{"id":62736,"date":"2020-11-12T13:41:54","date_gmt":"2020-11-12T16:41:54","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=62736"},"modified":"2022-08-24T09:30:34","modified_gmt":"2022-08-24T12:30:34","slug":"2020-elections-what-do-rios-mayoral-candidates-plan-for-the-favelas","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=62736","title":{"rendered":"2020 Elections: What Do Rio\u2019s Mayoral Candidates Plan for the Favelas?"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/EleicoesRioFavelas\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p><i data-stringify-type=\"italic\">This article is part of a <\/i><i data-stringify-type=\"italic\"><a class=\"c-link\" href=\"https:\/\/bit.ly\/36pW7Nd\" target=\"_blank\" rel=\"noopener noreferrer\" data-stringify-link=\"https:\/\/bit.ly\/36pW7Nd\" data-sk=\"tooltip_parent\">series of articles on Rio de Janeiro&#8217;s 2020 municipal elections<\/a><\/i><i data-stringify-type=\"italic\">\u00a0from a favela perspective.<\/i><\/p>\n<p>Amidst the grief of, officially, 12,268 deaths by <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19<\/a> and 120,802 cases (<a href=\"https:\/\/bit.ly\/2YqwtDO\" target=\"_blank\" rel=\"noopener noreferrer\">as of November 6<\/a>), Rio de Janeiro&#8217;s population will go to the polls on November 15 to vote for their mayor in one of the fiercest disputes of the last 20 years. In total, 14 candidates from different parties and ideological denominations\u2014far-right, right, center, left and far-left\u2014are vying for the <a href=\"https:\/\/bit.ly\/374nMVR\" target=\"_blank\" rel=\"noopener noreferrer\">4,851,887 votes of registered voters<\/a>, even amid the pain and economic effects of the coronavirus pandemic.<\/p>\n<p>But what concrete proposals do these candidates&#8217; governing platforms include for favelas? <a href=\"https:\/\/bit.ly\/34QvHVm\" target=\"_blank\" rel=\"noopener noreferrer\">Data Rio<\/a>, the data platform of the <a href=\"https:\/\/bit.ly\/3nmEhkL\" target=\"_blank\" rel=\"noopener noreferrer\">Pereira Passos Institute<\/a> urban planning agency currently estimates that of the <a href=\"https:\/\/bit.ly\/320DJsH\" target=\"_blank\" rel=\"noopener noreferrer\">6,718,903 inhabitants<\/a>\u00a0of the city of Rio, <a href=\"https:\/\/bit.ly\/2HU6j87\" target=\"_blank\" rel=\"noopener noreferrer\">22%<\/a> live in favelas.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Brazilian-Electronic-Voting-System.-Foto-por-Fabio-Pozzebon_-Agencia-Brasil..jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-62753 size-content\" title=\"Brazilian Electronic Voting System. Foto por: Fabio Pozzebon\/Ag\u00eancia Brasil.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Brazilian-Electronic-Voting-System.-Foto-por-Fabio-Pozzebon_-Agencia-Brasil..jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Brazilian-Electronic-Voting-System.-Foto-por-Fabio-Pozzebon_-Agencia-Brasil.-300x128.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Our analysis of the official policy platforms of the <a href=\"https:\/\/bit.ly\/31rAHh2\" target=\"_blank\" rel=\"noopener noreferrer\">14 mayoral candidates<\/a> published by the Superior Electoral Court (<a href=\"https:\/\/bit.ly\/34Nosxh\" target=\"_blank\" rel=\"noopener noreferrer\">TSE<\/a>) reveals that the majority of candidates only speak superficially of the city&#8217;s favelas. According to DataRio, the city has 1,018 favelas, with an estimated population of <a href=\"https:\/\/bit.ly\/2HU6j87\" target=\"_blank\" rel=\"noopener noreferrer\">1,434,975 people<\/a>.