{"id":61577,"date":"2020-08-21T14:53:00","date_gmt":"2020-08-21T17:53:00","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=61577"},"modified":"2020-08-28T19:00:02","modified_gmt":"2020-08-28T22:00:02","slug":"activists-and-community-residents-discuss-the-fight-against-evictions-during-the-pandemic-video","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=61577","title":{"rendered":"Favela Leaders and Activists Discuss the Fight Against Evictions During the Pandemic [VIDEO]"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"https:\/\/bit.ly\/2EGuxRu\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Clique aqui para Portugu\u00eas<\/strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/em><\/p>\n<p><em>This is our latest article covering <a href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 and its impacts on the favelas<\/a>.<\/em><\/p>\n<p>On August 11, the <a href=\"http:\/\/bit.ly\/2THMhAY\" target=\"_blank\" rel=\"noopener noreferrer\">Popular Council<\/a>, a collaborative network that <a href=\"https:\/\/bit.ly\/2BIHER7\" target=\"_blank\" rel=\"noopener noreferrer\">defends housing rights and fights against evictions<\/a> in the favelas of Rio de Janeiro, hosted a discussion, broadcast live on Facebook, about the city government&#8217;s history of forcing the urban poor off their land and its continued push to carry out evictions in the midst of the coronavirus pandemic.<\/p>\n<p>The discussion was moderated by Breno Botelho, an activist with the Popular Council. The invited speakers included Mariana Medeiros, a lawyer and adviser to state legislator Fl\u00e1vio Serafini; <a href=\"http:\/\/bit.ly\/2LrztMk\" target=\"_blank\" rel=\"noopener noreferrer\">public defender<\/a> Viviane Tardelli; Indianara Siqueira, an activist and founder of <a href=\"https:\/\/bit.ly\/3gYCS1g\" target=\"_blank\" rel=\"noopener noreferrer\">Casa Nem<\/a>, a shelter and refuge for <a href=\"http:\/\/bit.ly\/2Yylw5b\" target=\"_blank\" rel=\"noopener noreferrer\">LGBT+<\/a> individuals in <a href=\"http:\/\/bit.ly\/2wYpS6q\" target=\"_blank\" rel=\"noopener noreferrer\">Copacabana<\/a>, in Rio\u2019s <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>; Fladimir Guimar\u00e3es, a resident of the <a href=\"https:\/\/bit.ly\/32H7kZy\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Luzia<\/a> favela, <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>; Paulo Machado, president of the <a href=\"http:\/\/bit.ly\/2NwNAjy\" target=\"_blank\" rel=\"noopener noreferrer\">Trapicheiros<\/a> favela&#8217;s residents&#8217; association in Tijuca, <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>; and In\u00eas Deodoro from the <a href=\"http:\/\/bit.ly\/2AK8Ryx\" target=\"_blank\" rel=\"noopener noreferrer\">Indiana<\/a> favela&#8217;s residents commission, also in Tijuca.<\/p>\n<p>The discussion highlighted the longstanding nature of violations of housing rights in Rio de Janeiro. Guimar\u00e3es highlighted Santa Luzia\u2019s decades-long trajectory in their fight to remain. Despite obtaining the status of an <a href=\"http:\/\/bit.ly\/2RFASRO\" target=\"_blank\" rel=\"noopener noreferrer\">Area of Special Social Interest<\/a> (AEIS) in 2009, along with 29 other communities in the surrounding <a href=\"https:\/\/bit.ly\/2OGOzx5\" target=\"_blank\" rel=\"noopener noreferrer\">Vargem Pequena<\/a>\u00a0area, the favela has not ceased being a desired area for the city and\u00a0<a href=\"http:\/\/bit.ly\/2WPM4dk\" target=\"_blank\" rel=\"noopener noreferrer\">real estate developers<\/a>, even as the pandemic rages. \u201cThe issue is very clear,\u201d Guimar\u00e3es said. \u201cThe poor can\u2019t live in a rich area.\u201d<\/p>\n<p>Siqueira said that the\u00a0<a href=\"https:\/\/lat.ms\/3265DVe\" target=\"_blank\" rel=\"noopener noreferrer\">current situation with Casa Nem<\/a>, threatened with eviction, reflects similar dynamics of real estate interests, as the group is using an abandoned building in upscale Copacabana as their home. Deodoro said that it is critical to remember <a href=\"https:\/\/bit.ly\/2PUaO3a\" target=\"_blank\" rel=\"noopener noreferrer\">what the favelas mean to their residents<\/a>, noting that residents have \u201chouses built with a lot of blood, sweat, and tears\u2026 Every community has its positive aspects that tie us here.