COP26 was initially scheduled for 2020, but due to the <a href=\"https:\/\/bit.ly\/2RD5IJR\" target=\"_blank\" rel=\"noopener\">Covid-19<\/a> pandemic was rescheduled for this year.<\/p>\n<p>Grassroots leaders from Brazil\u2019s urban peripheries also participated in the conference with the aim of denouncing <a href=\"https:\/\/bit.ly\/2XQrTQM\" target=\"_blank\" rel=\"noopener\">environmental racism<\/a> and demanding climate justice. Among those present were members of Brazil&#8217;s <a href=\"http:\/\/bit.ly\/3sijTVl\" target=\"_blank\" rel=\"noopener\">Black Coalition for Rights<\/a>, <a href=\"https:\/\/bit.ly\/3Dqvhne\" target=\"_blank\" rel=\"noopener\">PerifaConnection<\/a>, <a href=\"https:\/\/bit.ly\/3oD8pL7\" target=\"_blank\" rel=\"noopener\">Favela of Peace Institute<\/a>, <a href=\"https:\/\/bit.ly\/3qQAIZc\" target=\"_blank\" rel=\"noopener\">Defenders of the Planet<\/a>, and <a href=\"https:\/\/bit.ly\/3oC6lmv\" target=\"_blank\" rel=\"noopener\">EcoCiclo<\/a>, as well as favela youth who act <a href=\"https:\/\/bit.ly\/3CqgQyj\" target=\"_blank\" rel=\"noopener\">as ambassadors<\/a> for the United Nations (UN).<\/p>\n<p>The <a href=\"https:\/\/bit.ly\/3nX98Xh\" target=\"_blank\" rel=\"noopener\">presence of these figures<\/a> contrasts with the profile that typically dominates such gatherings. The involvement of peripheral organizations puts <a href=\"https:\/\/bit.ly\/3Drc7O1\" target=\"_blank\" rel=\"noopener\">those most affected<\/a> by environmental crises at the center of the debate.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/Comitiva-do-Movimento-Negro-participou-da-COP26.-Foto-Coalizao-Negra-Por-Direitos.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-68417\" title=\"Black Movement delegation participates in COP26. Favela Activists<\/h3>\n<p>Shortly before COP26, alarming data were released out of Brazil. According to the <a href=\"https:\/\/bit.ly\/3FoqnI2\" target=\"_blank\" rel=\"noopener\">Estimated Greenhouse Gas Emissions System<\/a> (SEEG, in Portuguese), the country\u2019s greenhouse gas emissions <a href=\"https:\/\/bit.ly\/3oDlh3R\" target=\"_blank\" rel=\"noopener\">grew 9.5%<\/a> in 2020, going in the opposite direction to the rest of the world, which saw an average global reduction of 7% in emissions over this period.<\/p>\n<p>Represented by the Minister of the Environment, Joaquim Leite, the Brazilian delegation in Glasgow attempted to project the image that there is a \u201c<a href=\"https:\/\/glo.bo\/3FhHBH4\" target=\"_blank\" rel=\"noopener\">mistaken<\/a>\u201d view of the country&#8217;s efforts to fight climate change. With this aim, a luxurious pavilion was built for the event, as reported by activist Kamila Camilo on <a href=\"https:\/\/bit.ly\/3DhKEyw\" target=\"_blank\" rel=\"noopener\">news site <em>ECOA UOL<\/em><\/a>.<\/p>\n<p>Criticism with the way the Brazilian government has been carrying out environmental policies led President Jair Bolsonaro <a href=\"https:\/\/bit.ly\/3wXOcTS\" target=\"_blank\" rel=\"noopener\">to opt out<\/a> of the conference. During the event, Brazil announced an adjustment in its target for reducing greenhouse gas emissions from 43% to 50% by 2030. However, the proposal <a href=\"https:\/\/bit.ly\/3Du0NAL\" target=\"_blank\" rel=\"noopener\">does not represent progress<\/a> in relation to targets previously established by the country.<\/p>\n<p>By modifying the base year from which the percentage is calculated, the Brazilian government played with numbers to present targets which appeared more ambitious but which, in reality, <a href=\"https:\/\/bit.ly\/3kOejrF\" target=\"_blank\" rel=\"noopener\">maintained targets<\/a> established six years ago. In December of last year, when the <a href=\"https:\/\/bit.ly\/3xlKRhG\" target=\"_blank\" rel=\"noopener\">Paris Agreement<\/a> (2015) was revised, the presented proposal<strong>\u2014<\/strong>a 43% reduction in emissions by 2030<strong>\u2014<\/strong>was worse still, representing a step backwards <a href=\"https:\/\/bit.ly\/30uRQsn\" target=\"_blank\" rel=\"noopener\">in relation to the commitments<\/a> made by the country in 2015.<\/p>\n<p>The <a href=\"https:\/\/glo.bo\/3cmw3G1\" target=\"_blank\" rel=\"noopener\">targets presented in December<\/a> were branded \u201c<a href=\"https:\/\/glo.bo\/3nlU5XX\" target=\"_blank\" rel=\"noopener\">creative climatic accounting<\/a>.