The report will be launched during a press conference on Thursday, September 22, at 2pm (UTC-3) via Zoom. Sign up <a href=\"https:\/\/bit.ly\/ColetivaJusticaAguaELuz\" rel=\"noopener\">here<\/a> for the live online event.<\/p>\n<p><span style=\"font-weight: 400;\">During the 6-month intensive course, 45 students from 15 favelas conducted interviews with 1,156 families (4,164 people), producing a study that reveals the challenges of access, quality and efficiency of <a href=\"http:\/\/bit.ly\/1VGtnXu\" target=\"_blank\" rel=\"noopener\">water<\/a> and electricity in their communities across five municipalities of the <a href=\"http:\/\/bit.ly\/2IqnU52\" target=\"_blank\" rel=\"noopener\">Greater Rio de Janeiro<\/a> region. The dedication of these students, who had to overcome many obstacles including a period of <a href=\"https:\/\/bit.ly\/3lTVzHp\" target=\"_blank\" rel=\"noopener\">intense police operations<\/a> in their communities, was crucial <\/span><span style=\"font-weight: 400;\">in order for the research to reach so many families.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amid so much relevant data, the fact that 59.6% of families interviewed meet eligibility requirements for social benefits through the federal government\u2019s Unified Registry (Cadastro \u00danico, or <a href=\"https:\/\/bit.ly\/3QSRqQV\" target=\"_blank\" rel=\"noopener\">Cad\u00danico<\/a>) program is particularly striking. Cad\u00danico is an important data and information collection tool, which aims to identify all of Brazil&#8217;s low-income families for inclusion in social and income redistribution programs. Yet, almost half (48.8%) of those who meet the requirements are not registered.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regarding access to water, 42.5% of interviewees revealed that they struggled to <a href=\"https:\/\/bit.ly\/2UOjN82\" target=\"_blank\" rel=\"noopener\">meet basic hygiene needs<\/a> during the pandemic due to water scarcity. In addition, almost half (48.2%) rely on pumps for water access, which generate additional costs to their already <a href=\"https:\/\/bit.ly\/3f6HLH7\" target=\"_blank\" rel=\"noopener\">exorbitant electric bills<\/a>. Another notable concern was flooding\u2014affecting over half (51.5%) of interviewees. Over 80% said <a href=\"https:\/\/bit.ly\/3NrWfzo\" target=\"_blank\" rel=\"noopener\">floods have worsened<\/a> over the past two years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As for data collected on the strain on household budgets generated by electric bills, 56.8% revealed that they live in moderate to severe <a href=\"https:\/\/bit.ly\/3Sme3OP\" target=\"_blank\" rel=\"noopener\">energy poverty<\/a>. The response given by almost 70% of interviewees<\/span>\u2014<span style=\"font-weight: 400;\">that food is where they would spend their savings if their electric bills were reduced<\/span>\u2014<span style=\"font-weight: 400;\">was equally concerning. Once again, this exposes the grim <a href=\"https:\/\/bit.ly\/3zH9mrk\" target=\"_blank\" rel=\"noopener\">food insecurity crisis<\/a> being faced by the population. With reference to blackouts, it was found that 32.2% of respondents have <a href=\"https:\/\/bit.ly\/3yQbI5N\" target=\"_blank\" rel=\"noopener\">suffered from power outages<\/a> in the last three months, and that for 43.4%, it typically takes over six hours for the power to return. Photo taken by course participant Ivone Rocha, from Rio das Pedras.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">\u201cThe lack of data on favelas is reflected in the absence of structural public policies and in the importance of producing data on the reality of favelas by residents themselves.\u201d \u2014 Alan Brum, Roots in Movement Institute (Complexo do Alem\u00e3o)<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/3g91ghM\" target=\"_blank\" rel=\"noopener\">This reality was highlighted<\/a> during the Covid-19 pandemic, revealing the existential importance of favelas collecting data about their own realities. Despite being widely reported and known for their negative impact on Covid-19 prevention, the innumerable problems in access, quality and efficiency of water and electricity in favelas were never treated as a priority by public agencies. It was in the scope of discussing these topics and their impact on resident lives that members of the <a href=\"http:\/\/www.favela.info\/\" target=\"_blank\" rel=\"noopener\">Covid-19 in Favelas Unified Dashboard<\/a> had the idea to create a research course on water and electricity in favelas, which have year after year been leaving these regions increasingly vulnerable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The course was created to demystify the process of collecting and