{"id":66471,"date":"2021-07-16T11:59:10","date_gmt":"2021-07-16T14:59:10","guid":{"rendered":"https:\/\/rioonwatch.org\/?p=66471"},"modified":"2021-07-20T18:55:11","modified_gmt":"2021-07-20T21:55:11","slug":"despite-the-pandemic-14301-families-have-been-evicted-in-brazil","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=66471","title":{"rendered":"Despite the Pandemic, 14,301 Families Have Been Evicted Across Brazil"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/3cQhlb5\" target=\"_blank\" rel=\"noopener\"><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/a><\/p>\n<p><em>This is our latest story on <a href=\"https:\/\/bit.ly\/CoronavirusNasFavelas\" target=\"_blank\" rel=\"noopener\">coronavirus and its impacts on favelas<\/a>.<\/em><\/p>\n<p>On the morning of May 28, the <a href=\"http:\/\/bit.ly\/2WQxnqh\" target=\"_blank\" rel=\"noopener\">Military Police<\/a> evicted Cleuza Maria de Toledo\u2019s family, who lived in the <a href=\"https:\/\/bit.ly\/3uKMbHW\" target=\"_blank\" rel=\"noopener\">Penha Brasil Occupation<\/a>, in the district of Cachoeirinha, in <a href=\"https:\/\/bit.ly\/2SLdt13\" target=\"_blank\" rel=\"noopener\">S\u00e3o Paulo<\/a>\u2019s North Zone. Without a place to live, she depended on family those days after being expelled from the occupation. Like her, approximately 230 other families had to find shelter in the midst of the pandemic, after many lost the means to pay rent, <a href=\"https:\/\/bit.ly\/3eeqETl\" target=\"_blank\" rel=\"noopener\">as reported by <em>Folha de S\u00e3o Paulo<\/em><\/a>.<\/p>\n<p>Toledo saw the occupation as a chance to stay housed since she could not find better lodging for herself and her daughters, aged 9 and 19, one of whom has intellectual disabilities. &#8220;She is schizophrenic and autistic. At the time, one of her biggest concerns was her daughter\u2019s anxiety over the move. &#8220;Her mind gets out of control. She understands the conflict of leaving a home and gets overexcited.&#8221;<\/p>\n<p>The repossession was authorized by Judge Paula Fernanda de Souza Vasconcelos Navarro at the request of the landowner, the International Grace of God Church, led by <a href=\"https:\/\/bit.ly\/2T98Fpz\" target=\"_blank\" rel=\"noopener\">millionaire evangelical pastor R. R. Soares<\/a>, owner of several Brazilian corporations.<\/p>\n<p>Under threat of eviction, on the eve of removal residents gathered in protest in front of the Court of Justice\u2019s Second Private Law Subsection, located in S\u00e9, in S\u00e3o Paulo\u2019s Central Zone. In addition, the S\u00e3o Paulo Public Defender&#8217;s Office <a href=\"https:\/\/bit.ly\/3q1fqWh\" target=\"_blank\" rel=\"noopener\">requested an injunction<\/a> be granted against the repossession order. The families moved to this land out of need,&#8221; he points out.<\/p>\n<p>Overall, Silva says the occupants were low-income, having already been evicted from their homes for not paying rent. Some took shelter in other communities and neighborhoods of the region, such as Barra Funda and Jardim Peri. &#8220;Others were stranded on the streets or went to public shelters,&#8221; says Silva.<\/p>\n<p>Poor families\u2019 evictions during the pandemic are nothing new. In June of last year, <a href=\"https:\/\/bit.ly\/3l7bQHf\" target=\"_blank\" rel=\"noopener\">approximately 900 people<\/a> were removed from <a href=\"https:\/\/glo.bo\/3gztYGY\" target=\"_blank\" rel=\"noopener\">a plot of land called Roseira<\/a>, in <a href=\"https:\/\/bit.ly\/3fAnaHV\" target=\"_blank\" rel=\"noopener\">Guaianases<\/a>, in S\u00e3o Paulo\u2019s East Zone.<\/p>\n<p>At the time of publication, neither S\u00e3o Paulo City Hall nor the International Grace of God Church had responded to our requests for comment concerning the evictions.