Almost five months later, the real impact of the illness on the metropolitan region\u2019s favelas is still unknown, and hundreds of thousands of residents are not receiving the necessary attention from public authorities.<\/span><\/p>\n<p>In <a href=\"http:\/\/bit.ly\/2ZKEORG\" target=\"_blank\" rel=\"noopener noreferrer\">Rio das Pedras<\/a><span style=\"color: #;\">, in the city&#8217;s<\/span> <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>, a <a href=\"https:\/\/bit.ly\/39IR1wE\" target=\"_blank\" rel=\"noopener noreferrer\">survey by the city government<\/a> carried out in partnership with pollster <a href=\"https:\/\/bit.ly\/35m9Kfk\" target=\"_blank\" rel=\"noopener noreferrer\">Ibope<\/a> found that within the survey sample, one in every four tested positive for the new coronavirus. With over 140,000 residents, this would be equivalent to 35,000 infected people. However, the same survey found a case fatality rate of <a href=\"https:\/\/bit.ly\/33oMy0P\" target=\"_blank\" rel=\"noopener noreferrer\">0.2% in Rio das Pedras<\/a>, which would correspond to 70 deaths.<\/p>\n<p>In the meantime, reports from local community leaders reveal that the situation is far more serious than the official figures show. Local leaders and activists are fighting a triple battle: the first against <a href=\"https:\/\/bit.ly\/2WYWeLV\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19<\/a>, the second against the <a href=\"https:\/\/bit.ly\/2ZxKuQN\" target=\"_blank\" rel=\"noopener noreferrer\">economic consequences<\/a> which are worsened by the <a href=\"https:\/\/bit.ly\/2WNVzNz\" target=\"_blank\" rel=\"noopener noreferrer\">government\u2019s negligence<\/a>, and the third against the misinformation and fake news that has spread through social media and WhatsApp groups.<\/p>\n<p>On July 22, the Peripheral Connections Collective (<a href=\"https:\/\/bit.ly\/3jY7dPo\" target=\"_blank\" rel=\"noopener noreferrer\">Coletivo Conex\u00f5es Perif\u00e9ricas<\/a>) organized an interactive online event with local community leaders and representatives from organizations active in Rio das Pedras entitled &#8220;<a href=\"https:\/\/bit.ly\/3gyByBW\" target=\"_blank\" rel=\"noopener noreferrer\">The Impacts of Covid-19 in Rio das Pedras: What To Do? Confront It or Hide It?<\/a>&#8221; The discussion was moderated by Douglas Heliodoro, a teacher in the Niter\u00f3i Municipal School System and founding member of the collective, and included \u00c9rika Alves, founder and manager of the <a href=\"https:\/\/bit.ly\/3hVsUh0\" target=\"_blank\" rel=\"noopener noreferrer\">community organization SocialBit<\/a>; Felipe Zagnoli, creator of the social project Corrente do Bem; L\u00e9u Oliveira, founder of the cultural movement <a href=\"http:\/\/bit.ly\/2SyRnih\" target=\"_blank\" rel=\"noopener noreferrer\">Cine &amp; Rock<\/a>; Paula Barbosa, a master\u2019s student in public health at Brazil&#8217;s national health institute, Funda\u00e7\u00e3o Oswaldo Cruz (<a href=\"https:\/\/bit.ly\/2EborZk\" target=\"_blank\" rel=\"noopener noreferrer\">Fiocruz<\/a>); Welersson Menezes, a community health worker at the\u00a0<a href=\"https:\/\/bit.ly\/2BXOlPe\" target=\"_blank\" rel=\"noopener noreferrer\">Helena Bessermam Viana Family Health Clinic<\/a>; and V\u00e2nia Rocha, from the social project Sowing Seeds of Love (<a href=\"https:\/\/bit.ly\/3hZ8aF5\" target=\"_blank\" rel=\"noopener noreferrer\">Semeando Amor<\/a>).<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/LiveRioDasPedras.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-61752\" title=\"Online Discussion &quot;The Impacts of Covid-19 in Rio das Pedras: What To Do? He also highlighted inequality of access to hospitals and medical care, and added that \u201cfavela spaces have very bad media coverage, especially where violence is concerned. We have this stigma impacting the entire favela territory. There is this sensationalism which was exposed in the <em>RioOnWatch<\/em> article<span style=\"color: #333333;\">\u00a0&#8216;<\/span><span style=\"color: #000000;\"><a href=\"https:\/\/bit.ly\/361lDHQ\" target=\"_blank\" rel=\"noopener noreferrer\">7 Mistakes Made by Journalists Covering Coronavirus in Favelas<\/a>.