{"id":62637,"date":"2020-11-01T19:38:06","date_gmt":"2020-11-01T22:38:06","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=62637"},"modified":"2020-11-11T13:14:51","modified_gmt":"2020-11-11T16:14:51","slug":"in-propositive-debate-rio-de-janeiros-mayoral-candidates-make-pledges-to-favelas-video","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=62637","title":{"rendered":"At Propositive Debate, Rio de Janeiro&#8217;s Mayoral Candidates Make Pledges to Favelas [VIDEO]"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/RFSDebateROW\" target=\"_blank\" rel=\"noopener noreferrer\"><em><strong>Clique aqui para Portugu\u00eas<\/strong><\/em><\/a><a href=\"https:\/\/bit.ly\/32ShEhs\"><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/p>\n<p><em><i data-stringify-type=\"italic\">This article is part of a <\/i><i data-stringify-type=\"italic\"><a class=\"c-link\" href=\"https:\/\/bit.ly\/36pW7Nd\" target=\"_blank\" rel=\"noopener noreferrer\" data-stringify-link=\"https:\/\/bit.ly\/36pW7Nd\" data-sk=\"tooltip_parent\">series of articles on Rio de Janeiro\u2019s 2020 municipal elections<\/a><\/i><i data-stringify-type=\"italic\">\u00a0from a favela perspective.<\/i><\/em><\/p>\n<p><span style=\"font-weight: 400;\">On October 22, Rio de Janeiro&#8217;s\u00a0<\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/3kifwoQ\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Favela Network held its first ever mayoral debate<\/a>, with eight candidates in attendance, and <\/span><span style=\"font-weight: 400;\">livestreamed on Zoom and Facebook. In the absence of televised debates in 2020<\/span><span style=\"font-weight: 400;\">, the event allowed this year&#8217;s candidates to debate their proposals and visions for a more sustainable future for the favelas and the city of Rio de Janeiro. On Facebook, the event <\/span><a href=\"http:\/\/bit.ly\/RFSDebate2020FB\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">reached 7,000 people live<\/span><\/a><span style=\"font-weight: 400;\"> and has now been viewed by over 11,000. On the next day, it also became available <\/span><a href=\"https:\/\/bit.ly\/RFSDebate2020\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">on YouTube<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The event did not take the format of a conventional electoral debate. The focus was not on the customary interactions between candidates, but rather on the interactions between candidates and favela residents, an underrepresented demographic in Brazilian politics. <\/span><a href=\"https:\/\/bit.ly\/31rAHh2\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">The candidates<\/span><\/a><span style=\"font-weight: 400;\"> were invited to speak in a concrete and propositive way, committing to, if elected, work toward sustainable development policies together with favelas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The debate, organized by the <\/span><a href=\"https:\/\/bit.ly\/2Tx1mVa\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Sustainable Favela Network<\/span><\/a><span style=\"font-weight: 400;\"> (SFN), was moderated by urban planner <\/span><a href=\"https:\/\/bit.ly\/3mrRBnA\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Theresa Williamson<\/span><\/a> who is<span style=\"font-weight: 400;\">\u00a0founder and executive director of <\/span><a href=\"http:\/\/bit.ly\/2KEWrin\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Catalytic Communities<\/span><\/a><span style=\"font-weight: 400;\">*, and included the presence of candidates Clarissa Garotinho (PROS party), <\/span><span style=\"font-weight: 400;\">Cyro Garcia<\/span><span style=\"font-weight: 400;\"> (<\/span><a href=\"https:\/\/bit.ly\/3dL7J0A\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">PSTU<\/span><\/a><span style=\"font-weight: 400;\">), Eduardo Bandeira de Mello (<\/span><a href=\"https:\/\/bit.ly\/3ji9KCe\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">REDE<\/span><\/a><span style=\"font-weight: 400;\">), Fred Luz (<\/span><a href=\"https:\/\/bit.ly\/2TcxxZR\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">NOVO<\/span><\/a><span style=\"font-weight: 400;\">), Henrique Simonard (<\/span><a href=\"https:\/\/bit.ly\/3kFOzf7\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">PCO<\/span><\/a><span style=\"font-weight: 400;\">), Luiz Lima (<\/span><a href=\"https:\/\/bit.ly\/3kFS5pF\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">PSL<\/span><\/a><span style=\"font-weight: 400;\">), Renata Souza (<\/span><a href=\"http:\/\/bit.ly\/2KzdRfR\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">PSOL<\/span><\/a><span style=\"font-weight: 400;\">), and Su\u00ead Haidar (PMB).<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/2-Participants.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-62640\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/2-Participants.png\" alt=\"\" width=\"620\" height=\"352\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/2-Participants.png 1731w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/2-Participants-300x171.