Every morning, they fly around the palm trees that cool my backyard. If it weren\u2019t for the pandemic, this week I would surely have visited one of the busiest parts of my neighborhood a few times: <a href=\"https:\/\/bit.ly\/3diUbJI\" target=\"_blank\" rel=\"noopener\">Feirinha da Pavuna<\/a>, or Pavuna&#8217;s Little Market. On one side of the market, you\u2019ll find merchants and their vegetable and fruit stands. On the other, you\u2019ll see a little bit of everything a home needs.<\/p>\n<p>Right near the market, is the carnival samba school <a href=\"https:\/\/bit.ly\/2PI7DPa\" target=\"_blank\" rel=\"noopener\">Gr\u00eamio Recreativo Quilombo Acari<\/a>. It was founded in the late 1970s by composers like <a href=\"https:\/\/bit.ly\/3dDIEpM\" target=\"_blank\" rel=\"noopener\">Wilson Moreira<\/a>, <a href=\"https:\/\/bit.ly\/3ncTBlt\" target=\"_blank\" rel=\"noopener\">Paulinho da Viola<\/a>, <a href=\"https:\/\/bit.ly\/3av89Yi\" target=\"_blank\" rel=\"noopener\">Candeia<\/a>, and <a href=\"https:\/\/bit.ly\/32DXp5z\" target=\"_blank\" rel=\"noopener\">Nei Lopes<\/a> who were trying to break away from the big samba schools that were increasingly commercial. This history marks the territorialization of <a href=\"https:\/\/bit.ly\/3frVPLT\" target=\"_blank\" rel=\"noopener\">black ancestries and identities<\/a>.<\/p>\n<h3><strong>The Local Context<\/strong><\/h3>\n<p>Many market regulars come from the many favelas in the surrounding area, some of which include the favela complexes of <a href=\"http:\/\/bit.ly\/1YFlK17\" target=\"_blank\" rel=\"noopener\">Pedreira<\/a>, <a href=\"http:\/\/bit.ly\/30p58AS\" target=\"_blank\" rel=\"noopener\">Chapad\u00e3o<\/a>, Barros Filho, and <a href=\"http:\/\/bit.ly\/2XW8L4i\" target=\"_blank\" rel=\"noopener\">Acari<\/a>. <a href=\"http:\/\/bit.ly\/2ZXnw7K\" target=\"_blank\" rel=\"noopener\">Pavuna<\/a> occupies an important space in the <em>carioca<\/em> imaginary, which was built in part by the oral history of black popular culture\u2014like in the funk tune <em><a href=\"https:\/\/bit.ly\/2QXh267\" target=\"_blank\" rel=\"noopener\">Endere\u00e7o dos Bailes<\/a><\/em>\u2014and, in part, by the <a href=\"http:\/\/bit.ly\/1MoIGcv\" target=\"_blank\" rel=\"noopener\">media narratives<\/a> of <a href=\"http:\/\/bit.ly\/2oHMvcq\" target=\"_blank\" rel=\"noopener\">poverty<\/a> and <a href=\"http:\/\/bit.ly\/2oA126l\" target=\"_blank\" rel=\"noopener\">violence<\/a>. It is, culturally and numerically, a black neighborhood: 62.07% of Pavuna is black, be it on the &#8220;asphalt&#8221; (the formal city) or in the favela, <a href=\"https:\/\/bit.ly\/31yg4iP\" target=\"_blank\" rel=\"noopener\">according to data<\/a> compiled by researchers from the Federal University of Rio de Janeiro (UFRJ) based on the 2010 Census:<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/04\/tabela-pavuna-1.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-65588\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/04\/tabela-pavuna-1.jpg\" alt=\"\" width=\"620\" height=\"139\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/tabela-pavuna-1.jpg 938w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/tabela-pavuna-1-300x67.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/tabela-pavuna-1-768x172.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Personally, the market brings back the most diverse memories of childhood and adolescence in one of the neighborhoods with the <a href=\"http:\/\/bit.ly\/2EZ4S6v\" target=\"_blank\" rel=\"noopener\">lowest Human Development Index (HDI) numbers<\/a> in Rio de Janeiro: <a href=\"https:\/\/bit.ly\/3dCV547\" target=\"_blank\" rel=\"noopener\">0.790<\/a>. This low performance, due to <a href=\"https:\/\/bit.ly\/3sFUuVu\" target=\"_blank\" rel=\"noopener\">public policies that are inefficient for the region<\/a>, brings about different consequences for favela residents in accordance with their race and class.