Respect It!&#8217; [VIDEO]"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/30Sig4Q\" target=\"_blank\" rel=\"noopener noreferrer\"><em><strong>Clique aqui para Portugu\u00eas<\/strong><\/em><\/a><a href=\"https:\/\/bit.ly\/32ShEhs\"><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/p>\n<p><i>This is our latest article about\u00a0<\/i><a style=\"font-style: italic;\" href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 and its impacts on the favelas<\/a><i>. It is also part of a series created in partnership with the\u00a0<\/i><a style=\"font-style: italic;\" href=\"https:\/\/bit.ly\/33EFNGY\" target=\"_blank\" rel=\"noopener noreferrer\">Center for Critical Studies in Language, Education, and Society (NECLES)<\/a><i>, at the Fluminense Federal University (UFF), to produce <a href=\"http:\/\/bit.ly\/3sKtQuO\" target=\"_blank\" rel=\"noopener\">articles to be used as teaching resources in public schools<\/a> in the city of Niter\u00f3i, Rio de Janeiro&#8217;s sister city across Guanabara Bay.<\/i><\/p>\n<p>In <a href=\"http:\/\/bit.ly\/2Fur1ae\" target=\"_blank\" rel=\"noopener noreferrer\">Niter\u00f3i<\/a>, in the <a href=\"http:\/\/bit.ly\/2IqnU52\" target=\"_blank\" rel=\"noopener noreferrer\">Greater Rio<\/a> area, for almost two months now, residents of the <a href=\"https:\/\/bit.ly\/3lP5JXJ\" target=\"_blank\" rel=\"noopener noreferrer\">Viradouro complex of favelas<\/a>, formed by Largo da Garganta and the favelas of\u00a0<a href=\"https:\/\/bit.ly\/3nKOWHg\" target=\"_blank\" rel=\"noopener noreferrer\">Africano<\/a>, <a href=\"https:\/\/bit.ly\/2GSoYRb\" target=\"_blank\" rel=\"noopener noreferrer\">Uni\u00e3o<\/a>, Papagaio, Viradouro, and Cruz, have lived with the routine of a <a href=\"https:\/\/bit.ly\/3iYaPzK\" target=\"_blank\" rel=\"noopener noreferrer\">police occupation<\/a>. Launched on August 19, the occupation is being carried out despite the <a href=\"https:\/\/bit.ly\/2BtISPV\" target=\"_blank\" rel=\"noopener noreferrer\">ADPF das Favelas<\/a>, a Brazilian Supreme Court\u00a0decision that bans police operations during the <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19<\/a> pandemic, except in \u201cabsolutely exceptional\u201d cases.<\/p>\n<p>Responding to the legal requirements, according to the State Military Police Secretariat, the police operation in Complexo do Viradouro was reported to the Rio de Janeiro State Public Prosecutor\u2019s Office. However, there is no information so far as to whether the public prosecutor has any knowledge of what the police occupation consists of, nor what justifies the \u201cexceptionality\u201d claimed by the State.<\/p>\n<p>What is public knowledge is that the police occupation\u2014which <a href=\"https:\/\/bit.ly\/3bGYAos\" target=\"_blank\" rel=\"noopener noreferrer\">is installing<\/a> armored police cabins to monitor a region at the edge of a municipal construction site\u2014has brought residents of Complexo do Viradouro, in addition to neighboring communities Morro do Zulu and Atalaia, fear and militarization, with police abuses and human rights violations.<\/p>\n<h5>In this report, Eloanah Gentil, a resident of Morro da Uni\u00e3o, narrates the resistance movement organized by residents, most of them black, from the Viradouro Complex, home to more than 6,000 people.<\/h5>\n<hr \/>\n<p>My favela was invaded by the police, through the Coordination of Special Operations and Resources (CORE), the Military Police of Rio de Janeiro (<a href=\"http:\/\/bit.ly\/2WQxnqh\" target=\"_blank\" rel=\"noopener noreferrer\">PMERJ<\/a>), the Special Operations Battalion (<a href=\"http:\/\/bit.ly\/31Yga0E\" target=\"_blank\" rel=\"noopener noreferrer\">BOPE<\/a>, akin to SWAT in the United States), the Canine Action Battalion (<a href=\"https:\/\/bit.ly\/3bI0OE2\" target=\"_blank\" rel=\"noopener noreferrer\">BAC<\/a>), and the Shock Police Battalion (<a href=\"https:\/\/bit.ly\/361kaUb\" target=\"_blank\" rel=\"noopener noreferrer\">BPChq<\/a>). The reason was a war between giants: the parallel power [organized crime] and the mayor of Niter\u00f3i, Rodrigo Neves. They fell out, and now, somehow, we got the leftovers. <a href=\"https:\/\/bit.ly\/3hehHIy\" target=\"_blank\" rel=\"noopener noreferrer\">Between the city\u2019s mayor and the parallel power<\/a> here we are, the residents of Complexo do Viradouro.