Photo: Felipe Migliani<\/figcaption><\/figure>\n<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/3xuJgrd\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" width=\"20\" height=\"20\" \/><\/em><\/strong><\/a><\/p>\n<p><em>This is the second in a <a href=\"http:\/\/bit.ly\/3TWedwO\" target=\"_blank\" rel=\"noopener\">series<\/a> of four articles about the \u201c<a href=\"http:\/\/bit.ly\/3TWedwO\" target=\"_blank\" rel=\"noopener\">Degradation of the Pantanal Carioca<\/a>,\u201d as Rio de Janeiro\u2019s West Zone wetlands were once known.\u00a0<\/em><\/p>\n<p><span style=\"font-weight: 400;\">On <a href=\"http:\/\/glo.bo\/3A7ylFM\" target=\"_blank\" rel=\"noopener\">June 21<\/a>, helicopter images captured the <a href=\"http:\/\/bit.ly\/3AJ5IP6\" target=\"_blank\" rel=\"noopener\">water hyacinth<\/a> proliferation in the <a href=\"https:\/\/bit.ly\/3PTctTp\" target=\"_blank\" rel=\"noopener\">Chico Mendes Park<\/a> in <a href=\"https:\/\/bit.ly\/2ZQ0tet\" target=\"_blank\" rel=\"noopener\">Recreio dos Bandeirantes<\/a>, in Rio de Janeiro\u2019s West Zone. The vegetation had taken up almost 50% of the water surface of the small lagoon <a href=\"https:\/\/bit.ly\/3cIvFVN\" target=\"_blank\" rel=\"noopener\">Lagoinha das Taxas<\/a>. This process has increasingly compromised drainage and encouraged flooding in the region, as well as contributing to mosquito outbreaks. The massive water hyacinth blooms are a consequence of <a href=\"https:\/\/bit.ly\/3MXiEWu\" target=\"_blank\" rel=\"noopener\">eutrophication<\/a>\u2014a pollution process where rivers and lakes acquire a cloudy color and extremely low oxygen levels. This causes the death of numerous animal and plant species and greatly impacts water ecosystems. The presence of cyanobacteria toxins in the region\u2019s lakes has been <a href=\"https:\/\/bit.ly\/3bIzjyN\" target=\"_blank\" rel=\"noopener\">noted<\/a> by researchers since the 1980s.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cyanobacteria toxins are <a href=\"https:\/\/bit.ly\/3TO6DVp\" target=\"_blank\" rel=\"noopener\">harmful to animals<\/a> and can cause <a href=\"https:\/\/bit.ly\/3F8pKW2\" target=\"_blank\" rel=\"noopener\">intoxication in humans<\/a>. Since the system of lagoons around this area of Rio de Janeiro, called <a href=\"http:\/\/bit.ly\/1jfeZUX\" target=\"_blank\" rel=\"noopener\">Jacarepagu\u00e1<\/a>, is linked to the sea, the presence of toxic cyanobacteria can result in public health problems along the coastal region\u2019s recreational beaches, such as <a href=\"https:\/\/bit.ly\/3DmFMKJ\" target=\"_blank\" rel=\"noopener\">Quebra-Mar<\/a>. As a result, in early 2007, fishing and the sale of fish from the Jacarepagu\u00e1 lagoons <a href=\"http:\/\/glo.bo\/3SFQdP6\" target=\"_blank\" rel=\"noopener\">was banned<\/a>. At the time, analyses of fish revealed contamination, while the fishermen\u2014generally from communities bordering the lagoon system\u2014received a minimum wage to help sustain their families.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For S\u00e9rgio Ricardo\u2014ecologist, environmental manager and member of the <a href=\"https:\/\/bit.ly\/3DxyLFD\" target=\"_blank\" rel=\"noopener\">Living Bay Movement<\/a>\u2014the lack of public housing policy is linked to the lack of <a href=\"http:\/\/bit.ly\/1upL4KU\" target=\"_blank\" rel=\"noopener\">basic sanitation<\/a>. And the biggest consequence of this <a href=\"https:\/\/bit.ly\/2ORC5WL\" target=\"_blank\" rel=\"noopener\">state neglect<\/a> and the heavy influence of <a href=\"http:\/\/glo.bo\/3zaaHqs\" target=\"_blank\" rel=\"noopener\">real estate development<\/a> in the region is pollution of its bodies of water.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThere is no sanitation! All of the region\u2019s rivers and bodies of water, just like those in the <a href=\"http:\/\/bit.ly\/1eW26wq\" target=\"_blank\" rel=\"noopener\">Baixada Fluminense<\/a>, Rio proper and the <a href=\"http:\/\/bit.ly\/1eW26wq\" target=\"_blank\" rel=\"noopener\">East Metropolitan Region<\/a>, have turned into ditches; a civilizational tragedy. Which is a shame, because we are losing out on tourism, on leisure. The lack of sanitation increases the cost of public health services through the spread of waterborne diseases. From an outsider&#8217;s point of view, the stupidity of this lagoon contamination is ugly. For those on the inside, it&#8217;s even worse. Hundreds of sofas, tires, cars and untreated sewage from the past. A large sanitation works project began construction in the 1990s, a station was built in Barra and such, but the whole issue is that investment in sanitation isn&#8217;t kept up. Since the 1970s, when the country&#8217;s metropolitan regions grew, we did not create a housing policy, and without housing policy there will be no sanitation. One is closely linked to the other.