<\/p>\n<h3>Favela: Rights and Priorities<\/h3>\n<p>Of Rio&#8217;s\u00a0<a href=\"https:\/\/bit.ly\/31rAHh2\" target=\"_blank\" rel=\"noopener noreferrer\">14 mayoral candidates<\/a>, six offer governing platforms specifically mentioning and elaborating policies towards favelas, namely: <a href=\"https:\/\/bit.ly\/2UioE1C\" target=\"_blank\" rel=\"noopener noreferrer\">Benedita da Silva<\/a> (<a href=\"https:\/\/bit.ly\/31TlG7Y\" target=\"_blank\" rel=\"noopener noreferrer\">PT<\/a>), Clarissa Garotinho (<a href=\"https:\/\/bit.ly\/3plYvNF\" target=\"_blank\" rel=\"noopener noreferrer\">PROS<\/a>), <a href=\"https:\/\/bit.ly\/3mBSv15\" target=\"_blank\" rel=\"noopener noreferrer\">Eduardo Paes<\/a> (<a href=\"https:\/\/bit.ly\/3olTHay\" target=\"_blank\" rel=\"noopener noreferrer\">DEM<\/a>), Luiz Lima (<a href=\"https:\/\/bit.ly\/3kFS5pF\" target=\"_blank\" rel=\"noopener noreferrer\">PSL<\/a>), Paulo Messina (MDB), and <a href=\"http:\/\/bit.ly\/2QJKTed\" target=\"_blank\" rel=\"noopener noreferrer\">Renata Souza<\/a> (<a href=\"http:\/\/bit.ly\/2KzdRfR\" target=\"_blank\" rel=\"noopener noreferrer\">PSOL<\/a>). However, there are significant differences across each candidate&#8217;s platform and their views of favelas. The main differences are in the candidates&#8217; abilities to see the favela as part of the city and as having a right to the city.<\/p>\n<h3>Benedita da Silva (PT)<\/h3>\n<p>Hailing from <a href=\"http:\/\/bit.ly\/2R0npBU\" target=\"_blank\" rel=\"noopener noreferrer\">Chap\u00e9u Mangueira<\/a> favela in the <a href=\"https:\/\/bit.ly\/3hGxAId\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>\u2014where she lived for 57 years\u2014Benedita da Silva has <a href=\"https:\/\/bit.ly\/31rAHh2\" target=\"_blank\" rel=\"noopener noreferrer\">38 years of experience in legislative and executive political positions<\/a>. She defends participatory democracy in her sixty page <a href=\"https:\/\/bit.ly\/35UFV6q\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a>, based on sustainable cities and inclusive dialogue with minorities. This aims to contrast with \u201ccurrent government priorities\u201d and instead treat citizens equally, \u201cwith special attention to favelas and public housing.\u201d Her platform makes the territorial management of the municipality the backbone of policy development, within the ten areas of focus of her administration, and from a favela perspective.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Benedita-da-Silva-in-a-favela.-Photo-by-Wagner-Silva..jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-62755 size-content\" title=\"Mayoral candidate Benedita da Silva in a favela. Priorities include: the creation of an emergency job plan that includes city-funded <em>mutir\u00f5es<\/em> (collective actions) in different areas; the return of the <a href=\"https:\/\/bit.ly\/3p2xMFE\" target=\"_blank\" rel=\"noopener noreferrer\">community-based garbage collection program<\/a>; combating the <a href=\"https:\/\/bit.ly\/3klPH6K\" target=\"_blank\" rel=\"noopener noreferrer\">criminalization of black and peripheral culture<\/a> such as funk music and <a href=\"https:\/\/bit.ly\/2Ijk8gZ\" target=\"_blank\" rel=\"noopener noreferrer\"><em>baile funk<\/em> parties<\/a>; primary healthcare and routine check-ups; and prioritizing the gradual incorporation of gynecologists, obstetricians, clinicians and pediatricians into <a href=\"http:\/\/bit.ly\/2NTglXI\" target=\"_blank\" rel=\"noopener noreferrer\">Family Health Clinics<\/a>, integrating professionals and territories.<\/p>\n<p>Her platform also envisions the creation of \u201cNutrition Spaces\u201d with activities such as the planting of vegetable gardens, public subsidized restaurants, central food supply centers for the surrounding territory, community kitchens, and assisting with basic foodstuffs through a policy of purchasing food from local or regional family farms.