{"id":62820,"date":"2020-11-17T16:07:22","date_gmt":"2020-11-17T19:07:22","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=62820"},"modified":"2021-02-28T13:49:26","modified_gmt":"2021-02-28T16:49:26","slug":"women-in-politics-in-sao-joao-de-meriti-a-central-debate-in-the-2020-elections","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=62820","title":{"rendered":"Women in Politics in S\u00e3o Jo\u00e3o de Meriti: A Central Debate in the 2020 Elections"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/3kyzWJP\" target=\"_blank\" rel=\"noopener noreferrer\"><em><strong>Clique aqui para Portugu\u00eas<\/strong><\/em><\/a><a href=\"https:\/\/bit.ly\/32ShEhs\"><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/p>\n<p><em>This article is part of a\u00a0<a href=\"https:\/\/bit.ly\/36pW7Nd\" target=\"_blank\" rel=\"noopener noreferrer\">series of articles on Rio de Janeiro\u2019s 2020 municipal elections<\/a>\u00a0from a favela perspective.<\/em><\/p>\n<p>For decades, the political process in municipalities of Greater Rio de Janeiro&#8217;s <a href=\"http:\/\/bit.ly\/2KWNzV0\" target=\"_blank\" rel=\"noopener noreferrer\">Baixada Fluminense<\/a> region has been characterized by a distanced electorate and <a href=\"https:\/\/bit.ly\/3nlio5J\" target=\"_blank\" rel=\"noopener noreferrer\">political violence<\/a>. Women&#8217;s political insertion into these spaces has always been at a bare minimum. To change this, it is not enough to <a href=\"https:\/\/bit.ly\/2IdcJz2\" target=\"_blank\" rel=\"noopener noreferrer\">fill potholes<\/a> or conduct\u00a0<a href=\"https:\/\/bit.ly\/32FlTMn\" target=\"_blank\" rel=\"noopener noreferrer\">recycling pick-up<\/a>. What is required is political renewal and effective long-term solutions.<\/p>\n<p>To discuss this issue, this article shares the voices of female leaders from the <a href=\"https:\/\/bit.ly\/3loywma\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Jo\u00e3o de Meriti<\/a> (SJM) municipality, which, according to the <a href=\"https:\/\/bit.ly\/3dbpNQJ\" target=\"_blank\" rel=\"noopener noreferrer\">Brazilian Institute of Geography and Statistics<\/a>, has a population of <a href=\"https:\/\/bit.ly\/3p1vh6q\" target=\"_blank\" rel=\"noopener noreferrer\">472,906<\/a>. Because it has the highest population density in the country, SJM is commonly known as the \u201c<a href=\"https:\/\/bit.ly\/2U3mR0c\" target=\"_blank\" rel=\"noopener noreferrer\">Latin America&#8217;s anthill<\/a>.\u201d<\/p>\n<p>Riva Nepomuceno<span style=\"font-weight: 400;\">\u2014a\u00a0<\/span>black woman, librarian, and resident of the neighborhood of\u00a0<a href=\"https:\/\/bit.ly\/3ppDEZA\" target=\"_blank\" rel=\"noopener noreferrer\">\u00c9den<\/a><span style=\"font-weight: 400;\">\u2014<\/span>explained that in the 1980s, the press and popular opinion affirmed that \u201cS\u00e3o Jo\u00e3o was the [municipality] that most killed women.\u201d Nepomuceno, who works in storytelling about Meritiense women, told <em>RioOnWatch<\/em> that at that time, \u201cresistance happened in samba and in religions of African origin, because without doctors, education, culture, and employment, women&#8217;s lives were impossible to articulate. [Even more so, considering] their livelihoods and those of their children\u2026 Up to 70% of women were [in homes] without a husband or male figure they could count on.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Riva-Nepomuceno-a-black-woman-a-librarian-and-a-resident-of-Eden-tells-stories-of-women-from-Sao-Joao-de-Meriti.-Photo-by-Riva-Nepomuceno.