{"id":61612,"date":"2020-08-19T09:41:12","date_gmt":"2020-08-19T12:41:12","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=61612"},"modified":"2020-11-12T11:28:36","modified_gmt":"2020-11-12T14:28:36","slug":"century-old-community-in-tijuca-is-the-victim-of-prejudiced-attacks-and-a-traumatic-fire","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=61612","title":{"rendered":"Trapicheiros, a Century-old Favela in Tijuca is the Victim of Prejudiced Attacks and a Traumatic Fire"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"https:\/\/bit.ly\/2PSIv5d\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Clique aqui para Portugu\u00eas<\/strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/em><\/p>\n<p>The <a href=\"https:\/\/bit.ly\/3arD5rc\" target=\"_blank\" rel=\"noopener noreferrer\">Trapicheiros<\/a> community, a small favela of 52 families located near the larger <a href=\"https:\/\/bit.ly\/3g2gOBm\" target=\"_blank\" rel=\"noopener noreferrer\">Morro do Salgueiro<\/a> favela in <a href=\"https:\/\/bit.ly\/3420RZB\" target=\"_blank\" rel=\"noopener noreferrer\">Tijuca<\/a>, in the <a href=\"https:\/\/bit.ly\/2Y57abk\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone of Rio<\/a>, was almost the victim of a large fire that descended from the forest just above the community. Of unknown origin, the fire started around 8am on August 2 and was only controlled by firefighters at around 10pm.<\/p>\n<p>Paulo Roberto da Silva Machado, president of the Trapicheiros Residents&#8217; Association, says that this is the third year in a row that a fire has ignited under similar circumstances: it starts early in the morning in the upper part of the forest and comes down the slope. The difference this year was the fire department&#8217;s delay in responding to the calls and putting out the flames.<\/p>\n<p>According to official information from the Fire Department, the call to fight the fire was registered by the corporation&#8217;s headquarters <a href=\"https:\/\/glo.bo\/3iI4CI0\" target=\"_blank\" rel=\"noopener noreferrer\">only at 5:57pm<\/a>. However, the residents of Trapicheiros say that since 8am, the fire was already underway, threatening the community. From that moment on, residents, relatives, and friends called the firefighters tirelessly and reported receiving aggressive and impatient treatment. According to the president of the Residents&#8217; Association, it was only after residents of the two high-income condominiums neighboring the community called and reported the fire on social networks that the firefighters mobilized.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/xFogo-atinge-mata-do-Morro-do-Salgueiro-na-Tijuca.jpg.pagespeed.ic_.FQ-M9n3TZR.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-61614\" title=\"Fire reaches the forest of Morro do Salgueiro, in Tijuca. She was also concerned for the children in the community: &#8220;Until Tuesday there was a terrible smoke. The children here were all sick because of a bronchitis problem, and they had to breathe all that smoke.&#8221;<\/p>\n<p>The Trapicheiros community is a historic, century-old territory. Some residents describe how their families have lived here for five generations and ties to the place go back over 90 years. Historians Lilian Vaz and Maur\u00edcio Abreu demonstrate that <a href=\"https:\/\/bit.ly\/30WadnH\" target=\"_blank\" rel=\"noopener noreferrer\">the history of occupation of the area goes back further<\/a>: in 1881, the Municipal Sanitary Code of Rio de Janeiro (publicly accessible in the <a href=\"http:\/\/bit.ly\/2MUOfZK\" target=\"_blank\" rel=\"noopener noreferrer\">City of Rio de Janeiro&#8217;s General Archive<\/a>) already documented the existence of <a href=\"https:\/\/www.capes.gov.br\/images\/stories\/download\/pct\/2017\/Teses-Premiadas\/Geografia-Rafael-da-Costa-Goncalves-de-Almeida.PDF\" target=\"_blank\" rel=\"noopener noreferrer\">twelve huts in Morro dos Trapicheiros<\/a>, in Tijuca.<\/p>\n<p>Such a history with a capital H, one that is confirmed by reports, documents and the strength of community mobilization, does not, however, prevent ignorance and <a href=\"http:\/\/bit.ly\/2StQk51\" target=\"_blank\" rel=\"noopener noreferrer\">prejudice from threatening the community<\/a>. According to Ailton Gon\u00e7alves Lopes, second secretary of the Trapicheiros Residents&#8217; Association, on Sunday, the day of the fire, in addition to the threat posed by the flames, residents had to hear shouts from the balconies of the luxury condominiums located in front of the community, encouraging the fire and cheering: \u201cI hope it burns all the shacks!