It is<\/i><i>\u00a0part of a <a href=\"http:\/\/bit.ly\/FavelaEnergyJustice\" target=\"_blank\" rel=\"noopener\">series about energy justice and efficiency in Rio\u2019s favelas<\/a>. <\/i><i>The article is also part of a partnership <\/i><i>with the\u00a0<\/i><em><a href=\"https:\/\/bit.ly\/33EFNGY\" target=\"_blank\" rel=\"noopener noreferrer\">Center for Critical Studies in Language, Education, and Society (NECLES)<\/a><\/em><i>, at the Fluminense Federal University (UFF), to produce <a href=\"http:\/\/bit.ly\/3sKtQuO\" target=\"_blank\" rel=\"noopener\">articles to be used as teaching resources in public schools<\/a> in the city of Niter\u00f3i, Rio de Janeiro\u2019s sister city across Guanabara Bay.<\/i><\/p>\n<p>Whoever is on the front lines and suffers from socioeconomic inequality understands that the reality of their place of residence is different from that of rich places. I have been a favela resident since the day I was born; I have witnessed, and still today I suffer, in my skin, the neglect of low-income populations. I believe that this differential treatment, which only serves to breed inequality, is something which society must address.<\/p>\n<p>I live in the <a href=\"http:\/\/bit.ly\/2NH50bN\" target=\"_blank\" rel=\"noopener\">Complexo do Salgueiro<\/a>\u00a0favelas in <a href=\"http:\/\/bit.ly\/2SVjMhr\" target=\"_blank\" rel=\"noopener\">S\u00e3o Gon\u00e7alo<\/a>, <a href=\"http:\/\/bit.ly\/2IqnU52\" target=\"_blank\" rel=\"noopener\">Greater Rio<\/a>, and I have always faced many challenges which stem from so many different causes, and one of them is the fact of living without the guarantee of basic rights. The <a href=\"http:\/\/bit.ly\/2Ly75cP\" target=\"_blank\" rel=\"noopener\">precariousness of services<\/a> provided to favelas is a chronic menace to good living conditions. Talking about <a href=\"http:\/\/bit.ly\/39TpxEW\" target=\"_blank\" rel=\"noopener\">energy security<\/a> in favelas, the lack of electricity, and the impacts of this absence on socially vulnerable people is a necessary and urgent matter.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/Salgueiro.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-63603 size-content\" title=\"Photo: O S\u00e3o Gon\u00e7alo\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/Salgueiro-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Many are the memories I have of blackouts: all of a sudden, all of the lights go out, my mother quickly lights candles to brighten the rooms of the house. For those who suffer constantly with lack of energy, you cannot be short on candles to illuminate homes in the darkness, even in such a &#8220;modern&#8221; age. In these moments, my family gets together on the sidewalk with neighbors in the moonlight, and we spend hours entertaining ourselves with games, music, and stories, waiting for electricity to return.<\/p>\n<p>In spite of this pleasant moment shared with the community, at the end of the day, living through this is very difficult. Popularly known as the &#8220;<em>quedas de luz<\/em>,&#8221; this issue is routine for lots of people, and has been for a long time. The invisibility of the poorest results in countless families, in the dark, in the heat, without refrigerated foods and cold water. And during <a href=\"http:\/\/bit.ly\/3oKUj9h\" target=\"_blank\" rel=\"noopener\">a time when the Internet is becoming increasingly important<\/a>, the connection is interrupted, making it impossible for us to use this digital means to <a href=\"http:\/\/bit.ly\/33kTdcx\" target=\"_blank\" rel=\"noopener\">study<\/a>, work, and navigate social media. These experiences and realities mean more difficulties in the daily routines of those who already live through fear, hunger, and lack of assistance. Sadly, unemployment in Brazil only continues to rise, and this reaches this part of the population directly.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/Seguranca-energetica-lar-no-Salgueiro.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-63604 size-content\" title=\"Details of the search for light in a residence in Salgueiro. Photo: Gabriel dos Santos Pereira Lima\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/Seguranca-energetica-lar-no-Salgueiro-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<blockquote><p>\u201cLight scarcity in my life is terrifying, because I don\u2019t like being in the dark. It\u2019s really horrible. In addition to the heat, we also have to deal with mosquito bites, affecting the quality of our sleep, and the little food we have in the fridge goes bad.\u201d \u2013 Ant\u00f4nia,* a longtime resident of Salgueiro<\/p><\/blockquote>\n<p>Given Salgueiro\u2019s precarious electricity supply, people look for other ways to survive, opting for emergency solutions, using <a href=\"http:\/\/bit.ly\/2XBiNWB\">clandestine light connections<\/a>, famously known as the &#8220;<em>gato<\/em>.&#8221; The <em>gatos <\/em>put families at risk of losing the little they have, which is a common occurrence. Household appliances such as televisions, fans and refrigerators can short-circuit due to being improperly connected to high-voltage electricity. Both because it is a right and also because of the risks incurred when communities do not have access to energy, secure access to energy services is essential\u2014they are necessary and should be guaranteed by public authorities in order to give a dignified life to those who suffer from this problem firsthand.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/Seguranca-energetica-no-Salgueiro-e1609359341281.