The webinar&#8217;s goal was to share the experiences of civil society organizations and social movements in their fight for <a href=\"http:\/\/energyjustice.rioonwatch.org\" target=\"_blank\" rel=\"noopener\">energy<\/a> and <a href=\"https:\/\/bit.ly\/31ZqXhm\" target=\"_blank\" rel=\"noopener\">climate justice<\/a> and for the <a href=\"http:\/\/bit.ly\/30HYtCJ\" target=\"_blank\" rel=\"noopener\">right to the city<\/a>, contributing to the <a href=\"https:\/\/bit.ly\/3zzgjtz\" target=\"_blank\" rel=\"noopener\">access to energy as a social right<\/a>.<\/p>\n<p>The event\u2019s mediator, Ana Sanchez, invited activists and technical experts to the debate. Presentations were made by Gisele Moura, environmental scientist and co-coordinator of Rio de Janeiro&#8217;s\u00a0<a href=\"https:\/\/bit.ly\/3nsyde6\" target=\"_blank\" rel=\"noopener\">Sustainable Favela Network<\/a>*; Carolina Mar\u00e7al dos Santos, activist and environmental manager at <a href=\"https:\/\/bit.ly\/3NAdf6X\" target=\"_blank\" rel=\"noopener\">Climainfo<\/a>; Marcelo Cavanha, coordinator of the Central \u00danica das Favelas (<a href=\"https:\/\/bit.ly\/2P9NbGs\" target=\"_blank\" rel=\"noopener\">CUFA<\/a>) in Jardim Ibirapuera; Gabriel Mantelli, lawyer and advisor at <a href=\"https:\/\/bit.ly\/2REBpoP\" target=\"_blank\" rel=\"noopener\">Conectas Human Rights<\/a>; and Clauber Leite, environmental engineer and coordinator for energy justice projects at the P\u00f3lis Institute.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/A-mediacao-do-evento-ficou-nas-maos-de-Ana-Sanchez-do-Instituto-Polis.-768x432-1.png\"><img decoding=\"async\" class=\"aligncenter wp-image-70615\" title=\"Ana Sanchez, from the P\u00f3lis Institute, mediated the event. \" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/A-mediacao-do-evento-ficou-nas-maos-de-Ana-Sanchez-do-Instituto-Polis.-768x432-1.png\" alt=\"\" width=\"670\" height=\"377\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/A-mediacao-do-evento-ficou-nas-maos-de-Ana-Sanchez-do-Instituto-Polis.-768x432-1.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/A-mediacao-do-evento-ficou-nas-maos-de-Ana-Sanchez-do-Instituto-Polis.-768x432-1-620x349.png 620w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/a><\/p>\n<p>Moura was the first to introduce herself, describing the production of a <a href=\"https:\/\/bit.ly\/EnergyJustFavelas\" target=\"_blank\" rel=\"noopener\">series of articles about energy justice<\/a> for <em>RioOnWatch<\/em> in 2021, which included 18 productions addressing <a href=\"https:\/\/bit.ly\/32aHwqF\" target=\"_blank\" rel=\"noopener\">environmental racism<\/a>, <a href=\"https:\/\/bit.ly\/3BybQbI\" target=\"_blank\" rel=\"noopener\">energy exclusion<\/a>, <a href=\"https:\/\/bit.ly\/3f6HLH7\" target=\"_blank\" rel=\"noopener\">the importance of social tariffs<\/a>, and <a href=\"https:\/\/bit.ly\/3yjD9Vc\" target=\"_blank\" rel=\"noopener\">various solutions arising from peripheral territories<\/a>, through <a href=\"https:\/\/bit.ly\/35WkxhI\" target=\"_blank\" rel=\"noopener\">reports<\/a>, <a href=\"https:\/\/bit.ly\/3xwhdFL\" target=\"_blank\" rel=\"noopener\">research<\/a> and <a href=\"https:\/\/bit.ly\/3azFQHj\" target=\"_blank\" rel=\"noopener\">analyses<\/a>, mostly produced by favela residents.<\/p>\n<p>\u201cThis series represented 23 territories, between the <a href=\"https:\/\/bit.ly\/3yQbI5N\" target=\"_blank\" rel=\"noopener\">favelas<\/a>, <a href=\"https:\/\/bit.ly\/3CA8eWN\" target=\"_blank\" rel=\"noopener\">quilombos<\/a>, and <a href=\"https:\/\/bit.ly\/3jZtK0K\" target=\"_blank\" rel=\"noopener\">peripheries<\/a> of Rio, and provided a space for dialogue that extended itself from the local to the global,\u201d said Moura.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Gisele-Moura-e-cientista-ambiental-coordenadora-da-Rede-Favela-Sustentavel-e-articuladora-da-Serie-Justica-Energetica-do-RioOnWatch-ambos-projetos-da-ComCat.-768x432-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-70617\" title=\"Coordinator of the Sustainable Favela Network and organizer of RioOnWatch's Energy Justice Series, both of them CatComm projects, Gisele Moura is an environmental scientist.\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Gisele-Moura-e-cientista-ambiental-coordenadora-da-Rede-Favela-Sustentavel-e-articuladora-da-Serie-Justica-Energetica-do-RioOnWatch-ambos-projetos-da-ComCat.