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/2-Participants-1024x582.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/2-Participants-768x437.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/2-Participants-1536x873.png 1536w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/2-Participants-174x98.png 174w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Gl\u00f3ria Heloiza (<\/span><a href=\"https:\/\/bit.ly\/37O3G2x\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">PSC<\/span><\/a><span style=\"font-weight: 400;\">) informed the organizers, soon before the event began, that due to a delay caused by earlier commitments, she was stuck in traffic and could not participate in the debate. Martha Rocha (<\/span><a href=\"https:\/\/bit.ly\/31SQWUw\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">PDT<\/span><\/a><span style=\"font-weight: 400;\">), whose presence was confirmed, did not appear and did not communicate to the SFN that she would be absent. <\/span><a href=\"https:\/\/bit.ly\/2TCzcIt\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Benedita da Silva<\/span><\/a><span style=\"font-weight: 400;\"> (<\/span><a href=\"https:\/\/bit.ly\/31TlG7Y\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">PT<\/span><\/a><span style=\"font-weight: 400;\">), who had confirmed her presence, also did not appear, sending a note to the SFN during the event in which, among other declarations, she said \u201cI could not come to the debate today, and I apologize for this, but I want to say that I fully agree with the terms of the commitment letter presented to the candidates.\u201d Former mayor <\/span><a href=\"https:\/\/bit.ly\/3mBSv15\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Eduardo Paes<\/span><\/a><span style=\"font-weight: 400;\"> (<\/span><a href=\"https:\/\/bit.ly\/3olTHay\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">DEM<\/span><\/a><span style=\"font-weight: 400;\">) and current mayor <\/span><a href=\"http:\/\/bit.ly\/2P0FVe2\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Marcelo Crivella<\/span><\/a><span style=\"font-weight: 400;\"> (Republicans) accepted the invitation, but cancelled three days prior. The SFN did not at any time receive a response to its invitation letter from Paulo Messina (MDB).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The central pillar of the debate was the Sustainable Favela Network&#8217;s\u00a0<\/span><a href=\"http:\/\/bit.ly\/RFSCartaCompromisso\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">commitment letter<\/span><\/a><span style=\"font-weight: 400;\">, which was distributed to the confirmed candidates a week prior to the event. The letter was written by 60 members of the network, representing socio-environmental projects in 38 favelas. The letter encourages the candidates<\/span><span style=\"font-weight: 400;\">\u2014and asks for their commitment\u2014to base plans for their administration, should they be elected, on 21 proposals (and 82 sub-proposals) from community organizers who are active in the favela territories and understand their potentials and challenges. The letter, \u201cfull of inclusive and impactful policy proposals,\u201d aims for candidates to recognize favelas as \u201c<\/span><a href=\"http:\/\/bit.ly\/2XIDQsW\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">factories of solutions<\/span><\/a><span style=\"font-weight: 400;\">,\u201d with consolidated sustainable initiatives and micro-enterprises\u2014and which should be included in the social, cultural, and economic fabric of the city.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reflecting about the relationship between the Sustainable Favela Network\u2019s commitment letter and the UN\u2019s 2030 Agenda and <\/span><a href=\"https:\/\/catcomm.org\/sdg\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Sustainable Development Goals<\/span><\/a><span style=\"font-weight: 400;\"> (SDGs), Williamson <\/span><a href=\"https:\/\/bit.ly\/2FQQaj2\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">explained<\/span><\/a><span style=\"font-weight: 400;\"> that \u201cit is as if we had taken the SDGs and gone through a consulting process with the most engaged local actors of these communities, resulting in a tailor-made proposal so that Rio could in fact achieve the SDGs.\u201d<\/span><\/p>\n<p><iframe class=\"wp-embedded-content\" title=\"\u201cCarta-compromisso da Rede Favela Sustent\u00e1vel para Candidatas\/os \u00e0 Prefeitura do Rio de Janeiro\u201d \u2014 Rede Favela Sustent\u00e1vel\" src=\"https:\/\/favelasustentavel.org\/eleicoes-2020-carta-compromisso\/embed\/\" width=\"600\" height=\"220\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\" sandbox=\"allow-scripts\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<h3>Pledges to the Commitment Letter<\/h3>\n<p><span style=\"font-weight: 400;\">All of the candidates present at the Sustainable Favela Network\u2019s debate referenced the commitment letter when they spoke, and some committed to the letter or to holding a meeting with the SFN in the first 100 days of their administration, agreeing with the letter\u2019s last item: \u201cIf elected, in the first 100 days of my administration, I will schedule a day to learn and develop proposals with the Sustainable Favela Network.