The other half of the community would receive upgrades from the municipal Morar Carioca program as one of <a href=\"http:\/\/bit.ly\/P64d21\">eight communities in Curicica<\/a>, part of\u00a0<a href=\"http:\/\/200.141.78.79\/dlstatic\/10112\/155841\/DLFE-221110.pdf\/Relacao_das_areas_e_Equipes.pdf\">Agrupamento 26<\/a>, together with <a href=\"http:\/\/bit.ly\/JzoSIQ\">Asa Branca<\/a>, Abadiana, Curicica II, Santa Maura, <a href=\"http:\/\/bit.ly\/NC66Ot\">Vila Calmete<\/a>, Vila Pitimbu, and Virgol\u00e2ndia.<\/p>\n<figure id=\"attachment_6327\" aria-describedby=\"caption-attachment-6327\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=6327\" rel=\"attachment wp-att-6327\"><img decoding=\"async\" class=\"size-medium wp-image-6327\" title=\"VUC 10\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/12\/VUC-10-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/12\/VUC-10-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/12\/VUC-10.jpg 1024w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-6327\" class=\"wp-caption-text\">President V\u00e2nia Neri of the Vila Uni\u00e3o de Curirica Residents Association is the point of contact for residents curious about the Prefeitura&#8217;s latest announcement.<\/figcaption><\/figure>\n<p>For over six months, president V\u00e2nia de Jesus J\u00falio Neri of the Vila Uni\u00e3o de Curicica Residents\u2019 Association tried to make contact with a city representative to find out which part of the community would be removed. Then, in September 2012, representatives of the nonprofit <a href=\"http:\/\/www.ibase.br\/pt\/\">iBase<\/a>, which has been contracted by the municipal government to conduct <a href=\"http:\/\/bit.ly\/SPzd8o\">participatory planning activities<\/a> in Morar Carioca communities, requested permission to enter Vila Uni\u00e3o de Curicica. Permission was granted. Researchers from iBase went door-to-door, asking residents about their desires for the community and their preferences for the future locations of public works such as parks.<\/p>\n<p>After two weeks, the surveying stopped. At this point V\u00e2nia contacted a representative of Rio\u2019s Housing Secretariat (SMH) who arranged a meeting with V\u00e2nia and past Residents Association President Regina S\u00f4nia Gomes Baptista, known as S\u00f4nia, at the Secretariat\u2019s Vila Pitimbu office. On November 13th, V\u00e2nia and Sonia were told that, in fact, the entire community was going to be removed. On December 6th, there was a meeting held with community residents and a representative of the <a href=\"http:\/\/bit.ly\/1lydfXz\" target=\"_blank\">sub-mayor of Jacarepagu\u00e1<\/a> at which V\u00e2nia voiced her hopes for the situation: that at the very least part or all of the community could remain in its current location and the TransOl\u00edmpica plans be maintained to the <a href=\"http:\/\/bit.ly\/r5KuJV\">original plan<\/a>. In the second-best scenario, that residents would be rehoused in a nearby area where there are no homes currently, such as an open field adjacent to the community Quinze or adjacent to the community Colonia Juliano Morreira. \u201cPeople have roots here,\u201d said Vania, referring to the importance of employment and family networks in the Jacarepagu\u00e1 area.<\/p>\n<figure id=\"attachment_6333\" aria-describedby=\"caption-attachment-6333\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=6333\" rel=\"attachment wp-att-6333\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-6333\" title=\"VUC 7\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/12\/VUC-7-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/12\/VUC-7-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/12\/VUC-7.jpg 1024w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-6333\" class=\"wp-caption-text\">Founding President of Vila Uni\u00e3o de Curicica Residents Association S\u00f4nia Gomes Baptista (right) has overseen a variety of collective building projects over the years. She worries about losing the product of this labor and the spirit of the community.<\/figcaption><\/figure>\n<p>V\u00e2nia\u2019s fear is that families will be relocated to public housing in the far West Zone of the city, Administrative Region 5 (AP 5), where in 2010 the director of SMH advised against building public housing because it was a &#8220;<a href=\"http:\/\/abeiradourbanismo.blogspot.com.br\/2012\/02\/habitacao-emprego-e-mobilidade.html\">regi\u00e3o dormit\u00f3rio<\/a>&#8221; devoid of of nearby employment, and that \u201cto encourage the production of social housing in this region would only deepen the city\u2019s socio-spatial segregation and lead to the formation of more ghettos of poverty.\u201d Since then, dozens of subsidized condominiums have sprung up in the AP5 neighborhoods of Bangu, Campo Grande, and Santa Cruz. At the December 6th meeting, the sub-mayor did not give a reply as to the final plans for city construction or resident relocation for Vila Uni\u00e3o de Curicica.<\/p>\n<p>Vila Uni\u00e3o de Curicia houses some 2,000 residents, whose homes fit the guidelines for legal adverse possession of land outlined in <a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/constituicao\/constituicao.htm\">Article 183<\/a> of the 1988 Brazilian Constitution. V\u00e2nia notes that throughout its history, Vila Uni\u00e3o de Curicica has been a peaceful community that has had an open and communicative relationship with representatives of the Mayor\u2019s office. She hopes that this relationship will allow for a clear dialogue with the city government about next steps, with the desire of Vila Uni\u00e3o de Curicica residents to stay in the Jacarepagu\u00e1 area respected.
