According to data released by the Brazilian Institute of Geography and Statistics (<a href=\"http:\/\/bit.ly\/2N99RSB\" target=\"_blank\" rel=\"noopener\">IBGE<\/a>), the unemployment rate is at <a href=\"https:\/\/bit.ly\/35WicmE\" target=\"_blank\" rel=\"noopener\">nearly 15%.<\/a> The uncertainty of a regular salary, the decrease in <a href=\"https:\/\/bit.ly\/2U3cf4A\" target=\"_blank\" rel=\"noopener\">informal work<\/a>, and the <a href=\"https:\/\/bit.ly\/3dlUx3c\" target=\"_blank\" rel=\"noopener\">low amount or absence of the federal emergency aid stipend<\/a> increase pressure on workers who need to ensure financial support for themselves and their families.<\/p>\n<p>Among the difficulties generated by the pandemic and the need for social isolation is <a href=\"https:\/\/glo.bo\/3hqEtOX\" target=\"_blank\" rel=\"noopener\">the increase in the price of cooking gas<\/a> (LPG). In<a href=\"https:\/\/bit.ly\/2TuowPb\" target=\"_blank\" rel=\"noopener\">\u00a0April 2019<\/a>, Economy Minister Paulo Guedes stated in an interview that the amount paid for gas would be reduced by half in two years. At the time, <a href=\"https:\/\/bit.ly\/3piiXzm\" target=\"_blank\" rel=\"noopener\">the average price of the cylinder was R$69.42 (US$13.63)<\/a>. Two years later, the gas cylinder is being sold for <a href=\"https:\/\/bit.ly\/3yORxFH\" target=\"_blank\" rel=\"noopener\">over R$100 (US$ 19.63) in some capitals<\/a>, and recently, on June 14, cooking gas <a href=\"https:\/\/bit.ly\/2S41Zsj\" target=\"_blank\" rel=\"noopener\">once again increased by almost 6%<\/a>.<\/p>\n<p>Changes in Petrobras management, international oil prices, and fluctuations in the exchange rate of the dollar <a href=\"https:\/\/bit.ly\/3sLTGhT\" target=\"_blank\" rel=\"noopener\">explain the rise in gas pricing.<\/a> Antony Devalle, director of Rio de Janeiro\u2019s Oil Workers Union (<a href=\"https:\/\/bit.ly\/3xqx5t5\" target=\"_blank\" rel=\"noopener\">Sindipetro RJ<\/a>), explains that, \u201cBrazil is a large oil producer and has the installed capacity to produce many oil products and to, basically, produce them in Brazilian <em>reais<\/em>. However, the Investment Partnership Program&#8217;s (<a href=\"https:\/\/bit.ly\/3qZPZVF\" target=\"_blank\" rel=\"noopener\">PPI<\/a>) policy favors oil product importers [with prices in dollars] and the privatization of the Petrobras (national oil company) system, especially its refineries. As a result, the cost of gas cylinders weighs on the poor and many families are having to improvise with alternatives such as firewood and kerosene, both very risky. Although Brazil has continental dimensions, it is predominantly a country that depends on its roads. More expensive diesel means more expensive food and, therefore, more hunger.\u201d<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Acao-de-distribuicao-de-gas.jpeg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-66384 size-content\" title=\"Solidarity action promoted by FUP and CMP-RJ offered R$40 cooking gas cylinders to 200 families living in occupations located in the Port Zone. Photo: Pablo Vergara \/ Brasil de Fato\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<h3>National Mobilization for Access to Cooking Gas<\/h3>\n<p>This situation led the Unified Federation of Oil and Gas Workers (<a href=\"https:\/\/bit.ly\/2SW2Mfe\" target=\"_blank\" rel=\"noopener\">FUP<\/a>) and its unions to carry out actions where they offered cooking gas cylinders for less than half the average amount being charged across the country, within the scope of the \u201c<a href=\"https:\/\/bit.ly\/3zCoMwj\" target=\"_blank\" rel=\"noopener\">Fuel at a Fair Price<\/a>\u201d campaign, in partnership with the Central de Movimentos Populares (<a href=\"https:\/\/bit.ly\/3gRFfW8\" target=\"_blank\" rel=\"noopener\">CMP<\/a>) and other local organizations. The mobilizations took place on April 29, in eleven cities.