{"id":70045,"date":"2022-05-13T11:27:30","date_gmt":"2022-05-13T14:27:30","guid":{"rendered":"https:\/\/rioonwatch.org\/?p=70045"},"modified":"2023-09-27T17:59:52","modified_gmt":"2023-09-27T20:59:52","slug":"integrated-city-new-year-same-old-politics","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=70045","title":{"rendered":"&#8216;Integrated City?!&#8217; New Year, Same Old Politics"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/3GUCSvt\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" width=\"20\" height=\"20\" \/><\/em><\/strong><\/a><\/p>\n<p><em>This article is part of RioOnWatch\u2019s\u00a0<a href=\"http:\/\/bit.ly\/12mAD0p\" target=\"_blank\" rel=\"noopener noreferrer\">#VoicesFromSocialMedia<\/a>\u00a0seri<\/em><em>es, which compiles perspectives posted on social media by favela residents and activists about eve<\/em><em>nts and societal themes that arise.<\/em><\/p>\n<p>For the <a href=\"http:\/\/bit.ly\/2Mv09Nq\" target=\"_blank\" rel=\"noopener\">Jacarezinho<\/a> favela, in Rio de Janeiro&#8217;s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>, the start of 2022 did not feel like a new year. Once again, residents were faced with the flawed \u201cretaking of the territory\u201d narrative promoted <a href=\"https:\/\/bit.ly\/3AEsAhp\" target=\"_blank\" rel=\"noopener\">by Governor Cl\u00e1udio Castro<\/a>, the <a href=\"https:\/\/bit.ly\/3o0Zdk3\" target=\"_blank\" rel=\"noopener\">Civil Police<\/a> and the <a href=\"https:\/\/bit.ly\/34gUQu8\" target=\"_blank\" rel=\"noopener\">Military Police<\/a>. Eight months after the <a href=\"https:\/\/bit.ly\/3tuR07R\" target=\"_blank\" rel=\"noopener\">Jacarezinho Massacre<\/a>, which had taken place on May 6, 2021\u2014also <a href=\"https:\/\/glo.bo\/3g8KD6y\" target=\"_blank\" rel=\"noopener\">defended by the governor<\/a>\u2014the favela, still recovering and mourning its <a href=\"https:\/\/bit.ly\/37c9ZPq\" target=\"_blank\" rel=\"noopener\">28 deaths<\/a>, began witnessing a new cycle of terror on January 19, at 5am: the so-called <a href=\"https:\/\/bit.ly\/32WDi6m\" target=\"_blank\" rel=\"noopener\">Integrated City Program<\/a>. Once more, fear reached the alleys of Jacarezinho, embodied by covered faces and rifles in hands.<\/p>\n<p>After only three weeks of the program, reports of human rights violations were already abound. Once again, residents saw <a href=\"http:\/\/bit.ly\/2vfdmzz\" target=\"_blank\" rel=\"noopener\">old solutions being sold as new ones<\/a>. Once again, it is necessary to repeat that there is no integrated city without rights.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">O Governo do Estado inicia uma retomada de territ\u00f3rio na comunidade do Jacarezinho. Teams from the #COE, #CPP and battalions from the capital are taking action in the area.<\/p>\n<p>Caption on photo: Integrated Operation<br \/>\nState Secretary of Military Police<\/p><\/blockquote>\n<p>Integrated City Program occupations are taking place even while the <a href=\"https:\/\/bit.ly\/2BtISPV\" target=\"_blank\" rel=\"noopener\">ADPF of the Favelas<\/a> is in effect, a <a href=\"https:\/\/bit.ly\/3ebjVcF\" target=\"_blank\" rel=\"noopener\">Supreme Court ruling<\/a> which prohibits police operations during the pandemic except in extraordinary cases and which dictates that in such cases, they must always be carried out in coordination with the <a href=\"https:\/\/bit.ly\/3kzLNYu\" target=\"_blank\" rel=\"noopener\">Public Prosecutor&#8217;s Office<\/a>. With disregard for the\u00a0ruling, Integrated City was announced as a <a href=\"https:\/\/bit.ly\/3gl4FdD\" target=\"_blank\" rel=\"noopener\">permanent occupation<\/a> policy, not as an exception. Thus, a specter of illegality hangs over the program from its inception. In addition, the Integrated City Program has an extremely low level of trust among residents, a population jaded by the <a href=\"https:\/\/bit.ly\/36LE0Bh\" target=\"_blank\" rel=\"noopener\">politics of fatigue<\/a>.