<span style=\"color: #333333;\">&#8216;<\/span>\u00a0<\/span>The media romanticizes confineme<span style=\"color: #333333;\">nt as if everyone has th<\/span>e same structure and comforts. We know that <a href=\"https:\/\/bit.ly\/2RoXViS\" target=\"_blank\" rel=\"noopener noreferrer\">the majority of houses in favelas are not always that comfortable<\/a>, nor are they always large enough,\u201d he pointed out.<\/p>\n<p>On Monday, August 3, the <a href=\"https:\/\/bit.ly\/3fIAGL7\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro city health department<\/a> began its\u00a0<a href=\"https:\/\/bit.ly\/2D6uNc6\" target=\"_blank\" rel=\"noopener noreferrer\">third stage of rapid testing<\/a> in favelas, and there will be another survey conducted by sampling in Rio das Pedras. Local leaders argue that this work is not being translated into public policy, or even into a <a href=\"https:\/\/glo.bo\/38HPCFY\" target=\"_blank\" rel=\"noopener noreferrer\">true count of the number of deaths<\/a>. According to Oliveira, \u201cThe state <a href=\"https:\/\/bit.ly\/37XOIEW\" target=\"_blank\" rel=\"noopener noreferrer\">does not fulfill its role of establishing the cause of death<\/a> as Covid-19. They say that no one died of Covid in Rio das Pedras, but just in my area there were 20 people [who died], people with whom I coexisted,\u201d he lamented.<\/p>\n<p>Though so populous, the favela of Rio das Pedras is technically counted as part of the larger, wealthier neighborhood of <a href=\"https:\/\/bit.ly\/31dFd2K\" target=\"_blank\" rel=\"noopener noreferrer\">Itanhang\u00e1<\/a>, so its official numbers are accounted for there, meaning there are insufficient data about the community itself. Up until August 4, there had been <a href=\"https:\/\/bit.ly\/2K125cq\" target=\"_blank\" rel=\"noopener noreferrer\">43 deaths<\/a> counted in Itanhang\u00e1 on <a href=\"https:\/\/bit.ly\/2K125cq\" target=\"_blank\" rel=\"noopener noreferrer\">the city government&#8217;s official Covid-19 Dashboard<\/a>.<\/p>\n<p>The situation is made worse by the lack of adequate basic infrastructure in Rio das Pedras. Barbosa, a public health specialist, mentioned one of the main problems: \u201cBasic sanitation is almost nonexistent in Rio das Pedras. We\u2019ve been in this same situation for years. We don\u2019t have the power of the state here.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/SocialBit.png\"><img decoding=\"async\" class=\"alignright wp-image-61747\" title=\"SocialBit's progress report on their campaign to help some of Rio das Pedras' families\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/SocialBit-300x300.png\" alt=\"SocialBit's progress report on their campaign to help some of Rio das Pedras' families\" width=\"300\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/SocialBit-300x300.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/SocialBit-1024x1024.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/SocialBit-768x768.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/SocialBit.png 1080w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Due to these challenges, <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">local leaders have had to change the routine<\/a> of their groups to meet the demand for basic foodstuffs and essential hygiene products. \u201cSince March we\u2019ve already attended to more than 400 families, and each delivery is full of tears and conversations. More than 80% of them reported that people close to them had had Covid symptoms and that someone at home had fallen ill. Here in the favela, the virus has already reached lots of people,\u201d Alves, of SocialBit, explained. She added, \u201cEven with all the social projects we can\u2019t handle it. What we do is minimize the impact. These are issues that long predate the pandemic: lack of housing, basic sanitation, etc.\u201d<\/p>\n<p>Zagnoli, from Corrente do Bem, said that his group paused its normal activities with children to focus on the distribution of basic foodstuffs to families who had lost their jobs. However, the organization has also run into difficulties. \u201cWe had to take a step back after the first action, because a few people became infected with Covid-19. With our work, we\u2019re lessening the load that the government and the state should be taking on. We\u2019re not heroes. We shouldn\u2019t be doing this work.