" target=\"_blank\" rel=\"noopener noreferrer\">legalization of the profession of motorcycle taxi drivers<\/a>, a very common means of transportation in Rio\u2019s favelas. The text, signed by Marielle and others, became a law in June 2019. The creation of the Women\u2019s Dossier of Rio de Janeiro, which facilitates data collection about support given to women who are victims of violence, was also approved. The bill was presented to the Council and approved after Marielle\u2019s death.<\/p>\n<p>As president of the <a href=\"https:\/\/bit.ly\/3g6kK4W\" target=\"_blank\" rel=\"noopener noreferrer\">Commission for the Defense of Women\u2019s Rights<\/a>, the councilwoman <a href=\"https:\/\/bit.ly\/301y2KA\" target=\"_blank\" rel=\"noopener noreferrer\">presented<\/a> plans for the <a href=\"https:\/\/bit.ly\/39xyX8B\" target=\"_blank\" rel=\"noopener noreferrer\">expansion of access<\/a> to legal abortions, <a href=\"https:\/\/bit.ly\/3hFfkhH\" target=\"_blank\" rel=\"noopener noreferrer\">nighttime nurseries for working mothers<\/a>, humanized birth and <a href=\"https:\/\/bit.ly\/3g57Vrv\" target=\"_blank\" rel=\"noopener noreferrer\">prevention of maternal mortality<\/a>, and <a href=\"https:\/\/bit.ly\/3040wU7\" target=\"_blank\" rel=\"noopener noreferrer\">combatting harassment on public transit<\/a>, with all of the aforementioned being signed into law. She also presented a bill that would include Lesbian Visibility Day in the city\u2019s calendar, a proposal that was rejected.<\/p>\n<p>Marielle believed it was necessary to bring visibility to this topic so that actions could be carried out at the institutional level. In Brazil, between 2015 and 2017, at least 126 women were killed just for being lesbian. This statistic is part of an unprecedented study carried out by the <a href=\"https:\/\/bit.ly\/306jWrr\" target=\"_blank\" rel=\"noopener noreferrer\">Nucleus of Social Inclusion<\/a> at the <a href=\"http:\/\/bit.ly\/2G9KCND\" target=\"_blank\" rel=\"noopener noreferrer\">Federal University of Rio de Janeiro<\/a>. The <a href=\"https:\/\/bit.ly\/3jDw2jk\" target=\"_blank\" rel=\"noopener noreferrer\">attack against the councilwoman\u2019s car<\/a> on March 14, 2018, in the North Zone neighborhood of <a href=\"https:\/\/bit.ly\/2Xjhpsb\" target=\"_blank\" rel=\"noopener noreferrer\">Est\u00e1cio<\/a>, also resulted in the death of driver Anderson Gomes. Since then, family members of the victims, Marielle\u2019s party, the Socialism and Liberty Party (PSOL), and a wide range of human rights organizations are fighting for the identification of the people who ordered the crime.<\/p>\n<p>As investigations move forward, indications of a <a href=\"http:\/\/bit.ly\/2TYI384\" target=\"_blank\" rel=\"noopener noreferrer\">possible relation between state agents and organized crime<\/a> have appeared. As of now, a retired sergeant and a former military police officer have been arrested under suspicion of having fired the shots at the car. In June 2020, a fire-fighter was also arrested, suspected of having participated.