<\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/cSA7SxyiN4w\" width=\"670\" height=\"377\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Although the invasion began on January 19, the governor announced that he would only divulge the program&#8217;s details on January 22\u2014the fourth day of its operations. This caused distrust and left the impression <a href=\"https:\/\/bit.ly\/3s2lcIE\" target=\"_blank\" rel=\"noopener\">that the State was improvising its plans<\/a>, including from a budgetary perspective. These concerns were echoed <a href=\"https:\/\/glo.bo\/3IJXvM1\" target=\"_blank\" rel=\"noopener\">by the traditional media<\/a>, which promptly dubbed Castro\u2019s actions as the <a href=\"https:\/\/bit.ly\/3IKtnQO\" target=\"_blank\" rel=\"noopener\">New Pacifying Police Unit (UPP)<\/a> and <a href=\"https:\/\/bit.ly\/3u4KRTT\" target=\"_blank\" rel=\"noopener\">UPP 2.0<\/a>; these refer to a law enforcement program initiated in Rio in late 2008, which aimed to install police units in favelas to eventually pave the way for infrastructure and social programs but was criticized for ongoing police violence and glaring human rights violations, ultimately failing on the promise of delivering peace to communities. The <a href=\"https:\/\/bit.ly\/3IOXWEH\" target=\"_blank\" rel=\"noopener\">governor tried to differentiate the projects<\/a>, but this remained <a href=\"https:\/\/glo.bo\/3He3ng7\" target=\"_blank\" rel=\"noopener\">unconvincing<\/a>. It is the same old <a href=\"http:\/\/bit.ly\/1HASbb4\" target=\"_blank\" rel=\"noopener\">criminalization of poverty<\/a>, territories, and their residents.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Estamos no terceiro dia de estabiliza\u00e7\u00e3o do Jacarezinho. Os moradores de bem querem e apoiam a entrada do Estado, com servi\u00e7os e seguran\u00e7a.<\/p>\n<p>\u2014 Cl\u00e1udio Castro (@claudiocastroRJ) <a href=\"https:\/\/twitter.com\/claudiocastroRJ\/status\/1484993953258782726?ref_src=twsrc%5Etfw\">January 22, 2022<\/a><\/p><\/blockquote>\n<blockquote><p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>We are on the third day of Jacarezinho&#8217;s stabilization. Considering the damage that such an action can bring to trafficking, a reaction from criminals was expected, manipulating part of the population. The good residents want and support the entry of the State, with services and security. \u2014 Governor Cl\u00e1udio Castro<\/p><\/blockquote>\n<h3>The Official Narrative<\/h3>\n<p>According to the government, the Integrated City Program\u2014which in addition to entering Jacarezinho <a href=\"https:\/\/glo.bo\/34gfpHy\" target=\"_blank\" rel=\"noopener\">also occupied Muzema<\/a>, a community exploited by the <a href=\"http:\/\/bit.ly\/2X2y9AR\" target=\"_blank\" rel=\"noopener\">militia<\/a> in Rio&#8217;s West Zone\u2014was given an <a href=\"https:\/\/bit.ly\/3BiYPTL\" target=\"_blank\" rel=\"noopener\">initial investment of nearly R$500 million (US$107 million) in Jacarezinho focused on six axes<\/a>: social, infrastructure, transparency, economic, dialogue and governance, and security. <a href=\"https:\/\/bit.ly\/3G0vVIs\" target=\"_blank\" rel=\"noopener\">Some actions on these axes<\/a> were planned for the beginning of the program, such as: the <a href=\"https:\/\/bit.ly\/34r5L4S\" target=\"_blank\" rel=\"noopener\">the Women&#8217;s Advancement Program<\/a>, which is planned to provide resources and monetary incentives for 2,000 women-headed households from 16 to 30 years of age from Jacarezinho and <a href=\"http:\/\/bit.ly\/2cGpFdO\" target=\"_blank\" rel=\"noopener\">Muzema<\/a> such as classes and R$300 (~US$60) monthly allowance payments; the Living Well Program, which provides legal assistance in the social security area, digital inclusion, and physical and mental care for the elderly; and the distribution of vouchers to purchase gas cylinders from legal suppliers. Revitalization work on the Luiz Carlos da Vila School and the Youth Reference Center are also underway.