<\/p>\n<p>In Rio de Janeiro, the \u201cFuel at a Fair Price\u201d campaign promoted an action with the sale of gas cylinders for R$40 (US$7.85) in <a href=\"https:\/\/bit.ly\/2KpxdWk\" target=\"_blank\" rel=\"noopener\">Quilombo da Gamboa<\/a>, in the <a href=\"http:\/\/bit.ly\/1iwThVm\" target=\"_blank\" rel=\"noopener\">Port Region<\/a>, an area of the city that carries <a href=\"http:\/\/bit.ly\/2rLxgTk\" target=\"_blank\" rel=\"noopener\">ancestral symbolism<\/a>. Batista, who feels the impact of the pandemic in its various spheres, says: \u201cI believe the government really needs to intervene to bring these prices down. We are living in a degrading way; firstly, because we can\u2019t eat properly, and now we can\u2019t afford to buy gas. Here, in S\u00e3o Jo\u00e3o de Meriti, gas costs around R$82 (US$16) up front. If it&#8217;s delivered to your house, it\u2019s even more than that. I know a person from <a href=\"http:\/\/bit.ly\/2XJeDhe\" target=\"_blank\" rel=\"noopener\">Bangu<\/a>, who had to cook food on a wood stove because they had no money to buy gas on a certain day. There are a lot of people who can\u2019t eat with the amount paid by the emergency aid. I wasn\u2019t lucky enough to get it, I didn&#8217;t make the list. Many families don\u2019t have bread and milk to feed their children. As a solo mom, being jobless and with no income for seven months, I live off odd jobs. It&#8217;s difficult for so many Brazilians. Our country is experiencing an <a href=\"https:\/\/bit.ly\/33GScKH\" target=\"_blank\" rel=\"noopener\">epidemic of poverty<\/a> too.\u201d<\/p>\n<h3>Community Mobilization for Gas in Morro da Provid\u00eancia<\/h3>\n<p>At the beginning of the pandemic, in March 2020, Cosme Felippsen\u2014activist, favela tour guide, resident of <a href=\"http:\/\/bit.ly\/2JpV3OV\" target=\"_blank\" rel=\"noopener\">Morro da Provid\u00eancia<\/a> and creator of the historic <a href=\"http:\/\/bit.ly\/2GqIP6z\" target=\"_blank\" rel=\"noopener\">Rol\u00e9 dos Favelados<\/a> favela tour\u2014lost a large part of his income due to the cancellation of tourism activities. With the sudden drop in income, he was left without resources to buy gas for his family and had to rely on the solidarity of a friend.<\/p>\n<p>In March 2020, Felippsen and his neighbors created the <a href=\"https:\/\/bit.ly\/3gZBsog\" target=\"_blank\" rel=\"noopener\">SOS Provid\u00eancia<\/a> Covid-19 Crisis Committee. He says that, at the time, in the community&#8217;s WhatsApp groups, committee members often heard complaints about a shortage in cooking gas, and received reports that some families were using charcoal to make fires and cook their food. It was from these claims and from his own experience that Felippsen realized that the actions of donating basic foodstuffs and hygiene items were not enough, as gas was also needed to cook that food. Based on this reality, SOS Provid\u00eancia created the campaign \u201cGas for the Women of Provid\u00eancia.\u201d<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/1a-Acao-Um-Gas-para-as-Mulheres.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-66386 size-content\" title=\"Women receive the resources to purchase gas through the &quot;Gas for the Women of Provid\u00eancia&quot; campaign.\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/1a-Acao-Um-Gas-para-as-Mulheres-620x264.jpeg\" alt=\"Women receive the resources to purchase gas through the &quot;Gas for the Women of Provid\u00eancia&quot; campaign.