\u201d Because of this, a group of young people filed a civil suit with a federal court in S\u00e3o Paulo against former Minister of the Environment, Ricardo Salles, in April of this year. Marcelo Rocha, Daniel Augusto Holanda, Thalita Silva e Silva, Paloma Costa, Paulo Ricardo Brito Santos and Walelasoetxeige Suru\u00ed, who were behind the suit, are environmental activists and members of two organizations which were founded and are led by young people: <a href=\"https:\/\/bit.ly\/3nPuerJ\" target=\"_blank\" rel=\"noopener\">Engajamundo<\/a> and <a href=\"https:\/\/bit.ly\/3DrlP3b\" target=\"_blank\" rel=\"noopener\">Fridays for Future<\/a>.<\/p>\n<p>The Brazilian government\u2019s participation at COP26 also attracted criticism due to the stance taken by the Minister of the Environment. In his speech at the conference, <a href=\"https:\/\/bit.ly\/3qHsJ0C\" target=\"_blank\" rel=\"noopener\">Joaquim Leite said that<\/a> \u201cwhere there is a lot of forest, there is also a lot of poverty.\u201d The Black Coalition for Rights released <a href=\"https:\/\/bit.ly\/3FkVOmu\" target=\"_blank\" rel=\"noopener\">a statement<\/a> refuting this comment: \u201cFor us, a standing forest means living people. Where there are forests, there is life. Indigenous people, traditional communities and <em>quilombolas <\/em>[communities descending from enslaved Africans who remain on ancestral lands], among many others, live in the forest. They are the true wealth of Brazil. They are the guardians of the forest.\u201d<\/p>\n<p>In response to the position of the government&#8217;s delegation, the parallel pavilion <a href=\"https:\/\/bit.ly\/3npJawr\" target=\"_blank\" rel=\"noopener\">Brazil Climate Action Hub<\/a> consolidated itself as an important meeting space for those who are fighting for true change in climate policy. In a way, the pavilion gained something of an official status in representing the Brazil delegation, <a href=\"https:\/\/bit.ly\/3DrH5pf\" target=\"_blank\" rel=\"noopener\">hosting governors<\/a>, photographer <a href=\"https:\/\/bit.ly\/3HQnKRk\" target=\"_blank\" rel=\"noopener\">Sebasti\u00e3o Salgado<\/a>\u2019s <a href=\"https:\/\/bit.ly\/3qLpXHC\" target=\"_blank\" rel=\"noopener\">Instituto Terra<\/a>, and <a href=\"https:\/\/bit.ly\/3cu5K0y\" target=\"_blank\" rel=\"noopener\">promoting concrete proposals<\/a> for fighting deforestation and in defense of indigenous and <em>quilombola <\/em>lands.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/COP26.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-68419\" title=\"The Parallel Pavilion received leading representatives from various countries during the COP26. On November 5, there was a <a href=\"https:\/\/bit.ly\/2ZmPNGA\" target=\"_blank\" rel=\"noopener\">protest organized<\/a> by young people from various parts of the globe. On Saturday (6), the <a href=\"https:\/\/cnn.it\/3DPjZcq\" target=\"_blank\" rel=\"noopener\">Global Day of Action for Climate Justice<\/a> march took place.<\/p>\n<p>A resident of <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a> in Rio&#8217;s <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>, <a href=\"http:\/\/bit.ly\/1cqBA7B\" target=\"_blank\" rel=\"noopener\">Raull Santiago<\/a> was at the conference representing PerifaConnection. He arrived in Glasgow a week before the event started. The idea was to build protests and discussions with other organizations present at the conference. \u201cActivists, groups, social movements, they occupy the COP26 to guarantee the future and discuss an agenda that is so important for the world and also for Brazil, which has the <a href=\"http:\/\/bit.ly\/2IMNEZp\" target=\"_blank\" rel=\"noopener\">Amazon<\/a>, the Pantanal, these rich biomes. COP26 is the place to discuss the future starting now. One more day!