The city of Rio de Janeiro and its <a href=\"http:\/\/bit.ly\/2MsxpU2\" target=\"_blank\" rel=\"noopener noreferrer\">Metropolitan Region<\/a>, despite the <a href=\"https:\/\/bit.ly\/34aaBBa\" target=\"_blank\" rel=\"noopener noreferrer\">lag in official data<\/a>, have been experiencing <a href=\"https:\/\/glo.bo\/2DW2YDX\" target=\"_blank\" rel=\"noopener noreferrer\">high numbers of both cases and deaths<\/a>. Furthermore, there has been no <a href=\"https:\/\/bit.ly\/3kW9dIj\" target=\"_blank\" rel=\"noopener noreferrer\">mass testing system<\/a> implemented to test those with or without suspected contamination.<\/p>\n<p>In most of Rio de Janeiro&#8217;s favelas, the situation is made even more complicated by high density living, <a href=\"https:\/\/bit.ly\/2RPJx3m\" target=\"_blank\" rel=\"noopener noreferrer\">irregular or nonexistent basic sanitation<\/a>, and the difficulty of accessing <a href=\"https:\/\/bit.ly\/2UOjN82\" target=\"_blank\" rel=\"noopener noreferrer\">water<\/a> and basic health services. The absence of public authorities in these locations makes it even more necessary and important for <a href=\"https:\/\/bit.ly\/2CH0VCB\" target=\"_blank\" rel=\"noopener noreferrer\">community leaders to take action<\/a>.<\/p>\n<p>In turn, hospitals that should be ready to serve citizens, fully equipped with all the necessary materials, testing, and health professionals, <a href=\"https:\/\/bit.ly\/2Ej4rUg\" target=\"_blank\" rel=\"noopener noreferrer\">exist in a chaotic reality<\/a> where doctors, nurses and assistants work with frequent delays in payment, broken equipment, and a <a href=\"https:\/\/glo.bo\/3kYLzLa\" target=\"_blank\" rel=\"noopener noreferrer\">lack of basic supplies<\/a>\u00a0such as medicine.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/08\/Lack-of-hospital-beds-for-patients.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-61941 size-content\" title=\"Coronavirus patient denounces having been hospitalized on a chair in Ad\u00e3o Pereira Nunes Municipal Hospital. Photo by IG.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Lack-of-hospital-beds-for-patients-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/08\/Lack-of-hospital-beds-for-patients-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><a href=\"https:\/\/bit.ly\/3hT1F77\" target=\"_blank\" rel=\"noopener noreferrer\">Acari<\/a> resident Maria Cristina Porte da Silva, for example, who contracted Covid-19, was unable to receive care either at the nearby <a href=\"http:\/\/bit.ly\/2NTglXI\" target=\"_blank\" rel=\"noopener noreferrer\">Family Health Clinic<\/a> or at the Ronaldo Gazola Municipal Hospital. She ended up being admitted into the emergency department of the Francisco Sales Municipal Hospital and, later, referred to a field hospital in <a href=\"http:\/\/bit.ly\/2p61G1r\" target=\"_blank\" rel=\"noopener noreferrer\">Leblon<\/a>. Speaking at the <a href=\"https:\/\/bit.ly\/PainelColetiva2\" target=\"_blank\" rel=\"noopener noreferrer\">most recent press conference for the Covid-19 in Favelas Unified Dashboard<\/a>, Da Silva said that at the field hospital, she received the best possible treatment available, and that \u201cif others [from her favela] had access to the medical care I had, many would not have died.\u201d<\/p>\n<p>In addition to these factors, there is also the issue of <a href=\"https:\/\/glo.bo\/2Q5YRaO\" target=\"_blank\" rel=\"noopener noreferrer\">conflict among the different spheres of public authority<\/a><span style=\"font-weight: 400;\">\u2014<\/span>federal, state and municipal<span style=\"font-weight: 400;\">\u2014<\/span>that have failed to agree on a unified discourse that is capable of connecting with the public, raising awareness, and providing instruments for the fight against Covid-19. This has resulted in a sense amongst the population that the only way to succeed in the face of the pandemic is to take individual action and, consequently, a sense of responsibility has been taken away from the government agencies that should bear the ultimate responsibility in this situation.