\u201d<\/p>\n<p>\u201cIt\u2019s not just the work of basic foodstuffs, we\u2019re also dealing with people who need affection. Sometimes, the women you see are in need of a hug, of close contact,\u201d Rocha explained. She\u2019s been leading the Planting Love social project for 17 years, and reiterated: \u201cWe can\u2019t let the favela community die of hunger at home, that\u2019s why we go out and do our bit.\u201d<\/p>\n<h3>Scientific Education<\/h3>\n<p>Reports in recent months have shown that many Rio residents do not follow guidelines on isolation and basic protection measures, such as physical distancing and the use of masks. This happens all over the city, even with <a href=\"https:\/\/glo.bo\/33ezueo\" target=\"_blank\" rel=\"noopener noreferrer\">reports of crowds<\/a> and parties. Speaking on the issue of individual accountability during the pandemic, Heliodoro said, \u201ceveryone has a share of responsibility, but we also know that there is a lack of scientific education in health to prepare people for this type of situation that we\u2019re living through.\u201d<\/p>\n<p>He added, \u201cWe notice the absence of a mass education campaign. The federal government and the municipalities haven\u2019t spoken about precautions.\u201d On this issue, Britta, the journalist, explained the <a href=\"https:\/\/bit.ly\/2KEJm6G\" target=\"_blank\" rel=\"noopener noreferrer\">importance of community journalism<\/a>: \u201cOur role is to raise awareness and inform, inside and outside the community. We have to present the real situation, things that newspapers don\u2019t do in depth.\u201d<\/p>\n<p>Menezes, who works in the Rio das Pedras <a href=\"http:\/\/bit.ly\/2NTglXI\" target=\"_blank\" rel=\"noopener noreferrer\">Family Health Clinic<\/a>, stresses the importance of having conversations on scientific facts with residents in a simple and clear manner: \u201cWe believe that our greatest power is to inform, to plant the small seed that becomes a multiplier both inside and outside the home.\u201d<\/p>\n<p>How do we inform the local population? Do we know how to speak to and communicate with them? These are some of the questions raised by Barbosa. \u201cWe have a serious biological threat, but we have a bigger risk in Brazil, which is the lack of information, the lack of public policies targeting the most vulnerable population. Many people are receiving fake news via WhatsApp, they do not believe in science. Brazil is in a phase of transformation of the truth, and people are simply believing what their neighbor said, or what their church group passed on.\u201d<\/p>\n<h3>The Path for the Future<\/h3>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Painel-Unificador.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-61757\" title=\"Covid-19 in Favelas Unified Dashboard for Rio de Janeiro on August 5, 2020\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Painel-Unificador-1024x485.jpg\" alt=\"Covid-19 in Favelas Unified Dashboard for Rio de Janeiro on August 5, 2020\" width=\"620\" height=\"294\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Painel-Unificador-1024x485.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Painel-Unificador-300x142.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Painel-Unificador-768x364.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Painel-Unificador-1536x727.jpg 1536w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Painel-Unificador.jpg 1920w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>At the end of the event, the participants spoke about other solutions that are being put into practice to alleviate the consequences of the new coronavirus. Heliodoro noted, \u201cWe\u2019re creating action networks and undertaking surveys in an organized manner, one of them through a link and a form sent once a month to the residents of Rio das Pedras.\u201d Another initiative is the <a href=\"https:\/\/www.favela.info\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 in Favelas Unified Dashboard<\/a>, a project conceived of by <a href=\"https:\/\/catcomm.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Catalytic Communities<\/a>* with partner institutions. \u201cNow is not the moment to hide data. We need the data to direct actions of assistance and to put pressure on public authorities, so that they take action in these spaces,\u201d he stressed.<\/p>\n<p>\u201cPeople need to be more aware. It\u2019s difficult to leave your home and see people wandering around, drinking and chatting without a mask while 90,000 people have died. We\u2019re normalizing these deaths.
