Despite being an area that was, for many decades, primarily occupied by low-income residents, the Port Region began to be coveted by real estate speculators after the <\/span><\/i><a href=\"https:\/\/bit.ly\/3m6UWbn\"><i><span style=\"font-weight: 400;\">Porto Maravilha<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> urban renewal project began, and since then, the low-income population\u2019s ability to remain in the region is constantly under threat. This first article covers the case of the popular movement-acquired <\/span><\/i><a href=\"https:\/\/bit.ly\/3hwpwth\"><i><span style=\"font-weight: 400;\">Quilombo da Gamboa<\/span><\/i><\/a>,<i><span style=\"font-weight: 400;\"> aiming to better understand the over decade-long struggle for affordable housing in Rio\u2019s Centro. <em>For the second article, <a href=\"http:\/\/bit.ly\/3aHiTU2\" target=\"_blank\" rel=\"noopener\">click here<\/a>.<\/em><\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The popular housing project Quilombo da Gamboa emerged in 2008, the result of a national mobilization by housing rights movements, in order to realize the fulfillment of the Constitutionally-mandated <\/span><a href=\"https:\/\/bit.ly\/3kDx9Qh\"><span style=\"font-weight: 400;\">social function<\/span><\/a><span style=\"font-weight: 400;\"> of federal buildings through the production of <\/span><a href=\"http:\/\/bit.ly\/mTmnH7\"><span style=\"font-weight: 400;\">social interest housing<\/span><\/a><span style=\"font-weight: 400;\">. Since then, the Gamboa project has emerged as an alternative for some residents of the extinct <\/span><a href=\"https:\/\/bit.ly\/2Qqs6oU\"><span style=\"font-weight: 400;\">Quilombo das Guerreiras<\/span><\/a><span style=\"font-weight: 400;\"> occupation, which suffered from internal <a href=\"http:\/\/bit.ly\/1j9fboQ\" target=\"_blank\" rel=\"noopener\">strains heightened by external pressures<\/a> driven by the context of Porto Maravilha. At the site of the Quilombo das Guerreiras occupation, there were plans to erect Rio&#8217;s\u00a0<\/span><a href=\"https:\/\/glo.bo\/34Gf8vf\"><span style=\"font-weight: 400;\">Trump Towers<\/span><\/a><span style=\"font-weight: 400;\">, which would have been a physical and symbolic mark on that part of the city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Through the struggle and demands of social movements active in Rio<\/span><span style=\"font-weight: 400;\">\u2014<\/span><span style=\"font-weight: 400;\">the Center for Popular Movements (<a href=\"https:\/\/bit.ly\/3gqfeeu\" target=\"_blank\" rel=\"noopener noreferrer\">CMP<\/a>) and the Union for Popular Housing (<a href=\"https:\/\/bit.ly\/2K7Labj\" target=\"_blank\" rel=\"noopener noreferrer\">UMP<\/a>)<\/span><span style=\"font-weight: 400;\">\u2014<\/span><span style=\"font-weight: 400;\">members of Quilombo das Guerreiras obtained the piece of land currently destined for Quilombo da Gamboa, in the neighborhood by the same name, Gamboa. After obtaining the concession of use title to the land, which belongs to the federal government, they managed to get the project included in the <\/span><a href=\"https:\/\/bit.ly\/38szBpy\"><span style=\"font-weight: 400;\">Minha Casa Minha Vida-Entitades<\/span><\/a><span style=\"font-weight: 400;\"> public housing program, signing a contract with Brazil&#8217;s national housing <\/span><span style=\"font-weight: 400;\">bank, Caixa Econ\u00f4mica Federal, in 2015.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Quilombo-da-Gamboa-em-protesto.-Foto-tirada-da-pagina-do-Facebook-Quilombo-da-Gamboa..jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-63077 size-content\" title=\"Quilombo da Gamboa in protest. Within the area covered by Porto Maravilha\u2019s <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/2HCCnwZ\">Urban Operation Consortium<\/a>&#8216;s\u00a0<\/span><span style=\"font-weight: 400;\">development plan, the project suffered successive attempts to occupy the land that was designated for it. These came from a diverse range of actors: from businessmen linked to the entertainment sector to service providers who were betting on the rapid occupation of the area by corporate ventures aimed at the middle and upper classes. On top of the disputes linked to land occupation, the project had to deal with the bureaucracies of Caixa Econ\u00f4mica Federal and the changes in direction at the federal level, all of which have prevented the agreed-upon funds from being released to this day.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Vista-interna-dos-terrenos-do-projeto-de-habitacao-popular-Quilombo-da-Gamboa.-Foto-por-Tarcyla-Fidalgo..jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-63078 size-content\" title=\"Internal view of the land of public housing project Quilombo da Gamboa. They point out that the region benefits from transport infrastructure, public services, and, most importantly, is close to the areas that most offer employment in the city, which allows residents to work without <\/span><a href=\"http:\/\/bit.ly\/2KWUSfk\"><span style=\"font-weight: 400;\">paying transportation fees<\/span><\/a><span style=\"font-weight: 400;\"> to and from Rio\u2019s outskirts (which is expensive and takes hours per day, making family life more difficult).<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Casas-provisorias-no-Quilombo-da-Gamboa.-Foto-por-Tarcyla-Fidalgo..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-63079 size-content\" title=\"Provisional houses in Quilombo da Gamboa. Photo: Tarcyla Fidalgo\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Casas-provisorias-no-Quilombo-da-Gamboa.-Foto-por-Tarcyla-Fidalgo.-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Casas-provisorias-no-Quilombo-da-Gamboa.-Foto-por-Tarcyla-Fidalgo.-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Casas-provisorias-no-Quilombo-da-Gamboa.-Foto-por-Tarcyla-Fidalgo.-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The dispute over the city\u2019s central area intensified beginning in 2011, when Porto Maravilha announced its intent to <\/span><a href=\"https:\/\/bit.ly\/34BTUhZ\"><span style=\"font-weight: 400;\">attract over 100,000 people, in 10 years, to a fully modernized port area<\/span><\/a><span style=\"font-weight: 400;\"> that would be destined for the middle and upper classes, in view of the lack of public housing projects capable of guaranteeing the presence of poorer people who have always lived in the region. There were <\/span><a href=\"http:\/\/bit.ly\/2pnvDu2\"><span style=\"font-weight: 400;\">some debates<\/span><\/a><span style=\"font-weight: 400;\"> in the following years on <\/span><a href=\"https:\/\/bit.ly\/2TINtDy\"><span style=\"font-weight: 400;\">how to remedy the situation<\/span><\/a><span style=\"font-weight: 400;\">, to no avail. Despite the <\/span><a href=\"http:\/\/bit.ly\/35nVEZR\"><span style=\"font-weight: 400;\">relative failure of the project<\/span><\/a><span style=\"font-weight: 400;\">, the region became hostile to poorer residents, as it is still seen as a promising area for speculative development by entrepreneurs and real estate agents.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This vision, which is shared by the authorities and by a significant part of society, has a direct impact on projects such as Quilombo da Gamboa, which remain under threat and continue their tireless struggle for permanent residence. Residents recount fears of having to leave the land designated for the project as they have no other housing options, especially as it is impossible for them to pay rent in the current economic crisis. This at a moment in which <\/span><a href=\"https:\/\/bit.ly\/35FQf1T\"><span style=\"font-weight: 400;\">housing is a question of life or death<\/span><\/a><span style=\"font-weight: 400;\">, more than ever.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite their challenges and fears, residents have dreams for Quilombo da Gamboa.