<\/p>\n<figure id=\"attachment_65505\" aria-describedby=\"caption-attachment-65505\" style=\"width: 200px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/04\/Composic\u0327a\u0303o-racial-da-Pavuna.jpg\"><img decoding=\"async\" class=\"wp-image-65505\" title=\"Racial Makeup of Pavuna\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/04\/Composic\u0327a\u0303o-racial-da-Pavuna-263x300.jpg\" alt=\"\" width=\"200\" height=\"228\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/Composic\u0327a\u0303o-racial-da-Pavuna-263x300.jpg 263w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/Composic\u0327a\u0303o-racial-da-Pavuna.jpg 298w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/a><figcaption id=\"caption-attachment-65505\" class=\"wp-caption-text\">Racial Makeup of Pavuna: white; black; other<\/figcaption><\/figure>\n<p>The <a href=\"https:\/\/bit.ly\/3r6GvaZ\" target=\"_blank\" rel=\"noopener\">intersectionality<\/a> of inequalities between Pavuna residents is not a phenomenon isolated to the neighborhood. The city of Rio de Janeiro witnesses the same historic tendency. There are <a href=\"https:\/\/bit.ly\/38xwP1j\" target=\"_blank\" rel=\"noopener\">differences between black and white people<\/a> in terms of job access, employability, income, and access to education. According to data from the <a href=\"https:\/\/bit.ly\/2NaEATc\" target=\"_blank\" rel=\"noopener\">2010 Census<\/a>, while 61.16% of workers in Rio de Janeiro formally completed high school, in Pavuna, that rate is only 50%. Lower education levels result in lower wages and limited access to opportunities. Therefore, considering the 2010 Census data included in the graph below, it is possible to affirm that the neighborhood of Pavuna, which is predominantly black, has residents with lower education levels than the rest of the city. Source: Brazil Human Development Atlas (UNDP Brazil, Ipea and FJP), 2020<\/figcaption><\/figure>\n<p>Structural racism combined with limited access to education, plus <a href=\"https:\/\/bit.ly\/37y73ID\" target=\"_blank\" rel=\"noopener\">low quality education in general<\/a>, function as a central pillar for the reproduction of racial inequality. These conditions are convenient for their own self-maintenance, reproducing themselves and thus maintaining the status quo. It is as if the concrete in a construction beam could preserve itself, eliminating the need for constant maintenance. It is probably because the neighborhood is so unequal <a href=\"https:\/\/bit.ly\/3m5pEDe\" target=\"_blank\" rel=\"noopener\">that it carries a history<\/a> of struggle and resistance in the search for daily survival.<\/p>\n<p>The neighborhood also faces <a href=\"https:\/\/glo.bo\/3wftJcD\" target=\"_blank\" rel=\"noopener\">high levels of urban violence<\/a>, another product of the historical abandonment that also disproportionately impacts Pavuna residents who are black, poor, and from the favelas. In 2017, organizations like <a href=\"https:\/\/bit.ly\/38MsHeG\" target=\"_blank\" rel=\"noopener\">Fogo Cruzado<\/a>, the Get\u00falio Vargas Foundation (<a href=\"http:\/\/bit.ly\/38glzmZ\" target=\"_blank\" rel=\"noopener\">FGV<\/a>), and FGV&#8217;s Department of Public Policy Analysis (<a href=\"https:\/\/bit.ly\/3sRGO9e\" target=\"_blank\" rel=\"noopener\">FGV\/DAPP<\/a>) found that, based on data from the Public Security Institute (<a href=\"http:\/\/bit.ly\/2qLLcfA\" target=\"_blank\" rel=\"noopener\">ISP<\/a>), the greater Pavuna area, and surrounding neighborhoods, <a href=\"https:\/\/glo.bo\/3wftJcD\" target=\"_blank\" rel=\"noopener\">are the most violent<\/a> in the city of Rio de Janeiro. <a href=\"https:\/\/bit.ly\/3sRXHBa\" target=\"_blank\" rel=\"noopener\">Armed violence occurs<\/a> often with strong participation from the State.<\/p>\n<h3>Pavuna Market: Cultural Heritage<\/h3>\n<p>However, despite the media narrative of fear, the traditional Pavuna Market continues to be a classic image of Rio&#8217;s periphery. A little bit of everything is sold there. Diversity is the central characteristic of the market&#8217;s 298 stalls. They function practically every weekday, between eight in the morning and eight at night. According to market regular Fabio de Souza, \u201cThese operating hours are slightly longer if compared to other large markets in the city, thanks to the right to settlement granted to the locality by the city government.&#8221;<\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/kcl2Octs3yY\" width=\"620\" height=\"349\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>It is hard to find a person from Rio&#8217;s periphery who has never heard of this popular market due to its historical and cultural importance. Between sips of drinks, a game, a meet-up, a market stall, and a sale, it is possible to see and hear what the market has to offer. Local street businesses are approximately 50 years old and extend to the sidewalks of the neighboring municipality of <a href=\"http:\/\/bit.ly\/2MmB6up\" target=\"_blank\" rel=\"noopener\">S\u00e3o Jo\u00e3o de Meriti<\/a>. The boundary between Greater Rio&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/2XQQdyV\" target=\"_blank\" rel=\"noopener\">Baixada Fluminense<\/a> region and the Rio neighborhood is the river that gave the neighborhood its name: the Pavuna River.