[OPINION]"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/339fRqu\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" width=\"20\" height=\"20\" \/><\/em><\/strong><\/a><\/p>\n<p><em>This article is the latest contribution to our\u00a0<a href=\"https:\/\/bit.ly\/ROWWinsAnthem\" target=\"_blank\" rel=\"noopener\">award-winning<\/a>\u00a0reporting project,\u00a0<a href=\"https:\/\/bit.ly\/AntiracistFavelas\" target=\"_blank\" rel=\"noopener\">Rooting Anti-Racism in the Favelas: Deconstructing Social Narratives About Racism in Rio de Janeiro<\/a>.<\/em><\/p>\n<p>We hear about \u201cright&#8221; and &#8220;left\u201d all the time. Since we were children, we learned that there are different sides and that understanding them is important to the basic tasks of life. During elections here in Brazil, we hear a lot that candidate X or Y is from the Left or from the Right, but few people actually understand what this means. Sometimes it even sounds like a football match or something, right? But it&#8217;s much more serious than that!<\/p>\n<p>It is important at least to understand what these terms mean and how they directly affect the lives of Afro-Brazilians<em>\u00a0<\/em>and favela residents. More than that, it is necessary to provide an alternative. The purpose of this text is to show that <em>aquilombamento\u00a0<\/em>is a way out for the emancipation and autonomy of our people.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Picture-of-the-Palmares-Quilombo.-So-called-Quilombos-or-Mocambos-were-the-first-experiences-of-freedom-for-Blacks-in-Brazils-colonial-times..jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-69429\" title=\"Picture of the Palmares Quilombo. One of the main ones is through economics, a social science that deals with our resources and proposes ways to deal better with them, making the best use of wealth, seeking to multiply it. Economics can be a way of doing politics that takes into consideration that existing resources can promote social well-being or not. But, ultimately, who or what can do that?<\/p>\n<p>There is a political entity responsible for the administration of the country. Sometimes we even confuse it with the country itself, but they are different things. I&#8217;m talking about the State, with a capital &#8220;S&#8221;. This State is also different from the states of the federation, such as Rio de Janeiro, Rond\u00f4nia, Sergipe and so on.<\/p>\n<p>There are several ideas and ways of administering a State and, in Brazil, those who choose the way to administer it are the people, through direct elections. The <a href=\"http:\/\/bit.ly\/2dcjJrr\" target=\"_blank\" rel=\"noopener\">diversity of political parties<\/a> is, in principle, a reflection of the diversity of thoughts and views of the public on how to manage State resources. When the voter chooses party A or B, they are voting not only for a person, but for a form of administration, for a vision on how the State should be organized.<\/p>\n<p>A long time ago, around 1789, in the context of the <a href=\"https:\/\/bit.ly\/3pbtvBs\" target=\"_blank\" rel=\"noopener\">French Revolution<\/a>, the French National Constituent Assembly <a href=\"https:\/\/bit.ly\/3hb4HoL\" target=\"_blank\" rel=\"noopener\">was organized<\/a> as follows: to the left of the president of the parliament were the <a href=\"https:\/\/bit.ly\/3t1xWQk\" target=\"_blank\" rel=\"noopener\">Jacobins<\/a>, people in favor of the revolution, republicans who wanted the <a href=\"https:\/\/bit.ly\/3LWJ6hP\" target=\"_blank\" rel=\"noopener\">dissolution of the monarchy<\/a>; and to the right were the <a href=\"https:\/\/bit.ly\/3t2Eaj5\" target=\"_blank\" rel=\"noopener\">Girondins<\/a>, supporters of the installation of a <a href=\"https:\/\/bit.ly\/354bgae\" target=\"_blank\" rel=\"noopener\">constitutional monarchy<\/a> in France. These two groups had very different views on how the State should behave in relation to the economy. Time went by, new ideas emerged and adapted to new times and places, so that now we no longer have this 18th century notion as our only reference.