\u201d \u2014 S\u00e9rgio Ricardo, Living Bay Movement<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">In <a href=\"https:\/\/bit.ly\/3A7Bllw\" target=\"_blank\" rel=\"noopener\">September 2021<\/a>, the third <\/span><i><span style=\"font-weight: 400;\">barqueata<\/span><\/i><span style=\"font-weight: 400;\"> calling for environmental sanitation of the Jacarepagu\u00e1 lagoons was held\u2014a nautical protest demanding a clean-up of the lagoons in the complex. Participants included fishermen from the <a href=\"http:\/\/bit.ly\/2oRQWmM\" target=\"_blank\" rel=\"noopener\">Anil Channel<\/a> and the favela of <a href=\"http:\/\/bit.ly\/2ZKEORG\" target=\"_blank\" rel=\"noopener\">Rio das Pedras<\/a>, as well as the Living Bay Movement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Outraged by the six tons of dead fish found on the region\u2019s beaches, the fishermen held another protest in <a href=\"https:\/\/bit.ly\/3vRqZUn\" target=\"_blank\" rel=\"noopener\">March 2022<\/a>, six months later<\/span><span style=\"font-weight: 400;\">. He compares how many kilograms he used to fish daily from the lagoon system in the 1970s and 1980s, with how many he fishes now.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cWe ended up \u2018making a tide\u2019 to fish a yield of 600kg per boat per day, every little<\/span><span style=\"font-weight: 400;\"> kayak. I, myself, with two boats, frequently brought in 1,200kg. Today you go to one of these lagoons and can\u2019t fish anything, because of the pollution\u2026 from 1976 to 1989, roughly, it was still providing good stocks. In other words, over time these things have become much more difficult\u2026 if (the fisherman) goes fishing today, he brings in 50kg, 30kg. This means he can barely survive. Understand?\u201d\u2014 Francisco Alberto dos Santos, Anil Channel Fishermen Association<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">In May 2022, a <a href=\"https:\/\/bit.ly\/3SiK0Zu\" target=\"_blank\" rel=\"noopener\">public hearing<\/a> was held in <a href=\"https:\/\/bit.ly\/3d1RgZD\" target=\"_blank\" rel=\"noopener\">Barra da Tijuca\u2019s People&#8217;s Chamber<\/a> to discuss the remediation of the Jacarepagu\u00e1 lagoon system. State Deputies that take part in the <a href=\"https:\/\/bit.ly\/3zacoUC\" target=\"_blank\" rel=\"noopener\">Environmental Defense Commission<\/a> and <a href=\"https:\/\/bit.ly\/3b3X9Vh\" target=\"_blank\" rel=\"noopener\">Environmental Sanitation Commission<\/a> within the Rio de Janeiro State Legislative Assembly (<a href=\"http:\/\/bit.ly\/2ZgF5j2\" target=\"_blank\" rel=\"noopener\">ALERJ<\/a>), representatives from the State Environmental Institute (<a href=\"https:\/\/bit.ly\/2Prrlvf\" target=\"_blank\" rel=\"noopener\">INEA<\/a>), municipal water entity <a href=\"https:\/\/bit.ly\/2CS1tWf\" target=\"_blank\" rel=\"noopener\">Rio \u00c1guas<\/a> and the <a href=\"https:\/\/bit.ly\/3kzLNYu\" target=\"_blank\" rel=\"noopener\">Public Prosecutors&#8217; Office<\/a> held debates regarding the millions of liters of untreated sewage disposed from the Recreio dos Bandeirantes, <a href=\"http:\/\/bit.ly\/29RurDZ\" target=\"_blank\" rel=\"noopener\">Vargem Grande<\/a> and <a href=\"https:\/\/bit.ly\/39p2wus\" target=\"_blank\" rel=\"noopener\">Vargem Pequena<\/a> neighborhoods into the region\u2019s lagoons.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In an <a href=\"https:\/\/bit.ly\/3PHuDIo\" target=\"_blank\" rel=\"noopener\">interview<\/a> for the program <\/span><i><span style=\"font-weight: 400;\">Balan\u00e7o Geral<\/span><\/i><span style=\"font-weight: 400;\">, on <\/span><i><span style=\"font-weight: 400;\">TV Record<\/span><\/i><span style=\"font-weight: 400;\">, Prosecutor Jos\u00e9 Alexandre Maximino said there are at least 400 illicit sewage disposal points in the drainage network.