<\/p>\n<p>The word Pavuna originates from the <a href=\"https:\/\/bit.ly\/3mhuVru\" target=\"_blank\" rel=\"noopener\">Tupi indigenous language and means \u201cplace of darkness\u201d or \u201cdark lake\u201d<\/a>, which does not define the neighborhood in the popular imaginary. A larger symbolic mark was left by <a href=\"https:\/\/bit.ly\/3dQ2OwS\" target=\"_blank\" rel=\"noopener\">Jovelina P\u00e9rola Negra<\/a>&#8216;s samba, <em><a href=\"https:\/\/bit.ly\/31A6X0O\" target=\"_blank\" rel=\"noopener\">Feirinha da Pavuna (Confus\u00e3o de Legumes)<\/a><\/em>, written after Jovelina witnessed a fight while passing through the market in the 1980s.<\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/eOQEbD1t1qA\" width=\"620\" height=\"349\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><a href=\"https:\/\/bit.ly\/3wdNXn3\" target=\"_blank\" rel=\"noopener\">Jovelina made history in samba<\/a>, becoming well known for her musical repertoire and remarkable voice. She was one of few samba artists and composers to earn recognition in a field that was male-dominated. The late singer left an enormous artistic legacy for Pavuna, despite being a resident of the neighboring municipality of <a href=\"http:\/\/bit.ly\/30mMqKy\" target=\"_blank\" rel=\"noopener\">Belford Roxo<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/04\/Jovelina-Perola-Negra.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-65512\" title=\"Jovelina P\u00e9rola Negra\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/04\/Jovelina-Perola-Negra.jpg\" alt=\"\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/Jovelina-Perola-Negra.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/Jovelina-Perola-Negra-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/Jovelina-Perola-Negra-768x576.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/Jovelina-Perola-Negra-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/Jovelina-Perola-Negra-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/04\/Jovelina-Perola-Negra-326x245.jpg 326w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The Pavuna Market was declared <a href=\"https:\/\/bit.ly\/3sENRmj\" target=\"_blank\" rel=\"noopener\">intangible cultural heritage of the city<\/a> in 2014, through <a href=\"https:\/\/bit.ly\/3m9ERmF\" target=\"_blank\" rel=\"noopener\">Law 5787\/2014<\/a>. The pride of many local workers, who regularly sustain their family by way of their sales, the market only received this historical recognition after a powerful <a href=\"https:\/\/bit.ly\/3rF9sJV\" target=\"_blank\" rel=\"noopener\">social media campaign<\/a> mobilized by the popular culture and event space, the Arena Carioca Jovelina P\u00e9rola Negra, which is maintained by the City of Rio de Janeiro in Pavuna. The struggle of workers and residents of Pavuna was thereafter preserved.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/04\/Arena-Jovelina-Perola-Negra-toda-reformada-referencia-de-producao-cultural-no-suburbio-carioca.-Fotos-Marcos-de-Paula-Prefeitura-do-Rio.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-65517\" title=\"Fully refurbished, the Jovelina P\u00e9rola Negra Arena is a reference for cultural production in Rio de Janeiro's peripheral neighborhoods. Locals frequent the market, chat, make purchases, and form ties daily; businesses were built from the ties of solidarity between a population that is mostly black and migrant.<\/p>\n<p>Another space that is regularly frequented in the region is Beco da Teresa, on the Pavuna River. The <em>beco<\/em> (alley) is well known for its sale of typical foods from the Brazilian Northeast and by frequenters who meet there to socialize, drink, and eat Northeastern dishes. Between one stall and another, to the sounds of <em>forr\u00f3<\/em>, old friends meet up for a chat.<\/p>\n<h3><strong>The Heart of Pavuna as Seen by a Market Regular, a Worker, and the Association of Informal Vendors<\/strong><\/h3>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2021\/04\/Placa-Turistica-da-Feirinha-da-Pavuna-colocada-pela-Prefeitura-do-Rio-de-Janeiro.-Foto-do-Google-Street-View-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-65519\" title=\"Tourist sign for the Pavuna Fair put up by the City of Rio de Janeiro. She says she has frequented the space since 1984, when she moved to the region. Recently, she has reduced her frequency of visits to the market, cautious due to <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener\">coronavirus<\/a>, given her age. However, Feitosa says that, every month, when she takes off a few days to go pay her bills at the bank, she stops by the market to make a few purchases.