-768x432-1.png\" alt=\"\" width=\"670\" height=\"377\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Gisele-Moura-e-cientista-ambiental-coordenadora-da-Rede-Favela-Sustentavel-e-articuladora-da-Serie-Justica-Energetica-do-RioOnWatch-ambos-projetos-da-ComCat.-768x432-1.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Gisele-Moura-e-cientista-ambiental-coordenadora-da-Rede-Favela-Sustentavel-e-articuladora-da-Serie-Justica-Energetica-do-RioOnWatch-ambos-projetos-da-ComCat.-768x432-1-620x349.png 620w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/a><\/p>\n<h3>Electricity, a Luxury Item<\/h3>\n<p>Carolina Mar\u00e7al dos Santos was next to speak representing the organization <a href=\"https:\/\/bit.ly\/3NAdf6X\" target=\"_blank\" rel=\"noopener\">Climainfo<\/a>. Santos was previously responsible for mobilization of the <a href=\"https:\/\/bit.ly\/3PpsFN2\" target=\"_blank\" rel=\"noopener\">Zero Deforestation<\/a> campaign, which delivered a bill to the <a href=\"https:\/\/bit.ly\/3nWZvbI\" target=\"_blank\" rel=\"noopener\">National Congress<\/a> in 2015 signed by over 1 million people.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Carolina-Marcal-dos-Santos-e-ativista-e-gestora-ambiental-do-Cimainfo.-768x432-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-70618\" title=\"Carolina Mar\u00e7al dos Santos is an activist and environtmental manager at Climainfo.\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Carolina-Marcal-dos-Santos-e-ativista-e-gestora-ambiental-do-Cimainfo.-768x432-1.png\" alt=\"\" width=\"670\" height=\"377\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Carolina-Marcal-dos-Santos-e-ativista-e-gestora-ambiental-do-Cimainfo.-768x432-1.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Carolina-Marcal-dos-Santos-e-ativista-e-gestora-ambiental-do-Cimainfo.-768x432-1-620x349.png 620w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/a><\/p>\n<p>Santos broke down the current reality of energy access in Brazil:<\/p>\n<blockquote><p>\u201cElectricity and gas take up more than half of the income of <a href=\"https:\/\/bit.ly\/3syqlZu\" target=\"_blank\" rel=\"noopener\">46% of Brazilians<\/a>. This was <a href=\"https:\/\/bit.ly\/3MpsOOw\" target=\"_blank\" rel=\"noopener\">a study<\/a> conducted last year by Ipec Intelig\u00eancia. And when we look at the energy bill alone, we see that <a href=\"https:\/\/bit.ly\/3FTaWZH\" target=\"_blank\" rel=\"noopener\">22% of Brazilians<\/a> are not consuming some food staple in order to pay the electric bill. So, energy has practically become a luxury item in Brazil.\u201d<\/p><\/blockquote>\n<p>To Marcelo Cavanha, coordinator of <a href=\"https:\/\/bit.ly\/3Ng35rC\" target=\"_blank\" rel=\"noopener\">CUFA Jardim Ibirapuera<\/a> in the city of S\u00e3o Paulo, democracy has never materialized in the periphery. According to him, the pandemic worsened historically difficult situations in favelas. \u201cBefore the pandemic, CUFA never did the things we&#8217;ve done in the past two years, like this process of distributing baskets of basic foodstuffs, and other items.\u201d Cavanha also believes that the right to the city is something that needs to be demanded from current political candidates since we are in an election period.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Marcelo-Cavanha-e-coordenador-da-Central-Unica-de-Favelas-CUFA-do-Jardim-Ibirapuera.-768x432-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-70619\" title=\"Marcelo Cavanha coordinates the Central \u00danica de Favelas (CUFA) in Jardim Ibirapuera\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Marcelo-Cavanha-e-coordenador-da-Central-Unica-de-Favelas-CUFA-do-Jardim-Ibirapuera.-768x432-1.png\" alt=\"\" width=\"670\" height=\"377\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Marcelo-Cavanha-e-coordenador-da-Central-Unica-de-Favelas-CUFA-do-Jardim-Ibirapuera.-768x432-1.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Marcelo-Cavanha-e-coordenador-da-Central-Unica-de-Favelas-CUFA-do-Jardim-Ibirapuera.