Participating in the transition were indigenous intellectuals, <em>quilombolas<\/em>, Afro-Brazilian men and women, residents from favelas and peripheries, and representatives from civil society and social movements. With this the president-elect began giving a new face to the Esplanade of Ministries in the federal capital of Bras\u00edlia\u2014even though the typical picture of power in Brazil continues to be white and patriarchal.<\/h4>\n<p><a href=\"http:\/\/bit.ly\/2YCesVu\" target=\"_blank\" rel=\"noopener\">Luiz In\u00e1cio Lula da Silva<\/a> was elected with the support of a vast democratic front formed of left-wing, progressive, center, and right-wing parties, but also a strong affiliation by social movements and indigenous minorities, <em>quilombolas<\/em>, <a href=\"http:\/\/bit.ly\/1PB75xL\" target=\"_blank\" rel=\"noopener\">LGBTQIAP+<\/a>, <a href=\"https:\/\/bit.ly\/3t0c48w\" target=\"_blank\" rel=\"noopener\">favela and periphery<\/a> collectives and populations, as well as organizations that comprise <a href=\"https:\/\/bit.ly\/3IfLsWQ\" target=\"_blank\" rel=\"noopener\">Brazil\u2019s Black Movement<\/a>.<\/p>\n<p>Brazil is formed of a <a href=\"https:\/\/bit.ly\/3X9g8jS\" target=\"_blank\" rel=\"noopener\">majority<\/a> black and female population, therefore the call for greater diversity in Lula\u2019s government is to be expected.<\/p>\n<p>Even if the transition included female, black and indigenous personalities and intellectuals\u2014such as <a href=\"https:\/\/bit.ly\/2WHHXWK\" target=\"_blank\" rel=\"noopener\">Anielle Franco<\/a>, <a href=\"https:\/\/bit.ly\/3BPiL1O\" target=\"_blank\" rel=\"noopener\">I\u00eada Leal<\/a>, <a href=\"https:\/\/bit.ly\/3POdVrC\" target=\"_blank\" rel=\"noopener\">Preta Ferreira<\/a>, <a href=\"https:\/\/bit.ly\/3VfcVxw\" target=\"_blank\" rel=\"noopener\">Douglas Belchior<\/a> and <a href=\"https:\/\/bit.ly\/2NGNZ5c\" target=\"_blank\" rel=\"noopener\">Silvio Almeida<\/a>\u2014who are very active in Brazilian politics, of the 320 names announced by president-elect <a href=\"http:\/\/bit.ly\/2YCesVu\" target=\"_blank\" rel=\"noopener\">Luiz In\u00e1cio Lula da Silva<\/a> to compose the working groups in the transition cabinet, <a href=\"https:\/\/bit.ly\/3jbFNtf\" target=\"_blank\" rel=\"noopener\">207 were men and 113 were women<\/a>. On average there were <a href=\"https:\/\/bit.ly\/3W8D7vc\" target=\"_blank\" rel=\"noopener\">two men<\/a> for every woman. Of those who form the cabinet, <a href=\"https:\/\/bit.ly\/3BRw41L\" target=\"_blank\" rel=\"noopener\">144 members (48%)<\/a> are from the southeast region of Brazil.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Dos 90 nomes de transi\u00e7\u00e3o, 64 s\u00e3o homens. There are no women in the economy group and of 13 people in the health group, there is only one woman. Black men and women, and women [in general] are underrepresented in the areas of equality, women and social welfare. Survey by <em>O Globo<\/em> newspaper.<\/p><\/blockquote>\n<p>This composition of the <a href=\"https:\/\/bit.ly\/3WwZRoB\" target=\"_blank\" rel=\"noopener\">transition cabinet<\/a> was criticized because it is common for transition working group members to be subsequently announced for ministerial and government secretary positions. For this reason, Lula was openly called out in the press and behind the scenes by organizations that represent the <a href=\"https:\/\/bit.ly\/3hBtTIW\" target=\"_blank\" rel=\"noopener\">Black Movement<\/a>, indigenous peoples, and the LGBTQIAP+ population to form a new government that is truly representative of the Brazilian people.