<\/p>\n<p>Feitosa speaks with enthusiasm about her relationship with the market, of her memories of buying food in bulk, of a children\u2019s playground where her girls used to play when they were little. According to her, when you cannot find what you want at a stall, you can surely find what you\u2019re looking for at the neighboring one, highlighting the variety of products sold in the place.<\/p>\n<p>F\u00e1bio de Souza, 41, tells his story as a Pavuna Market worker. Son of a street vendor, he started working at seven years old at an auto body repair shop in order to bring income home. Souza says he has worked in many parts of the city, but has never been without work. He has done a little bit of everything throughout his life to support his family. Souza has sold candied apples, sweets and varied items at streetlights and during carnival. Later, he was a street vendor with his father in Rua dos Romeiros, in <a href=\"http:\/\/bit.ly\/34AR8ac\" target=\"_blank\" rel=\"noopener\">Penha<\/a>, and also worked on public transportation selling goods. With R$300 (US$55) that he borrowed, Souza began a small fruit stand. He was able to expand it after some financial returns. Today he is proud to tell of the importance of his work in helping him employ family members like his father, wife, and father-in-law.<\/p>\n<p>Souza says he has customers that come from <a href=\"http:\/\/bit.ly\/2JYJ6kQ\" target=\"_blank\" rel=\"noopener\">Botafogo<\/a>, <a href=\"http:\/\/bit.ly\/1MwIQ3z\" target=\"_blank\" rel=\"noopener\">Tijuca<\/a>, <a href=\"http:\/\/bit.ly\/2p5MEbW\" target=\"_blank\" rel=\"noopener\">Campo Grande<\/a>, Cabu\u00e7u, and even <a href=\"http:\/\/bit.ly\/2zkKWVF\" target=\"_blank\" rel=\"noopener\">Niter\u00f3i<\/a>, Rio de Janeiro\u2019s sister city across Guanabara Bay. These customers make sure to shop in Pavuna because the prices are more affordable. \u201cThey ask me to reinforce their shopping bags because they&#8217;re coming from far away.\u201d For Souza, the market is \u201cthe heart of Pavuna, with a significance that isn\u2019t just economic but also social because, just think of how long we&#8217;ve been around, doing everything we can to regulate the market, to keep prices low for the customer, even when they rise too much. We lower our margin, but we keep the same prices\u2026 oil\u2026 [and other] things have doubled in price but we continue to charge only a flat rate of R$1,99 (US$0.36) per unit. And it\u2019s not because we\u2019re buying it cheaper! It\u2019s because we are charging the same price. We go to the market, we wake up at dawn, we go around and around <a href=\"https:\/\/bit.ly\/2UKEq68\" target=\"_blank\" rel=\"noopener\">Ceasa<\/a> [Rio&#8217;s Central Food Supplies Warehouse] for hours, and haggle so that we can keep the best prices possible for the residents of Pavuna and neighboring communities.&#8221;<\/p>\n<p>Market vendor C\u00e1tia Santana, 47, is the current vice president of Pavuna&#8217;s Association of Informal Vendors (<a href=\"https:\/\/bit.ly\/3rG9H7I\" target=\"_blank\" rel=\"noopener\">A.C.I.P.<\/a>), an institution that aims to oversee commerce and fight for public policies that support workers of open-air community markets. She also speaks about the <a href=\"http:\/\/bit.ly\/38STkfm\" target=\"_blank\" rel=\"noopener\">absence of public authorities<\/a>: \u201cMany things need to be done for us, <a href=\"https:\/\/glo.bo\/2wYGwpX\" target=\"_blank\" rel=\"noopener\">informal workers<\/a>, because we don\u2019t get any type of assistance. We have been abandoned by the authorities\u2026 They only come here <a href=\"https:\/\/glo.bo\/2PIkIbe\" target=\"_blank\" rel=\"noopener\">to seize goods and stalls<\/a>. We need to establish partnerships with the government\u2026 we do try to organize the Pavuna Market, but we have no support. Together with the directors of A.C.I.P, we aim to give some peace of mind to informal workers.\u201d<\/p>\n<p>Santana recalls her family&#8217;s relationship with the market, spanning generations: \u201cI started working at the Pavuna Market with my mom when I was nine. Thanks to God and the Pavuna Market, my mom raised me, I raised my son, and he&#8217;s raising his children.\u201d<\/p>\n<p>It\u2019s possible to see, in the comments made by Pavuna Market workers Santana and Souza\u2014both market vendors that coordinate and organize with others to ensure the survival of the market and to bring forth improvements, and dignity\u2014a strong social and political tie with the territory, its corporealities, and its narratives.