<\/p>\n<p>Another goal of her platform is to reform and restructure the <a href=\"https:\/\/bit.ly\/36gGAPM\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Vila Ol\u00edmpica<\/em><\/a> community sport centers through hiring staffers from within the communities and creating a \u201cMunicipal Athletic Grant\u201d for medium- and high-performing athletes within favelas. Also noteworthy in the platform is its microcredit program for housing construction, as well as its stance against the <a href=\"https:\/\/bit.ly\/3ipY2Fs\" target=\"_blank\" rel=\"noopener noreferrer\">privatization of CEDAE<\/a>, instead defending universal access to water in favelas.<\/p>\n<h3>Clarissa Garotinho (PROS)<\/h3>\n<p>The themes of \u201cfavelas and communities\u201d are present in Clarissa Garotinho\u2019s 29-page <a href=\"https:\/\/bit.ly\/2GnplmR\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a>. On page 24, it lists four priorities related to favelas: resuming the <a href=\"https:\/\/bit.ly\/2K0i5ib\" target=\"_blank\" rel=\"noopener noreferrer\">Favela-Bairro upgrading program<\/a> with its projects for sanitation infrastructure and services, leisure and sports spaces, as well as public facilities and social programs; residents\u2019 access to public services; training for residents on construction guidelines after upgrades; and the prohibition of irregular urban growth, both horizontal and vertical.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Deputada-federal-Clarissa-Garotinho-PROS-RJ-Foto-Luis-Macedo_Camara-dos-Deputados-e1602885634326.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62761 size-content\" title=\"Mayoral candidate Clarissa Garotinho. Photo: Luis Macedo\/C\u00e2mara dos Deputados\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Deputada-federal-Clarissa-Garotinho-PROS-RJ-Foto-Luis-Macedo_Camara-dos-Deputados-e1602885634326-620x264.jpg\" alt=\"Mayoral candidate Clarissa Garotinho. Photo by: Luis Macedo\/C\u00e2mara dos Deputados.\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>One of the themes of Garotinho&#8217;s platform is &#8220;favelas and communities.&#8221; The document defends the establishment of offices in favelas with architects, social workers, and community agents, and says irregular construction would be deterred by &#8220;using technological resources that allow real-time accompaniment of such movements.&#8221;<\/p>\n<p>Garotinho has held several elected positions. She was a Rio de Janeiro city councilor elected in 2009, a Rio de Janeiro state congresswoman elected in 2011, and a federal congresswoman elected in 2015 and re-elected in 2019. She was also Municipal Secretary for Development, Employment and Innovation between 2017 and 2018 under the government of <a href=\"http:\/\/bit.ly\/31U6h54\" target=\"_blank\" rel=\"noopener noreferrer\">Marcelo Crivella<\/a> (Rio&#8217;s current mayor).<\/p>\n<h3>Eduardo Paes (DEM)<\/h3>\n<p>Eduardo Paes was mayor of Rio de Janeiro between 2008 and 2016\u2014 during which the <a href=\"http:\/\/bit.ly\/2NmQHdf\" target=\"_blank\" rel=\"noopener noreferrer\">2014 World Cup<\/a> and the <a href=\"https:\/\/bit.ly\/2JQt9hE\" target=\"_blank\" rel=\"noopener noreferrer\">2016 Olympic Games<\/a> were held. He has also held several executive public positions in administrations of previous mayors. Paes&#8217; <a href=\"https:\/\/bit.ly\/3jLW6ru\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a>, on the TSE website, is two pages long and lists twelve central objectives. However, the candidate later published a \u201c<a href=\"https:\/\/bit.ly\/3oIJXXS\" target=\"_blank\" rel=\"noopener noreferrer\">Letter of commitment to Rio&#8217;s Favelas and Communities<\/a>.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/eduardo-paes.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62763 size-content\" title=\"Mayoral candidate Eduardo Paes\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/eduardo-paes-620x264.jpg\" alt=\"Mayoral candidate Eduardo Paes.