<\/p>\n<p>Major events marked and divided the two political spectrums in Brazil and in the world. Some primary ones were the <a href=\"https:\/\/bit.ly\/3sYafZc\" target=\"_blank\" rel=\"noopener\">Paris Commune<\/a>, <a href=\"https:\/\/bit.ly\/3p7s7Qc\" target=\"_blank\" rel=\"noopener\">World War I<\/a>, the <a href=\"https:\/\/bit.ly\/3LWMyZP\" target=\"_blank\" rel=\"noopener\">Russian Revolution<\/a>, <a href=\"https:\/\/bit.ly\/3pbuilS\" target=\"_blank\" rel=\"noopener\"><em>Tenentismo<\/em><\/a>, <em><a href=\"https:\/\/bit.ly\/35muhUY\" target=\"_blank\" rel=\"noopener\">Coluna Prestes<\/a><\/em>, the <a href=\"https:\/\/bit.ly\/3t6Mvlw\" target=\"_blank\" rel=\"noopener\">rise of Nazi-fascism<\/a>, <a href=\"https:\/\/bit.ly\/3HhuiqK\" target=\"_blank\" rel=\"noopener\">Integralism<\/a>, <a href=\"https:\/\/bit.ly\/3sqJ6xJ\" target=\"_blank\" rel=\"noopener\">World War II<\/a>, the <a href=\"https:\/\/bit.ly\/3oOY5iG\" target=\"_blank\" rel=\"noopener\">Cold War<\/a>, and <a href=\"https:\/\/bit.ly\/3LPzG7Q\" target=\"_blank\" rel=\"noopener\">anti-colonial struggles in Africa and Asia<\/a>. New names and parties emerged and succeeded each other within the left and the right wings nationally and internationally during these past two hundred years. Both sides took on very different nuances and trajectories. Today, Left and Right are defined political concepts that vary according to the territory and its local political tradition.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/In-1975-MPLA-The-Peoples-Movement-for-the-Liberation-of-Angola-is-able-to-form-a-one-party-government-in-Angola-consolidating-Angolan-Independence-.-Wikimedia-commons.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-69430\" title=\"In 1975, MPLA (The People's Movement for the Liberation of Angola) is able to form a one-party government in Angola, consolidating Angolan Independence. When we talk about \u201c<a href=\"https:\/\/bit.ly\/36O3pOs\" target=\"_blank\" rel=\"noopener\">American Left<\/a>\u201d and \u201c<a href=\"https:\/\/bit.ly\/3C8y0lB\" target=\"_blank\" rel=\"noopener\">European Left<\/a>\u201d or \u201c<a href=\"https:\/\/bit.ly\/3sf5bjS\" target=\"_blank\" rel=\"noopener\">liberal left<\/a>\u201d and \u201c<a href=\"https:\/\/bit.ly\/3hbT0Ov\" target=\"_blank\" rel=\"noopener\">communism<\/a>\u201d we are referring to completely different things, just as between \u201c<a href=\"https:\/\/bit.ly\/3se6csD\" target=\"_blank\" rel=\"noopener\">liberal right<\/a>\u201d and \u201c<a href=\"https:\/\/bit.ly\/3JLudgo\" target=\"_blank\" rel=\"noopener\">conservative right<\/a>\u201d or between \u201c<a href=\"https:\/\/bit.ly\/3Hi3sPl\" target=\"_blank\" rel=\"noopener\">neoconservatism<\/a>\u201d and &#8220;<a href=\"https:\/\/bit.ly\/3LWbW22\" target=\"_blank\" rel=\"noopener\">fascism<\/a>.&#8221; Some of these groups have in the past declared war on others within their own political spectrum. The diversity is so great that <a href=\"https:\/\/bit.ly\/3veBG3D\" target=\"_blank\" rel=\"noopener\">left and right<\/a> are characterized from their most radical and extremist versions, such as \u201c<a href=\"https:\/\/bit.ly\/3JOgc1J\" target=\"_blank\" rel=\"noopener\">anarchism<\/a>\u201d and \u201c<a href=\"https:\/\/bit.ly\/33RXas0\" target=\"_blank\" rel=\"noopener\">libertarianism<\/a>,\u201d to their variations less demanding of change, the so-called \u201c<a href=\"https:\/\/bit.ly\/3JOhutB\" target=\"_blank\" rel=\"noopener\">political center<\/a>,\u201d the \u201c<a href=\"https:\/\/bit.ly\/36wkts5\" target=\"_blank\" rel=\"noopener\">center-left<\/a>,\u201d and the \u201c<a href=\"https:\/\/bit.ly\/3JNCEYM\" target=\"_blank\" rel=\"noopener\">center-right<\/a>.