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-63605 size-content\" title=\"Details of electrical installations in a residence in Salgueiro. Photo: Gabriel dos Santos Pereira Lima\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/Seguranca-energetica-no-Salgueiro-e1609359341281-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<blockquote><p>\u201cUsing the &#8216;gato&#8217;\u00a0makes us worse off&#8230; even though we need to use it. We use the &#8216;gato&#8217; because we lack financial means: either we pay the electric bill, or we buy food&#8230;\u00a0And when our appliances short-circuit as a result, the warranty won\u2019t cover it.\u201d \u2013 Jo\u00e3o,* Salgueiro resident<\/p><\/blockquote>\n<p>Even in the face of these difficulties, a solution exists that can remedy such problems: the <a href=\"http:\/\/bit.ly\/3o3msIi\" target=\"_blank\" rel=\"noopener\">Electrical Energy Social Rate (TSEE)<\/a>. Created by the <a href=\"http:\/\/bit.ly\/38IdL0P\" target=\"_blank\" rel=\"noopener\">federal government<\/a> for low-income families, the program offers discounts on energy bills. \u201cThe rate is discounted 65% for the first 30kWh consumed each month. For consumption of 31-100kWh per month, the discount is 40%. And finally, for consumption between 101-220kWh, there is a 10% reduction in price,\u201d <a href=\"http:\/\/bit.ly\/3o3msIi\" target=\"_blank\" rel=\"noopener\">according to the national electricity agency&#8217;s site<\/a>. However, a report by the <a href=\"http:\/\/bit.ly\/3pzVatn\" target=\"_blank\" rel=\"noopener\"><em>RJ2<\/em> news show on <em>TV Globo<\/em><\/a> states that though in Rio de Janeiro 250,000 clients of the city&#8217;s utility <a href=\"http:\/\/bit.ly\/2Rs7L2t\" target=\"_blank\" rel=\"noopener\">Light<\/a> are eligible for TSEE, they have not requested to enroll. This is because although there are some initiatives that promote <a href=\"http:\/\/bit.ly\/3gBLUlt\" target=\"_blank\" rel=\"noopener\">energy justice<\/a>, the scarcity of knowledge about rights is still an obstacle to the low-income population accessing TSEE, among other rights.<\/p>\n<figure id=\"attachment_63606\" aria-describedby=\"caption-attachment-63606\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/Post-do-RJ2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-63606\" title=\"Image on the Globoplay page with the RJ2 report\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/Post-do-RJ2.jpg\" alt=\"\" width=\"620\" height=\"222\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/01\/Post-do-RJ2.jpg 720w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/01\/Post-do-RJ2-300x108.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-63606\" class=\"wp-caption-text\">&#8220;250,000 Light clients who have the right to social rates still have not requested the benefit.&#8221;<\/figcaption><\/figure>\n<p>Access to energy is one of the many challenges in the lives of favela residents. This issue is particularly critical because it concerns people who are typically ignored and were never prioritized. The authorities must carry out their responsibilities, ensuring affirmative policies which tackle <a href=\"http:\/\/bit.ly\/2O5vrJX\" target=\"_blank\" rel=\"noopener\">socioeconomic issues and dialog with, listen to, and understand<\/a>\u00a0the real needs and realities of those who live in these territories.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/ODS-7.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-63607\" title=\"Objective 7\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/01\/ODS-7.png\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/01\/ODS-7.png 466w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/01\/ODS-7-300x300.png 300w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>In a more just society that is consistent with the yearnings of the twenty-first century, government officials should pay attention to the <a href=\"http:\/\/bit.ly\/34de274\" target=\"_blank\" rel=\"noopener\">UN<\/a>&#8216;s\u00a0<a href=\"http:\/\/bit.ly\/2LT7er2\" target=\"_blank\" rel=\"noopener\">2030 Agenda for Sustainable Development<\/a>\u2014whose 17 Sustainable Development Goals aim \u201cto eradicate poverty and promote a dignified life for all, within the limits of the planet.\u201d Its orientations related to energy justice and security can be found in <a href=\"http:\/\/bit.ly\/2G7xVG9\" target=\"_blank\" rel=\"noopener\">Goal 7<\/a>: &#8220;affordable and clean energy,&#8221; which means expanding infrastructure and modernizing or adapting technology so sustainable energy can be supplied to all, including in favelas where this is a challenging and precarious issue.<\/p>\n<blockquote><p>\u201cI believe that the <a href=\"http:\/\/bit.ly\/3eMxQne\" target=\"_blank\" rel=\"noopener\">use of solar energy<\/a>, through installing solar panels in favela homes, could be very beneficial&#8230; [It would be good] to offer talks to residents to raise awareness about the proper use of household appliances, and ensure access to high quality electricity for people in the low-income bracket.\u201d \u2013 Luciana Pereira, Salgueiro resident<\/p><\/blockquote>\n<p>Life has never been easy for those who survive in the face of the risks of being poor, black favela residents, in this world of inequality and discrimination. What is left for us to do is fight to cross the barriers that prevent us from dreaming of a future where all can have their rights to clean and affordable energy fulfilled.<\/p>\n<p><em>*Ant\u00f4nia and Jo\u00e3o are fictional names used in this report in order to protect the identity of Salgueiro residents.<\/em><\/p>\n<p><em>Gabriel dos Santos Pereira Lima, 20, lives in Complexo do Salgueiro in S\u00e3o Gon\u00e7alo, Rio de Janeiro.