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Haidar declared that she had already signed the letter, showing her signature, and Garcia declared that he wanted to \u201cbe clear that we are committed to signing the Network\u2019s commitment letter.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Souza confirmed her \u201ccommitment with all of the items in the letter presented by the Sustainable Favela Network.\u201d Bandeira de Mello said, \u201cMuch more than accepting the invitation for this meeting in the first 100 days, I propose that we have periodic meetings, and I want this document to be a reference for our administration.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Luz confirmed that as of now he &#8220;commit[s] to hosting during the first 100 days of [his] administration&#8230; the Sustainable Favela Network to debate and learn its priorities and [make] adjustments in the government plan.\u201d Simonard said, \u201cAbout the commitment letter, I would like to emphasize that the majority, the essence of the letter, is perfectly in line with the platform that the PCO party approved in its electoral congress.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lima said, in the vaguest terms, \u201cI make the commitment to be with you and I congratulate your initiative.\u201d Garotinho did not affirm that she would be open to having a meeting with the Sustainable Favela Network if she were elected, but said, \u201cI am open to us discussing the issue of the cooperatives, the issue of training for work and income, and the issue of solar energy.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Sued-assinando-carta-compromisso.png\"><img decoding=\"async\" class=\"aligncenter wp-image-62641 size-content\" title=\"Su\u00ead Haidar shows the Commitment Letter with her signature.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Sued-assinando-carta-compromisso-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Sued-assinando-carta-compromisso-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Sued-assinando-carta-compromisso-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>Environmental Education and Community Gardens<\/h3>\n<p><span style=\"font-weight: 400;\">One of the most-discussed issues during the two-hour debate was how environmental sustainability and social resilience can be reached through education. Haidar, the first candidate to speak, said, \u201cPeople from northeastern Brazil, who make up the majority of occupants of the territory of favelas, like me, always were very creative, very innovative, very economical with their product, with their life&#8230;with everything that is around them.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The SFN&#8217;s commitment letter takes a clear position in relation to environmental education with a focus on public schools in the favelas in the midst of the pandemic: \u201cWe are facing an uncertain future, where it is necessary to invest in creative and interdisciplinary modes of education, with the purpose of empowering children, young people, and adults to build a world based on environmental issues.\u201d With this, <\/span><a href=\"https:\/\/favelasustentavel.org\/eleicoes-2020-carta-compromisso\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the letter<\/span><\/a><span style=\"font-weight: 400;\"> asks that candidates concentrate on youth, to generate a more sustainable future for the communities as a whole.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Theresa-sorteando-Bandeira-de-Mello.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62642 size-content\" title=\"Eduardo Bandeiro de Mello is chosen as the next to speak by moderator Theresa Williamson.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Theresa-sorteando-Bandeira-de-Mello-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Theresa-sorteando-Bandeira-de-Mello-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Theresa-sorteando-Bandeira-de-Mello-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Bandeira de Mello, who <\/span><a href=\"https:\/\/bit.ly\/31rAHh2\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">was director<\/span><\/a><span style=\"font-weight: 400;\"> of the Environmental Secretariat of Brazil&#8217;s National Economic and Social Development Bank (BNDES), spoke much about environmental education. Responding to a question posed by Lidiane Santos of <\/span><a href=\"http:\/\/bit.ly\/2W5ztnI\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Alfazendo<\/span><\/a><span style=\"font-weight: 400;\"> in the City of God favela, about how the candidate \u201cintends to utilize, take advantage of, and strengthen the already-existing projects and programs for socio-environmental education in favelas,\u201d Bandeira de Mello said that \u201cenvironmental education will have to be present in the curriculum of 100% of students.