Two years later, the <a href=\"https:\/\/bit.ly\/34LUo5s\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco Institute<\/a>, established in her memory, is putting her legacy into action by presenting the <a href=\"https:\/\/bit.ly\/2Ond81T\" target=\"_blank\" rel=\"noopener noreferrer\">Elections <\/a><a href=\"https:\/\/bit.ly\/2Ond81T\" target=\"_blank\" rel=\"noopener noreferrer\">Anti-Racist Platform<\/a> (Plataforma Antirracista nas Elei\u00e7\u00f5es, PANE). It aims to encourage the entry of <a href=\"https:\/\/bit.ly\/2H0m7Ge\" target=\"_blank\" rel=\"noopener noreferrer\">black women into decision-making spaces<\/a>, putting pressure on political parties to enable the highest possible number of candidacies with anti-racist agendas.<\/p>\n<p>Anielle Franco, Marielle\u2019s sister and leader of the Institute, <a href=\"https:\/\/bit.ly\/3eabVXX\" target=\"_blank\" rel=\"noopener noreferrer\">explained to news site <em>UOL<\/em><\/a> how the initiative&#8217;s first action\u2014in partnership with <a href=\"https:\/\/bit.ly\/36ktAbG\" target=\"_blank\" rel=\"noopener noreferrer\">Educafro<\/a>, the <a href=\"https:\/\/bit.ly\/3fawPVn\" target=\"_blank\" rel=\"noopener noreferrer\">Black Women Decide Movement<\/a> (Movimento Mulheres Negras Decidem), and the <a href=\"https:\/\/bit.ly\/34cWk5l\" target=\"_blank\" rel=\"noopener noreferrer\">Black Coalition for Rights<\/a> (Coaliz\u00e3o Negra por Direitos)\u2014focused on fighting for financing for black candidacies. With the <a href=\"https:\/\/bit.ly\/2UaH6cg\" target=\"_blank\" rel=\"noopener noreferrer\">support of more than 10,000 people<\/a> and hundreds of organizations, on August 25 the platform had a victory: judges from the <a href=\"https:\/\/bit.ly\/35climL\" target=\"_blank\" rel=\"noopener noreferrer\">Superior Electoral Court<\/a> (TSE) approved requirements for <a href=\"https:\/\/bit.ly\/3eIZ4w5\" target=\"_blank\" rel=\"noopener noreferrer\">proportional distribution<\/a> of public campaign funds (the Fundo Especial de Financiamento de Campanha, FEFC) and television ad time for black candidates, which will come into effect beginning in 2022. A second victory occurred on September 9, when Supreme Court Justice Ricardo Lewandowski decided that these quotas <a href=\"https:\/\/glo.bo\/3naMicz\" target=\"_blank\" rel=\"noopener noreferrer\">should be applied in the 2020 municipal elections<\/a>. This meant that in this year&#8217;s elections, political parties had to distribute their election resources for TV and radio airtime in an equitable way between white and black candidates.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Plataforma-Antirracista-Antiracist-Platform-PANE.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-62806\" title=\"Plataforma Antirracista (Anti-racist Platform) PANE\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Plataforma-Antirracista-Antiracist-Platform-PANE.jpg\" alt=\"Plataforma Antirracista (Antiracist Platform) PANE.\" width=\"604\" height=\"593\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Plataforma-Antirracista-Antiracist-Platform-PANE.jpg 890w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Plataforma-Antirracista-Antiracist-Platform-PANE-300x295.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Plataforma-Antirracista-Antiracist-Platform-PANE-768x755.jpg 768w\" sizes=\"(max-width: 604px) 100vw, 604px\" \/><\/a><\/p>\n<p>About these new measures, Anielle <a href=\"https:\/\/bit.ly\/3g9BmYO\" target=\"_blank\" rel=\"noopener noreferrer\">wrote for the news site <em>UOL<\/em><\/a>: \u201cGuaranteeing the necessary resources for the campaigns of black women, as well as proportional advertising time, is urgent. We, black women, know how unequal this race is and how much the lack of resources undermines even further these candidates who come from this country\u2019s vulnerable territories.\u201d The numbers corroborate her discourse: <a href=\"https:\/\/bit.ly\/32wry7i\" target=\"_blank\" rel=\"noopener noreferrer\">according to data from the Get\u00falio Vargas Foundation<\/a>, in 2018&#8217;s <a href=\"https:\/\/bit.ly\/36rzsQo\" target=\"_blank\" rel=\"noopener noreferrer\">congressional elections<\/a>, although black women were 13% of total candidates, they received half as much funding: just 7% of party budgets. In contrast, 60% of funds were distributed to white male candidates, even though they represented less than half of all candidacies (43%).