<\/p>\n<p>After three days of <a href=\"https:\/\/bit.ly\/32IpvgX\" target=\"_blank\" rel=\"noopener noreferrer\">police violence and abuse of power<\/a> towards residents, including abusive invasions of <a href=\"https:\/\/bit.ly\/35FM480\" target=\"_blank\" rel=\"noopener noreferrer\">residents\u2019 homes<\/a>, the Complexo do Viradouro Residents&#8217; Association decided to hold a demonstration. I went down the favela to participate. Despite all of the police coercion, I was motivated. However, something leapt out in that context: only the dark-skinned black women who live on the hillside or its peak had come down. The few men present had status, they were on the board of the Resident\u2019s Association, and had no strategy for action or protection. They had no Plan B, nor were they open to ideas or suggestions. The other man present was my brother, Gugu (<a href=\"https:\/\/bit.ly\/2FMp50o\" target=\"_blank\" rel=\"noopener noreferrer\">Alessandro Concei\u00e7\u00e3o<\/a>), who is an activist.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Elonah-opening-the-first-edition-of-OCA-in-Prachinha-do-Viradouro.-Photo-by-Rafael-Lopes..jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-62457 size-content\" title=\"Elonah opening the first edition of OCA, in Prachinha do Viradouro (Viradouro Square). On second thought, it is nothing new or absurd that men occupy positions of status, even in this moment of female protagonism. What is absurd is that women are protagonists and leaders and, purposefully, do not formally occupy that place. Anyway, in that very adverse situation, the union of women was already born to fight against the abuse of police power. Having said that, the demonstration did not happen. Euphoric, with our cry of peace muffled, we went home very frustrated. The agreement, between the men, was to return the next day, at 10am on a rainy Saturday, even with all the women saying it wasn&#8217;t going to happen. In a nutshell: it didn&#8217;t happen.<\/p>\n<p>The days went by and the police violence and abuse of power only increased and, even though I was unmotivated, still very restless and suffocated, I talked straight to my brother Gugu and told him what we would do within our means. And there, it was the junction of <a href=\"https:\/\/bit.ly\/3nClvak\" target=\"_blank\" rel=\"noopener noreferrer\">straight talk with academic-&#8220;<em>isms<\/em>.&#8221;<\/a> First we changed the name of the event, from &#8220;demonstration&#8221; to &#8220;protest.&#8221; I gathered the women from the favela, we talked, and we decided to hold a peaceful protest, with sheets that said\u00a0<a href=\"https:\/\/bit.ly\/2I4qEYb\" target=\"_blank\" rel=\"noopener noreferrer\">#LarDeMoradoraRespeite<\/a> (#RespectFemaleResidentHomes). We glued some pamphlets on our doors and gates with contact information for whistleblowing channels.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/LarDeMoradoraRespeite-in-English-HomeOfAFemaleResident.-Photo-by-Marcos-Rodrigo..jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-62458 size-content\" title=\"#LarDeMoradoraRespeite, in English, #HomeOfAFemaleResidentRespectIt. Photo by Marcos Rodrigo.\" width=\"580\" height=\"264\" \/><\/a><\/p>\n<p>We took two days for production and organization, and I also activated networks such as the <a href=\"https:\/\/bit.ly\/2SDyRot\" target=\"_blank\" rel=\"noopener noreferrer\">Center for the Theater of the Oppressed<\/a>, <a href=\"https:\/\/bit.ly\/2GAYWCe\" target=\"_blank\" rel=\"noopener noreferrer\">Black Lives Matter-Niter\u00f3i<\/a> and <a href=\"https:\/\/bit.ly\/3jL769b\" target=\"_blank\" rel=\"noopener noreferrer\">the Union of Socialist Youth<\/a>. The protest happened, it was very powerful, and I was there with the women from the favelas speaking \u2018<a href=\"https:\/\/bit.ly\/3lNfCoQ\" target=\"_blank\" rel=\"noopener noreferrer\"><em>favel\u00eas<\/em><\/a>\u2019 [language and dialect from the favelas], while also using those \u201c<em>isms<\/em>\u201d with\u00a0NGOs, the press, in audiovisual materials, to make myself understood [by them]. It may seem silly, but <a href=\"http:\/\/bit.ly\/2XTZQAa\" target=\"_blank\" rel=\"noopener noreferrer\">language is super important<\/a> to be able to achieve something in the favela.