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/eduardo-paes-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/eduardo-paes-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In this letter, the candidate makes eight central commitments to favela development. Among the promises is the participation of favela residents in decision-making and in direct dialogue with the mayor and secretaries. The concrete, high-priority proposals for favelas include: resuming the Favela-Bairro program, starting with the favelas with lowest Human Development Index indicators; creating a Favela Municipal Council directly linked to the mayor\u2019s office; and creating a Directorate of Land Regularization of Favelas directly linked to the Secretary of Urbanism and the Favela Municipal Council.<\/p>\n<p>The letter also promises to prioritize reforming Family Clinics, <a href=\"https:\/\/bit.ly\/2AB7AgD\" target=\"_blank\" rel=\"noopener noreferrer\">UPAs<\/a>, <a href=\"https:\/\/bit.ly\/3k3NGMh\" target=\"_blank\" rel=\"noopener noreferrer\">Infant Development Spaces<\/a> and <a href=\"https:\/\/bit.ly\/2Ic2Rpe\" target=\"_blank\" rel=\"noopener noreferrer\">Schools of Tomorrow<\/a> located within communities and to prioritize creating and rescuing programs that use local labor, such as trash collection, postal services, electrical services, and community vegetable gardens. The candidate also mentions reducing poverty levels by expanding the <a href=\"https:\/\/bit.ly\/38o7ibT\" target=\"_blank\" rel=\"noopener noreferrer\">Cart\u00e3o Fam\u00edlia Carioca program<\/a>, and prioritizing social investments in poor places so as to improve the quality of public services.<\/p>\n<p>It is worth remembering that the mayoral administration of Eduardo Paes was responsible for <a href=\"http:\/\/bit.ly\/339jGaD\" target=\"_blank\" rel=\"noopener noreferrer\">80,000 people evicted from their homes<\/a>, the largest period of evictions in local history, contributing to more evictions than both the administrations of <a href=\"https:\/\/bit.ly\/3pmdnLR\" target=\"_blank\" rel=\"noopener noreferrer\">former mayors Pereira Passos and Carlos Lacerda combined<\/a>.<\/p>\n<h3>Luiz Lima (PSL)<\/h3>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Luiz-Lima.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62765 size-content\" title=\"Mayoral candidate Luiz Lima\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Luiz-Lima-620x264.png\" alt=\"Mayoral candidate Luiz Lima.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Luiz-Lima-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Luiz-Lima-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The 91 page <a href=\"https:\/\/bit.ly\/355LHD1\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a> proposed by federal congressman Luiz Lima should he be elected mayor pledges to invest in the program <a href=\"http:\/\/bit.ly\/2RbcCFl\" target=\"_blank\" rel=\"noopener noreferrer\">Morar Carioca<\/a> favela upgrading program, with an emphasis on the final phase in <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>. Lima plans to reduce the number of families receiving rental assistance vouchers and increase the number of people with access to public housing by offering home units to those waiting in the line. He plans to upgrade the &#8220;Favela of Mar\u00e9 and its margin, on <a href=\"https:\/\/bit.ly\/2TylshE\" target=\"_blank\" rel=\"noopener noreferrer\">Avenida Brasil<\/a>,&#8221; and license, inspect, plan and contain the irregular growth of favelas.<\/p>\n<h3>Martha Rocha (PDT)<\/h3>\n<p>Former head of the state of Rio de Janeiro&#8217;s <a href=\"https:\/\/bit.ly\/2JTB6Tf\" target=\"_blank\" rel=\"noopener noreferrer\">Civil Police<\/a>\u00a0during the government of <a href=\"http:\/\/bit.ly\/2MKpGAE\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e9rgio Cabral<\/a>, Martha Rocha only has three proposals directly addressing favelas in her 128 page <a href=\"https:\/\/bit.ly\/3l6TuWG\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/martha-rocha-Jose-Cruz_Agencia-Brasil-e1602885367141.