\u201d Sometimes there is greater similarity between groups from different sides than within each of the sides themselves. Therefore, what we call &#8220;Left&#8221; and &#8220;Right&#8221; today is quite different from what emerged from the French National Constituent Assembly.<\/p>\n<p>Very generally speaking, the Left believes that the State should interfere in the economy, maintaining large state structures for the generation of resources and direct investment in public facilities, such as schools, healthcare, security, leisure, and culture. In general, for groups on the Left, ensuring the basics for survival for all is the primary function of the State. Taxes administered by the State are the major source of revenue to guarantee these services.<\/p>\n<p>In contrast, the Right believes that the State should not interfere in the economy in this way. The economy, the large wealth-generating institutions, and many facilities including schools, health clinics, security, leisure and culture should be managed by the private sector to ensure competition, leaving prices to be automatically regulated by the free market. In this perspective, people (seen as \u201cconsumers\u201d) pay for the use of private equipment and services, paying minimal taxes to maintain a small State. The profits from the management of these services remain with the entrepreneurs, who allocate resources according to their market strategy and not according to public interest. Just as occurred with the Left, over time a schism has appeared within the Right, encompassing several sub-groups that were quite different from each other, but that still recognize themselves as part of the Right.<\/p>\n<p>I&#8217;ve listed some economic characteristics, but I should highlight that there are variations on both sides of the aisle. It should also be understood that both fields have stances that go far beyond the economy. These can be, for example, about <a href=\"https:\/\/glo.bo\/3eaivy6\" target=\"_blank\" rel=\"noopener\">social guidelines<\/a> (<a href=\"https:\/\/bit.ly\/3pdEOt3\" target=\"_blank\" rel=\"noopener\">sexuality and gender<\/a>, for example), <a href=\"https:\/\/politi.co\/3HeQmCd\" target=\"_blank\" rel=\"noopener\">religion<\/a>, and forms of government (<a href=\"http:\/\/bit.ly\/RieDsy\" target=\"_blank\" rel=\"noopener\">democracy<\/a>, <a href=\"https:\/\/bit.ly\/3hbOsaY\" target=\"_blank\" rel=\"noopener\">dictatorship<\/a>, <a href=\"https:\/\/bit.ly\/3hcbyya\" target=\"_blank\" rel=\"noopener\">aristocracy<\/a>, <a href=\"https:\/\/bit.ly\/3Hc3rwc\" target=\"_blank\" rel=\"noopener\">monarchy<\/a>, etc.). Allying yourself with one group or another is ultimately about declaring which one will favor your survival when managing the country&#8217;s resources.<\/p>\n<h3 id=\"h.hgwuseos3v5\">And in the Favela, How Is This Reflected?<\/h3>\n<p>The story of every <a href=\"https:\/\/bit.ly\/2XB2ywt\" target=\"_blank\" rel=\"noopener\">favela is the story of the struggle of black people<\/a>, indigenous people, and other marginalized groups for survival in Brazil. When I talk about survival, I am not just talking about the <a href=\"https:\/\/bit.ly\/3k6XO9S\" target=\"_blank\" rel=\"noopener\">right to breathe<\/a>, but the right to exist in an <a href=\"https:\/\/bit.ly\/32ZMu6B\" target=\"_blank\" rel=\"noopener\">expression of culture<\/a> and <a href=\"http:\/\/bit.ly\/3jGTKf0\" target=\"_blank\" rel=\"noopener\">spirituality<\/a>, with access to health, <a href=\"https:\/\/bit.ly\/3au4ZDI\" target=\"_blank\" rel=\"noopener\">education<\/a>, and leisure that respect your <a href=\"https:\/\/bit.ly\/3rpCQWx\" target=\"_blank\" rel=\"noopener\">ancestral ways of living<\/a>. In other words, the right to exist.