<\/p>\n<p>On December 9, Lula announced the <a href=\"https:\/\/bit.ly\/3ik1E1F\" target=\"_blank\" rel=\"noopener\">first five ministers<\/a> of his government and confirmed that he would announce all chosen names by December 22, promising a government with \u201c<a href=\"https:\/\/bit.ly\/3YAlXYO\" target=\"_blank\" rel=\"noopener\">the face of Brazilian society in its entirety<\/a>.\u201d<\/p>\n<p>When questioned about diversity in his government, Lula <a href=\"https:\/\/bit.ly\/3YAlXYO\" target=\"_blank\" rel=\"noopener\">pointed out Fl\u00e1vio Dino<\/a>, saying: \u201cI don&#8217;t understand why you think this guy is white. If you ask IBGE (the Brazilian census bureau), they&#8217;ll say that, at the very least, he&#8217;s brown.\u201d Dino was already announced as the future Minister of Justice and Public Security and <a href=\"https:\/\/bit.ly\/3v6vtWh\" target=\"_blank\" rel=\"noopener\">self-identifies as a black man<\/a>.<\/p>\n<p><iframe title=\"Questionado, Lula aponta para Dino: 'ele \u00e9 branco?'\" src=\"https:\/\/www.youtube.com\/embed\/tRZy24QtSyM\" width=\"670\" height=\"377\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>A study undertaken by the <a href=\"https:\/\/bit.ly\/3W3GrXP\" target=\"_blank\" rel=\"noopener\">Update Institute<\/a>&#8216;s <a href=\"https:\/\/bit.ly\/3Yx68SK\" target=\"_blank\" rel=\"noopener\">+Representation Program<\/a>, revealed that a significant proportion of Brazilians support women and black people occupying ministerial roles in the elected government.<\/p>\n<p>When combined with opinion polls, focus groups, and in-depth interviews with candidates in the last <a href=\"https:\/\/bit.ly\/36pW7Nd\" target=\"_blank\" rel=\"noopener\">municipal elections, in 2020<\/a>, the study offers a deeper insight into the need to increase electoral visibility of candidates from under-represented groups.<\/p>\n<p>In total, <a href=\"http:\/\/bit.ly\/3hKXIXq\" target=\"_blank\" rel=\"noopener\">41% of poll respondents<\/a> said they \u201cagree or strongly agree with the statement\u201d that the new president should assign women for half of the available government roles, even if they are not well known or do not have a background in politics. <a href=\"http:\/\/bit.ly\/3hKXIXq\" target=\"_blank\" rel=\"noopener\">39% \u201cagreed or strongly agreed\u201d that Lula should nominate black people<\/a> for half of the ministerial positions, even if they are not known or have a background in politics.<\/p>\n<p><iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Finstitutoupdate%2Fvideos%2F681245693461109%2F&amp;show_text=false&amp;width=560&amp;t=0\" width=\"560\" height=\"314\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h3>Representation Matters<\/h3>\n<p>With each name announced to occupy positions in ministries, secretariats, advisory boards, contractees and other political roles in the senior executive branch, the criticism from popular movements has continued to intensify and the pressure for representation in the new government increases. And it is important to highlight that representation matters.<\/p>\n<p><a href=\"https:\/\/bit.ly\/3YFsilW\" target=\"_blank\" rel=\"noopener\">Margareth Menezes<\/a>\u2014a black singer from Bahia who participated in the culture working group alongside Federal Deputy <a href=\"https:\/\/bit.ly\/3PNsMTe\" target=\"_blank\" rel=\"noopener\">\u00c1urea Carolina<\/a>\u2014was invited and <a href=\"https:\/\/bit.ly\/3GmGzM7\" target=\"_blank\" rel=\"noopener\">agreed to be the new minister of culture<\/a>. The ministry will be recreated under Workers Party management following years of neglect.