<\/p>\n<p>Also promised was a new unit of Rio&#8217;s public technical schools\u2014known as <a href=\"http:\/\/bit.ly\/2uAXAuV\" target=\"_blank\" rel=\"noopener\">FAETEC<\/a>\u2014along with the renovation of the <a href=\"http:\/\/bit.ly\/2vx3KRX\" target=\"_blank\" rel=\"noopener\">Parque Manguinhos Library<\/a> and two public housing developments\u2014one on Avenida Dom H\u00e9lder C\u00e2mara and one on Conjunto dos Ex-Combatentes\u2014as well as the construction of 765 properties through the <a href=\"https:\/\/bit.ly\/3s2zn0s\" target=\"_blank\" rel=\"noopener\">Our Home Program<\/a>. Simultaneously, residents that live in irregular housing situations and without sanitation systems are being registered. Castro promises actions on the Jacar\u00e9 and Salgado Rivers: micro-drainage, cleaning, dredging, and debris removal. The project would include sanitation works even inside the homes of residents: \u201cThe goal is, by the end of the year, to not have a single home without a bathroom in Jacarezinho and Muzema,\u201d <a href=\"https:\/\/bit.ly\/3udXBaG\" target=\"_blank\" rel=\"noopener\">said the governor<\/a>.<\/p>\n<p>These <a href=\"https:\/\/bit.ly\/3o3v9Vd\" target=\"_blank\" rel=\"noopener\">works could lead to the removal of 800 families<\/a> living along Jacarezinho&#8217;s river banks, without any community discussions held, without a publicized project, and without a compensation and resettlement system for affected residents. These removal works are estimated to cost around R$47 million (~US$9.5 million) and will begin in the second half of 2022. According to <a href=\"https:\/\/bit.ly\/2Prrlvf\" target=\"_blank\" rel=\"noopener\">INEA<\/a> (Rio de Janeiro State Environmental Institute), the Program includes the canalization of the Salgado River and the upgrading of its surrounding areas with sidewalks, pavement, bicycle paths and leisure areas.<\/p>\n<p>The construction of new public facilities has also been planned: a hospital, local battalion of the Military Police, leisure areas, centers for citizens\u2019 assistance and a farmers&#8217; market. However, this will require the <a href=\"https:\/\/bit.ly\/3geMPsr\" target=\"_blank\" rel=\"noopener\">expropriation of the old General Electric factory in Jacarezinho<\/a>, valued at R$4.6 million (US$936,000).<\/p>\n<p>According to Castro, unlike the <a href=\"http:\/\/bit.ly\/31b2JeF\" target=\"_blank\" rel=\"noopener\">UPPs<\/a>, the Integrated City Program is not just a police occupation but rather <a href=\"https:\/\/bit.ly\/3IV8QZK\" target=\"_blank\" rel=\"noopener\">a joint work of social actions<\/a>. For researchers like Carlos Henrique Aguiar Serra, a political scientist and professor at the Fluminense Federal University (<a href=\"http:\/\/bit.ly\/2J7BN7l\" target=\"_blank\" rel=\"noopener\">UFF<\/a>), it is a <a href=\"http:\/\/bit.ly\/1BJBrYw\" target=\"_blank\" rel=\"noopener\">repackaging of the UPP<\/a>: \u201cThe Integrated City Program is hardly groundbreaking. It has huge similarities with other programs that no longer have the appeal they once had, such as the UPPs. It is pointless for the governor\u2019s rhetoric to say that it is not a pacification program, as if he wanted to differentiate himself from the UPPs. The state&#8217;s public security policy continues to be based on the <a href=\"https:\/\/bit.ly\/3yfWarx\" target=\"_blank\" rel=\"noopener\">militarization<\/a> of public security and the perspective of war and the enemy. And this dual perspective prevails.\u201d<\/p>\n<p>The installation of a video surveillance system with <a href=\"https:\/\/glo.bo\/3KVPLsn\" target=\"_blank\" rel=\"noopener\">22 facial recognition cameras<\/a> placed at key points within the favela was also announced. The cameras&#8217; features include: facial detection, license plate detection, ability to count people, and color image detection in low light environments. The monitoring center will be located in the <a href=\"https:\/\/bit.ly\/3fkBB4N\" target=\"_blank\" rel=\"noopener\">Cidade da Pol\u00edcia<\/a>, the city\u2019s center for police operations for specialized units, close to Jacarezinho.