The date\u2014the <a href=\"http:\/\/bit.ly\/2N3xoZa\" target=\"_blank\" rel=\"noopener\">Statewide Mobilization Day Against Covid-19 in Favelas<\/a>\u2014proposed and organized by the collectives and organizations \u00a0<a href=\"http:\/\/bit.ly\/3qfNBcd\" target=\"_blank\" rel=\"noopener\">Rocinha Resists<\/a>, <a href=\"http:\/\/bit.ly\/37dTrmK\" target=\"_blank\" rel=\"noopener\">City of God Front Against Covid-19<\/a>, <a href=\"http:\/\/bit.ly\/3rSXv3P\" target=\"_blank\" rel=\"noopener\">Grupo Eco<\/a>, <a href=\"http:\/\/bit.ly\/3piArdi\" target=\"_blank\" rel=\"noopener\">Roots in Movement Institute<\/a> and <a href=\"http:\/\/bit.ly\/2NOfCE3\" target=\"_blank\" rel=\"noopener\">Redes da Mar\u00e9<\/a> was approved by the Rio de Janeiro State Legislative Assembly (Alerj) and has therefore become part of the <a href=\"https:\/\/bit.ly\/3pfo6GA\" target=\"_blank\" rel=\"noopener\">official state calendar<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/02\/Painel-Unificador-Covid_19_Nas-Favelas.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-64335 and approved in an Alerj plenary vote on the February 10, <a href=\"https:\/\/bit.ly\/2LITRKq\" target=\"_blank\" rel=\"noopener\">Law 9186\/21<\/a>, authored by state representative <a href=\"http:\/\/bit.ly\/2Ksmtoe\" target=\"_blank\" rel=\"noopener\">M\u00f4nica Francisco<\/a> with the participation of favela civil society movements, requires authorities to reinforce permanent measures with impacted communities on various levels due to the effects of the pandemic, and to expand popular participation in health monitoring in favelas and peripheries.<\/p>\n<h3>Favelas Mobilize the State Legislative Assembly<\/h3>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/02\/Foto_-Mandata-Renata-Souza.jpg\"><img decoding=\"async\" class=\"aligncenter representatives and community leaders discussed actions to combat Covid-19 and to promote social and economic welfare in the state\u2019s favela and peripheric territories during a <a href=\"http:\/\/bit.ly\/2OzRxDI\" target=\"_blank\" rel=\"noopener\">gathering at Alerj<\/a>.<\/p>\n<p>Community leaders and representatives from \u00a0<a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2Zrt2vo\" target=\"_blank\" rel=\"noopener\">Duque de Caxias<\/a>, Cavalcanti, <a href=\"https:\/\/bit.ly\/36CcCW0\" target=\"_blank\" rel=\"noopener\">Formiga<\/a>,\u00a0<a href=\"https:\/\/bit.ly\/2Z0zcpn\" target=\"_blank\" rel=\"noopener\">Borel<\/a>,\u00a0<a href=\"https:\/\/bit.ly\/2Mb4X7C\" target=\"_blank\" rel=\"noopener\">Salgueiro<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/317A4Hx\" target=\"_blank\" rel=\"noopener\">Rocinha<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener\">Mar\u00e9<\/a>, <a href=\"http:\/\/bit.ly\/3pvPuAc\" target=\"_blank\" rel=\"noopener\">City of God<\/a> and\u00a0<a href=\"http:\/\/bit.ly\/3aum5lM\" target=\"_blank\" rel=\"noopener\">Antares<\/a> were in attendance,\u00a0plus state representatives and representative Renata de Souza, president of the <a href=\"http:\/\/bit.ly\/2XB6wDl\" target=\"_blank\" rel=\"noopener\">Human Rights and Citizenship Committee<\/a>, and representative Waldeck Carneiro, president of Alerj\u2019s Science and Technology Committee who together coauthored the bill that implemented a <a href=\"http:\/\/bit.ly\/3ac6wPA\" target=\"_blank\" rel=\"noopener\">R$20-million donation<\/a> for the Osvaldo Cruz Foundation (Fiocruz) to develop the Coronavirus Combat Plan.<\/p>\n<p><a href=\"http:\/\/bit.ly\/3akNjLP\" target=\"_blank\" rel=\"noopener\">Alerj donated 60,000 masks<\/a> to Rio\u2019s civil society movements on the Statewide Mobilization Day Against Covid-19 in Favelas. The meeting was part of the mobilization to disseminate the Fiocruz tender for which the legislative destined R$20 million for actions related to fighting coronavirus in vulnerable areas.<\/p>\n<p>Since the beginning of the Covid-19 pandemic, Rio\u2019s favelas and peripheries have felt the hardest <a href=\"https:\/\/bit.ly\/2ZxKuQN\" target=\"_blank\" rel=\"noopener\">effects of the economic<\/a> and <a href=\"https:\/\/bit.ly\/2QzVOrT\" target=\"_blank\" rel=\"noopener\">sanitary<\/a> crisis brought on by the coronavirus. It is indisputable that we must look for ways to prioritize the residents of these territories in the vaccination policy,\u201d the campaign points out.<\/p>\n<p>According to a survey carried out by the <a href=\"http:\/\/www.favela.info\/\">Covid-19 in Favelas Unified Dashboard<\/a>, by February 14, more deaths had occurred in the favelas of Rio de Janeiro than in 162 countries. There were 3,299 deaths and 31,165 infected. The number of deaths in favelas exceeds that of deaths in Paraguay (2846), Denmark (2216), Costa Rica (2692), Australia (909), Venezuela (1240), Mozambique (465), Thailand (79), Cameroon (474), Malaysia (909), and many others.<\/p>\n<p>The <a href=\"http:\/\/www.favela.info\" target=\"_blank\" rel=\"noopener\">Covid-19 in Favelas Unified Dashboard<\/a> covers 227 favelas in Rio\u2019s metropolitan region, with 221 of them being in the city of Rio and representing 65% of favela households, five favelas in Itagua\u00ed, and one in Mesquita.<\/p>\n<h3>Favelas and Universities in the Fight Against Covid-19<\/h3>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/02\/Mesa-Online.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-64344\" title=\"Online Roundtable: Favelas and Universities on the fight against Covid\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/02\/Mesa-Online-300x176.jpg\" alt=\"\" width=\"620\" height=\"363\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/02\/Mesa-Online-300x176.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/02\/Mesa-Online-1024x599.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/02\/Mesa-Online-768x449.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/02\/Mesa-Online.jpg 1280w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Another February 10 initiative was a roundtable of universities, research institutions and residents discussing \u201c<a href=\"https:\/\/bit.ly\/3rNqiqr\" target=\"_blank\" rel=\"noopener\">Favelas and Universities in the Fight against Covid.<\/a>\u201d The debate had the participation of N\u00edsia Trindade, president of Fiocruz, and Denise Pires, chancellor of the Federal University of Rio de Janeiro (<a href=\"http:\/\/bit.ly\/2XiG2Ha\" target=\"_blank\" rel=\"noopener\">UFRJ<\/a>). Trindade reiterated that the right to safety in a pandemic is as important as the right to the city or to health services, although \u201cit is extremely difficult to give this agenda the adequate treatment.\u201d<\/p>\n<p>According to her, <a href=\"https:\/\/bit.ly\/30XPHDJ\" target=\"_blank\" rel=\"noopener\">safety policies<\/a> that do not take everyone\u2019s right to the city into account, are not treating all as equal citizens. Trindade also remarked that acknowledging the role civil society leaders in the favelas is just as important as fighting Covid itself.