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/1a-Acao-Um-Gas-para-as-Mulheres-620x264.jpeg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/1a-Acao-Um-Gas-para-as-Mulheres-940x400.jpeg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The campaign\u2019s first action was organized by <a href=\"http:\/\/bit.ly\/2K5TkvP\" target=\"_blank\" rel=\"noopener\">Rol\u00e9 dos Favelados<\/a> in August 2020 with the goal of delivering R$100 (US$19.47) to 100 women in Morro da Provid\u00eancia. Guest speakers were: architect, urban planner and municipal councilor <a href=\"https:\/\/bit.ly\/3u9i5Pm\" target=\"_blank\" rel=\"noopener\">Tain\u00e1 de Paula<\/a>; artist Dayse Gomis; and <a href=\"https:\/\/bit.ly\/3xXgqhd\" target=\"_blank\" rel=\"noopener\">Rute Sales<\/a>, one of the founders of the <a href=\"https:\/\/bit.ly\/3hQDtU9\" target=\"_blank\" rel=\"noopener\">Movimento Moleque<\/a>. Several members of the <a href=\"https:\/\/bit.ly\/32OgtQ5\" target=\"_blank\" rel=\"noopener\">Mothers of Manguinhos<\/a> movement were also present.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Jessica-Castro.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-66388\" title=\"Jessica Castro at the second meeting for the campaign Um G\u00e1s para as Mulheres da Provid\u00eancia.\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Jessica-Castro.jpeg\" alt=\"Jessica Castro at the second meeting for the campaign Um G\u00e1s para as Mulheres da Provid\u00eancia.\" width=\"300\" height=\"533\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Jessica-Castro.jpeg 720w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Jessica-Castro-169x300.jpeg 169w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Jessica-Castro-576x1024.jpeg 576w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>The second action of the \u201cGas for the Women of Provid\u00eancia\u201d <a href=\"https:\/\/bit.ly\/3qk6VpA\" target=\"_blank\" rel=\"noopener\">campaign<\/a> took place in November 2020, this time organized as a broad partnership of SOS Provid\u00eancia member groups, namely: Rol\u00e9 dos Favelados, <a href=\"https:\/\/bit.ly\/3w96boE\" target=\"_blank\" rel=\"noopener\">Casa Amarela<\/a>,\u00a0<a href=\"https:\/\/bit.ly\/3x2ok8A\" target=\"_blank\" rel=\"noopener\">Rio Mem\u00f3ria A\u00e7\u00e3o<\/a>, and <a href=\"https:\/\/bit.ly\/3xEFr08\" target=\"_blank\" rel=\"noopener\">Galeria da Provid\u00eancia<\/a>. The action involved 100 women. The meeting, for the delivery of a R$100 (US$19.47) aid for gas, featured lectures by guests: <a href=\"https:\/\/bit.ly\/32riUpV\" target=\"_blank\" rel=\"noopener\">Deize Carvalho<\/a>, founder of the Pav\u00e3o-Pav\u00e3ozinho and Cantagalo Victim Mothers Center; <em>jongo<\/em> singer and poet <a href=\"https:\/\/bit.ly\/3wPqacR\" target=\"_blank\" rel=\"noopener\">Jessica Castro<\/a>; poet <a href=\"https:\/\/bit.ly\/2SiwPgK\" target=\"_blank\" rel=\"noopener\">Isadora Gran<\/a>; and social worker and pastor Viviane Azevedo. Several members of Mothers of Manguinhos were also present.<\/p>\n<p>Hugo Oliveira, coordinator of SOS Provid\u00eancia and a resident of Provid\u00eancia since he was a child, says that seeing so many families benefitting from the campaign made him feel both joy and indignation: \u201cJoy for being able to strengthen some of the women who watched us grow up and who serve as a reference for us, directly and indirectly; women who are our friends&#8217; mothers, aunts and grandmothers. Joy for having the opportunity to give back to our territory some of the affection and care we received while growing up. [This] keeps a sense of community alive. The indignation comes from watching a government too incompetent to serve the neediest and to see very little, if anything, be done to care for and protect a part of the population that supports the base of the social structure. Difficulties come up every day; it\u2019s not just about not having cooking gas, we also have many other concerns. It was very gratifying to have this great help from Rol\u00e9 dos Favelados. I managed to make food for my children. Even with the imminent risk of being contaminated by Covid-19, many Brazilians are subjected to <a href=\"https:\/\/bit.ly\/3q7985Z\" target=\"_blank\" rel=\"noopener\">crowded public transportation<\/a>, scarce individual safety equipment, and especially the dehumanization of the individual. A study done in 2019 and published by IBGE showed that <a href=\"https:\/\/bit.ly\/3rFOz22\" target=\"_blank\" rel=\"noopener\">75.2% of the nation&#8217;s poorest are Afro-Brazilians<\/a>. Therefore, we can deduce that the majority of those harmed by the increase in cooking gas prices are Afro-Brazilians.