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62766 size-content\" title=\"Mayoral candidate Martha Rocha. Photo: Jos\u00e9 Cruz\/Ag\u00eancia Brasil\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/martha-rocha-Jose-Cruz_Agencia-Brasil-e1602885367141-620x264.jpg\" alt=\"Mayoral candidate Martha Rocha. Photo by: Jos\u00e9 Cruz\/Ag\u00eancia Brasil.\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>They include: the construction of alternative transportation in Rio\u2019s hills and favelas (ramps, cable cars, etc.); increasing the frequency of garbage collection in the city&#8217;s favelas and hills; and investing in upgrading plans in Rio\u2019s favelas that involve expanding available services, including land tenure regularization that \u201cobeys the criteria of occupations that have proven to be time-tested, moderate and peaceful,\u201d saying also that expropriations may occur with the guarantee of tenure rights and indemnities. The program advocates measures to contain the expansion of favelas, especially in situations that pose a risk to environmental protection.<\/p>\n<h3>Paulo Messina (MDB)<\/h3>\n<p>Paulo Messina is in his third term as city councilor of Rio de Janeiro and published a 212 page <a href=\"https:\/\/bit.ly\/3oVaFgi\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a> which advocates for increasing public trust in the municipal government. With regards to favelas, Messina\u2014who was the <a href=\"https:\/\/bit.ly\/3dwVvZ5\" target=\"_blank\" rel=\"noopener noreferrer\">former chief of staff to Marcelo Crivella, the current mayor of Rio<\/a>\u2014proposes implementing general networks and specific interventions to regulate water supply and sewerage services.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Paulo-Messina-candidato-a-prefeitura-em-entrevista-a-TV-Globo..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62767 size-content\" title=\"Mayoral candidate Paulo Messina\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Paulo-Messina-candidato-a-prefeitura-em-entrevista-a-TV-Globo.-620x264.jpg\" alt=\"Mayoral candidate Paulo Messina.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Paulo-Messina-candidato-a-prefeitura-em-entrevista-a-TV-Globo.-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Paulo-Messina-candidato-a-prefeitura-em-entrevista-a-TV-Globo.-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The main focus of his platform is the \u201cUniversity in the City,\u201d which aims to promote, analyze and identify ways to create roads and infrastructure for favelas, thus creating and recovering a \u201cpresence of City Hall\u201d within communities. It argues for urban interventions in favelas that target mobility, accessibility, and infrastructure. \u201cThe settlements were formed through organic occupation,\u201d the platform says. Messina plans to expand the <em>Vilas Ol\u00edmpicas<\/em>, creating sports teams in favelas.<\/p>\n<h3>Renata Souza (PSOL)<\/h3>\n<p>Raised in\u00a0<a href=\"http:\/\/bit.ly\/2SoOMWL\" target=\"_blank\" rel=\"noopener noreferrer\">Nova Holanda<\/a>, part of the <a href=\"https:\/\/bit.ly\/3lottlE\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a> favelas in Rio&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, Renata Souza has <a href=\"https:\/\/bit.ly\/31rAHh2\" target=\"_blank\" rel=\"noopener noreferrer\">12 years of experience in public legislative positions<\/a>, including as state congresswoman in Rio de Janeiro for almost two years. The candidate\u2019s <a href=\"https:\/\/bit.ly\/325mTJ6\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a> is 127 pages with 25 action areas, and includes a list of \u201c<a href=\"https:\/\/bit.ly\/325mTJ6\" target=\"_blank\" rel=\"noopener noreferrer\">15 proposals to change Rio de Janeiro<\/a>.