Mar\u00e9 residents, journalists from community-based and commercial outlets, politicians, and artists protested on social media. The hashtag #Mar\u00e9BunkerOfPotential (<\/span><a href=\"https:\/\/bit.ly\/32sVyQs\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">#Mar\u00e9BunkerDePot\u00eancia<\/span><\/i><\/a><span style=\"font-weight: 400;\">) was one of the most used on Twitter the following day, August 27.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The report produced and <\/span><span style=\"font-weight: 400;\">researched<\/span><span style=\"font-weight: 400;\"> by Erick Rianelli, Felipe Freire, Guilherme Santos and Leslie Leit\u00e3o based on police investigations states: &#8220;gangs specialized in various crimes, spreading terror across Rio, in cities in the <a href=\"http:\/\/bit.ly\/2IqnU52\" target=\"_blank\" rel=\"noopener noreferrer\">Metropolitan Region<\/a> and outside the state, but with one thing in common: they have the same base, Mar\u00e9.&#8221; According to the report, there are 244 fugitives living in the area.<\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Ei <a href=\"https:\/\/twitter.com\/g1rio?ref_src=twsrc%5Etfw\">@g1rio<\/a>. Once again, one of the biggest communication outlets in Brazil disseminated prejudice and ignorance against one of the largest favelas in the country. #Mar\u00e9BunkerOfPotential<\/span><\/p><\/blockquote>\n<h3><em>G1\u00a0<\/em>Changes Headline, But Does Not Contain the Wave #Mar\u00e9OfPotential<\/h3>\n<p><span style=\"font-weight: 400;\">The repercussion and reach of the criticisms was so great that <\/span><i><span style=\"font-weight: 400;\">G1, <\/span><\/i><span style=\"font-weight: 400;\">on the same day, at 8:02pm, changed the headline of the article to: \u201cComplexo da Mar\u00e9 has over 240 fugitives from the justice system; residents cornered<\/span><span style=\"font-weight: 400;\">.\u201d<\/span><span style=\"font-weight: 400;\"> However, in the report\u2019s link, its original title which qualified Mar\u00e9 as a \u201cbunker of criminals\u201d was still visible.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-com-link.jpg\"><img decoding=\"async\" class=\"wp-image-62096 aligncenter\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-com-link.jpg\" alt=\"\" width=\"620\" height=\"322\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-com-link.jpg 1000w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-com-link-300x156.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-com-link-768x399.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><i><span style=\"font-weight: 400;\">G1<\/span><\/i><span style=\"font-weight: 400;\"> news portal also deleted the Twitter post of the report with the first \u201cheadline.\u201d<\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">G1 apagou o tu\u00edte gente&#8230;<\/p>\n<p>\u2014 Edmund Ruge (@EdmundRuge) <a href=\"https:\/\/twitter.com\/EdmundRuge\/status\/1298804677153357824?ref_src=twsrc%5Etfw\">August 27, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">G1 <\/span><\/i><span style=\"font-weight: 400;\">deleted the tweet people\u2026\u00a0<\/span><\/p><\/blockquote>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Mare-G1-Twitter-apagado.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62097 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Mare-G1-Twitter-apagado.png\" alt=\"\" width=\"533\" height=\"211\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/Mare-G1-Twitter-apagado.png 533w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/Mare-G1-Twitter-apagado-300x119.png 300w\" sizes=\"(max-width: 533px) 100vw, 533px\" \/><\/a><span style=\"font-weight: 400;\">But several posts with criticism, which shared <\/span><i><span style=\"font-weight: 400;\">G1<\/span><\/i><span style=\"font-weight: 400;\">\u2019s original tweet, left a trail in an attempt to manage the crisis: &#8220;This Tweet is not available,&#8221; as we can see in the <a href=\"https:\/\/bit.ly\/34IoCGE\" target=\"_blank\" rel=\"noopener noreferrer\">post by founder of community newspaper <em>Voz das Comunidades<\/em><\/a><\/span><span style=\"font-weight: 400;\">, Rene Silva.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Mare_Critica_Rene-Critica-G1_link-apagado.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62098 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/Mare_Critica_Rene-Critica-G1_link-apagado.jpg\" alt=\"\" width=\"535\" height=\"216\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/Mare_Critica_Rene-Critica-G1_link-apagado.jpg 535w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/Mare_Critica_Rene-Critica-G1_link-apagado-300x121.jpg 300w\" sizes=\"(max-width: 535px) 100vw, 535px\" \/><\/a><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">Voz das Comunidades<\/span><\/i><span style=\"font-weight: 400;\"> emerged in 2005 because I always saw mainstream media representing the favela in this way. In the 1990s, a cover of the newspaper <\/span><i><span style=\"font-weight: 400;\">O Globo<\/span><\/i><span style=\"font-weight: 400;\">, for example, called Complexo do Alem\u00e3o the headquarters of drug trafficking and hell. Decades pass by and they continue reproducing this.\u00a0<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-Mare-original-Rene.