<\/p>\n<h3>The Favelas&#8217; Response: Community Mobilization to Fight Covid-19<\/h3>\n<p>Favela residents&#8217; perception that action by public authorities was very limited, whether in terms of financial aid or in the <a href=\"https:\/\/bit.ly\/37XOIEW\" target=\"_blank\" rel=\"noopener noreferrer\">dissemination of accurate data<\/a> on Covid-19 cases and deaths, <a href=\"https:\/\/bit.ly\/2JAmPHY\" target=\"_blank\" rel=\"noopener noreferrer\">mobilized innumerable community groups<\/a> to focus their efforts on combating the novel coronavirus. Contrary to the media&#8217;s stigmatized coverage of the pandemic in the favelas, as if they were Covid-19 hot spots, the main movement in the favelas has in reality consisted of favela-based collectives coming together to create a network of support for residents.<\/p>\n<p>At the <a href=\"https:\/\/bit.ly\/37nLHOc\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 in Favelas Unified Dashboard<\/a>\u2019s press conference, Rafael Oliveira of the\u00a0<a href=\"https:\/\/bit.ly\/2ULKquh\" target=\"_blank\" rel=\"noopener noreferrer\">Favela Vertical<\/a> collective in <a href=\"https:\/\/bit.ly\/3bskVWP\" target=\"_blank\" rel=\"noopener noreferrer\">Gard\u00eania Azul<\/a>\u00a0said that \u201csince the beginning, we have had a fallacy that the communities would be the driving force behind Covid-19 in Rio de Janeiro, a racist and unscrupulous misrepresentation.\u201d Seimour Souza of\u00a0<a href=\"https:\/\/bit.ly\/33zPM1U\" target=\"_blank\" rel=\"noopener noreferrer\">LabJaca<\/a>, a resident of <a href=\"http:\/\/bit.ly\/2ZoANlT\" target=\"_blank\" rel=\"noopener noreferrer\">Jacarezinho<\/a>, pointed out how the favela is rendered invisible by the mainstream media and public authorities, saying that it is not only with the Covid-19 pandemic that this happens, but also in relation to other diseases, such as tuberculosis.<\/p>\n<p>For Douglas Heliodoro, from the <a href=\"https:\/\/bit.ly\/3jY7dPo\" target=\"_blank\" rel=\"noopener noreferrer\">Peripheral Connections<\/a> collective (Coletivo Conex\u00f5es Perif\u00e9ricas) in <a href=\"https:\/\/bit.ly\/2WyfG2d\" target=\"_blank\" rel=\"noopener noreferrer\">Rio das Pedras<\/a>, media coverage that initially sounded like concern ultimately only intensified stigma against favelas in the face of the pandemic. Heliodoro highlighted the network of existing social projects in Rio das Pedras, such as Corrente do Bem, <a href=\"http:\/\/bit.ly\/2SyRnih\" target=\"_blank\" rel=\"noopener noreferrer\">Cine Rock<\/a>, Semeando Amor Project, Alian\u00e7a do Bem, Coletivo Semente, and <a href=\"https:\/\/www.facebook.com\/SocialbitRiodasPedras\/\" target=\"_blank\" rel=\"noopener noreferrer\">NGO Social Bit<\/a>, among others, who came together to gather information about Covid-19 in the community through online Google forms. With over 100,000 residents in Rio das Pedras, conducting interviews with each household was not a viable alternative.<\/p>\n<p>Anna Paula Sales, the community leader of <a href=\"https:\/\/bit.ly\/3iSmSyq\" target=\"_blank\" rel=\"noopener noreferrer\">A.M.I.G.A.S.<\/a> (Women\u2019s Association of Itagua\u00ed, Warriors and Community Connectors), said that her organization&#8217;s work to identify infected people was initially done &#8220;in an intuitive and empirical way, without any commitment to exact science, such as statistics&#8230; [it was done] in terms of community-based information.&#8221; For their true fieldwork, amid the lack of technological devices such as laptops and easy access to the Internet, interviews were conducted and cases counted street by street in different favelas.