\u201d They include 15 areas prioritizing the municipality&#8217;s favelas and peripheries, ensuring the right to the favela, like that to the city, for its residents.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/renata-souza-perfil-da-candidata.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62769 size-content\" title=\"Mayoral candidate Renata Souza\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/renata-souza-perfil-da-candidata-620x264.jpg\" alt=\"Mayoral candidate Renata Souza.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/renata-souza-perfil-da-candidata-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/renata-souza-perfil-da-candidata-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The program calls for the recovery of City Hall funds to reinvest in public programs such as <a href=\"https:\/\/bit.ly\/3ezmOCt\" target=\"_blank\" rel=\"noopener noreferrer\">Renda B\u00e1sica Carioca<\/a> (basic income for poorer families), and <a href=\"https:\/\/bit.ly\/38izAnS\" target=\"_blank\" rel=\"noopener noreferrer\">Habita Rio<\/a>, a housing program to construct 100,000 homes for the homeless or those who live in precarious conditions. She also proposes the creation of Imobili\u00e1ria Carioca, a public real estate company \u201cthat will operate below market rates and take an active role in the real estate dynamics of the city.\u201d<\/p>\n<p>Through the Favela \u00e9 Cidade program, <a href=\"https:\/\/bit.ly\/2RPJx3m\" target=\"_blank\" rel=\"noopener noreferrer\">basic sanitation<\/a> is considered a priority for favelas, which would also generate jobs. \u201cWe are going to invest in water storage and distribution infrastructure to guarantee access to clean water. The favela will have the same supply chain as the rich areas of the city.\u201d The candidate opposes the privatization of CEDAE. Her platform also discusses creating a municipal pact for gender and race equality and another for reducing urban and domestic violence.<\/p>\n<p>Souza&#8217;s platform also sets priorities such as: creating the Community Civil Defense Agent Program to guarantee primary care in socio-environmental protection of favelas; conducting a complete review of the community alert and alarm system for heavy rains in the city; developing a map of <a href=\"http:\/\/bit.ly\/2PCKPOc\" target=\"_blank\" rel=\"noopener noreferrer\">hydrological risks<\/a> for all favelas; and creating specific programs for selective waste collection and urban cleaning in favelas that would work with community trash collectors and be integrated with local waste pickers.<\/p>\n<p>The program also proposes the implementation of Technical Assistance policies for Social Interest Housing (ATHIS) under the terms of <a href=\"https:\/\/bit.ly\/3kU7a78\" target=\"_blank\" rel=\"noopener noreferrer\">Municipal Law No. 6.614 \/ 2019<\/a>, written by Councilor <a href=\"http:\/\/bit.ly\/2MSUQ9Q\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco<\/a>, dealing with the urban requalification of favelas, allotments, rural settlements, traditional communities, and consolidated occupations of the city. Furthermore, the candidate proposes to create a program for the construction of low-income housing through joint efforts and self-management, together with the families of local communities and organized civil society entities. Examples of similar such programs include the \u201c<a href=\"https:\/\/bit.ly\/34P0Nwu\" target=\"_blank\" rel=\"noopener noreferrer\">One Family, One Lot<\/a>\u201d program from the Brizola administration, and the \u201c<a href=\"https:\/\/bit.ly\/3ej5LVr\" target=\"_blank\" rel=\"noopener noreferrer\">Construction Program through Mutir\u00e3o and Self-Management<\/a>\u201d from the Erundina administration.