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-62829 size-content\" title=\"Riva Nepomuceno, a black woman, a librarian, and a resident of \u00c9den, tells stories of women from S\u00e3o Jo\u00e3o de Meriti. Local authorities in the Baixada Fluminense are known to operate with an \u201c<a href=\"https:\/\/bit.ly\/2IgBryD\" target=\"_blank\" rel=\"noopener noreferrer\">iron fist<\/a>\u201d in their domains, including in local politics. Since the redemocratization of Brazil in the 1980s, shootings and <a href=\"https:\/\/bit.ly\/32tcTK6\" target=\"_blank\" rel=\"noopener noreferrer\">executions of political opponents<\/a> have become common practices in the Baixada. According to <em>O Globo<\/em>, based on data from the <a href=\"https:\/\/bit.ly\/38MsHeG\" target=\"_blank\" rel=\"noopener noreferrer\">Fogo Cruzado<\/a> app, at least <a href=\"https:\/\/glo.bo\/3keRZUS\" target=\"_blank\" rel=\"noopener noreferrer\">21 politicians or candidates have been killed since 2018<\/a> for political reasons in the Baixada. As with the political assassination of <a href=\"https:\/\/bit.ly\/35uIqgJ\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco<\/a> in 2018, investigations of 14 of the 21 killings are still inconclusive. Those who ordered and perpetrated the crimes have never been identified, as is also true in the case of the Rio de Janeiro councilwoman.<\/p>\n<p>In 2020, as of the beginning of November, <a href=\"https:\/\/bit.ly\/3n5H0iv\" target=\"_blank\" rel=\"noopener noreferrer\">at least five candidates have been killed<\/a> as a result of electoral disputes in the Baixada Fluminense. Among these, one was a woman: <a href=\"https:\/\/bit.ly\/3pdZHSU\" target=\"_blank\" rel=\"noopener noreferrer\">Aunt Sandra<\/a>, executed and thrown in the Roncador River, in <a href=\"https:\/\/bit.ly\/3lzFBRa\" target=\"_blank\" rel=\"noopener noreferrer\">Mag\u00e9<\/a>. Three of the five murdered candidates were black. Black women are underrepresented in politics, but <a href=\"https:\/\/glo.bo\/3keRL0f\" target=\"_blank\" rel=\"noopener noreferrer\">overrepresented in political violence<\/a>.<\/p>\n<blockquote><p>\u201cThis type of machismo bothers me. The speeches are violent, there is a moralistic attitude, and there is denialism. Politics in S\u00e3o Jo\u00e3o de Meriti intimidates women or it uses them. The pressure is so great that resistance begins to build, but it is with younger women that we will be able to build a base. We need political and intellectual representatives, who are not just academically educated. We need the knowledge of the <a href=\"https:\/\/bit.ly\/3ewF3J3\" target=\"_blank\" rel=\"noopener noreferrer\">samba matriarchs<\/a>, <a href=\"https:\/\/bit.ly\/32InsJf\" target=\"_blank\" rel=\"noopener noreferrer\">Candombl\u00e9<\/a>, women who are in the struggle, resisting and making progress,\u201d concludes Nepomuceno.<\/p><\/blockquote>\n<p>In 2016&#8217;s municipal elections, <a href=\"https:\/\/bit.ly\/32rhk8m\" target=\"_blank\" rel=\"noopener noreferrer\">of the 570 candidates for S\u00e3o Jo\u00e3o de Meriti&#8217;s City Council, 165 were women<\/a>, equivalent to 28.9%. <a href=\"https:\/\/glo.bo\/36cG1pV\" target=\"_blank\" rel=\"noopener noreferrer\">No women were elected<\/a>, however, not even <a href=\"https:\/\/bit.ly\/3pbjClE\" target=\"_blank\" rel=\"noopener noreferrer\">Angela Theodoro<\/a> and <a href=\"https:\/\/bit.ly\/2U8odXs\" target=\"_blank\" rel=\"noopener noreferrer\">Roberta Queiroz<\/a>, who had been elected city councilors in 2012. In fact, Theodoro and Queiroz were the only women present on S\u00e3o Jo\u00e3o de Meriti&#8217;s City Council in the last decade. In reality, this space is hostile to women. In the 2020 elections, <a href=\"https:\/\/bit.ly\/359krDw\" target=\"_blank\" rel=\"noopener noreferrer\">712 candidates<\/a> are running for S\u00e3o Jo\u00e3o de Meriti&#8217;s City Council, of which <a href=\"https:\/\/bit.ly\/3eGSZ2X\" target=\"_blank\" rel=\"noopener noreferrer\">231, or 32.4%, are women<\/a>. In other words, there was a small increase of 3.5% in female candidates since the 2016 elections. Female candidates are not only less common but also less successful. Depending on the legislature, the electoral success rate for female candidates can sit at around zero.