While families inside the building removed their belongings in cardboard boxes, their young children rode bicycles and played together inside a circle of police officers that had formed at the building&#8217;s entrance. The space, occupied in January, housed around 30 families, including 40 children. On Wednesday, September 9, the second floor that was full at dawn was empty by dusk.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When the occupation began, at the beginning of the year, few people lived there. However, after March, with the arrival of the pandemic and the need for <\/span><a href=\"https:\/\/bit.ly\/2RoXViS\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">adoption of physical distancing<\/span><\/a><span style=\"font-weight: 400;\">, many families <\/span><a href=\"https:\/\/bit.ly\/2ZxKuQN\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">lost their jobs<\/span><\/a><span style=\"font-weight: 400;\">. Without work, they were obligated to leave their homes, and took shelter in the occupation. In recent months, the group that lived in the second-story unit on Rua Ramalho Ortig\u00e3o more than doubled.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Sem-ter-para-onde-ir-moradores-empilharam-moveis-na-calcada-no-Largo-de-Sao-Francisco..jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-62079\" title=\"With nowhere to go, residents pile their furniture on the sidewalk of Largo de S\u00e3o Francisco. I never lived in an occupation, ever. I paid my rent, I had a big house, and now I find myself like this. I have no way to work. There are no events anywhere,\u201d she said. This is the family\u2019s second <\/span><a href=\"http:\/\/bit.ly\/2wHdtU0\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">eviction<\/span><\/a><span style=\"font-weight: 400;\"> in 15 days. Before arriving at the downtown unit, she and her children were living in another occupation in <\/span><a href=\"https:\/\/bit.ly\/2ZzBdsp\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Laranjeiras<\/span><\/a><span style=\"font-weight: 400;\">, in the <\/span><a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">South Zone<\/span><\/a><span style=\"font-weight: 400;\">, that was removed two weeks before.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This time, in addition to losing shelter, Nascimento is also seeing her children lose access to education, culture, and leisure, as those were offered at the occupation by volunteers. \u201cThey were not studying because of the pandemic, but here there is a literacy class, ballet, there is everything inside. The music teacher arrived to give a class, he\u2019s there outside,\u201d said Nascimento. With her youngest child on her lap, who turned two on September 9, she said that the oldest is 15.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Remocao-no-Largo-de-Sao-Francisco-e1599777013529.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-62080\" title=\"Eviction in Largo de S\u00e3o Francisco, in Rio's Centro. The police are here, they are wanting us to take our things, but mine are still up there. My children are very young. I don\u2019t know what I will do.\u201d With much fear of losing custody of her children, Nascimento prefers not to take the option of a public shelter. \u201cThe city government wants to offer shelter to us, a place where our children are cast aside and there isn&#8217;t even proper food to eat. I am not going.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The lack of dignified treatment and basic conditions of food and housing in public shelters are reported by many families that live in the second floor occupation. Some were experiencing homelessness and went to shelters before they arrived at the occupation. People who know this reality up close prefer not to return. \u201cShelter? They didn\u2019t even say anything about which shelter, they didn\u2019t even say. Our intention is not to go to a shelter. I\u2019ve already been through a shelter and I know what it is,\u201d explained Queli Ambr\u00f3sio, responsible for the occupation.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Moveis-e-pertences-de-moradores-foram-levados-para-deposito-publico..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62081\" title=\"Furniture and belongings of residents were taken to a public storage unit. Before she arrived at the second-floor occupation, she lived with her five children in another occupation, also in the Centro. However, when part of the building began to collapse, she was afraid of staying with her children in the place. In 2017 she began, with a group of women, to work on cleaning the second-floor space. It took a little more than two years to transform the unsanitary space into an environment with minimum conditions for habitation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the building, the second floor was divided into three small areas, surrounded by barriers, cords, and wood. Each square represented the home of a family. On the first floor, where there is a large patio, many people used the space to store their work carts. It is also the space where the children\u2019s school operated and where they played.