understanding data, ensure community control over data, and produce<\/span><span style=\"font-weight: 400;\"> advocacy proposals. To accomplish this, 30 favela youth and 15 leaders were selected from 15 favelas across Greater Rio. From the city of <\/span><span style=\"font-weight: 400;\">Rio de Janeiro, the participating favelas were: <a href=\"http:\/\/bit.ly\/1wwjhWi\" target=\"_blank\" rel=\"noopener\">City of God<\/a>, <a href=\"http:\/\/bit.ly\/1YFlK17\" target=\"_blank\" rel=\"noopener\">Complexo da Pedreira<\/a>, Itacolomi, <a href=\"http:\/\/bit.ly\/2Mv09Nq\" target=\"_blank\" rel=\"noopener\">Jacarezinho<\/a>, <a href=\"http:\/\/bit.ly\/2XUoe4I\" target=\"_blank\" rel=\"noopener\">Morro dos Macacos<\/a>, <a href=\"http:\/\/bit.ly\/1lU6eQ0\" target=\"_blank\" rel=\"noopener\">Pav\u00e3o\/Pav\u00e3ozinho<\/a>\/<a href=\"http:\/\/bit.ly\/2SpKdvj\" target=\"_blank\" rel=\"noopener\">Cantagalo<\/a>, <a href=\"http:\/\/bit.ly\/2JpV3OV\" target=\"_blank\" rel=\"noopener\">Provid\u00eancia<\/a>, <a href=\"http:\/\/bit.ly\/2ZKEORG\" target=\"_blank\" rel=\"noopener\">Rio das Pedras<\/a>, and <a href=\"http:\/\/bit.ly\/2msKFwE\" target=\"_blank\" rel=\"noopener\">Vila Cruzeiro<\/a>; and from the Baixada Fluminense region: Cor\u00e9ia (<a href=\"http:\/\/bit.ly\/2Xl0W7S\" target=\"_blank\" rel=\"noopener\">Mesquita<\/a>), Cosmorama (Mesquita), Dique da Vila Alzira (<a href=\"http:\/\/bit.ly\/2Zrt2vo\" target=\"_blank\" rel=\"noopener\">Duque de Caxias<\/a>) Edem (<a href=\"http:\/\/bit.ly\/2MmB6up\" target=\"_blank\" rel=\"noopener\">S\u00e3o Jo\u00e3o de Meriti<\/a>), Engenho (<a href=\"https:\/\/bit.ly\/3cQ1FBL\" target=\"_blank\" rel=\"noopener\">Itagua\u00ed<\/a>), and Jacutinga (Mesquita). The course will conclude with a <a href=\"https:\/\/bit.ly\/ColetivaJusticaAguaELuz\" target=\"_blank\" rel=\"noopener\">press conference<\/a>, where students will present the data and initiate discussions about them.<\/span><\/p>\n<h3>An Urgent Call On Behalf of the Water and Energy Situation in Favelas<\/h3>\n<p><span style=\"font-weight: 400;\">Blackouts, floods, loose electrical wires, water that is unsafe for consumption and low-quality services that do not justify the exorbitant bills charged are <a href=\"https:\/\/bit.ly\/3O93k8B\" target=\"_blank\" rel=\"noopener\">all a constant reality in favelas<\/a>. As a consequence, electrical appliances are lost, houses destroyed, accidents caused, infections caught and money lost, generating a situation that is untenable for many residents. In many cases, when there is a water shortage or power cut, there is a problem with the other utility. And vice-versa. There is a direct relationship between the two.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cElectricity and water are intrinsically dependent on each other. Especially in Brazil and especially in low-income communities.\u201d \u2014 Amanda O\u2019Hara (Climate and Society Institute)<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">In 2021, the interdependence between water and electricity became a glaring issue in Brazil due to the increase in bills as a result of the <a href=\"https:\/\/bit.ly\/3H6gfEx\" target=\"_blank\" rel=\"noopener\">national water crisis<\/a>. With low rainfall, dams emptied, reducing the capacity of hydroelectric plants to generate electricity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The same happens with water resources: they depend on electricity, since energy is required to pump water to consumers, frequently resulting in a lack of water for thousands of households. For those who live on top of hills, as in many favelas, the situation is even worse as even more energy is necessary to pump water to household taps and showers.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cIf I use a pump to bring in water, I need to have electricity to have water. It ends up getting quite complicated. The problem is interlinked.\u201d \u2014 Dom\u00eanica Ferreira (Morro dos Macacos)<\/span><\/p><\/blockquote>\n<h3>Experiences of Students<\/h3>\n<p><span style=\"font-weight: 400;\">From the topics chosen and widely discussed in the first modules of the course, the research questionnaire was <a href=\"https:\/\/bit.ly\/2WyYfyp\" target=\"_blank\" rel=\"noopener\">co-created by the students and community organizations<\/a> taking the course, to ensure that the questions posed actually reflected issues relevant to the territories being studied.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe course represents an impact. It helped me bring about changes in some young people from my territory. I want to take this [knowledge and experience] into my [daily] life to find a solution. In addition to the results, policy proposals will be shared based on the data gathered.