\u201d The candidate also spoke about how his government will incorporate healthy food in schools as part of this effort. \u201cWe will incentivize organic food in school cafeterias,\u201d he said, adding that children will be educated about the benefits of eating organic. Because of this, the candidate affirmed that already-existing municipal gardens programs, like <\/span><a href=\"https:\/\/bit.ly\/2TiJNbp\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Hortas Cariocas<\/span><\/a><span style=\"font-weight: 400;\">, will be improved and amplified.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In response to the same question, posed by Ailton Lopes of the <\/span><a href=\"http:\/\/bit.ly\/2NwNAjy\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Trapicheiros<\/span><\/a><span style=\"font-weight: 400;\"> Residents\u2019 Association, in Tijuca, Lima responded that \u201csadly, we do not have effective trash collection in needy communities&#8230; I intend to act with people in the community who already do this work&#8230; involve [municipal] secretariats together with the community&#8230; [secretaries of] education, the environment, together with residents\u2019 associations, together with NGOs, so that we can develop and take care of the environmental part, making it so that&#8230; the community feels proud to be part of that environment.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Luiz-Lima.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62644 size-content\" title=\"Luiz Lima introduces himself at the debate.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Luiz-Lima-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Luiz-Lima-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Luiz-Lima-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">In addition to Bandeira de Mello, other candidates also spoke about <\/span><a href=\"http:\/\/bit.ly\/3246r9X\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">food security<\/span><\/a><span style=\"font-weight: 400;\">. When asked by Rosana Mendes of <\/span><a href=\"https:\/\/bit.ly\/37Rn3rp\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Harmonicanto<\/span><\/a><span style=\"font-weight: 400;\"> in the Cantagalo favela about \u201cWhat do you propose to do to guarantee and promote food security among the favela population?\u201d Haidar spoke about the importance of <\/span><a href=\"https:\/\/bit.ly\/2XLGsoi\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">food produced<\/span><\/a><span style=\"font-weight: 400;\"> for communities, by communities: \u201cIn my administration, the city government will encourage resources so that the communities, through their cooperatives, their residents\u2019 associations&#8230; organize and create a food bank.\u201d<\/span><\/p>\n<h3>Solar Energy<\/h3>\n<p><span style=\"font-weight: 400;\">As stated in the commitment letter, a recent study shows that when it comes to the generation and distribution of solar energy, the Rio de Janeiro Metropolitan Region has the most potential to benefit economically. The letter says, \u201cRio has the potential to be a global protagonist in solar energy.\u201d The candidates were asked about what they will do, if elected, to guarantee that favelas are at the center of the movement in the direction of sustainable energy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Agreeing, Bandeira de Mello emphasized Rio\u2019s potential in alternative energies and praised the initiative <\/span><a href=\"http:\/\/bit.ly\/35Fhjxo\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Revolusolar<\/span><\/a><span style=\"font-weight: 400;\"> in <\/span><a href=\"http:\/\/bit.ly\/318eRgM\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Babil\u00f4nia<\/span><\/a><span style=\"font-weight: 400;\">, in the <\/span><a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">South Zone<\/span><\/a><span style=\"font-weight: 400;\">. The candidate said he would do what is necessary in order to <\/span><a href=\"https:\/\/bit.ly\/3eMxQne\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">scale this project<\/span><\/a>,\u00a0<span style=\"font-weight: 400;\">including obtaining financing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Adalberto Almeida of Revolusolar, the first installer of photovoltaic panels in Rio\u2019s favelas, was coincidentally one of the members of the SFN to ask a question in the second part of the debate. He emphasized that, in 2019, Brazil <\/span><a href=\"https:\/\/bit.ly\/37AFxfz\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">occupied 8th position<\/span><\/a><span style=\"font-weight: 400;\"> in the global ranking of countries that most generated employment through solar energy. Almeida asked candidate Simonard what his proposal would be to turn Rio into a protagonist of solar energy, and, at the same time, generate jobs and income for favelas and their residents.