<\/p>\n<p>Under <a href=\"http:\/\/bit.ly\/2HtY1B4\" target=\"_blank\" rel=\"noopener\">Michel Temer\u2019s administration<\/a>, the Ministry of Culture (MinC) was <a href=\"https:\/\/bit.ly\/3FLiuyb\" target=\"_blank\" rel=\"noopener\">merged with the Ministry of Education and was demoted to a secretariat<\/a>. Only after <a href=\"https:\/\/bit.ly\/3XcSxyN\" target=\"_blank\" rel=\"noopener\">strong mobilization<\/a> did Temer recreate the ministry. With the election of <a href=\"http:\/\/bit.ly\/2d636Q7\" target=\"_blank\" rel=\"noopener\">Jair Bolsonaro<\/a>, however, the <a href=\"https:\/\/bit.ly\/3WRZjdw\" target=\"_blank\" rel=\"noopener\">MinC was once again dissolved<\/a> and the Special Cultural Secretary was created, under the administration of the Ministry of Citizenship and, following that, the Ministry of Tourism.<\/p>\n<figure id=\"attachment_73421\" aria-describedby=\"caption-attachment-73421\" style=\"width: 670px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/01\/Margareth-Menezes-sera-a-futura-Ministra-da-Cultura-no-terceiro-governo-Lula-a-partir-de-1\u00b0-de-janeiro-de-2023.-Divulgacao.webp\"><img decoding=\"async\" class=\"wp-image-73421\" title=\"Margareth Menezes will be the future Minister of Culture in Lula\u2019s third government, commencing on January 1, 2023. Photo: Official release<\/figcaption><\/figure>\n<p>The profile of the future minister has been celebrated: she is a black woman and <a href=\"https:\/\/bit.ly\/3jlWZMW\" target=\"_blank\" rel=\"noopener\">human rights activist<\/a>. Montage: M\u00eddia Ninja<\/figcaption><\/figure>\n<p>On December 16, the future Minister of Justice and Public Security, <a href=\"https:\/\/bit.ly\/3G7FSHB\" target=\"_blank\" rel=\"noopener\">Fl\u00e1vio Dino<\/a>, announced the members of his cabinet and the creation of a new secretariat. Among those announced are youth leaders and black activists who will be behind drafting national public security policies for the reduction of police lethality and for combating the genocide of the black population.<\/p>\n<p>Lawyer <a href=\"https:\/\/bit.ly\/3jqls3O\" target=\"_blank\" rel=\"noopener\">Tamires Sampaio<\/a>, 30, will coordinate the National Public Security and Citizenship Program (<a href=\"https:\/\/bit.ly\/3YKjMCq\" target=\"_blank\" rel=\"noopener\">Pronasci<\/a>), created in 2007 and currently inactive. Sampaio\u2014resident of <a href=\"https:\/\/bit.ly\/3fAnaHV\" target=\"_blank\" rel=\"noopener\">Guaianases<\/a>, a favela in S\u00e3o Paulo\u2019s east periphery\u2014is coordinator of the National Anti-Racist Front and will lead the work to reduce crime rates in Brazil\u2019s most violent metropolitan regions.<\/p>\n<p>In an <a href=\"http:\/\/bit.ly\/3I2RZHc\" target=\"_blank\" rel=\"noopener\">interview with <em>Ponte Jornalismo<\/em><\/a>, Sampaio states that the main challenge in this role is to build a notion of public security that is not based on repression and violence, but \u201cthrough the guarantee of rights for the population, access to healthcare, education, housing, jobs, and income.\u201d<\/p>\n<p><a href=\"https:\/\/bit.ly\/3v97LIU\" target=\"_blank\" rel=\"noopener\">Marivaldo Pereira<\/a>\u2014president of the Socialism and Liberty Party in the Federal District (PSOL-DF)\u2014will lead the new Secretariat for Access to Justice, with a main role of coordinating the communication of the ministry with social movements.