For the article as published in The Rio Times click <a href=\"https:\/\/bit.ly\/3pHrLxq\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/i><\/em><\/p>\n<p>Rio de Janeiro&#8217;s wealth of artistic talent includes many under-represented voices from favelas, whose work should and can be available to a wider audience with the right coordination and support, according to a coalition of historians and favela artists who spoke at the first <span style=\"font-weight: 400;\"><a href=\"http:\/\/bit.ly\/3ryHRLM\" target=\"_blank\" rel=\"noopener\">City, Favela, and Heritage Forum<\/a><\/span><i><span style=\"font-weight: 400;\">. <\/span><\/i><span style=\"font-weight: 400;\">The Forum&#8217;s 2020 three-day <a href=\"http:\/\/bit.ly\/3ryHRLM\" target=\"_blank\" rel=\"noopener\">Annual Meeting<\/a>\u00a0discussed the challenges and possibilities of such coordination.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/MUF.jpeg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-63014 size-content\" title=\"The Museu de Favela organized the Forum. At November&#8217;s virtual Forum, realized by the <a href=\"http:\/\/bit.ly\/2wKd9UK\" target=\"_blank\" rel=\"noopener\">Favela Museum<\/a> in the favelas of <a href=\"http:\/\/bit.ly\/2XtdHtX\" target=\"_blank\" rel=\"noopener\">Cantagalo<\/a> and <a href=\"http:\/\/bit.ly\/2ZcL1pE\" target=\"_blank\" rel=\"noopener\">Pav\u00e3o-Pav\u00e3ozinho<\/a>, overlooking Ipanema, guests were invited to discuss proposals for building a more integrated city, strengthening an effective network in the field of public heritage, and developing policies for sustainable urbanism. Barbosa kept the pages and bound them together to offer back to her poet friend. Soon after, <\/span><span style=\"font-weight: 400;\">Dona <\/span><span style=\"font-weight: 400;\">Tuca won an award for her writing, and the money from the award was used to produce copies of her book of poems.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the course of their Annual Meeting, the Forum worked together to construct a common agenda that could amplify voices like <\/span><span style=\"font-weight: 400;\">Dona<\/span><span style=\"font-weight: 400;\"> Tuca\u2019s and those of the favela artists that performed during the event and are still unknown to a wider audience.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Jefferson-Placido-who-performs-under-the-name-Samba-Nonsense-was-featured-at-the-Forum.-Photo-Samba-NonsenseFacebook.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-63411\" title=\"Jefferson Placido, who performs under the name Samba Nonsense, was featured at the Forum. Members of <\/span><a href=\"http:\/\/bit.ly\/2LI2T5f\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Women of Stone<\/span><\/a>\u2014<span style=\"font-weight: 400;\">a women&#8217;s collective from the <a href=\"http:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener\">West Zone<\/a> of Rio that has worked with arts and culture for nearly two decades\u2014emphasized that while the pandemic may have given favela residents reason to stay indoors, the possibility spending time writing or painting feels far off for those on limited incomes.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Misturando-Som-performs-at-the-Photo-City-Favela-and-Heritage-Forums-year-end-event..png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-63372\" title=\"Misturando Som performs at the year-end event.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Misturando-Som-performs-at-the-Photo-City-Favela-and-Heritage-Forums-year-end-event..png\" alt=\"\" width=\"620\" height=\"304\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Misturando-Som-performs-at-the-Photo-City-Favela-and-Heritage-Forums-year-end-event..png 1990w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Misturando-Som-performs-at-the-Photo-City-Favela-and-Heritage-Forums-year-end-event.-300x147.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Misturando-Som-performs-at-the-Photo-City-Favela-and-Heritage-Forums-year-end-event.-1024x502.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Misturando-Som-performs-at-the-Photo-City-Favela-and-Heritage-Forums-year-end-event.-768x377.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Misturando-Som-performs-at-the-Photo-City-Favela-and-Heritage-Forums-year-end-event.-1536x753.png 1536w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Val\u00e9ria Barbosa, creator of <\/span><a href=\"http:\/\/bit.ly\/3rNNkhY\" target=\"_blank\" rel=\"noopener\">Favela Soiree<\/a><span style=\"font-weight: 400;\">, shared the same concerns, asking: \u201c<\/span><span style=\"font-weight: 400;\">Dona<\/span><span style=\"font-weight: 400;\"> Tuca was able to buy a cabinet to keep her copies, but without having them in bookshops, how is she going to sell them?