{"id":61235,"date":"2020-08-10T10:25:52","date_gmt":"2020-08-10T13:25:52","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=61235"},"modified":"2020-08-13T13:00:20","modified_gmt":"2020-08-13T16:00:20","slug":"residents-and-activists-discuss-manguinhos-fights-and-resistances-through-covid","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=61235","title":{"rendered":"Manguinhos&#8217; Struggles and Resistance During the Pandemic, Debated by Residents and Activists"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/30Ql4Q9\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<\/em><\/strong><\/a><a href=\"https:\/\/bit.ly\/3f0YmIU\"><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/p>\n<p><em>This is our latest article on the <a href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 and its impact on the favelas<\/a> and part of our <a href=\"http:\/\/bit.ly\/2YhInCS\" target=\"_blank\" rel=\"noopener noreferrer\">series covering 2020&#8217;s Black July<\/a>.<\/em><\/p>\n<p>On July 28, as part of the 5th Annual <a href=\"http:\/\/bit.ly\/2YhInCS\" target=\"_blank\" rel=\"noopener noreferrer\">Black July<\/a> (Julho Negro) event series, residents of <a href=\"http:\/\/bit.ly\/2Xl9f4y\" target=\"_blank\" rel=\"noopener noreferrer\">Manguinhos<\/a>, a favela in Rio de Janeiro\u2019s <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, and activists associated with their struggle for fair treatment participated in a discussion, broadcast live on YouTube, to present the state of their work and examine additional challenges brought on by the <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 pandemic<\/a>.<\/p>\n<p>The discussion was moderated by Rachel Barros, an activist with the <a href=\"https:\/\/bit.ly\/30zSXEJ\" target=\"_blank\" rel=\"noopener noreferrer\">Manguinhos Social Forum<\/a>, and Ana Paula Oliveira, cofounder of <a href=\"https:\/\/bit.ly\/32OgtQ5\" target=\"_blank\" rel=\"noopener noreferrer\">Mothers of Manguinhos<\/a>. The speakers included Elizabeth Silva, an activist with Espa\u00e7o Casa Viva and coordinator of the Social Enterprise Network for Socially Just, Democratic, Integrated, and Sustainable Development (RedeCCAP); geography teacher Gilson Alves; sociology teacher and healthcare worker Ludmila Oliveira; biologist and public servant Maria das Merc\u00eas Vasconcellos; and \u00cdtalo Matheus da Silva, an activist with the Popular Youth Uprising of Manguinhos.<\/p>\n<p>The speakers touched on topics including the coronavirus\u2019 deadliness in favelas, <a href=\"https:\/\/bit.ly\/3inswIB\" target=\"_blank\" rel=\"noopener noreferrer\">youth empowerment<\/a>, <a href=\"https:\/\/bit.ly\/2VDZrQf\" target=\"_blank\" rel=\"noopener noreferrer\">public education<\/a>, and <a href=\"https:\/\/bit.ly\/2x1YvvH\" target=\"_blank\" rel=\"noopener noreferrer\">community mobilization<\/a>. In highlighting the <a href=\"https:\/\/bit.ly\/2ZxKuQN\" target=\"_blank\" rel=\"noopener noreferrer\">profound negative impact of the pandemic<\/a> on favela residents in all areas of their fight, Elizabeth Silva said, \u201cBeyond just revealing the <a href=\"http:\/\/bit.ly\/2WPM0ue\" target=\"_blank\" rel=\"noopener noreferrer\">inequality<\/a>, the pandemic has deepened the abyss.\u201d<\/p>\n<p>The participants highlighted how, despite the severity of the pandemic, none of the dynamics that it brings out are new\u2014evidenced by the fact that it has proved much deadlier in the favelas than in the formal city.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Julho-Negro.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-61379 size-content\" title=\"Event announcement for Black July (July 26-30): For the end of apartheid, militarization, and racism\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Julho-Negro-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Julho-Negro-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Julho-Negro-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Elizabeth Silva said that Covid-19 is revealing that working class people like delivery workers and cleaners have had to continue commuting and working in spite of the virus\u2019 rapid spread. Due to financial stress, many favela residents never had the opportunity to stay home and socially distance themselves.<\/p>\n<p>\u201cVulnerable populations <a href=\"https:\/\/bit.ly\/12EvidenceNecropolitics\" target=\"_blank\" rel=\"noopener noreferrer\">have never been allowed to protect themselves<\/a>,\u201d she argued. She labeled the contemporary situation a form of modern slavery, in which poor favela residents risk their lives to work at the service of rich Brazilians for poor remuneration. \u201cWho are the rights for?