<\/p><\/blockquote>\n<h3>A Carioca View of 10 Years of COP<\/h3>\n<p>Mauro Pereira, co-founder of <a href=\"https:\/\/bit.ly\/3qQAIZc\" target=\"_blank\" rel=\"noopener\">Defenders of the Planet<\/a>, a local Rio de Janeiro NGO which has been fighting for the Serra do Mendanha natural area in the city since 1999 and works with the communities around it in Rio\u2019s West Zone, was also at COP26. Pereira has been attending COP conferences since COP16, in 2010 in Canc\u00fan, Mexico, speaking of environmental education in the West Zone favelas and pressuring the conferences&#8217; actors based on the impact of climate change already present in his territory. Pereira was among the movements that lobbied for climate education (Article 12) in the Paris Agreement, in 2015. According to him, the Paris Agreement went beyond governments: it is also a civil society agreement. He also presented the <a href=\"https:\/\/bit.ly\/3nxmFpB\" target=\"_blank\" rel=\"noopener\">Rio de Janeiro Sustainable Development and Climate Action Plan<\/a>, and put pressure on ministers and international representatives, such as the Secretary General of the OECD, \u201cto not give Brazil a seat for as long as [the country] does not respect human rights, the indigenous, and the environment.\u201d He had the opportunity to visit local farmers to learn from their experiences and take them back home. I was very sad to hear that Australia will not eliminate coal. India, also, asked that the wording \u2018phase out\u2019 coal be removed from the final document. For me, this shows that this space has already lost some credibility, it is more prone to words and flowery speeches, than actions. I came out of this COP frustrated with the final agreement. Agreements were reaffirmed, but since COP16 in Mexico, where some progress was made and authorities took a bit more action, I see that today they\u2019re posing for a photo, making a nice speech, thinking more of the economy than of people. I was able to <a href=\"https:\/\/bit.ly\/32heTYG\" target=\"_blank\" rel=\"noopener\">denounce<\/a> the climatic impacts in my area, which is one of those that will suffer the most from the impacts of climate change. But unfortunately the actions that governments should be taking are moving slowly. I hoped for more. We are living a climate emergency, after all.\u201d<\/p>\n<h3>Environmental Racism on the Agenda<\/h3>\n<p>The Brazilian Black Movement\u2019s participation in the conference helped strengthen the understanding that it is not possible to speak about the environment without speaking about race. In the words of historian Douglas Belchior, a representative of the Black Coalition for Rights, the movement\u2019s participation is historic. \u201cIt is only possible to protect the environment if we protect and guarantee the lives of the people and communities that protect territories and waters through their way of life, as Brazil\u2019s indigenous and <em>quilombolas <\/em>do.\u201d<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-68434\" title=\"Indigenous peoples also took part in the COP26. Photo: Promotion\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26-1024x768.jpg\" alt=\"\" width=\"670\" height=\"503\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26-1024x768.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26-768x576.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26-678x509.jpg 678w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26-326x245.jpg 326w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26-80x60.jpg 80w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/12-COP26.jpg 1200w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/a><\/p>\n<p>Katia Penha, coordinator of the <a href=\"http:\/\/bit.ly\/2WvhYjg\" target=\"_blank\" rel=\"noopener\">National Coordination for the Articulation of Rural Black\u00a0<em>Quilombo<\/em> Communities<\/a> (CONAQ in Portuguese), was present at COP26. <a href=\"https:\/\/bit.ly\/30zSJzL\" target=\"_blank\" rel=\"noopener\">During a speech in the parallel pavilion<\/a>, she stressed that traditional peoples are not responsible for the climate crisis. \u201cWe believe that effective solutions to reduce greenhouse gas emissions reside in the demarcation of indigenous and <em>quilombola<\/em> lands; and in the defense of collective land and territorial rights. It is not the population that is black, poor, peripheral, <em>quilombola<\/em> or indigenous that is responsible for the worsening climate crisis. These are the main populations who are rendered more vulnerable by the irresponsibility of other social and economic groups.