<\/p>\n<p>We changed the name &#8220;demonstration&#8221; to &#8220;protest&#8221; because the word demonstration has a negative meaning in favelas, both because of evangelicals and of the image portrayed by the media. Then we had to talk straight about the consequences that our action could have. Firstly, women demanded their names be protected, and lastly, they asked that there be no political intervention, but rather \u201c<a href=\"https:\/\/bit.ly\/2WyYfyp\" target=\"_blank\" rel=\"noopener noreferrer\">us for us<\/a>\u201d (a gente pela gente). Thus the name of the protest was born, and on August 26, the peaceful protest \u201c<a href=\"https:\/\/bit.ly\/2Z6e2Fw\" target=\"_blank\" rel=\"noopener noreferrer\">A Gente Pela Gente<\/a>\u201d was <a href=\"https:\/\/bit.ly\/3iNI2wY\" target=\"_blank\" rel=\"noopener noreferrer\">held<\/a> at Morro da Uni\u00e3o.<\/p>\n<p><iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Fcentrodeteatrodooprimido%2Fvideos%2F994408761085022%2F&amp;show_text=false&amp;width=620\" width=\"620\" height=\"349\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>The mobilization grew, and we advanced from virtual language to face-to-face: <a href=\"https:\/\/bit.ly\/33KbP5y\" target=\"_blank\" rel=\"noopener noreferrer\">the Viradouro Cultural Artistic Occupation (OCA)<\/a> emerged, a counter-occupation to <a href=\"http:\/\/bit.ly\/2wI8YIQ\" target=\"_blank\" rel=\"noopener noreferrer\">demystify the fallacy<\/a> that <a href=\"https:\/\/bit.ly\/3muYh59\" target=\"_blank\" rel=\"noopener noreferrer\">there are only criminals in the favelas<\/a>; we work with the Residents&#8217; Association, the <a href=\"https:\/\/bit.ly\/3ntqLga\" target=\"_blank\" rel=\"noopener noreferrer\">Favela and Art Connection Institute<\/a>, the samba school <a href=\"https:\/\/bit.ly\/3iPzplE\" target=\"_blank\" rel=\"noopener noreferrer\">Folia do Viradouro<\/a> and the local barbershops; in addition to mapping and getting in touch with the Complex&#8217;s artistic talents. Wow! Laborious, challenging, but we were motivated by the desire for respect and dignity, to be citizens within our own favela, within our homes. And on September 5, the <a href=\"https:\/\/bit.ly\/2FHaDpR\" target=\"_blank\" rel=\"noopener noreferrer\">first edition of the OCA was held<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Creative-mobilization-of-the-Viradouro-Complexo.-Photo-from-the-OCA-Facebook-page..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62459 size-content\" title=\"Creative mobilization of the Viradouro favelas. We are even able to name those women, residents of the Complex, who are most involved in the occupation: Eloanah Gentil, Priscila Rezende, Fabiana Silva, Larissa Santos, Natasch Silva, and Aline Christine Santos.<\/p>\n<p>These women revolutionized this moment of arbitrariness. Today, where there is a banner or a sheet with the phrase #RespectFemaleResidentHomes, the police do not enter, and, if they do, they enter with respect. <a href=\"https:\/\/bit.ly\/30MdSnR\" target=\"_blank\" rel=\"noopener noreferrer\">As L\u00e9lia Gonzalez taught us<\/a>: \u201cA Black person must have a first and last name, otherwise whites will find a nickname\u2026 according to their taste.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Protest-by-Viradouro-residents.-From-left-to-right-Fabiana-Silva-Cintia-Goncalves-Priscila-Rezende-Aline-Cristine-Santos-Eloanah-Gentil-and-Natasch-Carvalho.-Photo-by-Rafael-Lopes..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62461 size-content\" title=\"Protest by Viradouro residents. We already have an activity scheduled for the month of October and another for Black November. All of this was only possible because we are seeds of previous leaders, such as Isa da Silva, Efig\u00eania da Silva, Dona Marlene, Aunt Lia, and many others.<\/p>\n<p>Born and raised in Morro da Uni\u00e3o, in Complexo do Viradouro, Niter\u00f3i, I take my muzzle off to speak. With the Women\u2019s Theater of the Oppressed, I use a collective loudspeaker to say that we will no longer accept the abuse of power and the <a href=\"http:\/\/bit.ly\/2N3NY8L\" target=\"_blank\" rel=\"noopener noreferrer\">extermination of the black people<\/a>.<\/p>\n<p>The favela is ours! Respect it!<\/p>\n<p><i>Eloanah Gentil is a resident of Morro da Uni\u00e3o, in Complexo do Viradouro.