<\/p>\n<blockquote><p>\u201c&#8217;Integrated City&#8217; is a nice title, but in reality, it is a militarization of the city and there is nothing about it that is integrated. It&#8217;s extremely empty rhetoric\u2026 a tragedy that repeats itself in the daily lives of the lower classes.\u201d \u2014 Carlos Henrique Aguiar Serra<\/p><\/blockquote>\n<h3>The Dangers of Facial Recognition for Favelas<\/h3>\n<figure id=\"attachment_70054\" aria-describedby=\"caption-attachment-70054\" style=\"width: 670px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/04\/Reconhecimento-Facial-e-Racismo-Algoritmico-tem-que-ser-debatido.-Arte-por-Carla-Araujo-Comunicacao-Instituto-Identidades-do-Brasil.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-70054\" title=\"Facial recognition and algorithmic racism need to be discussed. Art: Carla Ara\u00fajo\/ Communication, Brazilian Institute of Identities.<\/figcaption><\/figure>\n<p>Previous attempts at implementing facial recognition in Brazil have not produced good results. As pointed out by <a href=\"https:\/\/bit.ly\/3sjj8MP\" target=\"_blank\" rel=\"noopener\">Pablo Nunes<\/a>, who has a PhD in political science and coordinates <a href=\"http:\/\/bit.ly\/2FYyZu1\" target=\"_blank\" rel=\"noopener\">CESeC<\/a>\u2019s <a href=\"https:\/\/bit.ly\/3oeVcqD\" target=\"_blank\" rel=\"noopener\">Panopticon\u2014Facial Recognition Monitor in Brazil<\/a>: \u201cIn the case of Rio de Janeiro&#8217;s pilot project, we didn&#8217;t find relevant impacts on crime metrics. On the contrary, virtually all major crime rates increased during the use of facial recognition technology in Copacabana. This shows that these cameras have little impact on reducing crime.\u201d<\/p>\n<p>The <a href=\"https:\/\/glo.bo\/3slhcmC\" target=\"_blank\" rel=\"noopener\">Copacabana pilot project<\/a> is not an isolated case of facial recognition technology&#8217;s ineffectiveness in Brazil. Nunes analyzes the effects resulting from this technology: \u201cIn the Brazilian context, we&#8217;ve had an advancement in facial recognition, especially starting in 2019, with <a href=\"https:\/\/bit.ly\/3Gt4Iyr\" target=\"_blank\" rel=\"noopener\">Bahia being the state where this technology has been operating<\/a> the longest time in the country. And since it&#8217;s been in operation the longest, it is also where the number of arrests is the highest: there are now <a href=\"https:\/\/bit.ly\/3gqQeEF\" target=\"_blank\" rel=\"noopener\">over 200 arrests<\/a> made using facial recognition. In light of these arrests, we started to catalog the cases and ended 2019 with 184 people arrested. In the cases where information was available, 90% of those arrested were black people imprisoned for nonviolent crimes, such as theft and traffic of small amounts of drugs.\u201d<\/p>\n<p>The prevalence of black prisoners exposes social oppression translated into <a href=\"https:\/\/bit.ly\/3IYXYKg\" target=\"_blank\" rel=\"noopener\">binary codes and algorithms<\/a>. <a href=\"https:\/\/bit.ly\/3AYIyD3\" target=\"_blank\" rel=\"noopener\">Facial recognition is not a neutral technology<\/a>. It has racial, social, and <a href=\"https:\/\/bit.ly\/3HvzcRV\" target=\"_blank\" rel=\"noopener\">gender<\/a> biases.<\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/bKwBzuCbbBk\" width=\"670\" height=\"377\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Nunes outlined some of these dangers for the <a href=\"https:\/\/bit.ly\/3H7wZLm\" target=\"_blank\" rel=\"noopener\">Brazilian context<\/a>:<\/p>\n<blockquote><p>\u201cThese cameras\u2026 we know how many problems they create, especially for the black population that is much more likely to be confused for one another by these cameras than white men are, who are the portion of the population that have better results in terms of recognition through algorithms. This has an important impact on people\u2019s lives in terms of human rights violations. Here, in Rio de Janeiro, on the second day of the [Copacabana] pilot project, in 2019, someone was wrongfully arrested when, in reality, the person they were looking for had already been arrested four years earlier. Thus, this reveals how much the institution itself is not prepared to deal with this technology.