\u201d Dona Tuca, who lacks a phone and is too old to carry her books in a backpack and sell them door-to-door,<\/span><span style=\"font-weight: 400;\"> might have the time to write during her retirement, but she lacks opportunities to sell her book.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To overcome this issue, speakers at the Forum pledged to use social media to support cultural events run by favela residents and work toward establishing cultural infrastructures in favelas. In addition, they committed to mapping the cultural work being done in favelas, which is currently promoted in a scattered way.\u00a0<\/span><\/p>\n<p>Architect and urbanist Wagner Vils described how land titling in favelas is crucial for favela-based organizations to register as businesses and better organize the money they receive for their art, using it to foment more creative work. &#8220;When you have the title to your land, [there is more] possibility of developing a center<span style=\"font-weight: 400;\">\u2014you need administrative help, there is the issue of tax breaks, of access to financing\u2014and this [lack of title] makes it a little more difficult for favelas to be centers that can attract more investments, in any area.<\/span>&#8221;<\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Organizers-of-the-event-have-been-planning-since-March.-Photo-City-Favela-and-Heritage-ForumFacebook..png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-63373\" title=\"Organizers of the Event City, Favela, and Patrimony Forum meeting to plan the forum in March. Photo: City, Favela, and Patrimony Forum\/Facebook\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2020\/12\/Organizers-of-the-event-have-been-planning-since-March.-Photo-City-Favela-and-Heritage-ForumFacebook..png\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Organizers-of-the-event-have-been-planning-since-March.-Photo-City-Favela-and-Heritage-ForumFacebook..png 1436w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Organizers-of-the-event-have-been-planning-since-March.-Photo-City-Favela-and-Heritage-ForumFacebook.-300x300.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Organizers-of-the-event-have-been-planning-since-March.-Photo-City-Favela-and-Heritage-ForumFacebook.-1024x1024.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2020\/12\/Organizers-of-the-event-have-been-planning-since-March.-Photo-City-Favela-and-Heritage-ForumFacebook.-768x769.png 768w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Eber Marzulo, a professor at the Federal University of Rio Grande do Sul and coordinator of its Identity and Territory Research Group, brought up an additional point: he said that<\/span><span style=\"font-weight: 400;\"> favela residents also have the right to demand public investment and funding of what they consider important to be preserved. \u201c<a href=\"http:\/\/bit.ly\/2cC5G2w\" target=\"_blank\" rel=\"noopener\">Brazil has one of the least fair tax systems<\/a> of the planet, in which everyone pays the same percentage, so if we all pay taxes, we have the right to demand more from the State,\u201d he said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPublic policies deliberately neglect the favelas,\u201d said Marzulo, adding that the <a href=\"http:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener\">Covid-19 pandemic<\/a> exacerbated the challenges they face. This opinion was widely shared among event participants. Many collectives in favelas had to <a href=\"https:\/\/bit.ly\/2QIFBAs\" target=\"_blank\" rel=\"noopener\">reinvent themselves<\/a> in order to take care of residents&#8217; basic needs, distributing basic foodstuffs and hygiene kits to families who could not afford them.\u00a0<\/span><\/p>\n<p>Over the course of the pandemic, favela activists have stressed <span style=\"font-weight: 400;\">that it\u2019s important not to let feelings of solidarity stop them from holding government officials accountable for work that needs to be done.<\/span> <span style=\"font-weight: 400;\">In an <a href=\"http:\/\/bit.ly\/3gzgTNr\" target=\"_blank\" rel=\"noopener\">online teach-in<\/a>\u00a0about memory in favelas held earlier this year,\u00a0<\/span><span style=\"font-weight: 400;\">Maria da Penha of <a href=\"http:\/\/bit.ly\/2IpNNB7\" target=\"_blank\" rel=\"noopener\">Vila Aut\u00f3dromo<\/a>&#8216;s <a href=\"http:\/\/bit.ly\/2HVxGfk\" target=\"_blank\" rel=\"noopener\">Evictions Museum<\/a>\u00a0said,\u00a0<\/span><span style=\"font-weight: 400;\">\u201cWe cannot stop thinking about government policies, because we have to understand that we are their bosses. We have to make demands of them!
