{"id":62675,"date":"2020-10-16T10:30:23","date_gmt":"2020-10-16T13:30:23","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=62675"},"modified":"2023-08-23T12:20:05","modified_gmt":"2023-08-23T15:20:05","slug":"on-childrens-day-complexo-do-viradouro-suffers-police-abuse","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=62675","title":{"rendered":"On Children\u2019s Day, Complexo do Viradouro Suffers Police Abuse"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><a href=\"https:\/\/bit.ly\/3lLSoQ1\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Clique aqui para Portugu\u00eas<\/em><\/a><\/strong><a href=\"https:\/\/bit.ly\/2QOF5B2\"><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">On October 12, <\/span><span style=\"font-weight: 400;\">a Children\u2019s Day party and <\/span><i><span style=\"font-weight: 400;\">feijoada <\/span><\/i><span style=\"font-weight: 400;\">feast <\/span><span style=\"font-weight: 400;\">organized by a samba school from the community of <\/span><a href=\"https:\/\/bit.ly\/3lP5JXJ\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Complexo do Viradouro<\/span><\/a><span style=\"font-weight: 400;\"> were occurring in the plaza of the group of favelas in <\/span><a href=\"https:\/\/bit.ly\/32CGGR0\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Niter\u00f3i<\/span><\/a><span style=\"font-weight: 400;\">, Rio de Janeiro\u2019s sister city across Guanabara Bay. The community festivities were brusquely interrupted by the Shock Police Battalion (<\/span><a href=\"https:\/\/bit.ly\/361kaUb\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">BPChq<\/span><\/a><span style=\"font-weight: 400;\">) with the arbitrary detention of a young man, rifle shots fired into the air, pepper spray, and tear gas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The conflict began after a young man was beaten and arrested without justification, according to the community. In protest, residents closed off both sides of Doutor M\u00e1rio Viana Street. \u201cThey took an innocent person. They closed the street,\u201d said a man showed in the video below.<\/span><\/p>\n<div style=\"width: 1280px;\" class=\"wp-video\"><!--[if lt IE 9]><script>document.createElement('video');<\/script><![endif]-->\n<video class=\"wp-video-shortcode\" id=\"video-62675-1\" width=\"1280\" height=\"720\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Moradores-fecham-a-Rua-Douto-Viana-em-protesto-contra-violencia-policial.mp4?_=1\" \/><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Moradores-fecham-a-Rua-Douto-Viana-em-protesto-contra-violencia-policial.mp4\">https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Moradores-fecham-a-Rua-Douto-Viana-em-protesto-contra-violencia-policial.mp4<\/a><\/video><\/div>\n<p><span style=\"font-weight: 400;\">According to residents, the man, who had a wounded arm, was called by a Shock Police officer. The officer interrogated him about how and why he was wounded. After explanations, the officer freed the man, who crossed the street and rejoined the <\/span><i><span style=\"font-weight: 400;\">feijoada<\/span><\/i><span style=\"font-weight: 400;\"> with his friends.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, minutes later, the same agent returned to call the man over to the police area. Again, the man crossed the street in the direction of the police, but, this time, he received a punch and was shot from inside the Shock Police car. At that moment, residents went in the direction of officers, in a peaceful way, to understand the motive for the arrest, saying that the young man was \u201ca worker.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That was when, according to the video <\/span><a href=\"https:\/\/bit.ly\/2IulXHt\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">circulating on social networks<\/span><\/a><span style=\"font-weight: 400;\">, one of the officers fired rifle shots into the air.<\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Festa de Dia das Crian\u00e7as terminou com tiros nesta segunda-feira (12\/10) durante a\u00e7\u00e3o policial no Complexo do Viradouro, em Niter\u00f3i, Regi\u00e3o Metropolitana do Rio. After the shots, the police left, taking the young man. A <\/span><a href=\"http:\/\/bit.ly\/2WQxnqh\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Military Police<\/span><\/a><span style=\"font-weight: 400;\"> patrol remained parked on the scene.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to reports from the community after some minutes, two other cars from the Shock Police Battalion returned to the entrance of the community located on Doutor M\u00e1rio Viana Street and launched three tear gas grenades even though there were children in the area, interrupting the Children\u2019s Day festival and the gathering of residents at the <\/span><i><span style=\"font-weight: 400;\">feijoada.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt was the biggest cowardice! There were more than 20 children in the street. This is revolting,\u201d residents, who will not be identified, complained to <\/span><i><span style=\"font-weight: 400;\">RioOnWatch<\/span><\/i><span style=\"font-weight: 400;\">\u00a0by telephone.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Montagem-Viradouro.