<\/p>\n<p>For favela residents, the State arrives in the form of a rifle and now also in the form of human rights violations through video monitoring. Imagine how much information will be produced by these cameras that record 24 hours a day. And what we don&#8217;t discuss is the right to privacy, to protect the personal data of black people living in favelas. It is seemingly positioned as a choice between two worlds: you either accept a public security policy that we&#8217;re imposing on you or you choose to protect your personal data. This choice should not exist in a democracy. Today, it is such militias that territorially control <a href=\"http:\/\/bit.ly\/2IuAJsm\" target=\"_blank\" rel=\"noopener\">most of the favelas and peripheries<\/a> in Rio and <a href=\"http:\/\/bit.ly\/2IqnU52\" target=\"_blank\" rel=\"noopener\">Greater Rio<\/a>. According to the <a href=\"https:\/\/bit.ly\/2IMdO1d\" target=\"_blank\" rel=\"noopener\">Rio de Janeiro Armed Groups Map<\/a>, militias already illegally occupy and exploit <a href=\"https:\/\/glo.bo\/35w77Zf\" target=\"_blank\" rel=\"noopener\">57% of the territory of the city of Rio<\/a>. However, historically, they <a href=\"https:\/\/bit.ly\/3gmcQpW\" target=\"_blank\" rel=\"noopener\">have not been a priority target<\/a> of police confrontation and occupation policies. The governor promised that with the legalization and titling of properties, <a href=\"https:\/\/bit.ly\/3gJ9EoD\" target=\"_blank\" rel=\"noopener\">in addition to credit lines worth R$30 million<\/a> (US$6.2 million) for residents, the local militia gang will lose a significant part of the economic power it derives from <a href=\"http:\/\/bit.ly\/2texHXe\" target=\"_blank\" rel=\"noopener\">real estate speculation in Muzema<\/a> and <a href=\"https:\/\/t.co\/3BlQBeGGBP\" target=\"_blank\" rel=\"noopener\">loan-sharking<\/a>. However, Serra concludes that these measures might end up benefiting the militia: \u201cIn Muzema, there is negotiation [between the government and the militia]. Recent government administrations have always colluded and there is basically a militianization of public security&#8230; It is pointless for the governor to announce that he&#8217;s going to grant titles to properties, because these actually belong to the militia. Source: BBC News Brazil.<\/figcaption><\/figure>\n<p>These militia gangs also work by <a href=\"https:\/\/glo.bo\/3LaJHvV\" target=\"_blank\" rel=\"noopener\">charging security fees<\/a> and controlling <a href=\"https:\/\/bit.ly\/3Guectt\" target=\"_blank\" rel=\"noopener\">telephone, cable TV, and Internet services<\/a>, including <a href=\"https:\/\/glo.bo\/3J51Vxb\" target=\"_blank\" rel=\"noopener\">hijacking antennas<\/a> from formal service providers, <a href=\"https:\/\/glo.bo\/3nYxQHr\" target=\"_blank\" rel=\"noopener\">cooking gas<\/a>, <a href=\"https:\/\/glo.bo\/3Gs8wA7\" target=\"_blank\" rel=\"noopener\">drug trafficking<\/a>, <a href=\"https:\/\/glo.bo\/34j1X5J\" target=\"_blank\" rel=\"noopener\">cigarette counterfeiting and smuggling<\/a>, <a href=\"https:\/\/glo.bo\/3J38K2f\" target=\"_blank\" rel=\"noopener\">slot machines<\/a>, <a href=\"https:\/\/bit.ly\/3gqrkoQ\" target=\"_blank\" rel=\"noopener\">illegal mining<\/a>, <a href=\"https:\/\/bit.ly\/3lJ6Toh\" target=\"_blank\" rel=\"noopener\">illegal sand extraction<\/a>, and <a href=\"https:\/\/glo.bo\/3sb5niQ\" target=\"_blank\" rel=\"noopener\">fuel theft<\/a>, among others. At the end of 2021, even a \u201c<a href=\"https:\/\/glo.bo\/3GrXye2\" target=\"_blank\" rel=\"noopener\">pig tax<\/a>\u201d began being charged in <a href=\"https:\/\/bit.ly\/2YqkOWu\" target=\"_blank\" rel=\"noopener\">Favela do Rola<\/a>, dominated by the militia: R$5 (~U$1) per week for each pig being bred.