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Race-_-color-of-victims-of-police-intervention-with-deadly-results-2020.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-69639\" title=\"Race\/color of victims of police intervention with deadly results (2020)\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Race-_-color-of-victims-of-police-intervention-with-deadly-results-2020.png\" alt=\"Race\/color of victims of police intervention with deadly results (2020)\" width=\"400\" height=\"249\" \/><\/a><\/p>\n<p>Since the <a href=\"http:\/\/bit.ly\/2svYt8b\" target=\"_blank\" rel=\"noopener\">birth of the first favela<\/a>, today known as <a href=\"http:\/\/bit.ly\/2JpV3OV\" target=\"_blank\" rel=\"noopener\">Morro da Provid\u00eancia<\/a>, the Brazilian State has owed a debt to favela residents. Numerous promises for adequate housing have been made historically, all of them insufficient to solve the nation&#8217;s housing problem. Along with this, we watch the growing violent onslaught against favelas in <a href=\"https:\/\/bit.ly\/3eDytCf\" target=\"_blank\" rel=\"noopener\">a war on black people and on the poor<\/a> disguised as a <a href=\"http:\/\/bit.ly\/2XtUbO2\" target=\"_blank\" rel=\"noopener\">war on drugs<\/a>. The result is the absurd death rate of black people as a result of police operations without any reason to justify <a href=\"https:\/\/bit.ly\/3iF1LTn\" target=\"_blank\" rel=\"noopener\">so many lost lives<\/a>.<\/p>\n<p>Often, the media reports an absurd case of violence. The question remains: is it <a href=\"https:\/\/bit.ly\/3iF1LTn\" target=\"_blank\" rel=\"noopener\">incompetence<\/a> or is it a project? Some cases become emblematic and remain in our memory. That&#8217;s the case of the Special Operations Battalion (<a href=\"https:\/\/bit.ly\/2y7HPUj\" target=\"_blank\" rel=\"noopener\">BOPE<\/a>) policeman who <a href=\"https:\/\/bit.ly\/357BtEI\" target=\"_blank\" rel=\"noopener\">mistook a drill for a gun<\/a> and killed a resident of <a href=\"https:\/\/bit.ly\/3cMgTd2\" target=\"_blank\" rel=\"noopener\">Morro do Andara\u00ed<\/a> in 2010. That same year, in <a href=\"http:\/\/bit.ly\/2SJCnNh\" target=\"_blank\" rel=\"noopener\">Chap\u00e9u Mangueira<\/a>, in the <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener\">South Zone<\/a> of Rio de Janeiro, Rodrigo Alexandre da Silva Serrano was hit by three shots fired by police officers from the Pacifying Police Unit (<a href=\"http:\/\/bit.ly\/31b2JeF\" target=\"_blank\" rel=\"noopener\">UPP<\/a>) <a href=\"http:\/\/bit.ly\/2kPXcdh\" target=\"_blank\" rel=\"noopener\">because he was carrying an umbrella<\/a>. In 2012, in Avar\u00e9, a city in the state of S\u00e3o Paulo, a worker was shot and killed by a shot in the neck fired by a S\u00e3o Paulo Military Police corporal, who mistook <a href=\"https:\/\/bit.ly\/3HfhnFP\" target=\"_blank\" rel=\"noopener\">a Bible in the man&#8217;s pocket for a gun<\/a>. In 2018, a resident of <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a> had <a href=\"https:\/\/bit.ly\/3EkTUBx\" target=\"_blank\" rel=\"noopener\">his crutch mistaken for a gun<\/a> and was hit in the head by shrapnel. Recently, in 2021, in Favela do Piolho, in S\u00e3o Paulo, residents assert that a teenager was hit in the head by a bullet after having <a href=\"https:\/\/bit.ly\/3JZOBe5\" target=\"_blank\" rel=\"noopener\">his lunch box mistaken for a gun<\/a>.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Black-people-murdered-by-the-State.