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-62678\" title=\"Montage of photos from Complexo do Viradouro that circulated on social media. Residents of the community contested the police version of events. This type of action follows the same <\/span><a href=\"http:\/\/bit.ly\/38qeAJi\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">pattern of police treatment<\/span><\/a><span style=\"font-weight: 400;\"> of occupation in favelas with <\/span><a href=\"http:\/\/bit.ly\/31b2JeF\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Pacifying Police Units<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Complexo do Viradouro has for 50 days been under a <\/span><a href=\"http:\/\/bit.ly\/3iYaPzK\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">police occupation<\/span><\/a><span style=\"font-weight: 400;\">\u2014without a set deadline for it to be concluded\u2014even after the Supreme Court approval of lawsuit ADPF 635, which <\/span><a href=\"https:\/\/bit.ly\/2BtISPV\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">suspended police operations<\/span><\/a><span style=\"font-weight: 400;\"> in favelas in the State of Rio de Janeiro during the <\/span><a href=\"https:\/\/bit.ly\/2RD5IJR\"><span style=\"font-weight: 400;\">Covid-19<\/span><\/a><span style=\"font-weight: 400;\"> pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to a statement from Niter\u00f3i\u2019s 12th Police Battalion, sent to <\/span><i><span style=\"font-weight: 400;\">RioOnWatch<\/span><\/i><span style=\"font-weight: 400;\"> in August, the occupation of Complexo do Viradouro was communicated to the Rio de Janeiro Public Prosecutor\u2019s Office. The police alleges that the permanent intervention was necessary to make <\/span><a href=\"https:\/\/bit.ly\/3bcf7ke\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">public works<\/span><\/a><span style=\"font-weight: 400;\"> possible in and around the community. Two bulletproof police cabins were installed in the vicinity of the community.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since the start of the <\/span><a href=\"https:\/\/bit.ly\/32IpvgX\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">police occupation<\/span><\/a><span style=\"font-weight: 400;\">, residents of Complexo do Viradouro, in addition to the neighboring communities of Zulu and Atalaia, experienced a daily routine of fear and militarization, with <\/span><a href=\"https:\/\/bit.ly\/3iYaPzK\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">police abuse and violations of human rights<\/span><\/a><span style=\"font-weight: 400;\">. Residents have been protesting against police abuses with the hashtag <\/span><a href=\"https:\/\/bit.ly\/2I4qEYb\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">#RespectResidentHomes<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The denunciations of the residents of Complexo do Viradouro about the police abuses and violations during the occupation have already been sent to the <\/span><a href=\"https:\/\/bit.ly\/33Ulsyv\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">National Council of Human Rights<\/span><\/a><span style=\"font-weight: 400;\">, to the <\/span><a href=\"https:\/\/bit.ly\/3nOqTas\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Commission of Defense of Human Rights and Citizenship of the Rio de Janeiro State Legislative Assembly<\/span><\/a><span style=\"font-weight: 400;\">, to the <\/span><a href=\"http:\/\/bit.ly\/2LrztMk\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">State Public Defender\u2019s Office<\/span><\/a><span style=\"font-weight: 400;\">, and to the <\/span><a href=\"http:\/\/bit.ly\/1SvN6WC\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">State Public Prosecutor\u2019s Office<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Luciana-Carneiro_Divulgacao_Prefeitura-de-Niteroi.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-62677 size-content\" title=\"Niter\u00f3i mayor Rodrigo Neves meets with community leaders, among them, the Federation of Residents\u2019 Associations of the Municipality of Niter\u00f3i, in Solar do Jambeiro on September 10.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Luciana-Carneiro_Divulgacao_Prefeitura-de-Niteroi-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">On September 10, Niter\u00f3i mayor Rodrigo Neves had <\/span><a href=\"https:\/\/bit.ly\/313wiQW\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">met with community leaders<\/span><\/a><span style=\"font-weight: 400;\">, among them the <\/span><a href=\"https:\/\/bit.ly\/34YBXcu\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Federation of Residents\u2019 Associations of the Municipality of Niter\u00f3i, in Solar do Jambeiro<\/span><\/a><span style=\"font-weight: 400;\">. The Human Rights Commission of the <\/span><a href=\"https:\/\/bit.ly\/34XDgte\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Brazilian Bar Association<\/span><\/a><span style=\"font-weight: 400;\"> and municipal secretaries were also present.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On that occasion, the mayor heard reports of residents about police abuses and affirmed that he regretted them and guaranteed that he would take the reports to the commander of the 12th Police Battalion of the region, colonel Sylvio Guerra.
