{"id":61881,"date":"2020-08-26T12:25:07","date_gmt":"2020-08-26T15:25:07","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=61881"},"modified":"2023-08-23T12:20:06","modified_gmt":"2023-08-23T15:20:06","slug":"black-july-exposes-the-struggle-for-justice-of-mothers-of-black-youth-victims-of-state-violence-video","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=61881","title":{"rendered":"Black July Exposes Struggle for Justice by Mothers of Black Youth Victimized by State Violence [VIDEO]"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><a href=\"https:\/\/bit.ly\/2FBdRez\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Clique aqui para Portugu\u00eas<\/em><\/a><\/strong><a href=\"https:\/\/bit.ly\/3f0YmIU\"><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/p>\n<p><i><span style=\"font-weight: 400;\">This is our latest article on <\/span><\/i><a href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">Covid-19 and its impacts on the favelas<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> and part of our <\/span><\/i><a href=\"http:\/\/bit.ly\/2YhInCS\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">series covering 2020\u2019s Black July<\/span><\/i><\/a>.<\/p>\n<p><span style=\"font-weight: 400;\">On July 29, as part of the series of events for the 5th edition of <\/span><a href=\"http:\/\/bit.ly\/2YhInCS\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Black July<\/span><\/a><span style=\"font-weight: 400;\"> (Julho Negro), a livestreamed debate was held entitled \u201c<\/span><a href=\"https:\/\/bit.ly\/2X7Uwrc\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Black Women Analyze State Violence<\/span><\/a>.<span style=\"font-weight: 400;\">\u201d It featured four mothers that had in common not only the murder and violence <\/span><a href=\"http:\/\/bit.ly\/2O6BCgT\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">suffered by their children<\/span><\/a><span style=\"font-weight: 400;\">, but also the fact that they courageously continue to denounce the state violence that <\/span><a href=\"http:\/\/bit.ly\/2N3NY8L\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">targets young black people<\/span><\/a> in Brazil.<\/p>\n<p><span style=\"font-weight: 400;\">The discussion touched on striking topics<\/span><span style=\"font-weight: 400;\">\u2014<\/span><span style=\"font-weight: 400;\">like the torture that occurs in Brazil\u2019s juvenile detention system <\/span><a href=\"http:\/\/bit.ly\/31uJAE9\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">DEGASE<\/span><\/a>\u00a0(Department\u00a0of General Socio-Educational Action)<span style=\"font-weight: 400;\">, police killings, military intervention, and police training<\/span><span style=\"font-weight: 400;\">\u2014<\/span><span style=\"font-weight: 400;\">and was mediated by researchers Luciane Rocha and Rachel Barros. The event included the participation of Deize Carvalho, founder of the Nucleus of Victim Mothers of Pav\u00e3o-Pav\u00e3ozinho and Cantagalo; Irone Santiago, a social activist with <\/span><a href=\"http:\/\/bit.ly\/2JViAZB\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Redes da Mar\u00e9<\/span><\/a><span style=\"font-weight: 400;\">; M\u00e1rcia Jacintho, an activist with the <\/span><a href=\"http:\/\/bit.ly\/2MiaqeW\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Network of Communities and Movements Against Violence<\/span><\/a><span style=\"font-weight: 400;\">; and Zoraide Vidal, a lawyer whose daughter, a police officer, was killed in the line of duty.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Julho-Negro-Event.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-61883\" title=\"At the online event, speakers discussed the struggle of mothers of youth victims of state violence.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Julho-Negro-Event.png\" alt=\"\" width=\"620\" height=\"337\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Julho-Negro-Event.png 643w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Julho-Negro-Event-300x163.png 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Irone Santiago<\/span><span style=\"font-weight: 400;\">\u2014<\/span><span style=\"font-weight: 400;\">whose son Vitor Santiago <\/span><a href=\"https:\/\/bit.ly\/3hdkrpB\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">became paraplegic and was mutilated<\/span><\/a><span style=\"font-weight: 400;\"> by police gunshots on his way home after a night out with friends<\/span><span style=\"font-weight: 400;\">\u2014<\/span><span style=\"font-weight: 400;\">explained how the mothers of victims of state violence are forced to <\/span><a href=\"https:\/\/bit.ly\/3jfmKJy\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">take justice into their own hands<\/span><\/a><span style=\"font-weight: 400;\">. According to Santiago, this job should be done by the state itself. &#8220;At the beginning of my fight&#8230;each place I went, I was called &#8216;crazy.