<\/p>\n<h3>Gender Quotas in Politics and Female Resistance<\/h3>\n<p>Tha\u00edsa Santos, 18, is from Morro da Aparecida and founded the <a href=\"https:\/\/bit.ly\/3p41Nom\" target=\"_blank\" rel=\"noopener noreferrer\">Ler Baixada Project<\/a>, which focuses on storytelling for children and adolescents. She affirms that S\u00e3o Jo\u00e3o de Meriti&#8217;s new generation has embraced the struggle of reversing this oppression. \u201cNot having women in politics removes all <a href=\"https:\/\/bit.ly\/3kriG95\" target=\"_blank\" rel=\"noopener noreferrer\">representativeness<\/a> for girls in social movements. This eliminates the possibility of us becoming something bigger: a Councilor, a Mayor, and the like. So much so that the most visible representative was <a href=\"http:\/\/bit.ly\/2ZubT41\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco<\/a>, and she was killed, murdered. Of course, young women will be afraid. No one wants to die unless they see themselves <a href=\"https:\/\/bit.ly\/35sIBcn\" target=\"_blank\" rel=\"noopener noreferrer\">as completely political bodies<\/a>. Political actions are not accessible to women. We still need to unite female forces in order to turn this situation in a different direction and be able to transform local politics.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Thaisa-Santos-in-front-of-ALERJ-with-her-fist-raised.-Photo-by-Thaisa-Santos..jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-62830 size-content\" title=\"Thaisa Santos in front of the Rio de Janeiro State Legislative Assembly with her fist raised. Photo by: Thaisa Santos.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Thaisa-Santos-in-front-of-ALERJ-with-her-fist-raised.-Photo-by-Thaisa-Santos.-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/11\/Thaisa-Santos-in-front-of-ALERJ-with-her-fist-raised.-Photo-by-Thaisa-Santos.-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Federal electoral legislation, in\u00a0<a href=\"https:\/\/bit.ly\/38iZTu4\" target=\"_blank\" rel=\"noopener noreferrer\">Article 10, Paragraph 3, Law 9,504<\/a>, determines that at least 30% of candidates put forward by any party must be <a href=\"https:\/\/bit.ly\/3lrs4Lr\" target=\"_blank\" rel=\"noopener noreferrer\">women<\/a>. It is a measure to encourage female participation in politics.<\/p>\n<p>\u201cLast month, the <a href=\"https:\/\/bit.ly\/3nfeCuh\" target=\"_blank\" rel=\"noopener noreferrer\">Inclusion Project<\/a> hosted some Council candidates at its headquarters, and only one woman participated in the debate,\u201d said \u00c9lida Nascimento, educator and founder of the Inclusion Project.<\/p>\n<p>In <a href=\"https:\/\/glo.bo\/36cG1pV\" target=\"_blank\" rel=\"noopener noreferrer\">the last municipal elections in 2016<\/a>, Doctor Jo\u00e3o Neto was elected mayor of S\u00e3o Jo\u00e3o de Meriti in the first round of voting. Cristiane Bulh\u00f5es was the only female candidate and received 3,445 votes, a mere 1.52% of the total. In this year&#8217;s elections, there is no female candidate for Mayor of S\u00e3o Jo\u00e3o de Meriti, <a href=\"https:\/\/bit.ly\/2GzIGkH\" target=\"_blank\" rel=\"noopener noreferrer\">only Juliana Drummond for vice<\/a>.