-Source-Mapa-das-Desigualdades-Map-of-Inequalities-by-Casa-Fluminense.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-69432\" title=\"Black people murdered by the State. Both have dealt hard blows to favela residents, intensifying their punitive policies and paying little or no attention to integrating these territories with the formal city. An example of this is how electoral alliances were formed to allow the Brazilian Left to come to power. This meant not only a platform that brought together people who were previously political opponents, but also the composition of a legislature, a secretariat, and ministries that had no converging views on how public administration should be.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Former-president-Dilma-Rousseff-PT-former-Rio-state-governors-Sergio-Cabral-PMDB-RJ-e-Pezao-PMDB-RJ-in-Complexo-do-Alemaos-cable-car.-Photo-by-Ricardo-Stuckert.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-69433\" title=\"Former president Dilma Rousseff (PT), former Rio state governors S\u00e9rgio Cabral (PMDB-RJ) e Pez\u00e3o (PMDB-RJ) in Complexo do Alem\u00e3o's cable car. Photo by: Ricardo Stuckert\" width=\"400\" height=\"266\" \/><\/a>Government coalitions are what provide elected officials with the power to realize public policies, though sometimes they require supporting policies contrary to the perspectives of one\u2019s own constituents who originally elected and supported the candidate in power. An example of public policy carried out by right-wing governments and supported by the Left, in a coalition government, that has a direct impact on the livelihoods of favelas is the <a href=\"http:\/\/bit.ly\/1BJBrYw\" target=\"_blank\" rel=\"noopener\">failure of the Pacifying Police Units project<\/a>. Adopted as a security policy during the administration of <a href=\"http:\/\/bit.ly\/2H44zYW\" target=\"_blank\" rel=\"noopener\">Governor S\u00e9rgio Cabral<\/a> (PMDB Party of Rio de Janeiro), the <a href=\"http:\/\/bit.ly\/31b2JeF\" target=\"_blank\" rel=\"noopener\">UPPs<\/a> were <a href=\"https:\/\/bbc.in\/3LYcuVf\" target=\"_blank\" rel=\"noopener\">supported by many on the Left<\/a> with the argument that they would be a solution to the problem of violence and drug trafficking. For the Left, the success of this policy would come mainly through its social component, <a href=\"http:\/\/bit.ly\/1BJBrYw\" target=\"_blank\" rel=\"noopener\">UPP Social<\/a>, which promised the installation of cultural facilities and social intervention in the territories where police units were established. But like its military twin, UPP Social <a href=\"https:\/\/bit.ly\/3t6jl6o\" target=\"_blank\" rel=\"noopener\">did not have satisfactory results<\/a>,\u00a0bringing frustration and intensifying the <a href=\"http:\/\/bit.ly\/2DnCmIu\" target=\"_blank\" rel=\"noopener\">feeling of abandonment<\/a> of our people.<\/p>\n<p>The Right does not have a project for favelas and has been reinforcing stereotypes and an approach where problems are not faced at their source, but rather, <a href=\"https:\/\/bit.ly\/3vkyzHw\" target=\"_blank\" rel=\"noopener\">the blame falls<\/a> on the people, favela residents, ignoring the historical processes that brought us to this point. An example is the insistence on the discourse of <a href=\"https:\/\/bit.ly\/3vjSc2r\" target=\"_blank\" rel=\"noopener\">meritocracy<\/a> and support for efforts such as <a href=\"https:\/\/bit.ly\/3tcRC3E\" target=\"_blank\" rel=\"noopener\">lowering the legal age of criminal responsibility<\/a> that directly affect black and favela youth.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/UPP-is-a-fraud.