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHere, there is no one below the poverty line, all of them are below the extreme poverty line. They came to share a space with rats and cockroaches, without light and water,\u201d said L\u00e9o Motta. He, who has already lived on the streets, today coordinates a project that attends to around 300 people experiencing homelessness. At the door of the occupation, blocked from entering by the police, he tried to get help on his cell phone. \u201cHere no one needs a rifle, here we need assistance,\u201d he emphasized, referring to the <\/span><a href=\"http:\/\/bit.ly\/38STkfm\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">absence of public organs for social assistance<\/span><\/a><span style=\"font-weight: 400;\"> and to the <\/span><a href=\"https:\/\/bit.ly\/33nBdg0\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">presence of high-caliber arms<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<div style=\"width: 620px;\" class=\"wp-video\"><!--[if lt IE 9]><script>document.createElement('video');<\/script><![endif]-->\n<video class=\"wp-video-shortcode\" id=\"video-62077-1\" width=\"620\" height=\"349\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/rioonwatch.org.br\/wp-content\/uploads\/2020\/09\/WhatsApp-Video-2020-09-09-at-11.04.56-1.mp4?_=1\" \/><a href=\"https:\/\/rioonwatch.org.br\/wp-content\/uploads\/2020\/09\/WhatsApp-Video-2020-09-09-at-11.04.56-1.mp4\">https:\/\/rioonwatch.org.br\/wp-content\/uploads\/2020\/09\/WhatsApp-Video-2020-09-09-at-11.04.56-1.mp4<\/a><\/video><\/div>\n<p><span style=\"font-weight: 400;\">\u201cThe State only showed up when it was the police to throw us out, nothing more than this,\u201d said Ambr\u00f3sio, minutes before the city\u2019s Nucleus of Social Assistance arrived. It was already almost 11:30am when the team arrived. In a written statement to <\/span><i><span style=\"font-weight: 400;\">RioOnWatch<\/span><\/i><span style=\"font-weight: 400;\">, the Municipal Secretary of Social Assistance and Human Rights (SMASDH) said that it was only informed about the repossession<\/span> <span style=\"font-weight: 400;\">the day it occurred, because \u201cit was not communicated [to them] by the organs responsible for the action.\u201d It also said that the alternative proposed by the City, permission to stay in a city shelter, was not accepted by any of the 28 families that resided in the second floor space.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe need public authorities to offer these families a place to live, not family shelters like <\/span><a href=\"https:\/\/bit.ly\/35oFum1\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Apoteose<\/span><\/a><span style=\"font-weight: 400;\">, which last week lost electricity and was in the dark,\u201d said Motta. He said that even during the pandemic, <\/span><a href=\"https:\/\/bit.ly\/2QeEF6t\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">evictions continue happening<\/span><\/a><span style=\"font-weight: 400;\"> in Rio. In addition, as lots of families are losing their jobs and, consequently, their homes, because of the pandemic, the population living on the street <\/span><a href=\"https:\/\/bit.ly\/3bIHtmq\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">has grown significantly<\/span><\/a><span style=\"font-weight: 400;\">, especially in Rio de Janeiro proper. A few meters away from the occupation, a long line crossed the Largo da Carioca square, waiting for donated meals. These people need a solution. \u201cThe people here need to be seen, they don\u2019t need to be swept away,\u201d Motta complained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The families taken out of the second floor space were informed of the eviction on September 3, less than a week before the repossession. \u201cThey just issued the eviction order, said &#8216;take this paper, and you will be evicted,&#8217;\u201d said Ambr\u00f3sio. She said that the group obtained a security order in the justice system, which would need to be evaluated, to know if the eviction order would or would not really occur. The eviction order, however, was followed.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The residents who were not in the space when the eviction began had their furniture and belongings put into trucks and sent to public storage spaces. According to Ambr\u00f3sio, they were not informed of the location where the items were being sent or how families could recuperate them.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Familias-foram-avisadas-sobre-despejo-seis-dias-antes..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62082\" title=\"Families were told of the eviction six days in advance.