\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-61615\" title=\"Old-time residents of Trapicheiros in an August festival to inaugurate a park in the community, on August 10, 2019.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros.jpg\" alt=\"\" width=\"620\" height=\"348\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros.jpg 2048w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros-300x169.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros-1024x576.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros-768x432.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros-1536x863.jpg 1536w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Antigas-moradoras-do-Trapricheiros-174x98.jpg 174w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The Atrium Residences and Loft condominium on Rua Bom Pastor and the Jardins de Debret condominium on Rua \u00c2ngelo Agostini were built seven years ago in front of Trapicheiros. Since these\u00a0condominiums came into existence, the community&#8217;s routine, which had always been peaceful since its founding, has changed: episodes of threats, disrespect, and prejudiced attacks by residents against Trapicheiros have become increasingly common.<\/p>\n<p>\u201cWe are living in a very uncomfortable moment, with a lack of respect. We have no freedom for anything,\u201d says another resident. She expresses her discontent with the prejudiced attacks they have been suffering: \u201cYou can&#8217;t listen to music here without them complaining. They throw oranges, throw stones, eggs, there&#8217;s no limit. Now with this fire, the residents of the building shouted that we have to die, that they hope the fire reaches the houses\u2026 It is disrespectful, I don&#8217;t know what world they are living in. We are black, we are also poor, but we have rights. They say there are criminals here. I don&#8217;t know if for them working means being a criminal.\u201d<\/p>\n<p>In another episode in July, when community residents, after numerous attempts, managed to get waste collection utility\u00a0<a href=\"http:\/\/bit.ly\/2ZhUFLR\" target=\"_blank\" rel=\"noopener noreferrer\">Comlurb<\/a>&#8216;s technical support to prune a tree that threatened a house and wires from the region&#8217;s electrical network, to everyone&#8217;s surprise, a Forest Guard car arrived on the scene. Upon informing himself of the situation, the officer explained that the Guard had received <a href=\"https:\/\/bit.ly\/31sC0gk\" target=\"_blank\" rel=\"noopener noreferrer\">anonymous reports<\/a> of the environmental crime of deforestation taking place in the area. When they saw it was a legitimate and legal action taken by Comlurb, they apologized for the inconvenience and turned around.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-61616\" title=\"Wall that divides the community of Trapicheiros from the condominium\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro.jpg\" alt=\"\" width=\"620\" height=\"348\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro.jpg 2000w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro-300x169.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro-1024x575.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro-768x432.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro-1536x863.jpg 1536w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Trapicheiros-e-muro-174x98.jpg 174w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The irony of this demonstration of constant surveillance is that the same tree was also pruned a few months ago by the Atrium condominium, as its branches also threatened the condominium&#8217;s installations. The condominium only exists on the site because of deforestation\u2014during the condominium&#8217;s construction\u2014of fruit trees, well-known to residents of Trapicheiros, at the orchard behind the Bom Pastor Convent, which until then occupied the land.<\/p>\n<p>On several other recent occasions, <a href=\"http:\/\/bit.ly\/2StQk51\" target=\"_blank\" rel=\"noopener noreferrer\">a drone invaded<\/a> the privacy of community residents, generating fear, anger, and indignation.