<\/p>\n<p>With more than <a href=\"https:\/\/bit.ly\/3gPNIJ4\" target=\"_blank\" rel=\"noopener\">8,000 followers on Instagram<\/a>, Joyce Salvador, a resident of the Olavo Bilac neighborhood in Greater Rio&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/1QrPbnc\" target=\"_blank\" rel=\"noopener\">Duque de Caxias<\/a> and a solo mother of two, receives daily messages from favela mothers narrating the reality they are living in these pandemic times:<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Joyce.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-66390 size-content\" title=\"Joyce Salvador and her children. Photo: Victor Vieira\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Joyce-620x264.jpeg\" alt=\"Joyce Salvador and her children. Photo: Victor Vieira\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<blockquote><p><em>&#8220;I live at my grandfather&#8217;s house, my income comes from the advertising I do, but what keeps me going is the R$375.00 (US$73) emergency aid I get. Many people close to me talk about saving gas by buying an electric stove to bake or heat up food, which just <a href=\"https:\/\/bit.ly\/3f6HLH7\" target=\"_blank\" rel=\"noopener\">makes the electricity cost more<\/a>. In general, the media only show what they want about the favelas and poverty. These media portray the underprivileged as helpless. We get by as best we can.<\/em><\/p>\n<p><em>Every day, I get messages in my [social] media from black mothers who are completely uncertain about what they\u2019re going to serve the following day. Do you really think any mother wants to wake up at dawn and make lunch that will only be ready at noon, on a stove using wood that is harmful to the lungs? The answer is clear and obvious: no. We want a minimum of comfort for our family.<\/em><\/p>\n<p><em>During the social isolation period, I relied on the help of the foodstuffs provided by Baixada Fluminense collectives such as <a href=\"http:\/\/bit.ly\/2HH3Xb1\" target=\"_blank\" rel=\"noopener\">Movimenta Caxias<\/a>, and I am not ashamed to get them. I only have two children, and for women who have five or more children, one basket of food per month is definitely not enough. We need to stop romanticizing what is not romantic at all.&#8221;<\/em><\/p><\/blockquote>\n<p>Roberto Gomes Iberu, <a href=\"https:\/\/bit.ly\/3qjs9nB\" target=\"_blank\" rel=\"noopener\">CMP-RJ<\/a> state coordinator and a resident of Santo Cristo\u2014who took part in the &#8220;Fuel at a Fair Price&#8221; campaign, in April, in Quilombo da Gamboa\u2014also spoke about the romanticization of the struggle for survival of the city\u2019s economically vulnerable population, which leads to the naturalization of precariousness:<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Roberto-Gomes-Iberu-cientista-social-mostra-a-forca-da-sociedade-organizada-em-acao-na-Zona-Portuaria.-Foto-arquivo-pessoal.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-66392 size-content\" title=\"Roberto Gomes Iberu, social scientist in action with the organized society in the port zone. We know that it&#8217;s not quite like that in a capitalist society, and why not say, one that is also profoundly affected by structural racism. There is no dignity in seeing entire families on the streets of big cities, scavenging for cardboard to guarantee their daily meals. Many [individuals] think it\u2019s &#8216;beautiful&#8217; to see such a scene in the streets, but they don&#8217;t recognize that the State doesn&#8217;t fulfill its role.