<\/p>\n<p>Barbara Souza is part of the cultural council of S\u00e3o Jo\u00e3o, and shared her thoughts on the theme: \u201cDo we women always need to come in the shadow of a man? Structural sexism in the middle of the 21st century does not give us space in prominent places. We hear: &#8216;women cannot get involved in party or administrative politics. Women are not good enough for these things.\u2019 We deserve a female candidacy, which perpetuates the culture and embraces other women, and to be able to analyze the proposals of candidates who are trying for the position of Councilor to have more women in comparison to the number of men.\u201d<\/p>\n<h3>Women in the Pandemic<\/h3>\n<p>According to data from the <a href=\"https:\/\/bit.ly\/2U5nRRa\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 Dashboard of the City Hall of S\u00e3o Jo\u00e3o de Meriti<\/a>, there are 4,008 confirmed cases, 3,874 suspected cases, 1,619 discarded cases, and 493 deaths from coronavirus in the municipality as of November 10. Sonia Lage is a member of the Municipal Council for Racial Equality of S\u00e3o Jo\u00e3o de Meriti&#8217;s\u00a0<a href=\"https:\/\/bit.ly\/3l60hjt\" target=\"_blank\" rel=\"noopener noreferrer\">Municipal Secretariat for Culture<\/a>, Leisure, Human Rights and Racial Equality. She believes that the municipality has failed: \u201cThe city government, during the pandemic, immediately closed all doors, closing off access to the most vulnerable parts of the population. The only access that the population had to public policies was through government social assistance centers. We were taken by surprise by the pandemic, without anywhere to run. That is where the tireless and endless work of leaders, women on various fronts, came in.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Activists-and-Solange-Lage-a-consultant-to-the-Municipal-Secretariat-for-Culture-Leisure-Human-Rights-and-Racial-Equality-of-Sao-Joao-de-Meriti-at-Zeelandia-Candido-Library..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-62831 size-content\" title=\"Activists with Solange Lage, a consultant to the Municipal Secretariat for Culture, Leisure, Human Rights and Racial Equality of S\u00e3o Jo\u00e3o de Meriti, at Zeelandia C\u00e2ndido Library\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/11\/Activists-and-Solange-Lage-a-consultant-to-the-Municipal-Secretariat-for-Culture-Leisure-Human-Rights-and-Racial-Equality-of-Sao-Joao-de-Meriti-at-Zeelandia-Candido-Library.-620x264.jpg\" alt=\"Activists and Solange Lage a consultant to the Municipal Secretariat for Culture, Leisure, Human Rights and Racial Equality of S\u00e3o Jo\u00e3o de Meriti, at Zeelandia C\u00e2ndido Library.\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>For Souza, the assistant coordinator of a group called <a href=\"https:\/\/bit.ly\/3l70m6m\" target=\"_blank\" rel=\"noopener noreferrer\">Yepond\u00e1 Women<\/a>, another aggravating factor in the public health crisis has been the <a href=\"https:\/\/glo.bo\/3keyFrb\" target=\"_blank\" rel=\"noopener noreferrer\">increase in violence against women<\/a>. \u201cS\u00e3o Jo\u00e3o de Meriti is a populous municipality and we went through a period of extreme isolation. The number of [victims of] <a href=\"https:\/\/bit.ly\/2zXbeRX\" target=\"_blank\" rel=\"noopener noreferrer\">domestic violence grew<\/a>, and many women did not recognize they were experiencing violence, or, although they recognized what was happening, out of fear, they did not report it. And even with all that, the only real voting option for these women is male candidates. They have no representation.