-768x432-1-620x349.png 620w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/a><\/p>\n<h3>Race, Climate, and Energy<\/h3>\n<p>There is no thinking about energy justice without considering the agendas of racial and climate justice. We need an agenda that explicitly confronts climate and environmental racism. Lawyer Gabriel Mantelli, a member of the organization <a href=\"https:\/\/bit.ly\/2REBpoP\" target=\"_blank\" rel=\"noopener\">Conectas<\/a> discussed this approach. To Mantelli, thinking about access to energy is understanding who consumes <a href=\"http:\/\/bit.ly\/3gBLUlt\" target=\"_blank\" rel=\"noopener\">the most energy and who lacks access to it<\/a>. Generally, this is divided by race and social group.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Gabriel-Mantelli-e-advogado-e-assessor-da-Conectas-Direitos-Humanos.-768x432-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-70620\" title=\"Lawyer Gabriel Mantelli is a member of Conectas. \" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Gabriel-Mantelli-e-advogado-e-assessor-da-Conectas-Direitos-Humanos.-768x432-1.png\" alt=\"\" width=\"670\" height=\"377\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Gabriel-Mantelli-e-advogado-e-assessor-da-Conectas-Direitos-Humanos.-768x432-1.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Gabriel-Mantelli-e-advogado-e-assessor-da-Conectas-Direitos-Humanos.-768x432-1-620x349.png 620w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/a><\/p>\n<p>Mantelli criticized the government\u2019s stance, which has recently been adopting energy policies that <a href=\"https:\/\/bit.ly\/3sNCs5F\" target=\"_blank\" rel=\"noopener\">violate climate agreements<\/a>, prioritizing production models that are <a href=\"https:\/\/bit.ly\/3wBPKmV\" target=\"_blank\" rel=\"noopener\">harmful to the environment<\/a>. \u201cIf on the one hand, community initiatives have done vital and necessary work advancing the discussion on how to guarantee local access to energy, on the other hand, as much as Brazil has considered itself a great exponent of clean energy production, recently the federal government has not acted in the way we&#8217;d hoped it would,\u201d said Mantelli.<\/p>\n<p>The activist also pointed out that the current government has invested in carbon-intensive projects, that is, projects that ignore the impact caused by climate change. This violates human rights and disregards the people who will be most affected by extreme events resulting from climate change.<\/p>\n<p>The roundtable discussion finished with environmental engineer Clauber Leite, who coordinates the P\u00f3lis Institute\u2019s energy justice project. Leite opened with a thought-provoking question: \u201cEnergy for whom?\u201d He said that the lower the person&#8217;s income, the lower their energy consumption. \u201cPeople who earn more than 20 minimum monthly wages consume ~2,200 kilowatts per hour, while those who earn between one to two minimum monthly wages tend not to exceed 500 kilowatts per hour,\u201d said Leite.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Glauber-Leite-engenheiro-ambiental-e-coordenador-do-projeto-de-justica-energetica-do-Instituto-Polis-pergunta-Energia-para-Quem.-768x432-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-70621\" title=\"Environmental engineer Clauber Leite, who coordinates the P\u00f3lis Institute\u2019s energy justice project, asks: &quot;energy for whom?&quot;\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Glauber-Leite-engenheiro-ambiental-e-coordenador-do-projeto-de-justica-energetica-do-Instituto-Polis-pergunta-Energia-para-Quem.-768x432-1.png\" alt=\"\" width=\"670\" height=\"377\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Glauber-Leite-engenheiro-ambiental-e-coordenador-do-projeto-de-justica-energetica-do-Instituto-Polis-pergunta-Energia-para-Quem.-768x432-1.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/06\/Glauber-Leite-engenheiro-ambiental-e-coordenador-do-projeto-de-justica-energetica-do-Instituto-Polis-pergunta-Energia-para-Quem.-768x432-1-620x349.png 620w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/a><\/p>\n<p>Leite pointed out that climate change is more present in our day-to-day lives than we imagine mainly because of the poor choices that public authorities have made regarding energy. \u201cThese <a href=\"https:\/\/bit.ly\/37YKotD\" target=\"_blank\" rel=\"noopener\">wrong choices<\/a> include the use of thermoelectric plants, nuclear energy and incinerators. Energy policy decisions are made by bureaucrats who <a href=\"https:\/\/bit.ly\/3gBLUlt\" target=\"_blank\" rel=\"noopener\">have never had to choose between paying for electricity or buying food<\/a>.
