<\/span><a href=\"https:\/\/bit.ly\/3uE2k2M\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Fl\u00e1via Oliveira<\/span><\/a><span style=\"font-weight: 400;\">, journalist and economy columnist; Furthermore, a partnership is to be established between the federal government\u2019s <\/span><a href=\"https:\/\/bit.ly\/2RM6HKw\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Special Secretariat for Family Farming and Cooperativism<\/span><\/a><span style=\"font-weight: 400;\"> and family farmers, to deliver food to communities. Lastly, <\/span><span style=\"font-weight: 400;\">the secretary mentioned the <a href=\"https:\/\/bit.ly\/3bjfzhP\" target=\"_blank\" rel=\"noopener\">Supera Rio<\/a> program, to be launched in May 2021 with the aim of providing income to <\/span><a href=\"https:\/\/reut.rs\/3bfclMj\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">200,000 families below the poverty threshold or in extreme poverty<\/span><\/a><span style=\"font-weight: 400;\">. In Brazil, while programs like <\/span><a href=\"http:\/\/bit.ly\/34xHoO3\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Bolsa Fam\u00edlia<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/bit.ly\/3oa88ib\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">emergency aid stipend<\/span><\/a><span style=\"font-weight: 400;\"> have contributed to a <\/span><a href=\"https:\/\/bit.ly\/3bkM4MC\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">less severe fall of the national GDP<\/span><\/a>,<span style=\"font-weight: 400;\"> with almost <\/span><a href=\"https:\/\/bit.ly\/3bllYJd\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a third of Brazil\u2019s population depending on such policies<\/span><\/a><span style=\"font-weight: 400;\">, they are simply <a href=\"http:\/\/bit.ly\/CovidFavelaCampaigns\" target=\"_blank\" rel=\"noopener\">not enough<\/a> to tackle the <\/span><a href=\"https:\/\/bit.ly\/33zbQZ0\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">structural inequality<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/bit.ly\/1LwtzUG\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">poverty<\/span><\/a><span style=\"font-weight: 400;\"> that continue to <\/span><a href=\"https:\/\/bit.ly\/3rFOz22\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">affect mostly black people<\/span><\/a>,<span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/bit.ly\/2Q9hmhZ\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">especially black women<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cYou say you want to reach the poorest segments of the population and you do so through a smartphone app? Valcler Rangel mentioned the importance of including the population of Rio de Janeiro in the design of these policies as a means to overcome this set of crises.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cRecently, we have seen a trend in the <\/span><a href=\"https:\/\/bit.ly\/3w0ymGE\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">rise of the price of food<\/span><\/a><span style=\"font-weight: 400;\">, and this is partly caused by the lack of policies, at the federal level, directed at family agriculture and price reduction. So, farmers continue to be exploited, receiving meager amounts for their work, while the population doesn&#8217;t have enough food to satisfy its hunger,\u201d said Carvalho.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you add the lack of a national policy supporting family farming, to the highest rate of unemployment of recent years, plus the absence of reliable<\/span> <span style=\"font-weight: 400;\">statistics, and the continuous deterioration of hunger-fighting strategies since 2016, the result is a frightening scenario, one fraught with appalling possibilities, especially for those living in favelas or urban peripheries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf someone is facing hunger, all other rights are automatically denied them,\u201d<\/span><span style=\"font-weight: 400;\"> added Rodrigo Afonso.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c<\/span><a href=\"https:\/\/bit.ly\/2AMnzIY\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">73% of the black population experienced income reduction during the pandemic<\/span><\/a><span style=\"font-weight: 400;\">. There is a generalized lack of policies addressing race, poverty, and the pandemic in Brazil. This population needs to be treated as actual citizens, having their rights guaranteed. While the richer neighborhoods benefit [from this structural inequality], the poorest areas of the city still struggle to have access to good transportation, basic sanitation, or garbage collection,\u201d<\/span><span style=\"font-weight: 400;\"> criticized Lucia Xavier, whose campaign \u201c<a href=\"https:\/\/bit.ly\/3w72m4z\" target=\"_blank\" rel=\"noopener\">People Are Hungry<\/a>\u201d <\/span><span style=\"font-weight: 400;\">has <a href=\"https:\/\/bit.ly\/3cJ7CCC\" target=\"_blank\" rel=\"noopener\">raised R$11 million<\/a> (US$2.1 million).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All participants denounced the<\/span> <a href=\"https:\/\/glo.bo\/3tGsz7k\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Jacarezinho massacre, that left 27 dead<\/span><\/a><span style=\"font-weight: 400;\"> in this <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener\">North Zone<\/a> favela the day before the hearing.\u00a0Some participants denounced this <\/span><i><span style=\"font-weight: 400;\">de facto<\/span><\/i><span style=\"font-weight: 400;\"> death penalty for black Brazilians and favela residents in the form of police brutality, <a href=\"https:\/\/bit.ly\/3vYGUgY\" target=\"_blank\" rel=\"noopener\">racial profiling<\/a>, racism, and <a href=\"http:\/\/bit.ly\/2MDm1V9\" target=\"_blank\" rel=\"noopener\">necropolitics<\/a>.