<\/em><\/p>\n<p><em>Even within the capitalist system, those less fortunate need to have a minimum amount of money to live with the least amount of dignity. We often hear that money doesn\u2019t bring happiness, but whoever reproduces such a fallacy has never lived in abject poverty, but rejoices in saying the poor have to accept their lives as they are. With the arrival of the pandemic, this romanticization has become more evident. News stories in different media make a point of emphasizing how &#8216;beautiful&#8217; it is to see entire families living on the streets, cooking their food on the corners and under marquees. Is something like this really natural?&#8221;<\/em><\/p><\/blockquote>\n<h3>Energy and Social Aspects of Household Gas<\/h3>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Alessandra-Goncalves.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-66391\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Alessandra-Goncalves.jpeg\" alt=\"\" width=\"300\" height=\"400\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Alessandra-Goncalves.jpeg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Alessandra-Goncalves-225x300.jpeg 225w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Alessandra-Goncalves-768x1024.jpeg 768w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Cooking gas, liquefied petroleum gas (LPG), is the result of refining crude oil and underground gas, and is basically composed of propane and butane. Since it originates from petroleum, <a href=\"https:\/\/bit.ly\/3wRrBaX\" target=\"_blank\" rel=\"noopener\">its energy source is not renewable<\/a>. Gas has great applicability, with a high calorific power, and when compared to other sources derived from petroleum, has a lower environmental impact. A study done by the National Union of Liquefied\u00a0Petroleum\u00a0Gas\u00a0Distribution Companies (Sindig\u00e1s) showed that <a href=\"https:\/\/bit.ly\/2Uwextk\" target=\"_blank\" rel=\"noopener\">more than 95% of the country&#8217;s population used LPG in 2011<\/a>, being more common in homes than running water and electricity. This piece of information alone demonstrates the importance of this type of energy.<\/p>\n<p>Alessandra Gon\u00e7alves, 23, an Industrial Chemistry undergraduate at the Rural Federal University of Rio de Janeiro (<a href=\"https:\/\/bit.ly\/2XRv1vc\" target=\"_blank\" rel=\"noopener\">UFRRJ<\/a>) currently living in Greater Rio&#8217;s <a href=\"https:\/\/bit.ly\/3e8fBcH\" target=\"_blank\" rel=\"noopener\">Serop\u00e9dica<\/a> municipality, explains how studies about cooking gas go beyond the traditional subjects of physics and chemistry:<\/p>\n<blockquote><p><em>&#8220;I believe that interdisciplinarity is the best way to look at this, since the increase in cooking gas prices is related to historical, geographical, and even sociological issues. This would give us a better way of evaluating the impacts of this event more generally, so as to understand it in its entirety, visualizing all the influences and details and, finally, analyzing the consequences generated. Furthermore, I believe that it\u2019s not only the amount being paid for gas and the reasons behind this that should be taught, but rather, various other study areas such as the constitution, financial education, sustainability, sexuality, inflation, and many other subjects.<\/em><\/p>\n<p><em>We become adults who know the <a href=\"https:\/\/bit.ly\/2UvX7wG\" target=\"_blank\" rel=\"noopener\">quadratic formula<\/a>, but don&#8217;t learn about our civil rights and duties, or about what an elected representative is supposed to do. Adults without critical thinking who, as a consequence, accept the conditions imposed by the government. According to the constitution, all power emanates from the people. So, how is it possible that a people who suffer so much are still on the hunger map?