<\/p>\n<h3>One\u2026 Two or No Proposals for Favelas<\/h3>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/View-from-Manguinhos.-Photo-by-Edilano-Cavalcante-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62770 size-content\" title=\"View from Manguinhos. Photo by: Edilano Cavalcante.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/View-from-Manguinhos.-Photo-by-Edilano-Cavalcante-scaled-1-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/View-from-Manguinhos.-Photo-by-Edilano-Cavalcante-scaled-1-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>Eduardo Bandeira de Mello (<a href=\"https:\/\/bit.ly\/2UeWTa6\" target=\"_blank\" rel=\"noopener noreferrer\">REDE<\/a>)<\/h3>\n<p>His 58-page <a href=\"https:\/\/bit.ly\/2HMKiI6\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a> includes favelas in the basic sanitation project, citing the <a href=\"https:\/\/bit.ly\/38jA5Ow\" target=\"_blank\" rel=\"noopener noreferrer\">Basic Sanitation Fund<\/a> as an instrument to universalize water, within the parameters of the <a href=\"https:\/\/bit.ly\/3jHzicg\" target=\"_blank\" rel=\"noopener noreferrer\">revised Sanitation Legal Framework<\/a>, which provides for a public-private partnership.<\/p>\n<h3>Cyro Garcia (<a href=\"https:\/\/bit.ly\/35lqtRo\" target=\"_blank\" rel=\"noopener noreferrer\">PSTU<\/a>)<\/h3>\n<p>His six-page <a href=\"https:\/\/bit.ly\/2Ic9vfg\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a> states that \u201cRio de Janeiro and Brazil need a socialist way out!\u201d and that he wants to fight oppression against minorities and the working class, but it never mentions favelas directly.<\/p>\n<h3>Fred Luz (<a href=\"https:\/\/bit.ly\/2TcxxZR\" target=\"_blank\" rel=\"noopener noreferrer\">Partido Novo<\/a>)<\/h3>\n<p>His nine-page <a href=\"https:\/\/bit.ly\/2I23imD\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a> does not mention favelas or communities at any point.<\/p>\n<h3>Gl\u00f3ria Helo\u00edsa (<a href=\"http:\/\/bit.ly\/31yg5SH\" target=\"_blank\" rel=\"noopener noreferrer\">PSC<\/a>)<\/h3>\n<p>Her 30-page <a href=\"https:\/\/bit.ly\/3eFovOX\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a>, based in Christian solidarity and connected to technocracy in public management, generically speaks of legalizing alternative transportation, a proposal that can affect favelas.<\/p>\n<h3>Henrique Simonard (<a href=\"https:\/\/bit.ly\/3kFOzf7\" target=\"_blank\" rel=\"noopener noreferrer\">PCO<\/a>)<\/h3>\n<p>His 37-page <a href=\"https:\/\/bit.ly\/3kTRd0G\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a>, based on a resolution that is valid for all of his party&#8217;s candidates across the national decided at the National Conference of the Party of the Workers&#8217; Cause, has as its &#8220;electoral tactic the defense of revolution and socialism,&#8221; and does not mention favelas or communities.<\/p>\n<h3>Marcelo Crivella (Republicanos)<\/h3>\n<p>The current mayor of Rio de Janeiro is a candidate for reelection. His 60-page <a href=\"https:\/\/bit.ly\/3oY2PCm\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a>\u00a0brings a \u201csustainable mobility plan for community areas\u201d and plans to \u201cdevelop and launch an application with human rights information, with specific functions for denouncing violations and georeferencing.\u201d<\/p>\n<h3>Su\u00ead Haidar (<a href=\"https:\/\/bit.ly\/3ktLXQI\" target=\"_blank\" rel=\"noopener noreferrer\">PMB<\/a>)<\/h3>\n<p>Her eight-page <a href=\"https:\/\/bit.ly\/3n04q93\" target=\"_blank\" rel=\"noopener noreferrer\">governing platform<\/a>, which has no proposals directly for favelas, calls for the creation of a citizen governance council with popular participation, women&#8217;s economic empowerment, and the revision of the <a href=\"https:\/\/bit.ly\/36c3k3d\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro Master Plan<\/a>.