&#8217; Everyone said I was going to achieve nothing. I didn&#8217;t believe in people&#8230;and I still kept fighting. But today I fight differently, because I felt a lot of hatred towards the Military Police. Today, I am looking to get treatment for myself, because police officers also have mothers. It is very difficult to empathize, to put yourself in other people\u2019s shoes and understand them. When people say that my case is different because my son is alive, I don&#8217;t accept that. It is a [human rights] violation, like any other,\u201d she said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Santiago\u2019s story is similar to those shared by other participants of the discussion. For years, these mothers had to gather, on their own, the means to continue fighting for justice for their children. During the debate, the mediators showed videos of the various mothers calling for justice on the streets. One of those images was of Carvalho in front of the Court of Justice of Rio de Janeiro, demanding answers about the case of her son Andreu Luiz Carvalho, who was <\/span><a href=\"https:\/\/bit.ly\/34bAGjp\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">tortured for an hour and killed by six policemen<\/span><\/a><span style=\"font-weight: 400;\"> inside DEGASE. She blames corporatism within the state for the difficulty in moving her son\u2019s case forward and holding perpetrators accountable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhen these hideous crimes happen, they try to hide evidence of the crime. In my son\u2019s case, the forensic doctor was absent throughout the process. My son had deep cuts, but it wasn\u2019t clear how they were made. This is corporatism, which doesn\u2019t condemn its agents, just like in the case of <\/span><a href=\"https:\/\/bit.ly\/39FKKlb\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Maicon<\/span><\/a><span style=\"font-weight: 400;\">, a two-year-old child killed by a policeman, in which the case was closed after it was claimed [by police] as an act of legitimate defense.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Deize-Carvalho-em-frente-ao-TJRJ-antes-de-audi\u00eancia-sobre-o-caso-de-seu-filho-Andreu..png\"><img decoding=\"async\" class=\"aligncenter wp-image-61884\" title=\"Deize Carvalho in front of the Rio de Janeiro Court of Justice, before the hearing about the case of her son Andreu. Vidal, whose pregnant daughter <\/span><a href=\"https:\/\/bbc.in\/2Q97h0M\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Ludmila Fernandes Fragoso was tortured and charred<\/span><\/a><span style=\"font-weight: 400;\"> in a robbery in <\/span><a href=\"http:\/\/bit.ly\/2XHMoQ0\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Duque de Caxias<\/span><\/a><span style=\"font-weight: 400;\"> after she was discovered to be a police officer, said, \u201cI had no help from anyone, not even the State. The State is so disorganized, even with their own. A month after Ludmila died, they sent me a birthday card! It&#8217;s not just in the favela, they don&#8217;t bother with anyone,\u201d said Vidal, who lamented the precarious conditions at police stations. She added, &#8220;Ludmila used to take in&#8230; [her own] reams of paper to be able to provide good service. We don&#8217;t want to blame individual officers. We, black people, can\u2019t go far with war. The only weapon that we have is education, by encouraging our children to study. It\u2019s a struggle of knowledge, so that we can talk as equals,\u201d explained Vidal.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Carvalho added, \u201cOnce you go through the prison system, you\u2019re a criminal forever. Instead of providing vocational training, socio-cultural activities\u2026We have a bourgeois elite that trivializes and devalues violence. The state doesn\u2019t care about the <\/span><i><span style=\"font-weight: 400;\">favelado<\/span><\/i><span style=\"font-weight: 400;\"> or the policeman sent to the favela.\u201d She concluded, \u201cNo mother raises a child to be a criminal. No child is raised with a rifle inside the womb.