<\/span><\/p>\n<p><iframe src=\"https:\/\/player.r7.com\/video\/i\/6273faabca9084f18d001489\" width=\"1030\" height=\"563\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span>data-mce-type=&#8221;bookmark&#8221; style=&#8221;display: inline-block; width: 0px; overflow: hidden; line-height: 0;&#8221; class=&#8221;mce_SELRES_start&#8221;&gt;\ufeff<\/iframe><\/p>\n<p>Adacto Ottoni\u2014PhD in Public Health and professor at the Rio de Janeiro State University\u2019s Sanitation and Environmental Engineering Department (DESMA\/FEN\/UERJ)\u2014explains that pollution degrades water quality and causes <a href=\"http:\/\/bit.ly\/3UmTV0p\" target=\"_blank\" rel=\"noopener\">silting in the lagoons and rivers<\/a>, in turn causing floods and inundations in rainy periods:<\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cAs well as degrading the water quality, pollution causes silting in the lagoons and rivers. And then what happens in rainy seasons?! I say this every year, places receiving rainfall are screwed, because the water has no way of draining, everywhere is silted. The problem is very severe and has a solution. What is missing is political will and accountability from our public agencies, from our mayors and governors, to enable a solution to the problem.\u201d<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/10\/Grafico-IQA-Medio-20122021-Inea..jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-72506\" title=\"Chart classifying the average water quality index of the Jacarepagu\u00e1 Lagoon System's Basin between 2012 and 2021. The one classified as \u2018average\u2019 has suitable water for conventional treatment, while the bad and and very bad do not, requiring more advanced treatment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In their latest report, INEA and SEAS also <a href=\"https:\/\/bit.ly\/3JJMR9R\" target=\"_blank\" rel=\"noopener\">classified<\/a> the system\u2019s four lagoons as &#8216;terrible&#8217;, and a risk to bathers. They are in a state of \u2018alert\u2019 and \u2018attention\u2019 with regard to aquatic fauna. According to sampling results, the <a href=\"https:\/\/bit.ly\/3gILduE\" target=\"_blank\" rel=\"noopener\">Tijuca<\/a> and <a href=\"https:\/\/bit.ly\/3yVIxiU\" target=\"_blank\" rel=\"noopener\">Camorim<\/a>\u00a0lagoons are more polluted than the <a href=\"https:\/\/bit.ly\/3Ba62r4\" target=\"_blank\" rel=\"noopener\">Marapendi<\/a> and <a href=\"http:\/\/bit.ly\/2ujU7Rs\" target=\"_blank\" rel=\"noopener\">Jacarepagu\u00e1<\/a> lagoons.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/10\/GRAPH-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-72511\" title=\"Chart showing an evaluation of the average annual water quality index in RH V Guanabara Bay, in the Jacarepagu\u00e1 Lagoon System Basin. There is also a lack of regulation in the systemization and sharing of information about water quality in the lagoon complex. Up to the writing of this article, the last data collection was in October 2021. Adacto Ottoni questions the regularity of monitoring collections by the INEA in the Jacarepagu\u00e1 Lagoon Complex.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cFor those of us that work with the environment, monitoring equates to medical examinations requested by a doctor for their patient. A river is a living organism and to understand its health, you need to monitor it. Unfortunately, does monitoring exist? Yes, but is there a guarantee that INEA collects the samples at low tide? I do not have this guarantee. Sampling in higher tides has no sanitary significance, as the sea water enters and dilutes the sewage, causing a lower result.\u201d<\/span><\/p><\/blockquote>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2022\/10\/AAAA.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-72517 size-full\" title=\"Jacarepagu\u00e1 Lagoons, Report #4, October 2021, about the quality of the lagoon system. The institute also said it monitors the effluents through the consumer protection <a href=\"https:\/\/bit.ly\/3PUHkPI\" target=\"_blank\" rel=\"noopener\">Procon \u00c1gua program<\/a> and checks deforestation alerts issued by the <a href=\"https:\/\/bit.ly\/3PE0qJY\" target=\"_blank\" rel=\"noopener\">Olho Verde program<\/a> that monitors deforestation of the <a href=\"http:\/\/bit.ly\/2AUaXOm\" target=\"_blank\" rel=\"noopener\">Atlantic Forest<\/a>\u00a0in Rio via satellites.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regarding urban planning concerns, Rio&#8217;s Urban Planning Municipal Secretariat (<a href=\"https:\/\/bit.ly\/3OBLPNK\" target=\"_blank\" rel=\"noopener\">SMPU<\/a>), via the Macroplanning Administration, said that housing objectives, guidelines and actions are established by the city&#8217;s <a href=\"https:\/\/bit.ly\/3BTXe8X\" target=\"_blank\" rel=\"noopener\">Sustainable Urban Development Master Plan<\/a>. It addresses urban and environmental policies of the locality, imposing the revision of the <a href=\"https:\/\/bit.ly\/3osNHxY\" target=\"_blank\" rel=\"noopener\">Rio de Janeiro Master Plan<\/a>.