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Henrique-Simonard-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62643 size-content\" title=\"Henrique Simonard responds to a question at the debate.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Henrique-Simonard-1-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Henrique-Simonard-1-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Henrique-Simonard-1-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Responding, Simonard said that, above all, his proposal was to end privatization of the energy sector that, according to him, inhibits the growth of solar energy. The candidate said that his party defends the end of the corporate energy monopoly and would nationalize the sector: \u201cThese monopolies are what maintain communities in this situation, underdeveloped.\u201d<\/span><\/p>\n<h3>Memory and Culture<\/h3>\n<p><span style=\"font-weight: 400;\">As presented by SFN member Bruno Almeida of the <\/span><a href=\"http:\/\/bit.ly\/2IVvyo5\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Historic Orientation and Research Nucleus of Santa Cruz<\/span><\/a><span style=\"font-weight: 400;\"> (NOPH) in his question to candidate Clarissa Garotinho, the vast majority of elements valued in Rio de Janeiro&#8217;s culture are born, cultivated, or preserved in favelas, quilombos, and peripheries of the city. However, public authorities appear not to recognize this cultural contribution, and the SFN, in its commitment letter, asks the candidates to put a stop to this. Questioned about how they aim to strengthen projects around culture and memory in favelas, Garotinho emphasized the importance of culture. She affirmed that together with her running mate, actor and filmmaker <\/span><a href=\"https:\/\/bit.ly\/341VOYK\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Jorge Coutinho<\/span><\/a><span style=\"font-weight: 400;\">, she promises to put what is on paper into practice, starting with continuing the project of the <\/span><a href=\"https:\/\/bit.ly\/3kDJfsN\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Open Air Museum<\/span><\/a><span style=\"font-weight: 400;\"> of Afro-Brazilian culture in Rio de Janeiro\u2019s <\/span><a href=\"https:\/\/bit.ly\/3oNn1qG\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Port Zone<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Clarissa.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62645 size-content\" title=\"Clarissa Garotinho responds to a question at the debate.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Clarissa-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Clarissa-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Clarissa-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe have to designate a percentage of grantmaking to carry out small-scale events in the communities, destined at their own culture, Afro-descendent culture.\u201d Garotinho defended that this could be done through the <\/span><a href=\"https:\/\/bit.ly\/35wGN0A\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Rio de Janeiro Municipal Law of Incentive for Culture<\/span><\/a><span style=\"font-weight: 400;\">, that, according to the candidate, will allot R$60 million (US$10.4 million) to cultural projects next year. These words align with the commitment letter, which seeks to guarantee that at least 24% of resources destined to culture by municipal secretariats are for initiatives in favelas (which correspond to 24% of the urban population).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Referencing the abandoned industrial sheds on <\/span><a href=\"https:\/\/bit.ly\/2TylshE\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Avenida Brasil<\/span><\/a><span style=\"font-weight: 400;\"> in the <\/span><a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">North Zone<\/span><\/a><span style=\"font-weight: 400;\">, Garotinho defended the creation of a nucleus for urban art to celebrate street artists and those from favelas, with courses for producers and graffiti, respecting the commitment letter, which emphasizes the importance of street artists.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Cyro-Garcia.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62646 size-content\" title=\"Candidate Cyro Garcia responds to a question at the debate.