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Basic-foodstuff-distribution-in-Gardenia-Azul-in-Rios-West-Zone.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-61962 size-content\" title=\"Basic foodstuff distribution in Gardenia Azul, in Rio's West Zone. Photo: Favela Vertical\/Facebook\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Basic-foodstuff-distribution-in-Gardenia-Azul-in-Rios-West-Zone-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/Basic-foodstuff-distribution-in-Gardenia-Azul-in-Rios-West-Zone-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/Basic-foodstuff-distribution-in-Gardenia-Azul-in-Rios-West-Zone-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In Jacarezinho, through the <a href=\"https:\/\/bit.ly\/3gcDO0S\" target=\"_blank\" rel=\"noopener noreferrer\">Jaca Against Corona Campaign<\/a>, basic food supplies were collected and distributed along with hygiene and cleaning materials, materials for babies, personal protective equipment, and informational handouts. In addition, before the partnership with the Covid-19 in Favelas Unified Dashboard arose, families were registered, including details such as race and skin color and whether people had already been tested or had any symptoms.<\/p>\n<p>In <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9<\/a>, as reported by Dani Moura of Redes da Mar\u00e9, there was a perception that the distribution of basic food supplies, the first action taken, needed to be extended in some way. A telemedicine program called <a href=\"https:\/\/bit.ly\/31VrKgE\" target=\"_blank\" rel=\"noopener noreferrer\">Health Connection<\/a> was created with general practitioners and psychologists in order to assist people in vulnerable situations, and if they had contracted coronavirus. Through that program, a mass testing program was also started in partnership with Brazil&#8217;s national health foundation, Funda\u00e7\u00e3o Oswaldo Cruz (<a href=\"http:\/\/bit.ly\/2Xhut34\" target=\"_blank\" rel=\"noopener noreferrer\">Fiocruz<\/a>).<\/p>\n<p>In the mainstream media, some actions taken by residents were reported, such as the <a href=\"https:\/\/cnn.it\/2Vsl0Cb\" target=\"_blank\" rel=\"noopener noreferrer\">cleaning<\/a>\u00a0of alleys, <a href=\"https:\/\/bit.ly\/2LlvnDb\" target=\"_blank\" rel=\"noopener noreferrer\">installation of public water faucets and sinks<\/a>, distribution of\u00a0<a href=\"https:\/\/glo.bo\/321I5ix\" target=\"_blank\" rel=\"noopener noreferrer\">masks and soap<\/a>, and efforts to\u00a0<a href=\"https:\/\/bit.ly\/2ZyV63D\" target=\"_blank\" rel=\"noopener noreferrer\">count cases and deaths<\/a>. Nill Santos, president of the Association of Assertive Women with Social Commitment (<a href=\"http:\/\/bit.ly\/2HU5KZh\" target=\"_blank\" rel=\"noopener noreferrer\">AMAC<\/a>)\u00a0in\u00a0<a href=\"http:\/\/bit.ly\/2Zrt2vo\" target=\"_blank\" rel=\"noopener noreferrer\">Duque de Caxias<\/a>, said that lack of <a href=\"https:\/\/bit.ly\/2RPJx3m\" target=\"_blank\" rel=\"noopener noreferrer\">access to water<\/a> is currently one of the most serious problems. In the favela where she lives, it was the residents themselves who raised money to buy 25 pipes to transport water to areas that do not receive water from the state utility CEDAE.<\/p>\n<p>Santos also explained that the biggest challenge facing community leaders today is making people aware of how to keep themselves safe, especially those who deny the dangers posed by the pandemic. Santos said that the biggest current denialist is the government, which \u201ctried to silence us, does not want to hear us. It doesn&#8217;t help us, but we are the ones who are saving this country. <a href=\"https:\/\/bit.ly\/3gzgTNr\" target=\"_blank\" rel=\"noopener noreferrer\">We are the communities<\/a>\u00a0and the networks that are transforming our country.