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-69434\" title=\"UPP is a fraud\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/UPP-is-a-fraud.jpg\" alt=\"UPP is a fraud\" width=\"400\" height=\"225\" \/><\/a>Under right-wing governments such as those of former <a href=\"https:\/\/bit.ly\/3pwGzPI\" target=\"_blank\" rel=\"noopener\">Governor Wilson Witzel<\/a> (PSC Party) and current <a href=\"https:\/\/bit.ly\/2XkgcQB\" target=\"_blank\" rel=\"noopener\">Governor Cl\u00e1udio Castro<\/a> (PSC Party) in Rio de Janeiro, or <a href=\"https:\/\/bit.ly\/354OHC6\" target=\"_blank\" rel=\"noopener\">President Jair Bolsonaro<\/a> (PL Party) at the national level, the undeniable relationship between political right and <a href=\"http:\/\/bit.ly\/2LQcYOw\" target=\"_blank\" rel=\"noopener\">necropolitics<\/a> has been made obvious. Witzel, for example, on campaign, said that <a href=\"http:\/\/bit.ly\/2L5s8PX\" target=\"_blank\" rel=\"noopener\">favelas should be bombed<\/a>. After being elected, he spent public money riding a helicopter and landing on the Rio-Niter\u00f3i Bridge just to <a href=\"https:\/\/bit.ly\/3LYUIky\" target=\"_blank\" rel=\"noopener\">commemorate with theatrical excitement the death of a person<\/a> who had hijacked a bus. After Witzel&#8217;s impeachment, under Castro&#8217;s government, the rhetoric of unrestricted support for the police and for human rights violations provoked the biggest police massacre in the history of Rio de Janeiro: the <a href=\"https:\/\/bit.ly\/3tuR07R\" target=\"_blank\" rel=\"noopener\">Jacarezinho massacre<\/a>, with 29 people murdered in the Jacarezinho favela last May. <a href=\"https:\/\/glo.bo\/3g8KD6y\" target=\"_blank\" rel=\"noopener\">Cl\u00e1udio Castro even went public<\/a> after the massacre to defend police action in <a href=\"https:\/\/bit.ly\/3rgNPRE\" target=\"_blank\" rel=\"noopener\">Jacarezinho<\/a>.<\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/_hXbMDV2uEs\" width=\"1030\" height=\"563\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>Under a <a href=\"https:\/\/bit.ly\/3sjUP2e\" target=\"_blank\" rel=\"noopener\">far-right<\/a> government, Jair Bolsonaro and his Minister of Justice, <a href=\"https:\/\/bit.ly\/3pdxe1i\" target=\"_blank\" rel=\"noopener\">S\u00e9rgio Moro<\/a>, proposed <a href=\"https:\/\/bit.ly\/3Ize4KM\" target=\"_blank\" rel=\"noopener\">immunity for crimes committed by police officers in action<\/a>, which would legalize all crimes by Brazilian police. In addition, like much of the contemporary Brazilian right-wing, <a href=\"https:\/\/bit.ly\/3pcMgV9\" target=\"_blank\" rel=\"noopener\">Bolsonaro promotes a belief that killing is the solution<\/a> to public security problems. The right believes these problems are favelas&#8217;, not of society as a whole. Still campaigning, in 2018, Bolsonaro said that, if elected, <a href=\"https:\/\/glo.bo\/2QPWLLo\" target=\"_blank\" rel=\"noopener\">he would have Rocinha machine-gunned<\/a>. He said this to an audience of businessmen during the electoral process. This rhetoric that criminalizes the favela and all this discourse of necropolitics have been central to the Brazilian conservative right in recent years.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Former-judge-and-Minister-ofJustice-Sergio-Moro-PODEMOS-PR-and-president-Jair-Bolsonaro-PL-RJ-proposed-a-set-of-anticrime-laws.-Photo-by-Marcos-Correa.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-69464\" title=\"Former judge and Minister of Justice, Sergio Moro (PODEMOS-PR) and president Jair Bolsonaro (PL-RJ) proposed a set of anticrime laws. Photo by Marcos Correa\" width=\"400\" height=\"266\" \/><\/a>In the eyes of the State, in the capitalist regime, whether in an administration of the Right or of the Left, the favela continues to be a repository of cheap labor to move the surplus value and profit machine of Capital. It is with residents of these territories that businessmen use the classic blackmail to keep wages low: \u201cIf you don&#8217;t want it, I&#8217;ll fire you and hire two people for half of your salary.