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Cyro-Garcia-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Cyro-Garcia-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Cyro-Garcia-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Garcia, who responded to the same question from Emilia Maria de Souza of the Horto Residents\u2019 Association and <\/span><a href=\"https:\/\/bit.ly\/3mxZvMb\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Horto Museum<\/span><\/a><span style=\"font-weight: 400;\">, emphasized that \u201clines of support for culture have to arrive at their destination.\u201d He said that today, we are seeing the privatization of culture, as only already established artists receive financing through tax incentives, and favela artists do not. Garcia also condemned the <\/span><a href=\"https:\/\/bit.ly\/2Tr4fqk\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">criminalization of funk music<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3>Water and Sewerage<\/h3>\n<p><span style=\"font-weight: 400;\">The year marked by the <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19<\/a> crisis and the water crisis <\/span><a href=\"https:\/\/bit.ly\/2RPJx3m\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">unmasked the precarious reality<\/span><\/a><span style=\"font-weight: 400;\"> of sanitation in favelas, and the commitment letter introduces a series of measures to rectify the current situation, prioritizing centralized as well as decentralized systems for full sanitation services to be carried out in favelas. For Souza, the only candidate at the debate who was raised in a favela, the <\/span><a href=\"https:\/\/bit.ly\/33jC4zH\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">revised Basic Sanitation Legal Framework<\/span><\/a>, which has been heavily debated in Rio in recent months,<span style=\"font-weight: 400;\"> does not meet the favelas\u2019 needs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Responding to a question about sanitation posed by an SFN member, Ot\u00e1vio Barros of the Vale Encantado Cooperative, a community that <\/span><a href=\"http:\/\/bit.ly\/2ybpz8O\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">created its own ecological sewerage system<\/span><\/a><span style=\"font-weight: 400;\"> in Alto da Boa Vista, Souza said, \u201cwe need people to have access to sanitation, but also for the amount paid for that service to be accessible. We have a reality in the <\/span><a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">West Zone<\/span><\/a><span style=\"font-weight: 400;\"> of Rio de Janeiro where the privatization of sanitation was there in the concession contract, signed by Eduardo Paes and maintained by Crivella, exactly so that this service would not be offered to unserviced areas<\/span><i><span style=\"font-weight: 400;\">\u2014<\/span><\/i><span style=\"font-weight: 400;\">this means that favelas are excluded.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Renata-Souza-no-evento.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62647 size-content\" title=\"Renata Souza speaks at the debate.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Renata-Souza-no-evento-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Renata-Souza-no-evento-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Renata-Souza-no-evento-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The candidate denounced the outbreaks of tuberculosis in <\/span><a href=\"http:\/\/bit.ly\/317A4Hx\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Rocinha<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Mar\u00e9<\/span><\/a><span style=\"font-weight: 400;\">. When she was questioned about how she aims to achieve basic sanitation in favelas, Souza defended that basic sanitation be public, with structural works in favelas that would be carried out by residents themselves, generating employment. \u201cWe saw, in the midst of the pandemic, the whole situation of lack of water in favelas, and we saw also how much this hurt not only the hygiene and sanitation in favelas, but also how it could have caused a greater proliferation of coronavirus. So&#8230; we defend public basic sanitation and clean water&#8230; fundamental for human dignity&#8230; in our [party] platform&#8230; [and that] these basic sanitation works are realized by residents of the area&#8230; generating income through a structural project of basic sanitation.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fred Luz had the same incredulity, comparing current access to sanitation to that of lesser-developed countries. He said, \u201cSanitation is an embarrassment in the city of Rio de Janeiro because the mayors of past and present never truly cared. The question of water which is insufficient, or [at times] nonexistent, and the issue of sewage treatment&#8230; it is shameful that the city of Rio de Janeiro does not treat even 50% of its sewage, and is comparable to a Third World country.\u201d He suggested local solutions, such as are done by condominiums.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Fred-Luz.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62649 size-content\" title=\"Fred Luz responds to questions at the debate.