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">Como compartilhei com voc\u00eas h\u00e1 uns dias, fui indicado pelo Ministro Fl\u00e1vio Dino para assumir a futura Secretaria de Acesso \u00e0 Justi\u00e7a no MJSP. The nominated leaders are: <a href=\"https:\/\/bit.ly\/3jjIDfV\" target=\"_blank\" rel=\"noopener\">Weibe Tapeba<\/a>, a lawyer and councilor from the Workers&#8217; Party in Cear\u00e1 (PT-CE); <a href=\"https:\/\/bit.ly\/3PIbcQr\" target=\"_blank\" rel=\"noopener\">Sonia Guajajara<\/a>, a teacher, educator and nurse from Maranh\u00e3o but currently based in S\u00e3o Paulo and affiliated to the PSOL-SP; and <a href=\"https:\/\/bit.ly\/3Wz1phz\" target=\"_blank\" rel=\"noopener\">Joenia Wapichana<\/a> (<a href=\"https:\/\/bit.ly\/3zgcTMS\" target=\"_blank\" rel=\"noopener\">REDE<\/a>-RR)\u2014the first indigenous female lawyer in Brazil and first indigenous woman to be elected federal deputy. Photo: Reproduction<\/figcaption><\/figure>\n<p>In the transition group for the Ministry of Human Rights, the participation of <a href=\"https:\/\/bit.ly\/3GJqIsv\" target=\"_blank\" rel=\"noopener\">Silvio Luiz de Almeida<\/a>\u2014one of the most renowned black intellectuals in the country\u2014is noteworthy. A lawyer and former professor at Columbia and Duke, universities in the United States, Almeida is author of the widely read reference book <a href=\"https:\/\/bit.ly\/3GFPDgs\" target=\"_blank\" rel=\"noopener\"><em>Structural Racism<\/em><\/a>. Despite upsetting some Workers&#8217; Party members who, <a href=\"https:\/\/bit.ly\/3hv5ox7\" target=\"_blank\" rel=\"noopener\">according to <em>CNN Brasil<\/em><\/a>, would have preferred a politician in the role, Silvio Luiz de Almeida&#8217;s appointment was confirmed on December 22 when the <a href=\"http:\/\/bit.ly\/3jrnPDm\" target=\"_blank\" rel=\"noopener\">Minister of Human Rights<\/a> was announced.<\/p>\n<h3>Ministry Nominations and a Glimpse of the Future<\/h3>\n<p>The <a href=\"https:\/\/bit.ly\/3Zpyzmi\" target=\"_blank\" rel=\"noopener\">new government will be composed of 37 ministries<\/a>. The creation of new ministries corresponds to promises made during the campaign, but will not represent an increase in roles under the public federal administration. Until now, the 21 ministers announced by president-elect Luiz In\u00e1cio Lula da Silva include ten Workers&#8217; Party members, six women, four Afro-Brazilians, and one indigenous person. Lula announced these future ministers in a <a href=\"https:\/\/bit.ly\/3WMMuBa\" target=\"_blank\" rel=\"noopener\">press conference on December 22<\/a>, with 16 yet to be announced.<\/p>\n<p>Lula has been charged with ensuring more diversity and the 21 ministers announced have not yet resolved the issue. In terms of gender, 15 men have been nominated as ministers, with only six women. Among them is Anielle Franco, until now director of the <a href=\"https:\/\/bit.ly\/39iSVWl\" target=\"_blank\" rel=\"noopener\">Marielle Franco Institute<\/a>, who was appointed Minister of Racial Equality. Franco is the sister of Marielle Franco\u2014the city counselor who was brutally assassinated in Rio de Janeiro on March 14, 2018. Almost five years after her murder, the crime is still being investigated and no suspect has been charged.<\/p>\n<p>In an <a href=\"https:\/\/bit.ly\/3PTbcx8\" target=\"_blank\" rel=\"noopener\">announcement made on Twitter<\/a>, Anielle stated that she will create an administration aligned to the other ministries and secretariats: \u201cIt will not be an isolated ministry. We have a huge job ahead of us, but I hold the hope of bringing dignity to the Brazilian people.\u201d<\/p>\n<p>Elected by a broad democratic front, so far Lula has shown that the government will have the face of the Workers&#8217; Party, without compromising a possible government with a center-right orientation instead of center-left.<\/p>\n<p>Of the 37 ministers that form his cabinet, seven are from the Workers&#8217; Party\u2014the party with most participants. No centrist party has been considered so far. In ethnic and gender terms, there are ten white men, three self-declared as brown (Fl\u00e1vio Dino, Rui Costa and Jorge Messias), one black man, S\u00edlvio Almeida, and one indigenous person, Wellington Dias.