<\/p>\n<p>The swearing from the balconies and inaccurate complaints are just some of the abuses committed by residents of the condominium. <a href=\"https:\/\/glo.bo\/2QtQROT\" target=\"_blank\" rel=\"noopener noreferrer\">As published in 2018 by the newspaper <em>O Globo<\/em><\/a> and <a href=\"http:\/\/bit.ly\/2StQk51\" target=\"_blank\" rel=\"noopener noreferrer\">contested here on <em>RioOnWatch<\/em><\/a>, the <a href=\"http:\/\/bit.ly\/2ytgLxG\" target=\"_blank\" rel=\"noopener noreferrer\">interest in removing<\/a> the Trapicheiros community began exactly when the condominiums arrived at the site. They used baseless arguments that the community is the result of invasion, citing environmental crimes and &#8220;visual pollution.&#8221; Unfortunately, these virtual threats have real consequences.<\/p>\n<p>As covered above, there are extensive studies carried out by individual researchers and also public organs, disproving the narrative that the Trapicheiros community is a recently-occupied area, or that it was built in an area of \u200b\u200benvironmental protection.<\/p>\n<p>Yet another resident who works with children in her church explains the outrage of Trapicheiros residents: \u201cI am very sad, very indignant. The more I get close to people, the more I want to be close to the children. I&#8217;m scared, I don&#8217;t even want to go down the street and say good morning to people. I always think that I will run into someone from the condominium who will attack me, who will curse me. I cannot understand how human beings can be so aggressive, with this spirit of hate.\u201d<\/p>\n<p>For another resident, the real intention of the many attacks is clear: the <a href=\"https:\/\/bit.ly\/2Y4mzIK\" target=\"_blank\" rel=\"noopener noreferrer\">removal<\/a> of the Trapicheiros community: \u201cI was raised in Buraco da Lacraia, an old favela nearby, also in Tijuca. I remember well when they started to build a condominium of buildings at our side. They started doing everything to get us out of there, and they succeeded. We were removed by them because they had money, and I am afraid it will happen again here.\u201d<\/p>\n<p>According to the law, in the case of Trapicheiros, this resident has reason to be calm, because due to its long history in the area, the <a href=\"http:\/\/bit.ly\/2HJC0hx\" target=\"_blank\" rel=\"noopener noreferrer\">community has a clear right<\/a> to <a href=\"https:\/\/bit.ly\/3g2c0Mi\" target=\"_blank\" rel=\"noopener noreferrer\">adverse possession<\/a> in order to formalize its full land rights, <a href=\"https:\/\/bit.ly\/2PXFaBH\" target=\"_blank\" rel=\"noopener noreferrer\">a tool guaranteed<\/a> by the <a href=\"http:\/\/bit.ly\/RsgHDt\" target=\"_blank\" rel=\"noopener noreferrer\">1988 Constitution<\/a> (adverse possession <a href=\"https:\/\/bit.ly\/2XYgOMx\" target=\"_blank\" rel=\"noopener noreferrer\">originally comes from Roman Law<\/a> in the 6th century, with a rich history and use up to the present day in many countries around the world). Historical and legal records show that the occupation of Morro dos Trapicheiros is already 139 years old, fulfilling the legal requirements for the right of all residents to own their homes and land beneath. Therefore, they have the same land rights as the neighboring condominiums.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-61673\" title=\"August festival to inaugurate new park in Trapicheiros, on August 10, 2019\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park.jpg\" alt=\"\" width=\"620\" height=\"348\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park.jpg 2048w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park-300x169.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park-1024x576.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park-768x432.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park-1536x863.jpg 1536w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/August-festival-to-inaugurate-park-174x98.jpg 174w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Furthermore, the community works together internally, as well as with other communities and movements for the right to housing throughout the city, and is being assisted in the realization of its land rights by the Rio de Janeiro State <a href=\"https:\/\/bit.ly\/2DXyL79\" target=\"_blank\" rel=\"noopener noreferrer\">Public Defender&#8217;s Office<\/a>\u00a0through its <a href=\"https:\/\/bit.ly\/3eUTxB6\" target=\"_blank\" rel=\"noopener noreferrer\">Land and Housing Nucleus (NUTH)<\/a>.<\/p>\n<p>One final resident interviewed for this article brilliantly summarizes the moment, history, and challenges of the community: \u201cTrapicheiros carries an ancestry and a collective strength of immense potential.