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Fred-Luz-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Fred-Luz-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Fred-Luz-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">On the other hand, Luiz Lima, who voted in favor of the <a href=\"https:\/\/bit.ly\/34DbEt2\" target=\"_blank\" rel=\"noopener noreferrer\">revised version of the Basic Sanitation Regulatory Framework<\/a>, was confident, and said: \u201cWe have to act differently to seek different results. I am sure that this [revised] regulatory framework will bring a big advance, starting with the privatization of [Rio de Janeiro state water utility] <\/span><a href=\"http:\/\/bit.ly\/2Mqgf9y\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">CEDAE<\/span><\/a><span style=\"font-weight: 400;\">.\u201d<\/span><\/p>\n<h3>Solid Waste and Income Generation<\/h3>\n<p><span style=\"font-weight: 400;\">The last question was posed by Luis Cassiano, of <\/span><a href=\"http:\/\/bit.ly\/2qQUVkJ\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Green Roof Favela<\/span><\/a><span style=\"font-weight: 400;\"> in <\/span><a href=\"http:\/\/bit.ly\/33uOYrJ\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Parque Arar\u00e1<\/span><\/a><span style=\"font-weight: 400;\">, revealing the concern of the SFN in relation to the collection of solid waste. He said, \u201cSeeing as 54% of our waste is organic, this corresponds to more than R$600 million (US$103.8 million) to collect organic waste and bury it, losing money and prime resources for gardens, and filling our streets with trash trucks.\u201d Bandeira de Mello agreed, defending the reduction of solid waste through circular economy initiatives and also because of the <\/span><a href=\"https:\/\/bit.ly\/3e8fBcH\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Serop\u00e9dica<\/span><\/a><span style=\"font-weight: 400;\"> landfill, where the <\/span><a href=\"https:\/\/bit.ly\/35shugf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">current management is set to expire in 2026<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Bandeira-de-Mello.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62650 size-content\" title=\"Eduardo Bandeira de Mello responds to questions at the debate.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/10\/Bandeira-de-Mello-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Bandeira-de-Mello-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/10\/Bandeira-de-Mello-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">In the commitment letter, the SFN asks for more <\/span><a href=\"https:\/\/bit.ly\/2ZXRBDL\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">attention to waste pickers<\/span><\/a><span style=\"font-weight: 400;\">, responsible for 90% of recycling in Brazil, on the part of public authorities. Garcia, in the last minute of his speech, presented his proposal of municipalization of all of the waste picker cooperatives, as well as giving more labor rights to waste pickers, including the delivery of better protective and hygienic equipment.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Luz, who responded to a question about income generation through the solidarity economy and in favelas, posed by Valdirene Milit\u00e3o of the <\/span><a href=\"https:\/\/bit.ly\/3dWgogM\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Ricardo Barriga project<\/span><\/a><span style=\"font-weight: 400;\"> in Mar\u00e9, entrepreneurship is the response to generate more income, and for this, it is necessary for the city government to support favela residents through simplification of bureaucracy, something called for in the commitment letter. He recycling as an activity to explore, and remembered a resident of <\/span><a href=\"http:\/\/bit.ly\/2ZSr6QE\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Vila Cruzeiro<\/span><\/a><span style=\"font-weight: 400;\"> who took a piece of land that was full of trash and generated income by collecting the waste and putting an end to the landfill. The candidate added: \u201cThe favela is a source of creativity and entrepreneurship, and public authorities, instead of complicating this, should incentivize it.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lima took a similar view, saying, \u201cToday, we have seven collection points in our city. We spend R$600,000 (US$108,300) per day transporting [trash] from these points to Serop\u00e9dica. If we had 52 points where we could collect trash, in the communities, doing recycling, doing organic waste, it would also serve our power plants in producing energy, as happens in Singapore, <\/span><span style=\"font-weight: 400;\">Portugal<\/span><span style=\"font-weight: 400;\">, and Spain.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the words of Souza, who grew up in the favelas of Mar\u00e9, in the North Zone, \u201cthe favela needs to be recognized as [being] the city.