<\/p>\n<h3>Evictions in the Country<\/h3>\n<p>New data from the <a href=\"https:\/\/bit.ly\/3gsIfYP\" target=\"_blank\" rel=\"noopener\">Zero Evictions Campaign<\/a> indicate that at least <a href=\"https:\/\/bit.ly\/3gsIfYP\" target=\"_blank\" rel=\"noopener\">14,301 families<\/a> were evicted in the period between March of last year and June 6 of this year, despite the pandemic. Currently, 84,092 families are under threat of eviction in Brazil.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Despejo-Zero-Ao-menos-14.301-familias-foram-removidas-no-Brasil-durante-a-pandemia.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-66476\" title=\"At least 14,301 families were forcibly evicted during the pandemic. \" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Despejo-Zero-Ao-menos-14.301-familias-foram-removidas-no-Brasil-durante-a-pandemia.jpg\" alt=\"\" width=\"620\" height=\"619\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Despejo-Zero-Ao-menos-14.301-familias-foram-removidas-no-Brasil-durante-a-pandemia.jpg 913w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Despejo-Zero-Ao-menos-14.301-familias-foram-removidas-no-Brasil-durante-a-pandemia-300x300.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Despejo-Zero-Ao-menos-14.301-familias-foram-removidas-no-Brasil-durante-a-pandemia-768x767.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nAccording to the campaign&#8217;s organizers, these figures, which are certainly an underestimate, are monitored via complaints and surveys conducted by organized grassroots movements, institutions involved with the theme, as well as state <a href=\"https:\/\/bit.ly\/3wLsy3M\" target=\"_blank\" rel=\"noopener\">Public Defender&#8217;s<\/a> Offices.<\/p>\n<p>The campaign, launched in June 2020, already within the context of the pandemic, has gained greater capillarity. &#8220;Not only because the numbers of threats and of collective evictions continue to rise, but due to their political nature,&#8221; says Benedito Roberto Barbosa, or \u201cDito,\u201d attorney for <a href=\"https:\/\/bit.ly\/3q3htsR\" target=\"_blank\" rel=\"noopener\">S\u00e3o Paulo\u2019s Union of Housing Movements<\/a> and coordinator of the Zero Evictions Campaign.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Ao-menos-54-comunidades-tiveram-seus-casos-de-remocao-suspensos-por-ora-620x620-1.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-66477\" title=\"So far, at least 54 communites have had their removal suspended. \" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Ao-menos-54-comunidades-tiveram-seus-casos-de-remocao-suspensos-por-ora-620x620-1-300x300.jpeg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Ao-menos-54-comunidades-tiveram-seus-casos-de-remocao-suspensos-por-ora-620x620-1-300x300.jpeg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/07\/Ao-menos-54-comunidades-tiveram-seus-casos-de-remocao-suspensos-por-ora-620x620-1.jpeg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Data from the campaign show that the national anti-eviction movement contributed directly to the suspension of at least 54 evictions. In effect, <a href=\"https:\/\/bit.ly\/3gsIfYP\" target=\"_blank\" rel=\"noopener\">7,356 families were not displaced<\/a> in the country thanks to injunctions filed due to popular mobilization.<\/p>\n<p>On June 3, Brazilian Supreme Court (<a href=\"https:\/\/bit.ly\/3g8Bslu\" target=\"_blank\" rel=\"noopener\">STF<\/a>) Judge Lu\u00eds Roberto Barroso issued a <a href=\"https:\/\/bit.ly\/3d3nLnp\" target=\"_blank\" rel=\"noopener\">six-month suspension<\/a> of eviction orders and measures affecting vulnerable individuals who had already moved into their current settlements before March 20, 2020\u2014the day public emergency was declared in Brazil due to the coronavirus pandemic.<\/p>\n<p>This ruling was seen as an important victory by housing grassroots movements.