\u201d<\/p>\n<p>In Brazil, <a href=\"https:\/\/bit.ly\/2YUAgxs\" target=\"_blank\" rel=\"noopener\">there are 3,475 <em>quilombola<\/em> communities<\/a> spread across the national territory, according to data from the Palmares Foundation. However, less than <a href=\"https:\/\/bit.ly\/3nqIaIA\" target=\"_blank\" rel=\"noopener\">7% of these areas have been given land titles<\/a>.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/Em-cartaz-ativista-denuncia-morte-de-pessoas-negras-no-Brasil.-Foto-Coalizao-Negra-Por-Direitos.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-68436\" title=\"Activist Douglas Belchior denounces the death of black people in Brazil with a banner. For Raull Santiago, \u201cclimate justice for the favela is the right to live.\u201d <a href=\"https:\/\/bit.ly\/3nqXip7\" target=\"_blank\" rel=\"noopener\">In an interview for <em>Ecoa UOL<\/em><\/a>, he explains how the favela population\u2019s rights continue to be neglected. \u201cWhen we think about climate justice where I come from, we\u2019re talking about a series of factors that aren\u2019t being discussed, and which mean that the reality of life for those who live where I live is one of violence, of inequality, of lack of survival, as a rule,\u201d he says.<\/p>\n<p>For Douglas Belchior, places like COP really need to open up: \u201cThe poorest people, the people who suffer most, they have to participate in the spaces of reflection, of discussion, and of decision. We hope that this moves forward, that we don\u2019t take a step backwards, that the next spaces of decision and reflection are no longer occupied by the same actors.\u201d<\/p>\n<h3>Building International Support<\/h3>\n<p>The actions of peripheral leaders were not restricted to the COP26 agenda. The trip to <a href=\"https:\/\/bit.ly\/3nwyxFa\" target=\"_blank\" rel=\"noopener\">Europe<\/a> was also an opportunity to strengthen ties with authorities from other countries, who can lend their support to the struggles taking place on Brazilian soil. After Glasgow, the favela committee went to Paris, Madrid, and Berlin.<\/p>\n<p>This was the case of the group made up of the Black Coalition for Rights, <a href=\"https:\/\/bit.ly\/3nDdSiT\" target=\"_blank\" rel=\"noopener\">UneAfro<\/a>, and CONAQ, that traveled on to the French capital and met the city\u2019s Deputy Mayor, Jean-Luc Romero, and councilwoman Genevi\u00e8ve Garrigos. During the meeting, the City of Paris committed to giving political support to the causes of the Black Movement in Brazil, as well as to partnerships for future campaigns in defense of water. It is important to note that Paris is one of the cities in the world that has been a leader in the <a href=\"https:\/\/bit.ly\/330wbXV\" target=\"_blank\" rel=\"noopener\">remunicipalization of water and sanitation services<\/a>.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/Grupos-brasileiros-foram-recebidos-por-vice-prefeito-de-Paris.-Foto-Coalizao-Negra-Por-Direitos-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-68438 size-mh-magazine-content\" title=\"Brazilian groups were received by the Deputy Mayor of Paris. Photo: Black Coalition for Rights\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2021\/11\/Grupos-brasileiros-foram-recebidos-por-vice-prefeito-de-Paris.-Foto-Coalizao-Negra-Por-Direitos-1-678x381.jpg\" alt=\"\" width=\"678\" height=\"381\" \/><\/a><\/p>\n<p>In Madrid, the group was received by Maria Dantas, a lawmaker of Brazilian origin. The federal deputy recently managed to get a <a href=\"https:\/\/bit.ly\/3Hze91h\" target=\"_blank\" rel=\"noopener\">motion supporting<\/a> the struggle for human rights in Brazil approved. The meeting, which also involved other lawmakers, discussed the creation of documents which would give support to <em>quilombolas<\/em> and indigenous peoples.<\/p>\n<p>Meanwhile, another part of the delegation traveled to Germany. The country is strategically important for the defense of the territory of indigenous peoples, as it is responsible for the resources of the <a href=\"http:\/\/bit.ly\/2XrJpXw\" target=\"_blank\" rel=\"noopener\">Amazon Fund<\/a>. In Berlin, an agreement was signed for the new German government to intervene directly in the parameters for the allocation of the fund\u2019s resources, so that organizations representing <em>quilombola<\/em>, fishing, shell fishing, indigenous, and other traditional communities can have direct access to the resources without mediation of the Brazilian government.