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-62099\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-Mare-original-Rene.jpg\" alt=\"\" width=\"285\" height=\"352\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-Mare-original-Rene.jpg 285w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/09\/G1-Mare-original-Rene-243x300.jpg 243w\" sizes=\"(max-width: 285px) 100vw, 285px\" \/><\/a>However, in the age of digital journalism, according to a <a href=\"https:\/\/bit.ly\/2EFskFY\" target=\"_blank\" rel=\"noopener noreferrer\">report about digital news<\/a> from the Reuters Institute for Journalism Studies at the University of Oxford, access to news primarily occurs on mobile phones. According to data collected by Google in 2019, <a href=\"https:\/\/bit.ly\/2FZsCYO\" target=\"_blank\" rel=\"noopener noreferrer\">70% of Brazilians use smartphones to read news<\/a>. With this, it is simple to &#8220;take a screenshot,&#8221; and pass along these images, which was done <em>en masse<\/em> in spite of <\/span><i><span style=\"font-weight: 400;\">G1<\/span><\/i><span style=\"font-weight: 400;\">\u2019s deletion of the publication. Images of the original article began to circulate on the Internet and were the main image of the voices from the favelas on social networks opposing the criminalizing discourse of the report.<\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">A maior apreens\u00e3o de armas pela pol\u00edcia n\u00e3o foi em uma favela. Neither was the biggest apprehension of drugs. Still, mainstream media insists on reducing our territory to criminality. Favelas have more art than crime. Favelas have more businesses than crime.\u00a0<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Using the hashtag #Mar\u00e9BunkerOfPotential (<\/span><i><span style=\"font-weight: 400;\">#Mar\u00e9BunkerDePot\u00eancia<\/span><\/i><span style=\"font-weight: 400;\">), the <a href=\"https:\/\/bit.ly\/34LUo5s\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco Institute<\/a> as well as other community communicators, journalists, social movements, black intellectuals, artists, politicians and Mar\u00e9 residents began to tell the story of the <a href=\"http:\/\/bit.ly\/2QGW6MW\" target=\"_blank\" rel=\"noopener noreferrer\">potential of Mar\u00e9<\/a>, provoking the debate and dispute of narratives on social networks.<\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">E se a gente listasse junto aqui todos os projetos, pessoas e ideias da Mar\u00e9 para mostrar que a favela \u00e9 na verdade bunker de POT\u00caNCIA? Two months ago, the <\/span><span style=\"font-weight: 400;\">Supreme Court<\/span><span style=\"font-weight: 400;\"> approved a lawsuit called a <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/2BtISPV\" target=\"_blank\" rel=\"noopener noreferrer\">Claim of Noncompliance of a Fundamental Order<\/a> (<\/span><span style=\"font-weight: 400;\">ADPF<\/span><span style=\"font-weight: 400;\">)<\/span><span style=\"font-weight: 400;\">, which now restricts police operations in the favelas due to the pandemic. With the measure, there was a 76% drop in the number of deaths and injuries in Rio de Janeiro in the last two months.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Monitoring of social networks brings to light how the report made a journalistic clipping in which only a single &#8220;side&#8221; of Mar\u00e9 is shown, generalizing the entire territory of the 16 favelas as a shelter for crime, reducing the agency and potential of a population of more than 140,000 residents to a group of &#8220;244 fugitives.&#8221; The <a href=\"https:\/\/glo.bo\/3gComes\" target=\"_blank\" rel=\"noopener noreferrer\">article<\/a> goes on to say that &#8220;the Civil Police says that they are a small part of thousands of criminals who control the 16 favelas of Mar\u00e9,&#8221; while they do not say that they are a tiny part (.01%) of the population of Mar\u00e9, a population, as seen by the reports above, that carries out plans and is full of potential for our city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It reduces <\/span><span style=\"font-weight: 400;\">tens of thousands of Mar\u00e9 voices to the voice of the police and crime: &#8220;They are, according to the police, groups specialized in car thefts in the <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>, lightning kidnappings in the North Zone, responsible for attacks on <\/span><span style=\"font-weight: 400;\">storage units<\/span><span style=\"font-weight: 400;\"> in the <a href=\"http:\/\/bit.ly\/2XQQdyV\" target=\"_blank\" rel=\"noopener noreferrer\">Baixada Fluminense<\/a> and bank robberies in <a href=\"https:\/\/bit.ly\/3jqbGJF\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Gon\u00e7alo<\/a>, in the Metropolitan Region. Searching for &#8220;bunker of trafficking&#8221; yields various news articles, videos, and images such as the cover of <\/span><i><span style=\"font-weight: 400;\">O Globo<\/span><\/i><span style=\"font-weight: 400;\"> newspaper from November 25, 2010, at the time of the occupation of the <a href=\"https:\/\/bit.ly\/2CYrDGT\" target=\"_blank\" rel=\"noopener noreferrer\">Penha<\/a> favela complex. According to the Houaiss dictionary, &#8220;bunker&#8221; is a masculine noun that means &#8220;fortified structure or stronghold, partially or totally underground, built to withstand the projectiles of war,&#8221; meaning &#8220;very protected shelter.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tony Marlon, columnist for news site <\/span><i><span style=\"font-weight: 400;\">Uol<\/span><\/i><span style=\"font-weight: 400;\">, in a <a href=\"https:\/\/bit.ly\/31BFwEL\" target=\"_blank\" rel=\"noopener noreferrer\">column published on August 28<\/a>, says, &#8220;When you say that the home of many is a &#8216;bunker of criminals,&#8217; it creates an idea that it is necessary to put an end to that place, and everything that fits in it, because only then society will be safe.