\u201d<\/p>\n<p>Favelas were once important places for the formation of left-wing parties in Brazil. An example of this is <a href=\"https:\/\/bit.ly\/3ky9CCe\" target=\"_blank\" rel=\"noopener\">Jacarezinho<\/a>, that once housed offices of parties such as the <a href=\"https:\/\/bit.ly\/31TlG7Y\" target=\"_blank\" rel=\"noopener\">PT<\/a> and <a href=\"https:\/\/bit.ly\/31SQWUw\" target=\"_blank\" rel=\"noopener\">PDT<\/a>, but that nowadays suffers from the exodus of its militants, co-opted by academia, as claimed by <a href=\"https:\/\/bbc.in\/349OqKc\" target=\"_blank\" rel=\"noopener\">activist and longtime Jacarezinho resident, Rumba Gabriel<\/a>.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Abdias-do-Nascimento.Photo-from-IPEAFRO-archives.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-69478\" title=\"Abdias do Nascimento.Photo from IPEAFRO archives\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Abdias-do-Nascimento.Photo-from-IPEAFRO-archives.jpg\" alt=\"Abdias do Nascimento.Photo from IPEAFRO archives\" width=\"300\" height=\"409\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Abdias-do-Nascimento.Photo-from-IPEAFRO-archives.jpg 752w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Abdias-do-Nascimento.Photo-from-IPEAFRO-archives-455x620.jpg 455w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Abdias-do-Nascimento.Photo-from-IPEAFRO-archives-462x629.jpg 462w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>What we witness today is the occupation of the <a href=\"https:\/\/reut.rs\/33UMV6c\" target=\"_blank\" rel=\"noopener\">Right in the favelas via evangelical churches<\/a>, where liberalism and neo-pentecostalism came together as faith and political practice <a href=\"https:\/\/bit.ly\/3jGTKf0\" target=\"_blank\" rel=\"noopener\">in favor of the oppression of diversity<\/a>. Churches clearly have the function of being the <a href=\"https:\/\/bit.ly\/3IrdpLy\" target=\"_blank\" rel=\"noopener\">ideological basis of the Brazilian Right<\/a>, including establishing moral guidelines around <a href=\"https:\/\/bit.ly\/30ke5Rz\" target=\"_blank\" rel=\"noopener\">customs and practices of a personal nature<\/a> to each citizen, such as who you marry or what you do with your body, which in turn reinforces the dominant faith in these spaces.<\/p>\n<p>When the focus of transformation leaves the hands of the people and passes into the hands of spiritual beings, the tendency is to naturalize inequalities, criminalize differences, and impose beliefs that the solution comes from the heavens and that, for this reason, we need to mix the state structure with the ecclesiastical structure of certain groups. In this case, the economic and political debate of institutions and organizations shift to the background, since the focus becomes the will of a spiritual being, in which only some believe, but which all are obliged to follow. Thus, values \u200b\u200bsuch as participation, accountability, and propositive proposals on issues of public interest lose strength in favor of faith.<\/p>\n<h3>Conclusion: <em>Aquilombamento<\/em> Is the Way Out!<\/h3>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Andrelino-Campos-geographer-and-professor-at-Rio-de-Janeirot-State-University-UERJ.-He-is-the-author-of-the-thesis-that-all-favelas-are-urban-quilombos..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-69477 alignright\" title=\"Andrelino Campos geographer and professor at Rio de Janeirot State University (UERJ). He is the author of the thesis that all favelas are urban quilombos.