\u201d she asked.<\/p>\n<p>Alves built on this idea, stating that the situation constitutes a <a href=\"https:\/\/bit.ly\/2BsQ8et\" target=\"_blank\" rel=\"noopener noreferrer\">genocide<\/a> in that \u201cthere exists neither public policies nor interest\u201d in protecting the favela residents.<\/p>\n<p><a href=\"https:\/\/bit.ly\/UnderreportingCovidFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">Underreporting of cases<\/a>, the speakers pointed out, is yet another indication of the government&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/38STkfm\" target=\"_blank\" rel=\"noopener noreferrer\">lack of interest<\/a> in the well-being of favela residents. Ludmila Oliveira, who spent time working in a health clinic during the pandemic before coming down with the virus, highlighted the major discrepancy between official and actual statistics, noting that \u201cwhat we observed in the clinic was completely different.\u201d Furthermore, she pointed out that favela residents, using the public health system don\u2019t have access to the same treatments as those under private care.<\/p>\n<p>In order to establish a long-term remedy to this situation, the speakers praised\u00a0<a href=\"http:\/\/bit.ly\/2WSDF9e\" target=\"_blank\" rel=\"noopener noreferrer\">community engagement<\/a> as a fruitful path. Vasconcellos, a public employee who works within Manguinhos, stressed the importance of residents\u2019 points of view and emphasized that she was taking part in the event \u201cto listen more than to speak.&#8221;<\/p>\n<p>\u201cThere needs to be a relationship bas<a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/116042921_778473849561886_7727315965164003559_o.jpg\"><img decoding=\"async\" class=\"alignright wp-image-61383\" title=\"Speakers in Black July's online discussion about resistance in Manguinhos\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/116042921_778473849561886_7727315965164003559_o.jpg\" alt=\"\" width=\"330\" height=\"330\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/116042921_778473849561886_7727315965164003559_o.jpg 960w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/116042921_778473849561886_7727315965164003559_o-300x300.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/116042921_778473849561886_7727315965164003559_o-768x768.jpg 768w\" sizes=\"(max-width: 330px) 100vw, 330px\" \/><\/a>ed on dialogue,\u201d Elizabeth Silva added, stressing that \u201cwe are the ones taking care of ourselves.\u201d<\/p>\n<p>\u201cWhat is invisible for society is visible for those of us that live and work within the favela,\u201d she said, highlighting the irreplaceable role of local knowledge in mobilizing and solving problems. She also praised the <a href=\"https:\/\/bit.ly\/FavelaCovidCampaigns\" target=\"_blank\" rel=\"noopener noreferrer\">numerous community-based organizations<\/a> already working within Manguinhos that give the favela the potential to move along a constructive path toward better lives for all.<\/p>\n<p>Along these lines, \u00cdtalo Matheus da Silva pointed out that groups like the Popular Youth Uprising, with which he is involved, \u201cmust do their part.\u201d He said that Manguinhos\u2019 great <a href=\"https:\/\/bit.ly\/3ihKPyB\" target=\"_blank\" rel=\"noopener noreferrer\">diversity<\/a>, which the speakers characterized as containing \u201cmany Manguinhos within Manguinhos,\u201d represented a great opportunity for positive involvement.<\/p>\n<p>Another important potential axis of community improvement that is being hurt by the pandemic is <a href=\"http:\/\/bit.ly\/2WNTAp1\" target=\"_blank\" rel=\"noopener noreferrer\">education<\/a>.<\/p>\n<p><a href=\"https:\/\/bit.ly\/37y73ID\" target=\"_blank\" rel=\"noopener noreferrer\">Access to technology<\/a> has proved to be a major obstacle, as many families do not have sufficient access to smartphones or Wi-Fi. The speakers called for <a href=\"https:\/\/bit.ly\/33kTdcx\" target=\"_blank\" rel=\"noopener noreferrer\">Internet access<\/a> to be a right in today\u2019s digital world. Beyond the fundamental technological challenges, Alves, who works in the public school system, pointed out that the new remote learning format has caused many students to lose interest in their studies.<\/p>\n<p>Despite the challenges that Covid-19 has brought to Rio\u2019s favelas, the speakers were able to see hope for a better future.