\u201d<\/p>\n<p>Machado said that the prejudice and <a href=\"http:\/\/bit.ly\/2WKCqc5\" target=\"_blank\" rel=\"noopener noreferrer\">racism<\/a> of some <a href=\"https:\/\/bit.ly\/2YfGXGQ\" target=\"_blank\" rel=\"noopener noreferrer\">residents of the next-door condominium<\/a>, played an important role in <a href=\"https:\/\/bit.ly\/34365nY\" target=\"_blank\" rel=\"noopener noreferrer\">the push to remove Trapicheiros<\/a>, citing blatantly offensive posts in the Facebook group Alerta Tijucano. \u201cThey let us know clearly that we are visual pollution,\u201d he described.<\/p>\n<p>Allegations that favelas are an environmental blight play a large role in eviction threats. Machado argued that this perspective is highly misguided: \u201cLook at our growth and then look at [theirs]\u2026They deforested and devastated all of this, and they have the audacity to tell me that we cause deforestation.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/LIVE-Conselho-Popular-Remo\u00e7\u00f5es-em-tempos-de-pandemia.jpg\"><img decoding=\"async\" class=\"alignright wp-image-61583\" title=\"Event announcement for the Popular Council's online discussion\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/LIVE-Conselho-Popular-Remo\u00e7\u00f5es-em-tempos-de-pandemia.jpg\" alt=\"\" width=\"300\" height=\"251\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/LIVE-Conselho-Popular-Remo\u00e7\u00f5es-em-tempos-de-pandemia.jpg 940w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/LIVE-Conselho-Popular-Remo\u00e7\u00f5es-em-tempos-de-pandemia-300x251.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/LIVE-Conselho-Popular-Remo\u00e7\u00f5es-em-tempos-de-pandemia-768x644.jpg 768w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>For Medeiros, it is absurd that favelas are accused of being the polluters \u201cwhen the <a href=\"http:\/\/bit.ly\/2H2ku9k\" target=\"_blank\" rel=\"noopener noreferrer\">reality is that they promote the maintenance<\/a> of those spaces.\u201d<\/p>\n<p>The <a href=\"https:\/\/bit.ly\/12EvidenceNecropolitics\" target=\"_blank\" rel=\"noopener noreferrer\">pandemic has only complicated<\/a> what was already a dire situation for many favelas under threat of removal. \u201cPeople are going to stay at home, but in what homes?\u201d asked Tardelli, noting the virtual impossibility of social distancing for residents of these communities.<\/p>\n<p>The government\u2019s attempts at removal are fundamentally hypocritical, argued Medeiros: \u201cRather than promoting <a href=\"http:\/\/bit.ly\/2MFARdE\" target=\"_blank\" rel=\"noopener noreferrer\">health<\/a>, [their policies] promote insalubrity.\u201d<\/p>\n<p>Medeiros, who is closely following proposed legislation to stop evictions during the pandemic, expressed frustration over \u201cunbelievable\u201d judicial decisions regarding the issue, but remained hopeful that <a href=\"http:\/\/bit.ly\/2OzRxDI\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro&#8217;s State Legislative Assembly<\/a>\u00a0(Alerj) would be able to vote on it soon.<\/p>\n<p>The speakers praised the role of collectives like the Popular Council and other groups that continue to fight alongside residents threatened with eviction, as well as the perseverance of residents who have stood up to the government.<\/p>\n<p>Despite the challenges, they all stressed the importance of having hope. \u201cDon\u2019t give up,\u201d Machado urged, saying that favelas have <a href=\"https:\/\/bit.ly\/3hP6Ogo\" target=\"_blank\" rel=\"noopener noreferrer\">the strength to resist<\/a>. \u201cTrapicheiros is living proof of this.\u201d<\/p>\n<h3>Watch the discussion <a href=\"https:\/\/bit.ly\/31WjwDu\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>:<\/h3>\n<p><iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2Fconselhopopularrj%2Fvideos%2F294898018602791%2F&amp;show_text=0&amp;width=560\" width=\"560\" height=\"315\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<hr \/>\n<h4>Support our efforts to provide strategic assistance to Rio\u2019s favelas during the Covid-19 pandemic, including\u00a0<i>RioOnWatch<\/i>\u2019s tireless, critical and cutting-edge hyperlocal journalism, online community organizing meetings, and direct support to favelas\u00a0<a href=\"http:\/\/bit.ly\/FavelaCovidResponse\" target=\"_blank\" rel=\"noopener noreferrer\">by clicking here<\/a>.<\/h4>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas This is our latest article covering Covid-19 and its impacts on the favelas.