\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Andrelino-Campos-geographer-and-professor-at-Rio-de-Janeirot-State-University-UERJ.-He-is-the-author-of-the-thesis-that-all-favelas-are-urban-quilombos..jpg\" alt=\"Andrelino Campos geographer and professor at Rio de Janeirot State University (UERJ). He is the author of the thesis that all favelas are urban quilombos.\" width=\"300\" height=\"449\" \/><\/a>This unfortunate crossroads is not new for our people, but <a href=\"https:\/\/bit.ly\/3vieGRn\" target=\"_blank\" rel=\"noopener\"><em>aquilombamento<\/em><\/a> presents itself as an efficient form of favela organization. <em>To aquilombar<\/em> means treating the favela as what it never ceased to be: a <em>quilombo<\/em>! The <em>quilombo<\/em> was the space where enslaved people resisted the system, and, fleeing the spaces of exploitation, got together and created ways of resistance in culture, music, spirituality, and material production. The most famous was <a href=\"http:\/\/bit.ly\/2zjb3ga\" target=\"_blank\" rel=\"noopener\">Palmares Quilombo<\/a> under the leadership of <a href=\"https:\/\/bit.ly\/35iPMWG\" target=\"_blank\" rel=\"noopener\">Zumbi<\/a>. In these <em>quilombos<\/em>, the protagonism was black, although indigenous and white people also found shelter there.<\/p>\n<p>Andrelino Campos <a href=\"https:\/\/bit.ly\/30RGrDv\" target=\"_blank\" rel=\"noopener\">in his<\/a> thesis\u00a0<em>Urban Planning and the \u201cInvisibility\u201d of Afro-Descendants: Ethnic-Racial Discrimination, State Intervention and Socio-Spatial Segregation in the City of Rio de Janeiro<\/em> shows how today&#8217;s favelas are yesterday&#8217;s <em>quilombos<\/em>. The aquilombamento strategy\u2014also brought up by <a href=\"http:\/\/bit.ly\/2u8nFUs\" target=\"_blank\" rel=\"noopener\">Abdias do Nascimento<\/a>, in <a href=\"https:\/\/amzn.to\/3HLvCCM\" target=\"_blank\" rel=\"noopener\">his book<\/a>\u00a0<em>O Quilombismo: Documentos de uma Milunidade Pan-Africanista<\/em>\u2014is necessary to build a different view of ourselves and understand that we are not a problem for society. On the contrary, <a href=\"https:\/\/bit.ly\/3FIYmL6\" target=\"_blank\" rel=\"noopener\">if favelas don&#8217;t move, the city as a whole grinds to a halt<\/a>. <em>To aquilombar <\/em>oneself is to recognize the diversity that exists in our places and make this a point in our favor. This strategy requires positioning. As the philosopher Kati\u00fascia Ribeiro once said:<\/p>\n<blockquote><p>\u201cNo one is half a people.\u201d<\/p><\/blockquote>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/02\/Zumbi-dos-Palmares-was-the-last-leader-of-Quilombo-dos-Palmares.-He-was-executed-by-the-Portuguese-crown-in-November-20-1695..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-69476\" title=\"Zumbi dos Palmares was the last leader of Quilombo dos Palmares. However, we will think collectively, very honestly and pragmatically: in order to create conditions for mobilization and social movement, for ensuring survival and fulfilling potentialities, is there more space for us, for the favela, on the Right or on the Left? This question is honest and must be pondered on a personal basis, but it must also be taken to the <em>quilombo<\/em> at all times, to be discussed collectively. We may not be able to ignore this polarization between Right and Left, but we need to deal with it strategically. All parties have their electoral programs and objectives to be achieved. <em>Let us also have our own<\/em> and, when dealing with these parties, let us be firm and strategic, pushing them to adhere to whatever is necessary for the emancipation and autonomy of our people. Let&#8217;s not be naive, our lives and the lives of ours depend on it!