<\/p>\n<p>In <a href=\"https:\/\/bit.ly\/38tlIHF\" target=\"_blank\" rel=\"noopener noreferrer\">2016<\/a>, just 15.4% of Brazilian city council candidates and 4.1% of mayoral candidates were black women. In 2018, there was an increase in the number of <a href=\"http:\/\/bit.ly\/2IfYw0I\" target=\"_blank\" rel=\"noopener noreferrer\">black women<\/a> candidates, inspired by the legacy of Marielle Franco. This year, there has been a 1.4% increase in the number of black women city council candidates compared with the previous elections, as well as a timid 0.4% increase in the number of black women running for mayor nationwide. Of the 19,123 mayoral candidates registered with the TSE in this year&#8217;s elections, 13.05% (2,495) are women and just <a href=\"https:\/\/bit.ly\/3lw4uND\" target=\"_blank\" rel=\"noopener noreferrer\">4.5% (857) are women of color (who identify as black or brown)<\/a>. In a country in which <a href=\"https:\/\/bit.ly\/35hnCck\" target=\"_blank\" rel=\"noopener noreferrer\">black and brown women represent 23.4% of Brazilians<\/a>, these numbers fall short of the diversity needed to ensure representatative public policies.<\/p>\n<h3>Launching the Marielle Franco Agenda<\/h3>\n<p>The Marielle Franco Institute\u2019s second initiative emerged as a solution to this electoral inequality. On September 14, Marielle\u2019s family launched the <a href=\"https:\/\/bit.ly\/2IewaI2\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco Agenda<\/a> for the 2020 elections, a program to support antiracist, feminist, and working-class agendas. The issues, determined through the study of Marielle\u2019s draft laws, actions, and <a href=\"http:\/\/bit.ly\/33tjKmd\" target=\"_blank\" rel=\"noopener noreferrer\">speeches<\/a> at <a href=\"http:\/\/bit.ly\/386fCK6\" target=\"_blank\" rel=\"noopener noreferrer\">city council<\/a> and from discussions with her aides, can be signed by candidates who want to commit themselves to following Marielle\u2019s social project. This is also a way of consolidating Marielle&#8217;s political vision and disincentivizing public figures from using her name without being truly aligned with what she defended. Citizens can also sign up as defenders of the Agenda, and as such hold candidates accountable.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Agenda-Marielle-a-public-agenda-of-commitment-to-the-legacy-of-Marielle-Franco-promoted-by-Marielle-Franco-Institute..png\"><img decoding=\"async\" class=\"aligncenter wp-image-62810\" title=\"The Marielle Agenda is a public commitment to the legacy of Marielle Franco promoted by the Marielle Franco Institute.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Agenda-Marielle-a-public-agenda-of-commitment-to-the-legacy-of-Marielle-Franco-promoted-by-Marielle-Franco-Institute..png\" alt=\"Agenda Marielle, a public commitment to the legacy of Marielle Franco promoted by Marielle Franco Institute.\" width=\"605\" height=\"598\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Agenda-Marielle-a-public-agenda-of-commitment-to-the-legacy-of-Marielle-Franco-promoted-by-Marielle-Franco-Institute..png 889w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Agenda-Marielle-a-public-agenda-of-commitment-to-the-legacy-of-Marielle-Franco-promoted-by-Marielle-Franco-Institute.-300x297.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Agenda-Marielle-a-public-agenda-of-commitment-to-the-legacy-of-Marielle-Franco-promoted-by-Marielle-Franco-Institute.-768x759.png 768w\" sizes=\"(max-width: 605px) 100vw, 605px\" \/><\/a><\/p>\n<p>The site of the Marielle Franco Agenda shows <a href=\"https:\/\/bit.ly\/2IhWdOL\" target=\"_blank\" rel=\"noopener noreferrer\">753 candidates<\/a> across Brazil who have committed to building on her legacy\u2014in the municipality of Rio de Janeiro, there are 42 candidates, including the mayoral candidates <a href=\"https:\/\/bit.ly\/2TCzcIt\" target=\"_blank\" rel=\"noopener noreferrer\">Benedita da Silva<\/a> (<a href=\"https:\/\/bit.ly\/31TlG7Y\" target=\"_blank\" rel=\"noopener noreferrer\">PT<\/a>) and <a href=\"http:\/\/bit.ly\/2QJKTed\" target=\"_blank\" rel=\"noopener noreferrer\">Renata Souza<\/a> (<a href=\"http:\/\/bit.ly\/2KzdRfR\" target=\"_blank\" rel=\"noopener noreferrer\">PSOL<\/a>), a former aide of Marielle\u2019s.<\/p>\n<p>The program, made up of seven social agendas\u2014Racial Justice and Defense of Life; Gender and Sexuality; the Right to the Favela; Economic Justice; Free and High-Quality Public Healthcare; Public, Free and Transformative Education; Culture, Leisure and Sport\u2014brings together the issues for which Marielle fought. \u201cIt is sad to think that she would be completing the four years of her first term, that she had a life full of dreams and projects ahead. Maybe she could have been running for mayor or backing candidates,\u201d Anielle reflected in <a href=\"https:\/\/bit.ly\/3neHW42\" target=\"_blank\" rel=\"noopener noreferrer\">an interview<\/a>.<\/p>\n<p>A <a href=\"https:\/\/bit.ly\/34LUo5s\" target=\"_blank\" rel=\"noopener noreferrer\">time counter<\/a> on the Institute\u2019s website keeps track of how long has passed since the councilor\u2019s assassination.
